DOJ clears execs of murder charges SULTAN KUDARAT, Maguindanao ––The Department of Justice has cleared Maguindanao Vice Governor Justin Mastura and Sultan Kudarat town mayor Tocao Mastura of any culpability in the murder of a Maguindanaon town mayor in Davao in 2010. Mayor Mastura and his nephew, Vice Gov. Mastura and 10 others were linked to the murder of Mayor Alex Tomawis of Barira, Maguindanao in Davao City. In a resolution, the DOJ panel, also cleared Mayor Mastura’s younger brother, Armando Mastura, mayor Sultan Mastura town; and Talib Abo, former mayor of Parang, also in Maguindanao. Spain’s ‘PyD’ to lecture on gov’t accountability and transparency BUTUAN City––A Spanish non-governmental organization (NGO) Paz y Desarrollo (PyD) is set to brief different stakeholders in Caraga Region about their 2012 projects on transparency and accountability. Noelia Monge Vega, PyD country representative to the Philippines, said the activity aims to promote accountability and transparency while disclosing levels of programs of actions and expected results; provide government partners with program directions especially for the period March–December 2012. The briefing at the regional office of the National Economic and Development Authority (NEDA) of Caraga Region here on March 7, 2012 will draw out points of partnership between PyD and various private and public partners.

KGMC plans to eventually provide for the fingerling requirements of about 1,000 fish farmers in the region. Grouper culture has great economic potential for Mindanao due to the increasing demand for high-value fish products in international markets such as Hong Kong and Mainland China. Since 2008, Mindanao companies that have participated—most of them for the first time—in more than 24 international food expositions and reported total booked sales of more than US$78 million. The amount comprised initial sales. It does not necessarily reflect additional orders from the new market contacts established through the trade shows. The U.S. Agency for International Development (USAID), in collaboration with the Philippines’ Department of Agriculture and Department of Trade and Industry (DTI) provided technical and funding support on Mindanao companies participating in the trade shows. Through its Growth with Equity in Mindanao (GEM) Program, USAID is helping to increase exports of higher-value agricultural products from Mindanao and generate more livelihood opportunities in the region. Trade shows are opportunities to gauge the receptivity of target markets, observe product trends, and establish marketing agreements with buyers. USAID and DTI also arranged market reconnaissance tours of local retail outlets in the cities hosting the trade shows to help the Mindanao participants get a better feel for what sells. “We had a more tradi-
tional approach to marketing abroad, looking for incountry distributors to push our product line for us,” said Cabrera. “But this opportunity to join the Qingdao show has been particularly helpful in floating and developing new mainstream market products.” Both Cabrera and Sotto noted that buyer interest in traditional seafood products remains strong, but that sustainable aquaculture is “the way to go.” “The government and the private sector have to continue investing in sustainability measures,” said Cabrera. “Good conservation and business viability should be in balance.” “There’s also a trend towards value-added products, which brings in more profit and employs more people,” said Sotto. Cabrera encourages other Mindanao food producers to invest in adopting international food processing standards, such as ISO and hazard analysis and critical control points (HACCP), and being properly certified. Thirteen Mindanao companies assisted by USAID to acquire HACCP certification reported a collective increase in sales totaling $16.2 million over a twoyear period, which they attributed directly to their being HACCP-certified. “Complying with global standards in different aspects, from processing to packaging to basic marketing is the only way to have full access to the world market,” said Cabrera. GENERAL Santos City––Four more patrol boats have been set off Saranggani Bay as commercial fishing operators continue to violate existing laws despite tight monitoring of the rich fishing ground. The Bureau of Fisheries and Aquatic Resources (BFAR) said the new patrol boats, each costing P1.9million, were set out to secure the seas off four coastal municipalities of Sarangani province against incursions from commercial fishing boats and other illegal fishing violations. “The patrol boats will be utilized for the enforcement of various fishery laws and other activities related to the protection and conservation of the bay’s biodiversity,” said Assistant Director Ambutong Pautong of BFAR Region 12. Purging of voters’ list in ARMM starts, say THE COMMISSION ON ELECTIONS (Comelec) has started purging the voters’ lists in the Autonomous Region in Muslim Mindanao (ARMM) to ensure fraud-free elections in 2013, a Palace official said. Presidential Spokesperson Edwin Lacierda said the Comelec started implementing measures to remove ghost voters in the ARMM. “Di ba ang mahalaga po dito sa ARMM, apart from introducing the reforms in governance, is also electoral reforms. Nililinis talaga iyong listahan ng botante kasi alam natin dito sa ARMM may mga ghost voters, and that’s what (Comelec) chairman Sixto S. Brillantes Jr. is doing,” he said. On June 30, 2011, President Benigno S. Aquino III signed into law the bill postponing last year’s ARMM elections in order to synchronize it with the national and local elections in 2013. Republic Act 10153 mandates that the next ARMM elections for the regional governor, vice governor and members of the regional legislative assembly shall be held simultaneously with the midterm elections on the second Monday of May 2013. commercial fishing boats in portion of its tuna-rich waters. In late November, around 20 tons of dead skipjack tuna washed off shores in Maasim believed dumped by small commercial fishing boats that utilize the ‘likom’ method or net fishing. The ‘likom’ f ishing boats reportedly overfished prompting them to dump some of their catch along the bay due to their limited capacity. Republic Act 8550 or the Philippine Fisheries Code prohibits commercial fishing within the 15-kilometer municipal waters. Last year, a significant portion of the critical Bacud Reef off Kiamba town were tear down after a foreign cargo vessel ran aground in the area for about five weeks. In November last year, operators of the vessel’ agreed to a settlement of P20 million with the local government of Sarangani after the Philippine Coast Guard’s Special Board of Marine Inquiry found them liable for the damages on the reef. Force suspension of all classes in Zambo ZAMBOANGA City––Heavy rains spawned by a localized thunderstorm forced the suspension of classes in most schools, colleges and universities in the city proper today, Monday. Rains started to fall at about 2 a.m. to about 5.00 a.m. and flooded the city streets and school campuses located in low-lying areas in the city. Among the first to announce the suspension of classes were the Zamboanga City College of Marine Science and Technology located along the shorelines of Barangay Rio Hondo near Fort Pilar and just about a kilometer from City Hall. Officials of the Western Mindanao State University (WMSU), Pilar Colleges along the shorelines of San Jose Cawa Cawa also called radio stations to announce suspension of classes. Officials from other colleges and universities also called in their suspension of classes for Monday. City Schools Superintendent Pedro Natividad said school administrators such as principals, head teachers and district supervisors can suspend classes on their own, without waiting from instructions from the Division Of City Schools. Natividad said aside from flooding of the school campus, most school children could not go to school because of flooding in their communities. OROQUIETA City––Rep. Jorge Almonte and Misamis Occidental Governor Hermie Ramiro have formally conceptualized a joint venture agreement to provide better healthcare services and medical assistance to the poorest of the poor. In an interview, Lawyer Marlo Bancoro, the legal officer of Almonte, said the congressman has allocated substantial fundings to six government-run hospitals in the province intended for the Philhealth use. Bancoro announced that renewal for membership in the Philippine Health Insurance Corporation (Philhealth) especially for the residents of the province’s first district. He, however, explained that although the cards that will be distributed are locally created it will still be equivalent to the national health cards where beneficiaries will be afforded similar benefits. He said the local health cards of Rep. Almonte will be distributed to the hospitals with the corresponding allocations. These hospitals are Calamba District Hospital (P300,000); Misamis Occidental Provincial Hospital (P2 million); Jimenez Medicare Hospital (P100,000), MARSGEN Hospital in Ozamis City (P100,000), National Kidney Institute (P100,000); and the Philippine Heart Center (P100,000). Bancoro said that more fundings will be added to the beneficiary-hospitals this year to accommodate more beneficiaries but it will be provided through an ID system to ascertain the identity of individual members or beneficiary of the health card holder. With the joint undertaking, the residents of the province’s first district are now assured of local health privilege. Earlier, the city government of Oroquieta is keen on stopping the distribution of Philhealth cards after the health insurance increase the annual contribution from P420 per individual to P1,200 starting July 2012. Aside from the increase in health contribution, the city government of Oroquieta has decided to minimize the distribution of health cards due to reduction of its Internal Revenue Allotment (Ira) by P50 million this year. This is why, the local government of Oroquieta can no longer gave the needed counterpart fund.
OROQUIETA City––A senior official of water utility here is alarmed over the recommendation of the City Council to replumb its entire water piping system rather than use the Villaflor Pumping Station. Acting on the complaint lodged by Comsai, a people’s organization, the City Council ordered the Oroquieta City Water District (OCWD) to replumb its piping system. But OCWD General Manager Ricardo Ravacio said that should the City Council would pursue its recommendation to close the Villaflor Pumping Station, its major source of
potable water, then the water utility has no option left but to “re-pipe” its entire system. “Remember, the Villaflor Pumping Station is one of the major pumping stations of the whole system, and if this will be close, the other four, is not sufficient enough to produce potable water,” explained Ravacio. He added: “If we will close Villaflor Pumping Station still, we have to re-pipe the whole system.” The OCWD is now rehabilitating its pipe but because of the reclassification from the Local Water Utilities Administration (LWUA) after it was de-
annexed from its mother, the Misamis Occidental Water District, that left OCWD saddled by an P85 million loan, rehabilitation is indeed one of its major problem, pointed Ravacio. OCWD was de-annexed but its reclassification is still in the hands of the LWUA and cannot avail of any loan for its rehabilitation, Ravacio added. The Comsai has called for the closure of Villaflor Pumping Station saying the water coming from the water station is unsafe for drinking. The source of water came from the city’s Layawan River. OCWD answered the allegation, and with its monthly examination re-
sult that is approved by the local health units, the Layawan water source is safe for human consumption, but as of press time, the Sangguniang Panlungsod investigation in aid of legislation to recommend the closure is not done for they want more facts, especially on the allege chemical contaminated source. Meantime, OCWD has purchased and replaced the six-year-old water pump used in the Mobod Pumping Station in the amount of P440,000. It is modern than the old one, it is digitally operated compared to the replace water pump that costs P946,000.

OROQUIETA City, Misamis Occidental––The National Irrigation Administration (NIA) has called on the residents of Misamis Occidental to stop the illegal cutting trees along the river to avoid the destruction of the environment. The agency sounded the call after the recent floods in the towns of Tudela and Clarin due to the overflowing of water at Paca River resulting in the collapse of
the irrigation dam in the area. Aside from the illegal quarrying operations, another reason for the occurrence of flashfloods is the illegal cutting of trees in the mountains and along the river which often result, not only to flashfloods, but also landslides. This is because there are no more trees that will absorb and regulate the flow of the rain water that fills the river, during heavy rains, Soledad
Puyales, head of NIA-Misamis Occidental said. Puyales said results of their survey in Sitio Tongo, Barangay Namut in Tudela located at the foot of Mt. Malindang after the recent flashfloods, reveal that the forest in the area had been so much denuded. This has cause the water in the river to overflow as there are no more trees that holds the ground from the mountains down to the communities, during the occurrence of heavy rains, she said.
With this, NIA has advised the residents of the province to stop the illegal cutting of trees and instead plant as much trees as possible to avoid a repeat of the flashfloods which resulted to so much damage in properties and agriculture, especially to the government infrastructure projects like roads and bridges. Meanwhile, she said NIA will implement a tree-planting program along the river to prevent flashfloods from happening.

BIR collection PSE snaps losing streak for 2011 grew by 12.34 percent THE Bureau of Internal Revenue (BIR) has collected a total of P890.5 billion from its operations or a growth of 12.92 percent in 2011 as compared to its 2010 collection of P788.6 billion. It has also collected some P33.7 billion from nonBIR operations or a decrease of 1.04 percent last year compared with the collection of P34 billion in 2010. BIR said its revenue collections are broken down into two, namely: • from BIR Operations -- all collections except those resulting from government borrowings by the Bureau of Treasury; and • from non-BIR Operations -- final withholding taxes on interest payments due on and documentary stamp taxes due from government debt securities issued by the Bureau of Treasury. In the aggregate, the BIR said it has collected a total of P924.1 billion last year, 12.34 percent increase over 2010’s collection of P822.6 billion. Although the growth rate is much higher than GDP growth rate and inflation combined, the BIR said it was 1.69 percent or P15.9 billion short of the 2011 collection target of P940 billion. BIR Commissioner Kim Henares believes that the agency has been able to put in a very credible performance, and is appreciative of the efforts of her people. She also recognizes that there is room for improvement and the collection performance of the Bureau should improve further once the various reforms planned are put in place and fully implemented. Decliners won over advancers, 92 to 72 while 33 stocks were unchanged. DTI to launch PBR in Zamboanga Peninsula ZAMBOANGA City––The Department of Trade and Industry (DTI) is set to launch next month the Philippine Business Registry (PBR) here in Zamboanga Peninsula, a DTI official announced Tuesday. National Economic Research and Business Assistance Center (NERBAC-9) Manager Herminia Cuevas said the PBR would substantially reduce the need for registrants to physically go to the concerned government office to register his or her business since a lot of steps in the registration process is already possible to be done online. Cuevas explained the PBR is a web-based system that is envisioned to facilitate a seamless transactional environment for business registration and facilitation which can be accessed by anyone anytime, anywhere there is internet connection. Cuevas said the registration can be done just by logging on to the PBR portal at www.business.gov. ph, fill up the electronic forms provided, pay online via Globe’s GCash facility and print the business name certificate himself in the convenience of his own home or in an internet café any time of the day. Since the PBR is connected to the database of the Bureau of Internal Revenue (BIR), Cuevas said the system will also automatically
generate the Tax Identification Number for those who still don’t have the TIN or “validate the same for those who already have a TIN for your business.” “Further, at your option, the system will also generate your employer number for Social Security System (SSS), Philippine Health Insurance Corporation (Philhealth) and Home Mutual Development Fund (HMDF) or Pag-IBIG since these agencies too are connected to the PBR,” Cuevas added. She said that it is just a matter of time before the mayor’s permit can also be processed online via the same PBR facility. The PBR is one of the reform measures being assiduously pursued by the national government under the auspices of the DTI to promote transparency, streamline transaction processes, promote business growth, and improve the overall competitiveness of the country. THE law of classical economics dictates that when demand exceeds supply, prices go up and dampens demand until it reaches equilibrium with the supply. On the other hand, when demand is low and supply exceeds it, prices would go down until demand increases and achieves equilibrium with supply. This is called the invisible hand of the market. This is the logic of neoclassical or neoliberal economics, thus, the push for limiting government intervention in the economy through deregulation, liberalization and privatization. However, stagflation hit the world economy in the 1970s and this baffled economists. Stagflation, or stagnation coupled with inflation, should not have occurred because in a stagnant economy, unemployment is high and demand is low so why do prices increase? The response of economists and governments of advanced capitalist countries is to push for more deregulation, liberalization and privatization plus controlling inflation through raising or lowering interest rates. But still, this did not solve the problem of rising prices even during these times when the world is suffering from a Great Recession, which progressives say is more aptly described as a Great Depression comparable to what the world experienced in 1929. So what is wrong with the world economy? Recently, there is an ongoing debate in the US about who is to blame for rising oil prices. In fact, the Republicans are using the issue of high oil prices to criticize the economic policies of US President Barack Obama. Pump prices of gasoline in the US has increased by 30 percent in the last two months to reach $3.52 a gallon. (This amounts to P150.51 a gallon or P37.63 a liter, much lower than Philippine oil prices.) US consumers fear that it would reach $4 a gallon. (P171 a gallon or P42.76 a liter) And yet, demand for oil in the US is at a 15-year low. Because of low demand, oil companies have been shutting down large refineries in the US. According to a report written by Matthew Philips “Angry About High Prices, Blame Shuttered Oil Refineries,” which was published by Bloomberg Businessweek, since December, the US

Jesus came to finally take the dishonest thief out of us, so to speak. So why not ask Jesus to forgive you for your wrong heart and way of living right now? Ask Him to start changing you inside into a new person. Anyway, if Mr. Benaldo could construct river dikes along Cagayan de Oro River bank, he will break all records of previous Congressmen. Former Congressman Tinnex Jaraula tried to do that but he completed his three terms without attaining that goal. Incumbent Congressman Rufus Rodriguez, of Cagayan de Oro City 2nd District, managed to source funds for river dike. However, the project starts only with groundbreaking. Anyway, with the groundbreaking, the possibility that the project will push through is high. The problem with Benaldo is his publicity stunt. They border on make believed script. For instance, he would say that a budget for all barangays of his district is ready for release. That these projects will commence anytime soon. All these turned out to be nothing but lip service. Mr. Benaldo also had the habit of posting his projects in tarpaulins with his face printed on it. No doubt, he qualifies in the Senate’s ‘Anti-Epal Bill’ of Sen. Miriam Santiago. Yes, they alleged that these projects are tangible only in tarpaulins. Reason: They could not be accounted since they are non-existent. That was what the woman meant of ‘projects that were tangible but their whereabouts were intangible.’ Constituents in the first district harped only on this few things. This prompted them to look for a worthy replacement come 2013 elections. BDO’s 2011 net income up 19% to P10.5b BDO Unibank, Inc. (BDO) posted an audited net income of P10.5 billion in 2011. This is in line with its earnings guidance and represents a 19 percent growth over the P8.8 billion net profit posted in 2010. Despite the slower gross domestic product (GDP) growth of 3.7 percent, BDO expanded its loan portfolio by 24 percent to P670.1 billion in 2011 by focusing on credit worthy borrowers in fast-growing industry sectors. The Bank not only out-
paced the industry’s 19 percent loan growth but also kept asset quality in check. BDO’s gross non-performing loan (NPL) ratio further declined to 3.4 percent by end-2011 from 4.7 percent in 2010, while NPL coverage improved to 106 percent from 92 percent

With the JSC variant, opening a kiddie savings account and the opportunity of saving is now more accessible to both kids and parents. To make it more exciting, BDO will treat the children with discounts and freebies at SM affiliates such as IMAX, Science Discovery Center, Toy Kingdom, SM Bowling/Storyland/Skating. A free pencil case also awaits kids who will open an account with initial deposit of P100. “The plan is to promote this product to the various schools so at this early children will be taught the value of saving for their future,” BDO said.

AIJC Launches Communication Master’s at Grassroots Program AN innovative Master’s at the Grassroots Program in journalism and communication management will be launched this summer by the Asian Institute of Journalism and Communication (AIJC). The blame could not rest on increasing production costs either. In fact, according to the same report, ExxonMobil, ConocoPhillips, BP, Chevron and Shell racked up a combined profit of $137 billion in 2011 even if they produced four percent less oil. Thus, if the demand for oil in the US is low but supply is increasing, who or what is to blame for the spike in oil prices? I could think of two reasons. First, oil, aside from gold, is the current commodity of choice for speculators. In a May 2008 article published on the website “Geopolitics – Geoeconomics,” by F William Engdahl, he said, “As much as 60% of today’s crude oil price is pure speculation driven by large trader banks and hedge funds.” He cited a June 2006 report of the US Senate Permanent Subcommittee on Investigations entitled “The Role of Market Speculation in rising oil and gas prices,” which revealed that “… there is substantial evidence supporting the conclusion that the large amount of speculation in the current market has significantly increased prices.” The same US Senate report also discovered that a lot of companies trading in the oil futures market are not actually producers or users of oil. Who are these speculators? The same article identified Goldman Sachs and Morgan Stanley, as the two leading energy trading firms, as well as Citigroup and JP Morgan Chase. Speculators have been taking advantage of tensions in Syria and Iran by frantically trading in the oil futures market – the New York Mercantile Exchange for light, sweet crude and the ICE futures for Brent crude, as well as the Dubai Mercantile Exchange – thereby pushing spot prices up. This has also been the case in 2008 when speculators took advantage of the unrest in the Middle East, Sudan, Venezuela and Pakistan even if no supply shocks actually happened. Second, what we are experiencing is the invisible hand of the oil monopolies – the biggest of which are Exxon Mobil, Royal Dutch Shell, and BP, with Chevron Texaco on fourth – that control the supply and dictate the prices of oil, and are the biggest winners in the spikes in oil prices. What is true in oil like-

According to the daily monitoring records of the Calaanan Tent Cities made by the EMD representatives, Rubina Castro and Maryjane Alipoyo, there are tents wherein the current occupants are no longer the original legitimate beneficaries. Due to these findings, Castro and Alipoyo wished to recommend to put on hold the aforementioned beneficiaries from joining the raffling for the permanent housing units until their questionable tent ownership are resolved. The beneficiaries in Tent City 1 are identified as Miguelito Moring of Tent No. 143; Leoncio Zapanta of Tent No. 107; and Elizabeth Bonghanoy of Tent No. 176, all residents of Isla de Oro. Per EMD’s 2003 survey records, Moring, Zapanta, and Bonghanoy were all house owners in Isla de Oro. “But sometime before the typhoon Sendong, they have already sold their houses in Isla de Oro, and yet they, instead of the new owners, claimed the rights to the temporary shelters in Calaanan,” Castro reported. A certain Josefina Candelosa was the buyer of Moring’s house; Nelson Enerio was the buyer of Zapanta’s house; while Bonghanoy herself admitted that she had long sold her house to someone who is now temporarily billeted at the City Central School. The EMD also discovered other odd circumstances like the situation in the tent of Joel Ayop, previously from USA, Tibasak, Macasandig, where it was disclosed that the woman living with him in the tent is not his wife, Arlene. Similarly, Fidel Sebastian, a resident of Isla de Oro, was also found to be sharing his tent with some other woman instead of his wife, Wilma. By virtue of these findings, Diguinion ordered a thorough investigation in order to acquire facts and legal documents upon which the EMD can base their next course of action. She called on and encouraged the beneficiary wives who were not allowed to live in their tents (by their husbands) to write to the office of the EMD so a proper investigation can commence. (CIO)
