SENATOR Aquilino “Koko” Pimentel III asked the Senate to conduct an investigation, in aid of legislation, on the factors that contributed to the huge number of casualties in human lives and the massive destruction brought about by tropical storm “Sendong” that hit the country in December.

In filing Senate Resolution no. 671, Pimentel noted that while typhoon Sendong was officially classified by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pag-asa) under Signal Number 2, it nevertheless caused extensive loss of life and damage to property.

According to the National Disaster Risk Reduction and Management Council (NDRRMC) Update Report dated 27 December 2011, the number of dead stood at 1,453, injured at

4,594, with thousands still missing, 113,336 families (719,485 persons) affected with 11,441 families (54,795 persons) still inside 56 evacuation centers, 42,325 houses damaged (12,805 totally and 29,520 partially).

Damage to infrastructure, agriculture, and school buildings was estimated to have reached P1.14 billion.

BUTUAN City––The Department of Social Welfare and Development (DSWD) and the town government of Magallanes in Agusan del Norte inaugurated 25 core shelter units for poor families built in Barangay Caloc-an.

DSWD-Caraga information officer Leah Quintana said these units were constructed through the department’s Core Shelter Assistance Program for the 25 family-beneficiaries in the town’s flood-prone barangays.

“This is a rehabilitation program aimed at providing structurally-strong shelter units that can withstand

180-200 kph wind velocity to families whose houses were totally destroyed by natural and man-made calamities and who have no capacity to build to construct their own units,” she said.

According to Quintana, the main thrusts of the project include: 1) the reduction of the number of homeless families every by providing strong indigenous shelter units; 2) maximization of participation and commitment of beneficiaries and the whole neighborhood to maintain these shelter units livable; and 3) the development and promotion of the value of self-reliance HOMES/p.11

Budget cut hurts Oroquieta government but...

MISAMIS Occidental–– The Department of Interior and Local Government (DILG) has solved the dilemma of Oroquieta City, at least partially, as it forecast a P48 million deficit on its Internal Revenue Allotment (Ira) this year.

Oroquieta City, composed of 47 urban and rural barangays, will be experiencing an Ira reduction of P48 million after the Supreme Court uphold the constitutionality of 16 new cities.

Declared constitutional were Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City

in Samar), and RA 9392 (Tandag City in Surigao del Sur).

RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Eastern Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga), RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), and RA 9408 (Mati City in Davao Oriental).

Construction of new Agusan Norte capitol to start this year

BUTUAN City––Agusan del Norte Governor Erlpe John Amante announced that the construction of the new provincial capitol will soon start after the Department of Agrarian Reform (DAR) completed its reclassification of the conversion of the location from agricultural to residential or commercial.

But Amante is optimistic that the construction will start in March at Barangay Sanghan in Cabadbaran City.

“The budget is already there and we are just waiting for the legality of the lot. I assure all Agusanons that this will be the cheapest capitol in terms of cost but with modern facilities,” he said.

It will feature a dancing fountain which will be the first of its kind in Mindanao.

The six-hectare land will also have housing units which will accommodate government employees.

Amante also said that the capitol will soon be operational before his term expires.

“I will leave this as a legacy for the next governor and its employees to enjoy.

It’s up to my successor on how he or she will take good care of it. Let us just dismiss the issue of peace

and order in that area as what happened recently is just an isolated case,” he added. Amante was referring to the recent attack of a detachment camp in the municipality of RTR by the NPA rebels.

He also said that he will grab this opportunity to present the proposed housing project, which will be placed at the back of the new building to Vice President Jejomar Binay to get possible support.

Amante also revealed that the old capitol building will be used according to what is more beneficial

for the people and is still trying to consult with Former Vice President Teofisto Guingona on what project will be erected. The lot of the old Capitol building was donated by the Guingona’s in the late 50s.

A proposal for a construction of a school or a heritage hotel has been studied by the provincial government in replacement after the transfer.

Amante said that it will truly be advantage for the city of Butuan as it will generate more jobs and income.

He also welcomed a proposal for the rehabilitation of the old building to convert into government offices.

Caraga region prepares for flood, landslides amid rains BUTUAN City––The Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) yesterday issued a general flood advisory as rains continued to pour in the region for the past 24 hour.

Seven sawmills in ARMM padlocked CAMP SK PENDATUN, Maguindanao––Seven sawmills in Lanao del Sur were padlocked as authorities mounted a “no nonsense” drive against illegal logging in the Autonomous Region in Muslim Mindanao (ARMM) areas.

Elements of the army’s Task Force Ranao served the notice of closure orders to the seven sawmills operating in the municipal town of Kappai in Lanao del Sur, Col. Daniel Lucero of the army’s 103rd brigade said.

He said charges were filed against the sawmill operators for operating without licenses and permits to cut trees.

ARMM Acting Regional Governor Mujib Hataman said more sawmills believed to be operating illegally in the Autonomous Region in Muslim Mindanao will be shut down.

According to Hataman, the task force has recommended the filing of appropriate legal charges against some barangay officials believed to be involved in logging operation in the municipality.

The appointed ARMM chief reiterated his earlier pronouncement of not sparing anyone found to have culpability in the widespread illegal logging in the province, which was blamed by some to have exacerbated the flood that wreaked Iligan City.

The fatality was identified as Rico Rea Dumagat,

42, security guard of Soriano Plantation located at Purok 3, Barangay Doña Rosario in Tubay, Agusan del Norte.

Police investigators said that the victim was found dead inside the company’s hangar for light planes used for aerial spraying of the plantation.

Romeo Nericina, the company’s chief security, reported the incident to Tubay police Thursday morning last week.

Nericina told police that the victims issued .38 caliber revolver was missing while several expensive aerial chemical sprays amounting to P665,000 were also

missing.

It was not, however, reported on how the security guard was killed as police investigators continue to conduct an investigation into the incident.

Death toll in gold town reaches 30 • NEGLIGENT OFFICIALS SHOULD BE PUNISHED DAVAO City––Local officials of the Compostela Valley will be held accountable as the death toll from a recent landslide that hit the gold-rich mining township rose to 30 as search operations continued, officials yesterday said.

Arthuro Uy, governor of Compostela Valley province in Mindanao, said at least 30 bodies had been recovered and rescuers were still looking for 44 people who went missing following the landslide that hit Napnapan village, Pantukan town.

“Last Saturday, three more bodies have been recovered. We will continue the search mission until Tuesday,” said Uy. Benito Ramos, chief of the country’s National Disaster Risk Reduction and Management Council (NDRRMC), said he was hopeful that there would be more survivors.

“I’m not losing hope there are still alive victims,” said Ramos, who visited the town.

Department of Interior and Local Government Secretary Jesse Robredo flew over the area on Friday and ordered local officials the immediate shutdown of mining operations there and the eviction of close to 2,000 residents including miners and their families.

The landslide broke out at around 3 a.m. Thursday last week as most of the communities were asleep, trapping most of the victims inside their shanties.

About 60 houses were destroyed or buried as tons of soil, rocks and uprooted trees cascaded down the side of the mining village. The landslide left a swath of destruction some 300 meters long and 60 meters wide.

On top of this, Primavera Residences also gained prestige and value when it was nominated and highly commended by the first ever SEAPA (South East Asia Property Awards) as one of the “Best Condo Developments” in the Philippines in award rites held November 30, 2011 at the Fort Canning Hotel in Singapore.

Present real estate trends, especially those involving green or eco-friendly buildings in the United States (which are often mirrored in the Philippine real estate market) indicate present values of this first ever ecofriendly development in the region could appreciate even further.

From only $7.8 billion in 2006, the total US green

building market value rose to $71.1 billion in 2010 and is expected to increase even further to $173.5 billion over the next five years (Environment Leader Subscription Report).

This, despite the depressed real estate market in the US where the average US home lost 7.5% of its value in 2007. In contrast, eco-friendly homes held their value or even appreciated in price. Eco-friendly condos in TODs save families money on their second largest expense - transportation.

Then, it produces positive results in traffic safety and public health, creating a larger tax base. Condo living in TODs maximizes the connection between people and their neighborhood --connecting people to jobs, nature, shops, services and most importantly, to each other.

Besides trends abroad which increasingly demonstrate the appreciation in value and market desirability of green or eco-friendly developments, the recent flash floods which inundated substantial portions of Iligan and Cagayan de Oro are expected to trigger a mass exodus of residents whose homes were destroyed or damaged by the flash floods to elevated areas like the Pueblo de Oro Township and high-rise developments like Primavera Residences.

Virtually all developments in Uptown Cagayan de Oro covering Upper Balulang and Upper Carmen escaped the recent calamity unscathed, and became the oasis of affected households with the collapse of the city’s waterworks immediately following the flash floods.

In a presentation made to

the Rotary Club of Cagayan de Oro (Mother Club) in February 19, 2009, geologists from the University of the Philippines National Institute of Geological Sciences (NIGS) recommended shifting further real estate developments upland away from the threat of floods similar to those which devastated the city in January, 2009.

The four person team led by Prof. Fernando Siringan (now with the U.P. Marine Science Institute) noted that the central and business district of Cagayan de Oro is built on a delta or flood plain. It is built by the deposition of sediments and large portions of the delta plain have elevations which are within two meters or lower of sea level.

Siringan noted how key infrastructure like the rotunda of the Kagay-an bridge is located in former wetlands or recently abandoned river channels, making them naturally susceptible to floods. Because of its location, the city is influenced by tides, storm surges and tsunamis, making floods a part of its natural cycle. With the city’s rapid urbanization, floods have become a constant threat.

Geomorphologically, Cagayan de Oro has three broad landforms: lowlands; level uplands; and hills/ mountains.

The lowlands consists of sandbars, tidal flats found mainly between the mouths

of Cagayan River and Iponan River, a narrow strip of level area described as a coastal alluvial plain from Puerto in the southeast to the center of the city, a broad alluvial plain in a limited patch around a small hill south of the city and the main “ River Flood Plain formed by the Iponan and Cagayan Rivers that coalesced north of the Cagayan-Iligan Highway which is most susceptible to flooding.

Its uplands consists of three distinct plateaus, the most extensive of which occupies the southeastern region; another situated west of Cagayan River along the road to Lumbia

where the Pueblo de Oro Township and Primavera Residences is situated, and Talakag, Bukidnon and a third is in the southcentral region just north of Barangay Indahag.

Siringan noted that floods in Cagayan de Oro have become more frequent and higher, in large part due to the 2,000 hectares of forest cover from its watershed which were converted to agriculture and other uses and never replaced. As a result, riverside areas suffer from poor water retention and contribute to the high sediment loads of rivers, constricting waterways and shallow river mouths.

last December 17, 2011, the political opposition sees it as a propaganda arsenal against the incumbent administration.

Of course, political pundits have the right to criticize government inadequacies and shortcomings. But, using a tragedy of colossal impact to Cris Diaz sway people for support and sympathy is too cheap for comfort.

Instead of helping and becoming partners to rebuild a community and people destroyed by adversity, here is a group of supposedly well-meaning individuals and politicians who used the incident as window to foster hatred.

It is understandable that the political opposition shall always look ways to discredit an incumbent administration. Yet, employing the strategy at the expense of the thousands who perished in the Cagayan de Oro flash flood to justify their end is certainly calloused.

The truth is, the political opposition were nowhere days after Sendong’s killer flash flood struck Cagayan de Oro City in the dead of the night on December 17,

2012. Weeks after weeks as local government workers (kudos to the city’s social workers) burn candles to assist the widows, the orphaned and homeless, the political opposition is nowhere to be found.

One thing I really scorned is the short sightedness of political propagandists to gang on personalities instead of objectively confronting issues and finding solution to problems of massive importance.

Almost every day, I personally visit evacuation centers to take a look and make a personal assessment of the effects and condition of victims. While there are a number institutional and volunteer groups distributing relief goods, I never saw political opposition extending a helping hand to those thousands in dire need. And, I feel sorry for that.

What is unconscionable is for the political opposition to mount a hate campaign against local officials who are doing their job albeit with limited resources. In fact, there is now a move to “suspend” incumbent City Mayor Vicente Emano simply because he is Cagayan de Oro City when the catastrophic Sendong struck.

Isn’t it reprehensible for political opposition to go to the extent of dropping the names of religious institutions as spearheading a signature campaign to oust the incumbent City Mayor? Sometimes, it is really hard dealing wayward minds of ambiguous objective.

Leptospirosis: important facts THE Department of Health (DOH) recently announced an outbreak of Leptospirosis in the region, with confirmed 5 mortality and more than 200 cases diagnosed.

The people are in a panic mode, and who wouldn’t be? I remember receiving text messages and calls at odd hours, patients and acquaintances asking for referrals to be admitted.

Fear is compounded by the lack of correct information regarding the disease.

A family member told me, that he heard over the radio, that, one can get the disease through smelling contaminated air! Of course, we know that isn’t so.

Leptospirosis is caused by a spirochete and is transmitted by rats, cattle, pigs, horses and even our very own pets: dogs and cats.

That is, if they acquired the bacterium through contact with infected soil or water.

It is important to note that even with kayaking and other outdoor sports, one may get infected when water or soil is contaminated.

The bacterium gets into contact with the body when one has a break in the skin, or through mucous membranes like the eyes, the nose and the mouth!

Ingesting contaminated water and food is another route by which the disease is transmitted. It is worth mentioning too, that, there is no person to person transmission!

It takes 2 to 28 days after the initial contact with

the contaminated water or food, when the signs and symptoms start to appear.

Leptospirosis is Biphasic: the first phase, where the patient presents with FLU Like manifestations: fever, headache, muscle aches.

Thus, sometimes, unless a history of wading in a flooded area is elicited, this is sometimes misdiagnosed as another viral illness.

The patient gets well, and few days later, may enter the second phase: recurrence of fever, this time accompanied with aching or stiffness of the neck, abdominal pain, yellowing of the sclerae or skin, tea-colored urine.

It is when the kidneys and liver are involved that the patient’s condition may worsen! However, when treatment is instituted early on, recovery is the rule rather than the exception.

However, there are individuals who may have the bacterium and yet remain asymptomatic. The initial health status of the patient prior to contracting the disease will have an impact in terms of recovery.

Diagnosing leptospirosis may be done through culture. Though this is not routinely done as it will take time before the result may be out. These days, using serological testing for antibodies is commonly done.

The gold standard still is the MAT ( microscopic Agglutination test ).

Treatment may be done on an out patient service, unless the patient is in the second stage with known possible complications like meningitis or possible liver DIAO/p.11

Overseas (CFO), some P33.65 million came from Filipino and non-Filipino donors based in Japan.

These are on top of the remittances that Filipinos in Japan sent back home: From 2001 to 2010, the US$5.349 billion is way, way ahead of Japanese development aid and foreign direct investment coming from Japan. Even in the last three years when the world faced a global economic crisis, Filipinos in Japan sent record-high amounts.

With these episodes surrounding Philippines-Japan relations and the Filipino migration to Japan that went with it, what future is in store?

Japan might need to continually depend on foreign labor given their declining birth rates.

It might also compel Japanese authorities to be more open to the contributions of foreigners and, if possible, respect foreigners’ (and Filipinos’) rights.

For the Philippines, under a new chapter of citizens emigrating to Japan, it might mean that

the episodes of forced migration to Japan —a la Sioson— should be over. Probably, helping more Filipinos in Japan and decrepit compatriots in the Philippines, as well as fostering better mutual relations between Japanese and Filipinos, may be the next steps.

But for both countries, Japanese and Filipino vigilance to collaborate and help address the welfare of Filipinos in Japan and in the Philippines is a logical next step. This is where, for example, the Philippines-Japan NGO Partnership (PJP) is working with the Japan-Philippines NGO Network (JPN, a network of Japanese NGOs with projects in the Philippines) is doing something about it. Or Philippine rural communities welcoming Japanese citizens and enjoying their company and friendship in areas with visible concentrations of Japanese.

The migration story concerning Filipinos heading to Japan is evolving, with development outcomes affecting both countries and their citizens.

Opportunities abound from this evolution, and these can excite the Filipinos in Japan and the compatriots at home who are concerned about their welfare and of a homeland’s hopes for a better future. P-Noy’s daunting challenges No President before P-Noy has ever faced a multitude of daunting challenges. And the forces that are arrayed against him are superior in political power and financial means. The Arroyo-Corona axis could overwhelm him if they could see a weak point in P-Noy’s offensive.

And the Senate impeachment trial is insofar the weakest point. P-Noy doesn’t have any control over it. To convict Corona, the House prosecution panel needs to convince 16 senator-judges while Corona needs to convince only eight to acquit him.

But the immediate threat is Corona’s motion before the Senate impeachment court to dismiss the impeachment complaint. He claimed that it was invalid since the House members did not read the complaint before signing.

Senate President Juan Ponce Enrile, who is presiding over the impeachment trial, said, “The trial might be prevented if the impeachment court found defective the eight Articles of Impeachment filed against Corona by the House of Representatives.” As presiding officer, Enrile has the sole authority to approve or disapprove Corona’s motion before the trial begins. As to whether he would exercise that authority solely or collectively remains to be seen.

However, if Corona’s motion is approved, it could trigger political rumbles of tectonic proportion.

The second threat is the petition of four lawyers before the Supreme Court to issue a Temporary Restraining Order (TRO) to stop the impeachment trial. The Supreme Court is scheduled to hear the petitions on January 17, 2012, a day after the impeachment trial begins.

If the High Court decides to issue a TRO, then it would be a severe blow to P-Noy. Contingency plan Anticipating the worst to happen, deputy presidential spokesperson Abigail Valte said the Palace has a “Plan B” to remove Corona in case he is acquitted in his impeachment trial in the Senate. “We always have a contingency plan. But it would be better to leave it up to President Benigno Aquino III to disclose the details of the plan,” she said.

Needless to say, it sent shivers down the spine of those in the Arroyo-Corona camp. Is the field set for a battle nobody wants to happen? Or is it inevitable?

But P-Noy has already crossed his Rubicon and the die is cast – alea iacta est. There is no turning back! It’s P-Noy versus Corona. If Corona wins, Gloria walks. And if P-Noy wins, the dragon – the people, his “boss” – wins.

New plot to the PhilippinesJapan migration story

JAPAN offers lots of memories —good and bad— to Filipinos, not just its rising sun which is an economic magnet for Filipinos to go there.

There’s former overseas performing artist Maricris Sioson who, exactly 20 years ago, was mysteriously killed by alleged Yakuza elements five months after arriving in Tokyo.

Sioson’s mysterious death never stopped a wave of migration by Filipinas doing the same kind of work which, to advocates for migrant workers, is tantamount to trafficking and to putting these women’s homeland into shame.

That kind of migrant worker deployment even had processes and documents to be acquired, as well as a large-scale recruitment business which the Philippine government regulated. The tide changed in 2005, when Japanese immigration law changed and tightened the entry requirements of those wanting to work as OPAs. The amendment included provisions that anyone seeking such a visa must prove that he or she has education or experience as an entertainer. Certification from another government is no longer enough.

IN the Chinese Zodiac calendar, 2012 is the Year of the Dragon, a very special year.

It is said that more than 4,000 years ago, tribes in China had animal emblems. The two large tribes unified and chose the dragon as their symbol.

Their descendants became the Han Chinese today.

In Chinese astrology, the dragon – which is made up of different part of animals: tiger, fish, snake, and eagle – was a revered symbol of power, superiority, and rule.

It still is today. And those born in the Year of the Dragon are deemed powerful and wise. And for the leader of a country, the Year of the Dragon is an opportune time for strong leadership and bold decision-making. Would President Benigno “P-Noy” Aquino III – a Chinese mestizo – fit in this mold? Let’s see.

P-Noy was born on February 8, 1960 in the Year of the Rat. Chinese astrologists say that those born under the sign of the Rat are: Quick-witted, clever, charming, sharp and funny. They have excellent taste, are a good friend and

being sent by the Philippines from about 80,000 in 2004 to about 38,000 in 2005. In 2010, the number of Filipino women deployed to Japan as entertainers was only about a thousand.

There is now an increase in the number Filipinas marrying Japanese, that being a means to escape poverty (as some departing young Filipina spouses married to elderly Japanese admitted).

Japan-Philippine relations surrounding overseas migration also evolved.

The bilateral relationship became economic, resulting in an economic partnership agreement that has, among its terms, deploying Filipino nurses to Japan. Only two of over-200 deployed nurses passed the Nihongo-laced nurses licensure examination in Japan, and currently the nurses deployment provision of the Japan-Philippines Economic Partnership Agreement is being evaluated.

While distant from a matter that concerns Filipinos’ migration to Japan, the relationship between the two countries is beyond overseas migration.

Japan is among the Philippines’ major source countries of official development assistance, in which civil society groups

hope that such development aid undergo transparent and accountable processes. Nevertheless, the aid from Japan led to bridges, light railway transit systems, and even emergency relief for people in Mindanao.

Japan-Philippine economic relations will not be complete without the Japanese companies heading to the country —from vehicles to electronic equipment, some of which became household names among Filipinos (e.g.

Toyota, Sony, among others).

The relationship between the two nations even led to the reverse, i.e. of developing country Philippines helping Japan.

Images of the waves that splashed eastern Japan given an 8.9-magnitude earthquake and tsunami last March simply touched Filipinos’ hearts to help (for example, the Philippines-Japan NGO Partnership, a group of non-government groups here that has a partner NGO network in Japan, donated some money to Japanese NGOs providing disaster relief in tsunami-struck areas in Japan).

Even Filipinos affected by the quake and tsunami had to be helped. There are stories of cause-oriented groups coursing their donations to the Philippine embassy in Tokyo and to some Japanese NGOs directed at the Filipino families victimized by the quake and

tsunami.

Still, Japanese maintained their resolve even in the midst of tragedy, and Filipinos learned from it. Says a Japanese taxi driver to a Filipino broadcast journalist who wondered why Japanese are patiently waiting a long line in Sendai to siphon fuel from vehicles wrecked by the tsunami: “If we do that, I wanted no part of it since he did not want to join us in hell.”

But Filipinos, thanks to the opportunity of being in Japan for work, study and permanent residency, extend themselves to help the Philippines through philanthropy. Filipino groups of all sorts in Japan—scholars in Japan, Filipinos based in Japanese communities, migrants’ rights associations, and many more— have been noted to be helping social development causes in the homeland.

One likened him to Fidel Castro. Another one said he was like Hitler. What went wrong? Or, should I ask, what went right? Indeed, what a difference a year – or to be more precise, seven months — made in Philippine politics. So, what did P-Noy do to drive his detractors and critics in frenzy?

First, on February 8, former Armed Forces Chief of Staff Angelo Reyes took his own life amidst the scandals that shook the military establishment.

On April 29, former Ombudsman Merceditas Gutierrez resigned after she was

impeached for betrayal of public trust by the House of Representatives and before a Senate impeachment trial commenced.

On July 14, retired Lt. Gen. Jacinto Ligot and his wife Erlinda were charged with tax evasion.

On September 16, retired Maj. Gen. Carlos Garcia was arrested and detained in the New Bilibid Prison to serve a sentence handed down in 2005 by a military court martial for violation of Articles of War 96 and 97, to wit: “Conduct unbecoming of an officer and gentleman for failing to disclose/declare all his existing assets in 2002 and 2003 and for holding the status of an immigrant or permanent resident of the United States thereby causing dishonor to the military profession” and “Conduct prejudicial to good order and military discipline for making untruthful statements under oath about his true assets in his 2002 and 2003.”

Interestingly, his sentence was never carried out by the Arroyo administration.

On October 4, Congress-

man Mikey Arroyo and his wife were slapped with a tax evasion case.

On November 18, former President and Congresswoman Gloria Macapagal Arroyo and former Commission on Elections (Comelec) Chairman Benjamin Abalos were charged with election sabotage, a non-bailable offense.

Gloria is currently under hospital arrest while Abalos is in detention at the Southern Police Department.

On December 12, the House of Representatives impeached Supreme Court Chief Justice Renato Corona for betrayal of public trust, culpable violation of the constitution, and graft and corruption. A Senate impeachment trial is scheduled to commence on January 16, 2012.

On December 29, the Office of the Ombudsman filed graft charges against Gloria and her husband Mike Arroyo, Benjamin Abalos, and Leonardo Mendoza with the anti-graft court, Sandiganbayan.

CAGAYAN de Oro City – A total of 1,250 blankets were distributed by the National Grid Corporation of the Philippines (NGCP) to victims of tropical storm Sendong in the cities of Cagayan de Oro and Iligan.

According to NGCP Finance Auditor Emelda Ibarra, the items that costed them some P100,000 were turned-over to the Pasil evacuation center at Kauswagan this city, and to the Sagip Kapamilya Foundation of ABS-CBN.

On her part Corporate Communications and Public Relations Officer Milfrance Capulong said sharing resources to calamity victims is part of their corporate social responsibility.

“We believe, our stakeholders are largely the communities where our facilities traverse,” she stated.

They have been doing this in years to less fortunate people, she added.

NGCP also offered the general public free water supply in front of their district headquarters at Barangay Carmen this city. (with report from PIA 10)

Economy and Tourism in Camiguin Now Enhanced by the Newly Reconstructed Bridge and Constructed Sabo Dams

T

HE volcanic island of Camiguin, home to a variety of natural hazards like volcanic eruption, earthquakes and typhoons that trigger debris flow and flash floods is now enjoying enhanced safety and reliability of the national highway with the reconstruction of the severely damaged Hubangon Bridge. Mahinog town now benefit from the protection of two sabo dams constructed to mitigate damages from debris flows. After experiencing a devastating typhoon in November 2001, resulting to about 250 dead and missing, as well as damages on infrastructures, houses, paddy fields and livestock; structural and non-structural countermeasures were formulated for Camiguin Island under a development study grant from the Government of Japan through the Japan International Cooperation Agency in 2003. The nonstructural measures primarily to strengthen the disaster management system of the local disaster coordinating councils were pursued in 2004, still with the assistance by the Japanese people. The non-structural measures developed and provided to the communities are the following:
