‘Recent quake calls for disaster-preparedness’ THE strong earthquake that shook Central Visayas was a wake-up call for everyone to prepare for natural disasters, a senior official of the Philippine Institute of Volcanology and Seismology (Phivolcs) said. Dr. Renato Solidum, Phivolcs head, stressed that it is imperative for everyone to adhere to the provisions of the National Building Code of the Philippines to ensure public safety. Solidum explained structures should not be built near or on top of fault lines because ground shaking would be enough to destroy even buildings far from the quake’s epicenter. The Philvolcs head also called on Catholic Church officials who maintain churches built centuries ago to check on their structures to prevent any collapse. The latest earthquake that shook Negros Oriental had a magnitude of 6.9 and reportedly killed at least 52 people and caused extensive damage on both public and private properties. Some 71 persons have been reported missing by the QUAKE/PAGE 11

Tsunami warning correct: Phivolcs THE Philippine Institute of Volcanology and Seismology (Phivolcs) in Region 7 said it did not make a mistake in issuing a tsunami alert level 2, after the 6.9 magnitude earthquake occurred in Negros and Cebu at 11:49 a.m. last Monday. Rolando Montanez of the Phivolcs Seismic Monitoring Station in Lapu-Lapu City said the warning was intended for towns along the western coast of Cebu province, facing Negros. “We did not make a mistake,” said Montanez. Tsunami alert level 2 means there could be meterhigh waves and people are advised to stay away from the shore. The advisory caused many people in downtown Cebu City and Mandaue to panic around mid-afternoon Monday, even though Phivolcs had lifted the alert status. Montanez said if a high magnitude earthquake occurs, this should already serve as warming of a possible tsunami. But he stressed that people should remain calm and should verify any information they receive. Residents in Cebu and Negros can expect aftershocks in the next few weeks, said Montanez. ZAMBOANGA City––Troops recovered chemicals used for manufacturing homemade explosives following a clash Wednesday with suspected Abu Sayyaf gunmen in the southern Filipino port city of Zamboanga, officials said. Koronadal City Mayor Peter Miguel said Tuesday the imposition of the “no plastic, no styro” policy is to promote a “plastic-free lifestyle” among the city’s work force. DA-12 warns farmers on new rice pest KORONADAL City, South Cotabato––Agriculture officials in Region 12 or Soccsksargen Region have warned local farmers of a new rice pest that have attacked some parts of the country. According to a report of the Regional Crop Protection Center (RCPC) in Tacurong City submitted to the DA-12 Regional Executive Director Amalia Jayag – Datukan, this new rice has been observed in Bicol, Western Visayas, Central Visayas, Eastern Visayas, Zamboanga Peninsula, and Caraga regions. DAVAO City––Thirty climbers are all set to hike Mt. Apo, Philippines’ highest peak, on February 10 to 13 for the last climb of the six highest mountains chosen for the Hike for Light, a nationwide campaign aimed to distribute solar-powered energy systems to rural communities in the mountains. After its first climb at Mt. Dulang-Dulang last November 25 to 27 and followed with a climb at Mt. Canlaon, Mt. Majaas, Mt. Pulag, and Mt. Guiting-Guiting, the team led by the First Philippine Mount Everest Expedition will help organizer Stiftung Solarenergie navigate its way to the off-grid communities living on Mt. Apo. Climbers, with the help of local partner organizations coordinate with the community, educate the beneficiaries, then provide necessary maintenance and technical support for solar lanterns. For the Mt.Apo climb, identified partner organizations are the United Sugar Cane Planters Development Cooperative (USPDC) and the Pangao-an Homeowners Multi-Purpose Cooperative. These partner organizations have assisted in the project by way of reaching out to the target beneficiaries and ensuring that they learn how to maximize the use of solar lanterns. Another partner organization is the Philippine Eagle Foundation that turns these solar lanterns as environmentfriendly devices. Families who assist in the reforestation efforts in the national park will be given solar lanterns as incentives. Other socially oriented corporations have also been vital to the implementation of the Hike for Light campaign. Mt. Resolution to enforce intellectual rights law AGUSAN del Norte––The Sangguniang Panlalawigan (SP) here passed a resolution requiring local government units to strictly implement protection of intellectual rights in the province. SP resolution number 317-2011sponsored by SP member James T. Reserva

was in consonance with the Department Interior and Local Government (DILG) memorandum dated June 21, 2011. The DILG memo requires all towns and cities in the province to approve an ordinance curtailing the sale, transfer, distribu-

tion, manufacture and/or production of pirated or fake goods, articles and services. In 2003, the DILG issued the same circular urging local government units to enforce intellectual rights with the support of the local police, the National Bureau

of Investigation and the Video Regulatory Board. The DILG, however, noted that only 12 local government units had approved an ordinance at the end of year 2008 prompting the province of Agusan del Norte to pass a resolution in support of the DILG

circular. The resolution reiterated the call to all local government units in the province to curtail, if not eradicate, fake goods and services and to protect the intellectual rights of scientists, inventors and gifted citizens in Reserva the province. CD

Foreign travelers’ hub to rise at Zambo port area By JOCELYN P. ALVAREZ of PIA

ZAMBOANGA City–– Foreign travelers on foreign vessel making their “stop” or “call” at the Zamboanga City port will soon have their separate passengers’ terminal, revealed the Philippine Ports Authority (PPA) Port Manager Leonilo E. Miole. Miole said the construction of a travelers’ hub passenger terminal for foreign vessels is intended to give these “short time” foreign visitors a bit of comfort while they are here in the city. At Present, both domes-

tic and foreign travelers utilize the port’s Terminal II. Once finished, the said terminal will also house certain government bureaus and department to include the Bureau of Quarantine; Bureau of Immigration, Department of Foreign Affairs and Customs International Quarantine Security, Miole informed. Miole said the purpose of the presence of these government offices in the terminal itself is to facilitate concerned transactions and hasten processing of travel

papers/documents. With the foreseen emergence of the terminal for foreign travelers, Miole hopes that there will be an increase in the number of foreign vessels that are making stops/calls at the PPA. PPA recorded 29 foreign vessels that have made call at the port in 2011, a slight decrease as compared to 33 foreign vessels recorded in 2010. The foreign passengers’ terminal project is now in the process of bidding, Miole said.

South Cotabato Gov. Arthur Pingoy Jr. said Tuesday that the PSHS campus’ development will begin within this month and construction works would take about a year to be fully completed. “The new campus is targeted to open for its first batch of students by (June) 2013,” he said. Pingoy said the construction of the classrooms and other required facilities will be mainly funded by the Department of Science and Technology and augmented by various funding pledges. He said Rep. Carol Jayne Lopez of the Youth Against Corruption and Poverty party-list group committed some P5 million for the construction of the campus’ dormitory. The governor said the local government has been trying to secure additional funding commitments for other necessary needs of the new PSHS unit. Earlier, the provincial government spent some P7.3 million for the acquisition of

the school’s site in Barangay Paraiso in Koronadal City. The 4.5-hectare lot, turned over to DOST-12 last September, was the provincial government’s counterpart to the project based on an agreement with the agency. The DOST central office earlier approved the establishment of a PSHS campus in Koronadal City as part of its expansion program in Region 12. Pingoy said Koronadal

City is an ideal site for the proposed PSHS campus being the regional seat and center of Region 12. Region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. The PSHS, which operates as an attached agency of the DOST, is a specialized public high school system that focuses on high quality science-based education and training. Natural Resources (DENR) drew the geo-hazard map purportedly as a guide for local government units for land use purposes. This map is futile! Did anyone realize that like any other cities, Cagayan de Oro City was never a safe place then? In other words, all geo-hazard maps in the country make all cities and provinces less, if not, uninhabitable! Take Butuan City, the trading hub of Agusan del Norte and the gateway of Caraga Region in Mindanao. Long before the introduction of geo-hazard maps, Butuan City’s downtown area grew ‘below sea level.’ With slight drizzles spawning flooding in the city’s streets, Butuan City can earn the moniker as the flood capital of the country. However, Butuan City is there. Its people survived for over 50 years since becoming a city amid threat of killer floods precipitated by an over flowing of Agusan River, one of the country’s largest, longest and dangerous rivers of unpredictable rapids. Exclusion of 13th month pay, other benefits from gross income mulled A Bill has been proposed in Congress to raise to P60,000 from the current P30,000 ceiling the total exclusion from gross income of the 13th month pay and other benefits of officials and employees of government and private entities to increase their take home income for their families. Article ll, Section 18 of the Constitution which recognizes labor as a primary socio-economic force and affirms the mandate of the State to protect the rights of workers and promote their welfare. Despite this constitutional provision, majority of salary and wage earners in the private and public sectors suffer from indecently low pay as well as from meager benefits. “With respect to employees in the civil service, their salaries oftentimes stagnate for long periods due to the failure of Congress to periodically amend the Salary Standardization Law. Workers in the private sector, on the other hand, have their wages tied to the politics and bureaucracy associated with the wages and productivity boards,” proponent Rep. Antonio Tinio (Party-list, ACT Teachers) said. The misery on wages is compounded by the present income taxation law as he noted that even without considering the unrestrained inflation in prices of commodities and services, salary increases are hardly felt by employees in the public and private sectors. “Whether the increases are caused by salary upgrading in a few agencies of the government, the implementation of the Salary Standardization Law 3, or regional wage hikes, the taxable incomes of employees also increase, and most of them become subject to higher tax

rates,” said Tinio, a vice chairman of the House Committee on Basic Education and Culture. He further said the 13th month pay and other benefits, generally based on the basic pay, also increase. In most cases, the present P30,000 ceiling for a total exclusion of these benefits apply, thus subjecting the excess of P30,000 to income tax according to him. Tinio cited one reason for this is that the National Internal Revenue Code (NIRC) and related revenue regulations have not kept pace with increases in compensation levels in the public and private sectors, as in the case of the P30,000 ceiling. “Such legislative action of raising the ceiling to P60,000 for the total exclusion from gross income of the 13th month pay and other benefits will enable employees to have more of their income to take home to their families,” he said. In House Bill 5661, Tinio sought the amendment of Section 32 (B)(7) (e) of the NIRC so that the 13th month pay and other benefits received by officials and employees public and private entities shall not be included in gross income and shall be exempt from taxation, provided that the total exclusion shall not exceed P60,000. This shall cover other benefits such as productivity incentives and Christmas bonus. The ceiling of P60,000 shall be increased through rules and regulations issued by the Secretary of Finance, upon annual review and recommendation of the Internal Revenue Commissioner and upon consultation with the labor sector in the private and civil service, after considering among others, the effect on the same of the inflation rate at the end of the taxable year according to the bill.

AFTER being stranded for seven hours at an airport due to a malfunctioning plane, Bayan Muna Rep. Teddy Casiño is calling for a congressional investigation on the way the country’s airlines have “abused their franchises and systematically violated their obligations as common carriers.” In a privilege speech delivered last week (Feb. 1), the lawmaker narrated his ordeal with fellow Cebu Pacific passengers suffered on the night of January 22 on a flight from Iloilo to Manila. Casiño was scheduled to take the Cebu Pacific FlightJ458 at 5:45 p.m. but due to a engine malfunction, he and fellow passengers were able to board at past 1:00am the next day. “I was at the airport at 3:45 p.m. At around 4:00 pm, we were informed that the flight would be delayed due to repairs that had to be done on the plane in Manila. We were later told that departure time was moved to 7:45 p.m. or two hours later. Like most of us, I just gritted my teeth and bore it. I did not even complain when the airline did not even offer us merienda when they should have served us a full dinner for the two-hour delay,” he said. “At around 8:00 p.m., we were finally called to board the plane. Once we had settled on our seats, the pilot said over the public address system that one of the engines couldn’t start due to a malfunctioning starter valve. After three tries, we felt the plane move and go back to the tarmac.
