LPA seen 510-km east of Gensan

THE National Disaster Risk Reduction and Management Council (NDRRMC) ordered for precautionary measures, including preemptive evacuation from flood and landslide prones areas after the weather bureau spotted another low pressure area (LPA).

In its weather advisory no. 4, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pag-asa) said the LPA was estimated based on satellite and surface data at 510 kilometers East of General Santos City.

Emano welcomes ‘Senate inquiry’

CAGAYAN de Oro Mayor Vicente Emano yesterday welcomed the plan of Senator Aquilino “Koko” Pimentel III for a Senate inquiry regarding the killer floods that struck the city at dawn on December 17, 2011.

“Okay lang ako sa imbestigasyon . . . para lalabas ang katotohanan,” said Emano during an interview yesterday morning over ABS-CBN. This as Pimentel said he would file a resolution asking the Senate to investigate, in aid of legislation, the tragedy that killed thousands of people in Cagayan de Oro ang Iligan City.

“We wanted to know who is accountable,” said the legislator adding, “gusto namin malaman bakit maraming

namatay, at kung saan nanggaling ang tubig.”

Pimentel was baffled that a Signal no. 2 could kill thousands of people thus he also wanted to know how the local government units prepared for the tropical storm.

On one hand, Emano was disgusted over the harshed reactions of his political opponents regarding the tragedy.

Normin hospitals now in ‘Code Red’

ALL hospitals in Cagayan de Oro City, especially, the Northern Mindanao Medical Center (NMMC) have been placed on “Code Red” status, following the declaration of a leptospirosis outbreak in the city by the Department of Health (DOH), Region 10.

Dr. Jaime Bernadas, regional director of DOH-10, made the declaration after a total of 200 charts and records of admissions and outpatient consultations from the different hospitals in the city was reviewed last December 29-31.

Based on record, 99 percent of the patients were not staying in evacuation centers.

Of these records, 128 fitted the case definition of suspected leptospirosis, with patients ages ranging from one-year to 75 years old. Eighty-one percent of the patients were males (or 113 out of 139).

The case study also showed Barangay Macasandig had the highest incidence, or 25 cases, followed

by Balulang with 16 cases, Consolacion, Bulua and Puntod, nine cases each, Carmen and Iponan, eight cases, each, Barangy 13 with six cases and Kauswagan and Barra, five cases, each.

2 die, 5 hurt as rebels attack Cafgu detachment in Agsur

BUTUAN City––A militiaman was killed while five others were wounded after dozens of rebels belonging to the New People’s Army (NPA) attacked the detachment of Citizen Armed Force Geographical Unit (Cafgu) in San Antonio in RTR town at dawn yesterday.

The attack, which also killed an NPA rebel, was the first to happen in Caraga region this year.

The encounter caused panic to the residents of the municipality as shots from the detachment, which is only 14 kilometers from the National Highway, was heard for two hours.

Killed in action was Cafgu Christopher Rara while Corporal Murphy Haider and Cafgu Briksyo Calvo were immediately treated in a private hospital for their injuries.

Three other minors were treated in a different hospital in Butuan City after they were hit by stray bullets.

In an exclusive interview with Mindanao Daily, Haider said the attackers, who are mostly minors, were seen carrying high-powered rifles like M-203 and AK 47. He also added that the rebels yelled at them to surrender or be killed as they were already outnumbered.

There were only 15 Cafgu and AFP [Armed Forces of the Philippines] personnel assigned at the time of the attack.

New Philhealth management neutralizes premium fraud syndicate JUST over two months under new management, the Philippine Health Insurance Corp.

(Philhealth) bared that it has uncovered and neutralized a syndicate that ripped-off a private firm’s multimillion-peso premium payment.

“We’ve already called in the National Bureau of Investigation and the Anti-Money Laundering Council to complete the investigation toward filing the appropriate criminal charges against the culprits,” said Dr. Eduardo Banzon, who was designated Philhealth president and chief

executive officer only on Oct. 17.

Banzon said the premium diversion scam was exposed when Philhealth staff performing heightened verification and reconciliation of remittances detected a discrepancy in premium collection data.

“A premium payment check was encashed at a private commercial bank. The payment never reached Philhealth. The money was not credited to Philhealth’s account, but went elsewhere,” Banzon said.

The Bureau of Internal Rev-

enue (BIR) uncovered a similar tax payments diversion scam years ago. Syndicate members, including BIR staff and employees of private companies who colluded with the erring bank officers, are now facing trial for money laundering, fraud, and falsification.

“There are crooks everywhere.

We are warning them. We will spare no effort in running after them. They will be apprehended, and they will be put behind bars,” Banzon said. “We have zero tolerance for fraud, consistent with President Aquino’s ‘daang matuwid’ policy”.

According to the findings of an investigation panel created

by Banzon on Dec. 7, it would appear that the syndicate may have been operating as early as 2009.

Initial findings also indicate that over P100 million in premium payments were diverted.

Banzon vowed to run after the offenders and take all necessary steps to ensure that money meant for the insurance premiums of Philhealth members are properly remitted and credited in their favor.

“We’ve likewise reinforced security controls to protect the integrity of our database,” said Banzon, who earlier named a senior executive as chief anti-fraud surveillance offi cer, reporting directly to him and the board.

On top of the criminal indictments that are readied with the help of the NBI, he said the necessary administrative charges are also being finalized.

Meanwhile, Banzon urged all companies “to observe existing (remittance) policies and procedures as prescribed by Philhealth, and to immediately report any attempts to circumvent protocols to their nearest (Philhealth) service office.”

Multi-sectoral effort fast-tracks XU relocation site for homeless flood victims

CAGAYAN de Oro City–– Xavier University, the Philippine Red Cross, the Department of Social Welfare and Development, and private sector stakeholders like the Oro Chamber and A. Brown & Co. Inc., are spearheading the fast track development of a five-hectare site in Barangay Lumbia that the school has made available as a relocation site for homeless victims of the Tropical Storm Sendong calamity.

“A memorandum of agreement with the Cagayan de Oro City government is being worked out by XU,” said incoming Oro Chamber President Ma. Teresa R. Alegrio. “The five hectare property will be developed as a permanent relocation site, with two hectares being made initially available as an interim relocation site where safari style canvas tents for a 500 family tent city are now being installed courtesy of the Philippine Red Cross and the Kuwaiti Red Crescent.”

Groundbreaking for the project was held December 30, barely a week after XU offered the area as a resettlement area for flood victims.

According to Gordon, these permanent structures made from concrete columns, hollow block walls, wooden rafters and corrugated roofing would be sourced from local suppliers to jumpstart the local economy.

Ms. Alegrio said site development is being undertaken by A. Brown Co., Inc.

while a potable water supply will be provided by Rio Verde Water Consortium, Inc. and portable waterless toilets will be installed by the XU Eco-San Center.

Among other commitments for the projects already made by the private sector include drip -irrigation facilities for a one hectare communal farm to be patterned after XU’s PeriUrban Vegetable Project and pre-fab shelter panels from China which can be quickly installed by the Filipino-

Chinese Community which earlier provided 300 units for the six-hectare relocation site of the city in Calaanan.

For his part, Fr. Velandria of XU, thanked the Red Cross for its commitment, A Brown Co. Inc. for the site development and other private sector stakeholders who are contributing to the relocation effort. XU engineering faculty and students have started the topographic survey of the five hectare property.

He said they had “sent the local government units copies of the geohazard maps covering these areas, in fact, the entire province of Misamis Oriental, including Iligan City and Cagayan de Oro City, which identified specific areas that were hit as prone to flashfloods.”

Why can’t they not just distribute those relief goods without the grinding of the cameras using the hordes of evacuates as a back draft? Shall we capitalize on peoples suffering to create those self serving postures?

Retribution to the environmental damage that contributed to the disaster must be focused by the national government with local officials towing the line.

For decades, logging and cutting of trees in the ARMM region bordering on the Lake Lanao watershed has been going on.

Nightly, big haulers crawl in the highways down to the cities to transport logs of various sizes.

The check points manned by the DENR in the day time is replaced by armed men in the night that facilitate safe passage and transport of fallen trees to their loading points under cover of darkness.

Free anti-leptospirosis meds available

Cagayan de Oro City - Dr. David Mendoza, head of DOH 10 Epidemiology, Survellance and Disaster Response Unit, said Prophylaxis (anti-leptospirosis med) is available in evacuation centers, but people fail to take the dose because of inadequate information about the diseases. He said many people, especially those living outside of evacuation centers, only come for food rations and relief goods, not for medical consultations.

Plus, we can never be completely satisfied with the things we get by cheating or stealing.

Even when we think we’re getting away with it, we’re not! We’re the one who has to live with our guilt and God’s judgment that we can never escape.

(NBN) is a Philippine television channel that’s owned by the Philippine Government since the year 1974 which focuses in dispersing information about the country’s political status and government news and is more into informing the people rather than airing mainstream shows and entertainment; WHEREAS, the Government Service Insurance System (GSIS) is a social insurance institution created by law to secure the future of all employees of the Philippine government by providing and administering a pension fund that has the following social security benefits: compulsory life insurance, optional life insurance, retirement benefits, and disability benefits for work-related accidents and death benefits; WHEREAS, Republic Act 8291 or the GSIS Law requires the employers of government workers to “remit directly to the GSIS the employees’ and employers’ contributions within the first ten (10) days of the calendar month following the month to which the contributions apply”; WHEREAS, recently, the GSIS had suspended the grant of benefits that include insurance, health, and housing loans to employees of NBN after the firm failed to pay the mandatory monthly contributions worth P20.261 million from July to December 2010; WHEREAS, as a result of this suspension and as provided by law, NBN employees are also barred from availing of their PhilHealth and PagIBIG housing and personal loan benefits; WHEREAS, the Commission on Audit 2010 report said that this is not the first time that the GSIS suspended the grant of benefits to employees of NBN; WHEREAS, in response to this, NBN officials said it has already asked the Presidential Communication Operations Office (PCOO), the Department of Budget and Management and the Office of the President for subsidy since its revenues are not enough to cover regular expenses; WHEREAS, there is a need to immediately look into this situation and determine what legal measures are necessary on order to help these employees of NBN who are the once caught between the GSIS and NBN and who are the ones suffering because of acts beyond their control.

Janelle still thankful after latest controversy A DAY after admitting that an alleged sex video with boyfriend, murdered actor Ramgen Revilla, is authentic, Janelle Manahan on Monday still managed to express her gratitude to all the people who showed their support.

In her official Twitter account, Manahan said she’s thankful for all the prayers and love she’s receiving.

“Thank you for continue praying for me, supporting me & loving me no matter what! im so blessed to have you all! (: God be with you, always!!,” Manahan tweeted.

On Saturday, Manahan’s lawyer, Argee Guevarra, confirmed that the video

leaked on YouTube is authentic. He said Manahan was shocked and cried after learning that the video was spreading virally.

“This video represents the second assassination of Ramgen and second frustrated murder of Janelle orchestrated and masterminded by the Bautista household,” Guevarra said in a Philippine Star report.

Manahan is a witness against two siblings of Revilla – Ramon Joseph and Ramona – who were tagged as masterminds in his October 28 murder.

Manahan also wanted another Revilla’s younger sibling, Gail, and her hus-

band Hiro Furuyama included in the charge sheet.

But a separate phone interview, Bautista family lawyer Jeffrey Gepte said it’s “absurd” to blame the family because “it’s a private matter between Ramgen and Janelle. So it would be very absurd for the whole Bautista family to know about it.”

Sen. Bong Revilla, Ramgen’s half-brother, is asking the National Bureau of Investigation to help identify and prosecute the perpetrators behind the online uploading of the video.
