Roxas to Corona: answer complaints instead of flaunting guesses

“Coco-biodiesel is a lighter fuel containing no odd-number carbon atom so it volatilizes faster than diesel,” Carpio said.

“Furthermore, it has 11 percent oxygen which greatly assist combustion,” added Carpio.

According to the Department of Energy website, the use of coco-biodiesel provides for more efficient combustion, increased engine power, longer mileage,

and less emission.

Currently, there are 12 DOE-accredited CME biodiesel producers, but only nine (9) are in commercial production as of 2011.

“The total capacity of nine CME plants of 392.6 million liters exceeds CME demand by 63 percent or 144 million liters in 2011 at two percent blend,” Carpio said.

Meanwhile , Escudero encouraged the people to be “citizen judges” and to check for themselves how the impeachment process works.

MSU execs distribute relief goods to Mandulog Sendong victims

MARAWI City––Some key officials of the Mindanao State University System headed by its President Dr. Macapado Abaton Muslim distributed packs of relief goods to more than 1,000 families in barangays Mandulog and Bunbono who were displaced by Tropical Storm Washi (locally known as “Sendong”), the farthest barangays of Iligan City, approximately 70 kilometers away from the University

main campus here.

The packed relief goods was sorted and repacking by the MSUS Relief Operations Task Force, chaired by Prof. Nazarollah Macalandong, Vice President for Administration and Finance, co-chaired by Dr. Alma Berowa, Vice President for Academic Affairs System and Dr. Abdullah Alonto, Vice President for Planning and Development.

Some officials of the University have help in the preparation of the relief goods, like Dr. Mariam

D. Diron, Assistant Vice Chancellor for Academic Affairs (External Studies), Dr. Zenaida Ababa, Vice Chancellor for Academic Affairs, Prof. Dayampado Batuampar, Assistant Vice President for Planning & Development, Prof. Norania Acmad ,OP Special Assistants and other officials.

Coop officials propose to purchase add’l power supply to counter power shortage

ZAMBOANGA City––Officials of the Zamboanga City Electric Cooperative (ZamCelCo) recently met with Mayor Lobergat to discuss the proposed purchase of additional power supply of Zamcelco as a counter measure to the impending power supply shortage in the region and the entire Mindanao.

City Information Officer Sheila Covarrubias said “the discussion focused on Zamcelco’s proposal to enter into agreement with a generation company, the Therma Marine Inc. (TMI) for the supply of electricity of its over a hundred thousand member-consumers.”

Covarrubias informed, initially the proposal with TMI was 20 watts, but now, what is available from TMI is only 18watts.

According to Covarru-

bias, Zamcelco will have to make their intention formal to TMI because the delay of such formal agreement means losing the opportunity to purchase the additional electricity needed as TMI will start disposing available supply of electricity once the problem on power shortage worsen.

90 percent of LGUs are practicing transparency AT least 90 percent of the provinces, cities and municipalities nationwide have become more transparent during the past year as 1,551 of the 1,713 local government units (LGUs) have complied with the Full Disclosure Policy which requires local governments to post their budget and other financial transactions in websites, newspapers of general circulation and conspicuous places within their localities.

In the Department’s Accomplishment Report for 2011, Secretary Jesse M. Robredo of the Department of the Interior and Local Government (DILG) said that this high compliance rating can be attributed to the growing awakening among LGUs that good governance is synonymous to transparency.

Of the 1,551 compliant LGUs, the report noted, 72 are provinces, 132 are cities

and 1,347 are municipalities.

Robredo said that even barangays heeded the call for disclosure as 23,584 of the 42,026 barangays nationwide have also posted their important financial reports in conspicuous places.

“Local governments are now embracing the concept of transparency and accountability and have joined the journey towards good local governance,” he said.

The DILG Secretar y also said that in 2011, the Department continued to give high premium on local government performance as a total of 1,325 LGUs were conferred with the Seal of Good Housekeeping for showing strong performance in key local governance areas, complying with the FDP and having no adverse findings from the Commission on Audit.

The ambush at about 2:15 p.m. in Barangay Nituan, Parang was about 100 meters from a police detachment.

Sanguin said the victims died on the spot due to multiple gunshot wounds.

“We are looking at rido or family feud as the motive, we are also looking at other angles,” Sanguin said.

Raul is a relative of former Barira town Mayor Alex Tomawis who was killed by two gunmen in front of his house in Davao City in 2010.

Following today’s ambush, police checkpoints and Army detachments were established around town to prevent the escalation of the incident.

gumbayan, Sultan Kudarat will be closed effective May 1 until September or October to give way to several rehabilitation projects intended to restore the efficiency of the irrigation system.

“The program of work for Ala [RIS] is mainly focused on the main diversion, which requires total shutdown of the dams,” Bugacia said.

A report from NIASouth Cotabato shows that P138,225,000 have been allocated for the rehabilitation works of the dam this year.

Additional P8.6 million is allocated for rehabilita-

tion projects in the Isulan, Sultan Kudarat portion of the irrigation system.

Bugacia said, the P138-M is intended for protection work on the dams, repair of the mechanical systems that take care of the closing and opening of the water gates, rehabilitation of the main canals, construction of additional structures and check structures that would extend the coverage area of the irrigation system.

DavSur earns P1B from investments in 2011

DAVAO City––The downpour of investments was noted good in 2011 for Davao del Sur, bringing in over P1.2 billion worth of various businesses that rose in the province.

Edwin Banquerigo of the Department of Trade and Industr y reported this, saying the accomplishment in investments last year exceeded DTI’s targets by ten percent.

During yesterday’s Kapihan sa PIA, Banquerigo

attributed the success to the various innovative projects and to the strategies focusing on generating bottomline outcomes as undertaken by the provincial office of DTI. “Big ticket investments specifically within the Sta. Cruz and Digos City were

considered investment and job generators for the province,” he said.

From the investments last year, he said that a total of 3,466 jobs were provided to the residents of Davao del Sur. In 2010, the employment generated reached to 1,108, he added.

Banquerigo also reported a bullish performance of the export industry that earned a total of US$16.542 million, marking an increase of about 145 percent compared to 2010’s

US$11.372 million.

The export sales largely came from the earnings of the coconut coir products which met high demands abroad for textile production, he stated.

Aside from the coco coir, Davao del Sur also exports other agricultural products such as banana chips and mangoes.

The xylose product, a sweetener extracted from coconut shells and generated from the CJ-Toyota Tsusho Xylose Plant in Sta.

Cruz, has also been providing earnings to the export industry in the province.

DTI’s accomplishment report of 2011 stated that the xylose plant operation has generated approximately more than US$24 million in export sales since 2010.

The company has also provided US$1.5 million in workers compensation that covers 200 employees, the report said.

In the domestic sales, DTI-Davao del Sur reported an accomplishment

of over P242 million from the new and existing businesses.

Banquerigo said that DTI has provided various interventions and special projects to develop and increase business confidence of the micro, small and medium entrepreneurs in the province.

He said that his office has assisted a total of 1,794 MSMEs last year, noting an increase of more than 400 percent from the 414 assisted MSMEs in 2010.

Condoning corruption THAT Filipinos are discriminating in their regard for corruption in and outside the government is true indeed.

Bishop Francisco Claver, SJ, pointed this out in his address at the BEC rural congress in Prelature of Libmanan late last month. And, come to think of it, he is right.

“We are apathetic,” says the bishop.

Culturally maybe, but Pinoys are easy to condone corruption especially when the “operator” is a relative, a friend, or, worse, when they somehow are benefited, or “naaambunan” by it.

A “standard operating procedure” or SOP is the common parlance which carries an implication that such has become part of the “kalakaran” and therefore bereft of qualms—or morality, if you may. The logic is simple: when every-

“THE subtlety of backtracking from a previous report loudly blared by Cris Diaz ABS-CBN on the acquired 45 houses of the Chief Justice shows the callousness by which this organization operates. They shout, thief and corruption at the Chief Justice and, like a Johnny come lately, make it appear that they are holier than thou when correcting initial impressions they THEMSELVES created.

Let us not forget that five (5) prosecutor lawyers are with ABS-CBN itself ! This only means that the organization is the MOUTHPIECE of the prosecution by default. This is not only a disservice to the Chief Justice but also a disservice to the Filipino people. Besmirching the reputation of the Chief Justice was and is their only objective.

Broadcasters Anthony Taberna and Gerry Baja reported that Abs-Cbn reporter Atom Araullo is belying claims by congressmen-prosecutors in the impeachment trial of Chief Justice Renato Corona that he has amassed 45 properties which were not reported in his statement of assets and liabilities and net worth.

Araullo checked with the Registry of Deeds and found out that the congressmen’s claims are not true, Taberna

and Baja said. The two added that only five of the 45 properties are actually registered in the name of Corona.

All the other assets, Araullo’s report indicated, are mere parking lots, or are registered in the names of other persons, who are not even related to the chief. This prompted Taberna and Baja to warn the congressmenprosecutors to be more careful about their disclosures, lest they will be perceived as lackadaisical in their preparations, and are merely out to harass the Chief Justice.- of course they did this to poison the minds of the people - napakawalanghiya dapat matanggal sila bilang Congressmen!”

With malice to none, this article also reflects how the political opposition, including some supposedly independent groups, peddled disinformation to discredit the incumbent Cagayan de Oro City administration today.

The local media is not an exception. Some of them wittingly or unwittingly joined in social networks to directly or indirectly support in the vilification campaign instead of being partners to rebuild a city vanquished by natural disaster.

ABS-CBN may have been aware of the sting that its own reporters are now trying to correct their own reports about the 45 houses acquired by the Chief Justice.

No matter, the black propaganda has already served its purpose. Damaged is done!

That is precisely what the local opposition is trying to achieve, too. But, nobody believes the opposition’s claim that Archbishop Ledesma is supporting the “oust Emano movement” here. With the Internet being readily available, sex addiction has more accessibility, so anyone who might have a tendency to be a sex addict would be able to go down that path.

Dr. San believes that with the right course of action, people can beat sex addiction, “Sex addiction should be treated in the same way as any other addiction problem, which means looking at the reasons behind the addiction and building up other areas of the addict’s life, such as going to therapy meetings, where they’ll meet new people and have less opportunity for encouraging their addiction.” The best way to deal with sex addiction, or even worries about sex addiction, is to have an assessment by a psychiatrist or clinical psychologist, and then take relevant addiction treatment from there. Bugacia appealed to the affected farmers -- around 8,850 farm families -- “to make the necessary sacrifice for few months” while the dams are undergoing repairs.

“In the long run, we will all benefit if the efficiency level of the dams is restored to its original capacity,” he said.

South Cotabato Provincial Agriculturist Reynaldo Legaste said, areas in south Cotabato that will be affected by the closure include upper valley towns of Surallah, Sto. Niño, Banga, and Norala involving an estimated 9,000 hectares.

About 2,000 hectares of these could still be cultivated for rice production using other water sources.

Loss in rice production in South Cotabato is estimated at around 23,000 metric tons, equal to about three months of consumption of the entire province,

he said.

In Sultan Kudarat province, areas that will experience loss of water supply are the towns of Bagumbayan and Isulan.

As per directive by Department of Agriculture-12 Regional Executive Director Amalia Jayag-Datukan, provincial agricultural offices are now preparing interventions to help farm families who will be affected.

Legaste said, they have proposed three measures to mitigate expected production loss, namely: introduction of upland crops as alternate to rice; seed subsidy by the provincial government for about 2,000 hectares and another seed subsidy for 2,000 hectares

by DA-12; and 90-day buffer stocking by the National Food Authority.

Alternative crops that farmers may grown in lieu of rice, Legaste explained, include corn, watermelon, cantaloupe, and vegetables of okra, squash, upo, patola, and ampalaya.

“We will meet with hybrid corn companies and link them with IAs (irrigators associations) for possible opportunities and other programs the companies could offer to the farmers,” he said.

“DA (12) is also willing to give assistance for white corn production. We will allocate 1,000 hectares of white corn,” he added.

OPAG assured they will arrange market for white corn with Cebu, with whom South Cotabato has recently signed sisterhood agreement.

Engr. Bugacia added, some of the affected farmers could also be hired as laborers during the project implementation.

Rehabilitative works in Ala RIS will continue until 2013, he added, but projects next year would not require shutdown of the dams. (PIA 12)

President Muslim said the University is truly committed to be responsive and actively engage in the continuing relief, rehabilitation and rebuilding of the cities of Iligan and Cagayan de Oro City.

“We are very much hope that more donations would be collected from other campuses of the University like General Santos, Jolo, Sulu so that more relief operations cum medical mission and other activities would be planned,” he said.

Misoc ground breaks multi-million projects

OROQUIETA City––The Ramiro administration today (January 17) will hold the groundbreaking and capsule-laying of the two multi-million projects at the Provincial Capitol Complex and the Misamis Occidental Provincial Athletic Complex (MOPAC) here.

Today, as the Year of the Dragon entered on its third week, Misamis Occidental with the Ramiro’s administration and its GO HERMIE Agenda will be preparing for the multimillion project that was promised by the first Misamis Occidental Governor Hermie M. Ramiro for the province capital city to commence.

With the approval of the Sangguniang Panlalawigan presided over by Vice Governor Henry S. Oaminal, the province’s legislative body approved and authorized the governor to sign a memorandum of agreement (MOA) with a financial institution to loan for certain amount to be used for the two multi-million projects of her administration.

The renovation and face lifting cost the Ramiro Administration P180 million to be constructed by E.M. Cuerpo, Inc., a three A’s Contractor (Designer-Engineers-Builder) from the National Capital Region.

The P275 million loaned amount was granted by the Veterans Bank of the Philippines to be used for the repair and rehabilitation of the provincial capitol (worth P180 million) and

that part of the amount will go to renovate the Misamis Occidental Provincial Athletic Complex (MOPAC) main grandstand worth P95 million.

Meanwhile, in the renovation of the MOPAC (main Grandstand) which was razed by fire to the grounds in the 1990’s, Ramiro shared with the Almonte’s father and son dream in developing the city of which one of their plans is to promote sports development and hosting national sports event.

Rep. Jorge Taghap Almonte through his PDF with the pledged and commitment of his son Mayor Jason Paredes Almonte will be developing the other amenities of MOPAC, accordingly, with the P95million share (for the main grandstand) from the Ramiro’s administration.

On one hand, Rep. Almonte will also be sharing to the amount of 100 million.

For his part and commitment, Mayor Almonte pledgep P50 million rubberized track and field to complete the Misamis Occidental Provincial Athletic Complex that will be renamed after Governor William Chiongbian.

Police press charges against suspected lady drug pusher ZAMBOANGA City––A case for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, was filed before the City Prosecutor’s Office against a suspected woman drug pusher arrested in this southern port city.

Zamboanga City Police Office (ZCPO) director Sr.Supt. Edwin de Ocampo identified the suspect as Grace Argonsola, 32, a resident of Barangay Recodo.

Argonsola was arrested in a buy-bust operation by agents of the Anti-Illegal Drugs Special Operations Task Force

(AIDSOTF) of the Zamboanga City Public Safety Company last week in Recodo.

Recodo, a coastal barangay 15 kilometers west of this city, has been tagged as the most notorious barangay in this southern port city on shabu pushing.

The AIDSOTF agents have confiscated from the suspect’s possession two medium size plastic sachets containing white crystalline substance believed to be shabu.

The suspect was detained at the ZCPO headquarters, De Ocampo added. A report from the Philippine News Agency

This accusation is baseless since Mayor Emano actually made an ocular inspection of affected areas but could not penetrate these places due to rampaging flood.

Mayor Emano stayed at City Hall through out the evening of Dec. 17 directing all concerned departments and members of the City’s Risk and Disaster Management Council to be on alert to respond to all emergency call.

Emano coordinated with the army and police immediately for retrieval and relief operations on the night of Dec. 17.

However, the storm, the brown out and rising flood held rescue groups helplessly until daybreak.

The City government is aware of the disinformation campaign initiated by groups and individual who are out to malign City Mayor Vicente Emano and his administration.

Whether these moves are politically motivated, the City government is here to correct those misleading information, often put out as propaganda aimed at frustrating thousands of flood victims and their relatives from moving on. Down with black propaganda! Let us unite in rebuilding our homes and families!
