‘Ukay-ukay’ choked legit business firms in Butuan Briefly

BUTUAN City––Some business establishments are complaining on the effect of having “Ukay-ukay” vendors occupying G. Flores Avenue every afternoon to midnight from Friday to Sunday. Many of the legitimate “Ukay-ukay” vendors, who agreed to talk on condition of anonymity, complained that their respective businesses, despite paying taxes, are being choked due to the present habitation of some vendors as approved by the city government of Butuan. Even transient vendors are allegedly being allowed to occupy the city streets, grumbled the affected traders. They also added that most of the vendors on that area are illegal. Even a Taiwanese national known as certain Mr.

Yong was allegedly participating as a vendor. The legit vendors also reiterated on the Executive Order no. 20 of Mayor Ferdinand Amante Jr. regulating sidewalk vendors in the city. They claimed the order deprived the pedestrians from using the sidewalks because of the presence of ambulant vendors. According to them, even some of the legal establishments within the vicinity are forced to close their store early because of the presence of ambulant vendors. Even the commuters and BUTUAN/PAGE 11

DSWD addresses issues on family access cards THE Department of Social Welfare and Development is announcing to the internally displaced families who do not have Family Access Cards to visit the DSWD Regional Office for issuance of the cards. However, the office is emphasizing that prior to having them issued to the requesting families, a validation and assessment by social workers must be done in the barangays where the families’ houses were damaged due to Tropical Storm Sendong. “ We a r e r e c e i v i n g feedbacks that there are still internally displaced families requesting for

the Family Access Cards and the DSWD are indeed obliged to issue them these; but to avoid doubling of cards per family and to avoid over-ser ving and underserving of families, our social workers have to validate and assess the condition of the family’s house first,” Charmaine Tadlas, Regional Information Officer of DSWD-X, says. She says that the social workers are to visit the barangays where the families’ reside and assess and validate the condition of their houses with the barangay officials there. “It would certainly take

a while, but the assessment is necessary since we want every family to receive relief goods and benefits from the government and that no family is over-served and underserved,” Tadlas says. The DSWD is also addressing to the families who did not stay in evacuation centers that they can claim their relief goods in the nearest evacuation center in their area. All they need to do is present their Family Access Card to the Camp Managers. Families who have lost their Family Access Cards may also visit the DSWD Regional Office for the reissuance of their cards, but is

still subject for validation and assessment. Tadlas also says that complaints and grievances may also be filed at the DSWD Regional Office located at Masterson Ave., Upper Carmen, Cagayan de Oro City for investigation and appropriate action. The public can also call the DSWD Regional Office at (088) 858-8134 or 09154408933. As of press time, there are now 50,784 families served by the DSWD. Each family is issued with a Family Access Card which has a unique code primarily for verification purposes of the DSWD.

Scientist creates computer that can ‘read minds’ EVER had trouble putting your thoughts on to paper? Now there could soon be a computer that can do that for you. Scientists believe they have created what could be the first mind-reading computer that can put thoughts

into words, the Daily Mail reported. The computer uses a program that reads brain activity, and could be a godsend for people with speech impairments due to stroke or degenerative disease.

The breakthrough came about after scientists planted electrodes in brain surgery patients, monitoring activity in the temporal lobe, the part which takes care of speech and images. They then gave the 15 patients a series of sentences

to listen to, and a computer program analysed how the brain interpreted and then reproduced those messages. Scientists believe the program could observe and report what patients were planning to say next. MINDS/PAGE 11

Unicef vows more assistance to children victims of Sendong THE United Nations Children’s Fund (UNICEF) has vowed to provide more assistance to the Department of Health (DOH) and other partners in monitoring the situation of children in areas affected by storm “Sendong” last December, particularly in Cagayan de Oro and Iligan cities in Northern Mindanao. “Sendong dealt an additional blow to these children’s health. That is why we need to keep a close eye on the situation of these vulnerable young children,” said Dr. Abdum Alim, UNICEF

Philippines’ representative. The UNICEF raised concern over a significant increase in malnutrition, particularly in Cagayan de Oro and Iligan following the over-a-month of the storm’s devastation in Mindanao. The UNICEF, along with its partners, provides assistance to DOH and checks milks code violation. AgSur remain as country’s top rice producer, says DA AGUSAN DEL SUR - The provincial government of Agusan del Sur has consistently made it to the top 10 provinces in the country in rice production since 2008 for, again, winning the ‘Agri-Pinoy Rice Achievers Awards’ this year. The ‘Agri-Pinoy Rice Achievers Awards’ is a national government program under the auspices of the Department of Agriculture in line with the government’s bid of attaining Rice Self-Sufficiency in 2013. Provincial Governor Adolph Edward ‘Eddie Bong’ Plaza, said that the achievement is credited to all rice producing towns in the province.

The provincial government launched BUGAS program or the Boosted Utilization of Grains in Agusan del Sur where potential rice growers and production are encouraged and given recognition, Plaza said. ‘Rice production in the province is very promising and continue to provide income opportunities to rice farmers,’ Plaza said. Under the BUGAS program, technology and support programs to include provision of production inputs like seeds and fertilizers, small scale irrigation and pre- and post-harvest facilities, farm-to-market roads, providing more

options through research studies and trainings on appropriate technology, increased use of organic fertilizers and marketing assistance to farmers are strengthened, Plaza added. For the last decade, Agusan del Sur is self-sufficient in rice. In 2011, rice production posted 333,160 metric tons bringing an average production of 3.5 metric tons per hectare. Based on the 124 kilograms per capita consumption or a total of 73,387 metric ton-requirement (for projected population in 2011), the province recorded a surplus of 139,835 metric tons of clean rice. Phasing-out of oversubscribed courses draws mixed reactions from lawmakers By LORELEI V. CASTILLO, MRS-PRIB

LAWMAKERS are divided on the proposal of the Commission on Higher Educat ion (CHED) to gradually phase-out oversubscribed courses starting school year 2012-2013 to deter further unemployment of thousands of graduates every year. Rep. Reena Concepcion Obillo (Party-list, Una ang Pamilya) strongly supported the move, which she said has unfortunately resulted in the unemployment of thousands of graduates every year. “Sadly, most college students have been lured to enroll in a course with the end goal of working outside the countr y ; a sentiment that has also been taken advantage of by some private schools

to boost their enrollment and profit,” Obillo said. Obillo said by gradually phasing out these oversubscribed courses, the government will be able to re-focus the attention of our college students to courses that would boost other sectors like agriculture that also offers good job opportunities and consequently, a better future for their families and which the countr y could also benefit from. “ H o w e v e r, C H E D should also be clear on how long their proposed moratorium on these oversubscribed courses will last as the country could also possibly face a shortage of professionals in industries that they plan to phase out,” Obillo stressed.

But Rep. Raymond Palatino (Party-list, Kabataan) said he is not inclined to support the proposal of the gradual phasing-out of oversubscribed courses such as Bachelor of Science in Nursing and business education programs or courses like Bachelor of Science in Hotel and Restaurant Management (HRM), BS Accountancy, and other related courses. “This is highly disturbing that we are going to stop training new teachers and health workers when the country direly needs them especially in poor and undeserved communities,” Palatino said. Palatino said the problem here is job creation, decreasing government support for social services and active reliance on labor export.

The proposed moratorium on over-subscribed degrees or frequently enrolled courses, producing graduates more than what some industries need is one of the administration thrusts of new CHED chief Patricia Licuanan. According to Licuanan, the over production of graduates of some courses where existing industries cannot accommodate all of them, has resulted in the unemployment of thousands of graduates every year. Licuanan said CHED will instead focus on the promotion of undersubscribed programs such as agriculture, mines and geosciences that have sure markets for graduates and encouraged incoming freshmen to enroll in these courses.

Casiño calls for transparency in audit of oil firms BAYAN Muna Rep. Teddy Casiño insisted that the Independent Review Committee (IRC) recently formed by the Department of Energy (DOE) should conduct the review of the books of the oil companies “in an open and transparent manner by allowing the public access to all documents and giving them the opportunity to be involved in the entire process.” He questioned the apparent decision of the IRC and DOE to limit the actual audit and review of books to the members of the committee which would then merely hold consultations with stakeholders in the oil industry. “This is quite counter to the purpose of the audit which requires utmost transparency to ensure that the process is truly fair, objective and independent,” said Casiño, principal author of House Bill 4355 that seeks a return to a regulated and nationalized oil industry. While admitting the difficulty of having too many people involved in the actual audit, Casiño said the IRC should at least allow a team of observers to have access to their ongoing investigation. “These observers can FIRMS/p.11

The storms of life “THE soul of one who loves God always swims in joy, is always on holiday, and is always in the mood for singing.” - St. John of the Cross There is a story about a learned man who is also a connoisseur of the arts. Among his vast collection of beautiful and expensive paintings was an obscure and low-priced picture, which stood markedly out of place in his prized collection. But this picture was the one that the learned man liked best. It claimed prominent place in his library. It was a forlorn drawing of a lonely beach, with an old canoe stuck in the sand among the pebbles and seaweeds. It had nothing to commend itself, except the words written below the drawing. The words bestowed a poignant meaning to the picture. It said: “The tide always comes back.” The words signify that the little canoe had been washed to the shore by a storm, and now looks stuck, abandoned and useless. But the tide always comes

back, and when it does, the water will carry this canoe to the sea again. Then the canoe will once more bob and dance over the waves as it was designed to do. Fishermen will haul their catch in it, and fun-loving folks will fill it with merriment as they ride to their wet appointment. The learned man said that when he is tossed and turned in the storms of life, when he finds himself dashed in the sands of sadness, he looks at this painting and feels comforted. He is encouraged to hang on and patiently wait, because the tide always comes back. In life we should expect to encounter thunderstorms of challenges. Sendong victims do not have a monopoly on difficulties. Our Sendongs do not always take the shape of rushing waters. They can appear in the form of emotional upheavals, rocky relationships, reverses in finances, barrage of disappointments, nameless fears, loads of worries.

THINK a minute. An airplane pilot came on the speaker system to the passengers: “This is your captain speaking. We’re flying at an altitude of 35,000 feet, and the speed of 600 miles an hour. I have some good news and some bad news. The bad news is we’re lost. But the good news is we’re making great time.” There are many people who are making great time in life living in the fast lane. But they’re lost and going the wrong direction. Homosexuals are encouraged by many people just to come out of the closet and not be ashamed of who they are. Some people say that they didn’t choose to be homosexual; God made them that way. But the fact is that there has still not been one scientific study which can prove that homosexuals

If people are born with any homosexual tendency at all, it is no different than any personality tendency like someone born with a bad temper. to choose not to kill people, even though he may have a naturally quick temper. In the same way, even if someone might have the slightest natural tendency toward homosexuality, he’s still free and able to choose not to become homosexual. If homosexuals were born that way and God made them with no choice, then why does He say homosexuality is so wrong and condemn it as sin? Throughout the whole Bible, God strongly condemns

homosexuality as sin which is opposed to the clearly natural, right way He created us humans to live and reproduce. Remember, God created us Adam and Eve, not Adam and Steve. Just like we are born free to choose whether or not we will be adulterers, murderers, thieves, liars, alcoholics and vicious gossips, we are also born free to choose whether or not we will become homosexual. But the good news is that even if you already have chosen to become a homosexual, Jesus will still forgive you and give you a new life if you sincerely ask Him to start changing your heart. So won’t you come out of the closet and into the light of Jesus forgiveness and truth, so He can start setting you free today? Just Think a Minute.

IT is heartening that the national government identified Cagayan de Oro River Basin Administration (Corba) project as one of its priority flood program this year. Did DPWH only realize the importance of the Corba after the disastrous Typhoon Sendong last Dec. 17, 2012? Can DPWH really implement the project this year? Actually, the Cagayan de Oro Cris Diaz River Basin Administration project was contained in a legislative act authored by Rep. LIFE/p.10 Rufus Rodriguez, 2nd District, Cagayan de Oro City in 2009. Congress got the proposed bill months after Cagayan de Oro City experienced flooding in January of the same year. The house bill mandates that an administrator shall run the affairs of the project. During his term in Congress, Jaraula also filed a bill in Congress for the creation of the Cdo River Development Authority (Corda). Jaraula reported that Congress approved the bill. The national government did not implement it then. Perhaps, the DPWH is talking about implementing Jaraula’s Corda. Butuan’s streamlined BPLS showcased in nat’l forum BUTUAN CIT -- City Mayor Ferdinand M. Amante, Jr. recently presented the city’s streamlined Business Permits and Licensing System (BPLS) to more than 500 city and municipal mayors from all over the country during the Forum on Building Sustainable Competitive Local Governments. The gathering of local chief executives was held last Friday, January 27, 2012 at the Crowne Plaza Hotel, Ortigas Center, Pasig City. DILG Sec. Jesse M. Robredo was the guest of honor during the said activity which was also attended by foreign guests from USA, India and Indonesia. Representatives from foreign organizations such as World Bank, USAID, AECID, and GIZ also participated in the forum. The national forum was held to showcase the best practices from different LGUs which aid in building sustainable and competitive local governments. It was jointly sponsored by DILG and the Local Government Academy (LGA). Other LGUs which were invited to present during the said forum include Mandaluyong, Valenzuela, Mandaue, and the Island Garden City of Samal. Butuan City’s streamlined BPLS was launched on October 20, 2010. The improved system significantly shortened the business registration processing time from 10 days to 30 minutes. The faster processing time encouraged more business owners to register their businesses and translated to an increase in new business registrants from 1,064 in 2010 to 2,386 in 2011, or an increase of 124 percent. Business tax collection rose from P94.36 million in 2010 to P115.42 million in 2011. Footwear, leather goods and tannery industries get boost TO help the footwear, leather goods and tannery industries overcome the challenges of trade globalization; a lawmaker has filed a measure seeking to amend Republic Act 9290 otherwise known as the “Footwear, Leather Goods and Tannery Industries Development Act.” Rep. Marcelino Teodoro (1st District, Marikina City) authored House Bill 5679 to remove the limited period provided in Section 3 of RA 9290 so that industry players can continue to avail of the incentives under the law. Teodoro said RA 9290 was enacted in April 2004 to recognize the footwear, leather goods and tannery industries’ potential to generate employment, as well as increase the country’s foreign exchange earnings through exports and import substitutes. According to Teodoro, one of the more important provisions of the law included time-bound incentives for qualified enterprises in the form of tax credits, additional deduction on gross income, zero duty on imported capital equipment

and promotion, advertising and sale of locally manufactured finished products of these industries in the government’s duty-free shops. “Almost a decade since the enactment of RA 9290, these industries are still facing a great obstacle with many firms closing or folding up,” Teodoro said. In pushing for the immediate approval of the bill, Teodoro cited a 2005 to 2009 data of the National

Statistics Office (NSO) saying the footwear industry suffered a 14% decline in employment and a 7% decline in establishments. Teodoro also cited the declared policy of the State to support, promote and encourage the growth and development of small and medium scale enterprises (SMEs) belonging to these industries. Under the measure, Teodoro proposed to remove the

maximum ten year-period so that incentives shall be available continuously by qualified footwear, leather goods and tannery enterprises. The Depar tment of Finance (DOF), Bangko Sentral ng Pilipinas (BSP) and the Securities Exchange Commission are directed to promulgate and publish the necessary rules and regulations for the effective enforcement of this Act.

NHMFC implements moratorium on loan payments for Sendong survivors By APIPA P. BAGUMBARAN

CAGAYAN DE ORO CITY, -- The National Home Mortgage Finance Corporation (NHMFC) is implementing a six-month moratorium on housing loan payments for borrowers affected by Tropical Storm Sendong in the cities of Cagayan de Oro and Iligan. The moratorium will accommodate borrowers from Gold City Subdivision, NHA Lourdesville Subdivision, Villa Nena Subdivision, Villa Angela Subdivision, Emily Homes, Scions Executive Village-Canitoan, Villa Candida Subdivision, Virgina Homes and Village, Villa Mar Subdivision, PN Roa Subdivision, Vamenta Estate, and Gokingville Subdivision, and the Phase 2 to 5 of the Iligan-Bahayan Subdivision, said Leonida R. Sabio, NHMFC-Cagayan de Oro Satellite Office Head. According to her, the moratorium will cover amortization payments from January to June 2012. She said affected borrowers who are interested

to avail of the moratorium should file their applications on or before February 29, 2012. The filled-up application form, together with a certification from their respective barangay chairman, should be submitted at the NHMFC Cagayan de Oro Satellite Office located in M/F Consuelo Building, Corrales Avenue, this city.

Meanwhile, the NHMFC advised the affected borrowers who are no longer interested to return to their respective homes or units that they may also opt to voluntarily surrender their properties through this program. A government home mortgage institution, the NHMFC operates as a viable secondary home mortgage

market utilizing long-term funds principally provided by the Social Security System (SSS), the Government Service Insurance System (GSIS), and the Home Development Mutual Fund (HDMF) to purchase mortgages originated by both public and private institutions that are within government approved guidelines. TANDUAY Distillers Inc. (TDI) nearly doubled its net income last year despite slower volume growth. In a disclosure to the Philippine Stock Exchange, Tanduay Holdings Inc. said TDI’s net grew by 92 percent to P1.1 billion last year. The company’s revenues rose by 8.8 percent year-onyear to P12.3 billion from P11.3 billion following a 1.4 percent increase in volume and 7.4 percent improvement in average selling prices. Sales volume growth grew at a slower pace of 1.4 percent compared to the previous year’s 7.5 percent and the average growth rate of 8 percent in the last five years. “Apart for the year 2010 being an election year, sales performance in 2011 was also affected by the slowdown in the domestic economy which grew by only 3.7 percent [last] year against the [previous] year’s 7.3 percent,” Tanduay Holdings said. TDI, which produces distilled spirits consisting of rum, wine, gin and brandy, accounted for 98 percent of Tanduay Holding’s total sales of P11.497 billion in 2010. According to a recent AC Nielsen Retail Study, the Tanduay brand is now the highest selling brand in the Philippines with a market share of 34 percent. Its brands have a large following in the Visayas and Mindanao markets where it outsells competitors by three to one, the listed company said. Tanduay Holdings is currently exploring export opportunities in new foreign markets including the United States. It is in the process of developing a new premium product and identifying distribution channels. Tanduay Holdings recently raised P1.68 billion from a secondary offering that hiked its public ownership to the minimum level required by the local bourse. Proceeds of the share sale will partly finance the P2-billion expansion of the company’s production capacity and improve cost efficiency. Tanduay Holdings shares fell 3 centavos or 0.72 percent to P4.15 each on Wednesday from P4.18 apiece on Tuesday.

A self-made billionaire, Jose “Pepito” Chavez Alvarez of the Columbian Motors Group bought out the Hernandez family’s control of Philtranco (400 buses) late last year. Hernandez is an investor in Sta. Rosa Motor Works Inc. (producers of Nissan buses and trucks), Columbian Autocars Inc. (producers of Korea’s Kia vehicles and Japan’s Mazda), Asian Carmakers Inc. (producers of BMW vehicles). The 56-year-old Pepito Alvarez also controls Tritran, a leading firm with about 300 buses and which Alvarez bought from the heirs of the late Eugenio Trinidad (a maternal uncle of Johnny Hernandez). While in Puerto Princesa City a few years ago, Pepito Alvarez recounted his inspiring “rags-toriches” career. He says he used to work for his inlaws the Roa clan of Cagayan de Oro City as manager of a Toyota car dealership in the South. He also learned the lucrative logging business during visits to Indonesia, and he exported logs to Japan and started importing vehicles back to the Philippines. After earning a fortune from Palawan and Indonesia logging operations, billionaire Pepito Alvarez is now the country’s biggest manufacturer of buses and trucks, as well as a major car producer. Unlike many politicians with old-fashioned ideas about trade and investments favoring protectionism, Alvarez favors globalization. He is one example of a progressive Filipino entrepreneur with a global perspective and with bold overseas investments. Vietnamese Ambassador Nguyen Thac Dinh tells this writer that Alvarez is the biggest Filipino investor in Vietnam today, a booming nation following the reformist policies which are transforming China into a future economic superpower. A visionary who had long foreseen the irrevers-

ible future trend of globalization that some politicians still refuse to see, Alvarez had been scouting for Vietnam business opportunities since 1989. In 1991, Alvarez established Vietnam’s first and biggest postwar vehicle manufacturer with Nichimen Corp. of Japan and the Vietnamese government as partners. Through his Vietnam Motors Corp., Alvarez had already invested billions of pesos in Vietnam and helped establish a strong Philippine presence in Asean’s next “economic miracle”. The former owners of Philtranco were American servicemen led by A.L. Ammen before World War II. Johnny Hernandez controlled Philtranco for only one year, before selling it to Alvarez.
