Victims of floods get 255 shelter repair kits

LANAO del Norte -- The International Organization for Migration (IOM) sent critical humanitarian assistance to families displaced by tropical storm Washi (known locally as Sendong) in the hard-hit cities of Cagayan de Oro and Iligan––and has begun essential work to improve the living conditions of those being sheltered in evacuation centers.

A first batch of 255 shelter repair kits were distributed to families with partially damaged houses in Barangay Iponan in Cagayan de Oro and in Barangay Santiago in Iligan City. Both were among the areas worst hit by the flash floods triggered

by Sendong.

With EUR 700,000 from the Humanitarian Aid Department of the European Commission (ECHO), IOM will provide shelter repair assistance to up to 1,894 families in Cagayan de Oro and Iligan cities, and also FLOODS/PAGE 11

THE Makabayan coalition yesterday slammed President Benigno Simeon Aquino III after oil companies implemented fresh round of oil price hikes Friday morning.

In a statement, the Makabayan accused the Aquino administration of alleged “feeding on oil price hikes like a parasite, refusing to remove or reduce taxes on oil and dragging its foot on scrapping the oil deregulation law.”

This as the group is also calling for the scrapping of oil deregulation law.

Gensan needs more cops GENERAL Santos City–– Concerned with the rising unsolved cases of killings here and the neighboring areas, Mindanao Development Authority (MinDA) chair p ers on S e cret ar y Luwalhati Antonino has pushed for the assignment of additional policemen in the area.

Antonino, who hails from this city, said in a radio interview that the recent killings perpetrated by motorcycle-riding gunmen were considered alarming and showed the need for more intensified law enforcement and security operations.

She specifically cited the killing of local community newspaper publisher Christopher Guarin last January 5 and of city traffic

enforcer Oliver Dayap the following day.

Guarin was gunned down by two motorcycleriding gunmen while on his way home while Dayap was shot by another suspect while earlier on duty in front of a shopping mall here.

“I already had discussions with (Interior and Local Government) Secretary Jesse Robredo for the possible assignment of additional policemen here and other parts of Region 12 because the area really needs them,” Antonino said.

In the meantime, she appealed to local residents to help local policemen in preventing the occurrence of crimes by becoming more vigilant, especially in reporting the movements of suspicious personalities.

The city and several other parts of Region 12 or Southwestern Mindanao have been reeling from a series of shooting incidents in the last two years, most of which appeared to be the handiwork of suspected guns-for-hire.

Region 12 covers the provinces of South Cotabato Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Cotabato, Kidapawan and Tacurong.

Last year, the city government enacted an ordinance banning the carrying of firearms in public places and commercial establishments as part of its efforts to resolve the gun-related violent incidents in the area.

Two civilians wounded in Cotabato explosion COTABATO City––A powerful bomb went off at a residential area here early Thursday evening leaving two civilians wounded, the police said.

Sr. Supt. Danny Reyes, Cotabato City police director, said the powerful explosion happened at 6:15 p.m. beside the residential compound of Barangay Rosary Heights 9 Chairman Carlito Sisneros located

near a wet market.

Initial investigation showed that the improvised explosive device (IED) was fashioned from two 60-mm mortars with mobile phone as trigger mechanism.

While S cene of the Crime Operatives were conducting post-blast investigation, another mortar round was found in what authorities said was part of the IED that did not

get off.

Chairman Sisneros said no one saw who placed the explosive beside the concrete wall of his compound because it was too dark.

The blast site was very near to his son’s sleeping quarter.

“We have no enemies, why the suspects did it on us,” he said.

No one has claimed responsibility in the latest bombing.

Reyes said investigation is still on going to identify the suspects.

Misor govt execs to lead cleanup drive in C. de Oro

CAGAYAN de Oro City–– Government officials of the province of Misamis Oriental and its municipalities are gearing up for a cleanup drive in Cagayan de Oro on January 18.

Led by the UBE congressmen, Misamis Oriental 1st District Rep. Peter M. Unabia, Cagayan de Oro 1st District Rep. Benjo Benaldo and Misamis Oriental 2nd District Rep. Yevgeny Vincente “Bambi” Emano, the provincial board members, town mayors and town vice mayors have pledged 4,200 volunteers to help clean the debris left by the flashfloods last month in barangay Carmen, Cagayan de Oro. The government officials met Thursday in the city to map out their plan in helping Cagayan de Oro Mayor Vicente Emano address the problems brought about by typhoon Sendong.

Affirming their support in the effort are Provincial Board members Arrish Canonigo and Heckert

Emano, town mayors Jerry Lagbas of Sugbongcogon, Manuel Pamisa Jr. of Lagonglong, Catherine Ifurong of Talisayan, Redentor Jardin of Jasaan, Romeo Gue Gue of Salay and Santiago Ocot Jr. of Magsaysay, Gingoog City Vice Mayor Erick Canosa, and town vice mayors Dennis Roa of Naawan, Ken Uyguangco of Medina, Rey Buhisan of Magsaysay and Rommel Maslog of Talisayan.

The chiefs of staff of Congressmen Unabia and Emano, Benaldo were also present during the officials’ meeting to oversee the help to be extended by the three offices of the congressmen.

They are Bebeng Dumadag and Jun Pacamalan, Alejandro bascon respectively.

Congressman Benaldo is also set to mobilize his constituents for Carmen, one of the hardest-hit barangays in the first district of the city.

For his part, Congressman Unabia said the provincial and town officials

are ready to support Cagayan de Oro in this time of calamity.

He a l s o r e i t e r at e d his support to President Aquino’s executive order directing all congressmen and mayors to spearhead a massive reforestation project, identify geo-hazard areas and form risk reduction committees.

All this, he said, would address the effects of natural calamities by identifying safe areas, among others.

Unabia also called on mining operators to be mindful of the environment and not be concerned only with their interests.

Commenting on the provincial budget, Unabia said he wanted to see an increase in the allotment for agriculture.

Noting that farmers in the province need help, he said he has allotted 80% of his PDAF for support to the agriculture sector by providing entrepreneurship and loans to the farmers as well as helping them gain advantageous prices for their produce.

Undocumented workers in Sabah increasing, says NGO

DAVAO City––The Center for Overseas Workers (COW) has called on the government and other sectors in the society to help address the increasing number of undocumented Filipino migrant workers and their condition in Sabah, Malaysia.

In a multi-sectoral forum on Monday, COW raised the call after presenting the situation of the many Filipino migrant workers who have sought

greener pastures in Sabah, but ended becoming “illegal workers.”

Religious of the Good Shepherd Sr. Alice Andres of COW said many are simply undocumented due to either having expired passports and working permits or they entered Malaysia without any proper documents, or they were survivors of trafficking and bonded labor.

After an exploratory five-month immersion with over a hundred Filipino

workers in Sabah, Andres described the undocumented migrants’ state as disheartening, saying that the migrants are experiencing varied forms of violations.

The Davao City-based COW catering to the welfare of migrant workers has assigned Andres in Sabah, Malaysia starting July to November last year to look into the situation of the reported undocumented Filipino migrants and explore possibilities SABAH/p.11

SEC 2. Implementing Rules and Regulations – Within six (6) months from the effectivity of this Act, the PMA in coordination with the armed forces of the Philippines shall promulgate the rules and regulations necessary to ensure the effective implementation of this Act. Repealing Clause. – All laws, presidential decrees, executive orders, and rules and regulations, or parts thereof, inconsistent with the provisions of this Act are hereby repealed or modified accordingly.

EXPLANATORY NOTE The Philippine Military Academy (PMA) was established in order to instruct, train and develop cadets so that each graduate shall possess the character and military skills essential to the successful pursuit of a progressive military career as a values-centered leader in the self-less services to the Armed Forces of the Philippines (AFP) and the nation.

The PMA is the training ground of cadets and it is where they can realize their dream of becoming part of the AFP and fight for and defend our country.

As it is, majority of the cadets entering the PMA come from areas near the location of the camp which is in Baguio. It is therefore high time that we ensure a more balanced composition of every “Class” that graduates from the PMA. One way to do this is to, as far as practicable, select at least one incoming cadet from every congressional district every year.

This way, aspiring cadets even from far-flung areas are given a chance to fulfill their dreams of becoming officers of the AFP. In view of the foregoing, immediate passage of this bill is earnestly requested.

supported Rodriguez. But, in fairness, an observer said that what made Rodriguez ticked was that he has the “money, logistics and charisma” of which his opponent has none.

The political conflict between Dongkoy and Rodriguez must have occurred in the 2010 elections when Emano ran for the Mayoral seat and Rodriguez for re-election.

In the initial salvo, both Emano and Rodriguez were in terms.

In the 2010 elections, Emano ran under the PMPPadayon Pilipino party while Rodriguez allied with the administration’s Lakas-Kampi in the city although he (Rodriguez) was still campaigning albeit discreetly and sometimes openly for the presidency of Manny Villar (NP) whose running mate was Jejomar Binay (PMP) then.

Rodriguez was the PMP Chair for the city’s 2nd District while Emano was the city’s PMP chair. While the campaign was heading toward the finishing line, Emano suddenly dropped from PMP after an unknown PMP leader in Patag got the fund.

The incident infuriated Dongkoy. Thus, started an undercurrent clashed between Dongkoy and Rufus political relationship. Dongkoy’s failure to support the party list, Abante Mindanao, where Rufus brother Maxi, Jr. was the principal candidate exacerbated the situation.

The opposition is quick to capitalize on the severed relationship as it started to spread rumors of a real showdown between Dongkoy and Rufus come 2013 local elections. Rufus is running for his last term in Congress in 2013 while Dongkoy is definitely running for re-elections.

Whether Erap has effectively galvanized the political partnership of Dongkoy and Rufus come 2013 local elections is something that worries the political opposition now.

THE Department of Education (DepEd) in Region 10 may now be able to pursue the ‘trainers training’ on environmental protection, climate change adaptation and disaster risk reduction for teachers and non-teaching staff, without necessarily utilizing its own funds.
