DAVAO City––Numerous complaints from women being teased by the fastbecoming popular phrase “salad oh, init pa” have irked Mayor Sara DuterteCarpio here recently. Duterte urged women to report to the police when mocked with using the phrase. In a press briefing at the City Hall, the mayor wanted to put on the police blotter all incidents related to what she deemed as malicious words against women. The statement of Mayor Duterte came after a report that his father, Vice Mayor
Rodrigo Duterte denied of issuing an order to lockup all persons found to have spoken the words to women. BUTUAN City––A 23-yearold man stabbed dead his drunk elder brother who attempted to burn their house in Barangay Sayon, Sta. Josefa, Agusan del Sur shortly after midnight on Tuesday. Authorities said the incident happened at around 12:05 when Eddie Bert Asuncion was trying to pacify his brother, Edgar, 36, who was “under the influence of liquor.” When Eddie Bert prevented Edgar from setting on fire their house and a chainsaw machine, the latter turned on the former instead. NUJP-Davao upholds RMN-Davao media workers’ right to strike THE National Union of Journalists of the Philippines-Davao City Chapter (NUJP-Davao) supports the strike launched by the employees of Radio Mindanao Network-Davao starting today, said Jessie Casalda, chairperson of NUJP-Davao. Casald said: “Faced with an employer heedless of its workers need of decent wages and benefits, the employees are left with no option but to strike, a bargaining act that is rightful under the constitution.” He said the employer’s callousness to the wage demands of colleagues which are a pittance compared to the profit earned by the company deserves a damning action, no less. He added: “Refusing to go to work until their demands are answered is but a fitting response of the workers to remind
the company that they are after all, the spokes that keep the radio business going, and churning in huge profits.” The employees wage and non-wage demands, if totaled would sum up to a measly P99,000 a month, in contrast to the P24 million that the RMN-Davao station earns monthly. “This strike came a long way. Starting with the dismissal of the former station manager and the sacking of two others in 2010, the RMN-Davao workers awoke to the threat of one day losing their jobs if they were not going to fight for it. So they turned to collective action to gain a leverage to bargain with the management following the spate of dismissals. Thus forming a union, a constitutional recourse to be able to defend their jobs and advance their basic rights,” said Casalda. Following the establishment of the union, the RMN Davao workers were able to commence a negotiation for a Collective Bargaining Agreement (CBA) last year. It was timely because the searing price of commodities as a result of oil price hikes had already pushed the wages further
down. The employees could not live anymore with a measly P8,000 per month. CBA negotiations however, failed after eight sittings. The management refused to grant any wage increase. The two parties settled on a Voluntary Arbitration scheme, inking a Memorandum of Agreement which stated that union members will be given a lump sum. The MOA stated that the management and the union will begin to negotiate on the wage increase, rice subsidy, meal allowance starting May this year. But the management did not comply with the agreement. Demands for decent wages cannot be put on hold, especially not with RMN doing good business, raking in huge profits. A decent wage is paramount to the media worker’s well-being. Corollary to this is a condition for a free press. “The demands of our colleagues at RMN Davao are just. They are basic human rights,” said Casalda adding, “in support of our colleagues, we say once more that there can be no press freedom if journalists exist in conditions of fear, poverty or corruption.”

Drive against illegal gun making starts in Davsur By BEN D. ARCHE, Regional editor-Davao
DIGOS City––Police authorities have renewed its campaign against unlawful gun manufacturing in some parts of Davao del Sur, specifically in the municipality of Sta. Cruz in the first district of the province. The revived police operation resulted to the discovery of a gun makeshift factory in Sitio Kawit at Barangay Zone 2 of Sta. Cruz town. Reports from the Davao
del Sur Provincial Police Office (DSPPO) said operatives of Sta. Cruz Police and elements of the Army’s 39th Infantry Battalion (IB) raided the gun manufacturing facility early evening the other day. Recovered from the plant were gun assembly tools, several parts of caliber .38 revolver and .45 pistols, gun-making manuals, acetylene and welding machines, and other molding tools.
No suspects were reportedly arrested during the assault. Reports said the suspects were able to flee before the arrival of the raiding police officers and soldiers. At least three gunsmiths are operating in the said municipality, the police said. Police revealed they have already gathered leads on the identity of individuals behind the gunsmith trade in the area.

DAVAO City––The American Chamber of Commerce (ACC) bared recently that two of the landmarks in Davao Region have been nominated to be included in the United Nations Educational, Scientific, and Cultural Organization (UNESCO) World Heritage sites. ACC-Davao president Sonny Dizon said during the Kapehan sa Dabaw at SM City here that Mt. Haguimitan in Davao Oriental and Mt. Apo in Davao del Sur are now in the list of nominees for WH sites. There are at least 29 natural wonders in the country vying for inclusion in the WH sites including Mt. Haguimitan and Mt. Apo natural parks, Dizon said. The time these natural wonders are declared as WH sites, Dizon said there will be more initiatives and supports to come in to further conserve and preserve the
selected beautiful and rare wonders of nature. Dizon named Mt. Apo as “giver of life” which signifies abundance. “It (Mt. Apo) is like a sponge, without it, rains will be out of control,” he said, adding that the mountain could also avert flooding in surrounding lowland areas. UNESCO holds selection to the WH sites once for every three years with issues on biodiversity, social effects and threatened status as the decisive factors, the
ACC official said. Dizon also revealed that officials in Region 11 have already sent resolutions to the national office of UNESCO expressing their support to the nomination of Mt. Haguimitan and Mt. Apo. The ACC-Davao office has not yet received any announcement of schedule for the date of the final declaration of new heritage sites. Dizon however said the selection process is highly confidential.

MORE relief goods have poured in for the Typhoon S endong sur vivors inCagayan de Oro. This time the donors come from Saudi Arabia. With the coordination and assistance of Candy Darimbang, chairperson of the Higala Sa Katawhan (Alang Sa Kalamboan) Movement Inc., and officers of the movement, the donated goods were given to families temporarily housed at the Tent City in barangay Lumbia. Darimbang said the donation comes from the Tau
Gamma Phi International Riyadh Council, represented by Joel Plumos, and Tau Gamma Phi Cagayan de Oro City Council relief operation led by engineer Mitchell Flores. The goods were turned over to the beneficiaries on July 5 through barangay Lumbia officer-in-charge and former barangay councilor Lesenio D. Beja. Consisting of brand new children’s school shoes, casual ladies footwear, clothes for children and adults, canned go o ds, noodle packs and bottled water, the aid was given to some 74 families.
Darimbang said the Higala Sa Katawhan Movement will continue giving goods to the Typhoon Sendong survivors as more aid is coursed through their group. She said this latest endeavor benefits the less attended households in the relocation area. Darimbang added that part of the Tau Gamma Phi’s relief goods was also given to the Typhoon Sendong survivors in Iligan City. “All this is for service to our brothers and sisters who were affected by the calamity,” she said.

Oil drilling more destructive to the environment than mining, says Sia CAGAYAN de Oro Councilor Juan Sia on Tuesday said oil drilling destroys the environment, far worse than mining. In his special report during the City Council regular session presided over by Vice Mayor Caesar Ian Acenas, the councilor said mining has always been blamed for the destruction of the environment. However, he said the operation of mining is only
shallow compared to oil drilling. He said this is a global concern that should be looked into. The councilor said those who consider themselves as environmentalists should think seriously about this as it will bring about a major environmental problems. “If we want to live longer, stop oil drilling,” he stressed. Speaker Protempore Councilor Ramon Tabor said the report should be
transcribed and given to concerned national government agencies. He said local government should be guided on what legislations to enact to address this. According to the councilor, the public should also be informed about the matter. Acenas referred this to the committee on environment chaired by Councilor President Elipe for proper action.

You pee, you pay? BANNING the collection of comfort room fees in commercial areas is laudable. A lawmaker has filed a bill to stop the collection of fees from any person who uses comfort rooms in commercial areas. What if a poor old lady wants to pee and she’s not allowed in bus stops and terminals because she has no P5.00? Will we let her do it in public instead? What a shame. The bill if it becomes a law is good because it will give the poor and underprivileged access to basic public services. Also, the bill seeks to stop the practice of owners of business establishments, particularly high-end malls (in other cities, thanks there’s none in Cagayan de Oro) of charging fees for the use of comfort rooms or toilets purportedly for the maintenance of these facilities. The declared policy of the State says: “The Constitution also promotes basic services to the underprivileged. Good infrastructure is a fundamental component in the proper delivery of basic social services and free and functional toilets are among them.” However, it is sad that a number of commercial establishments and even LGUS charge fees for the use of comfort rooms even in public places like bus terminals. This is contrary to constitutional provisions. Under the “Free Comfort Rooms Act of 2012,” no person or business establishment owner shall collect or solicit fees from any person for the use of comfort rooms within their premises. The bill penalizes violators with a fine of P10,000 for first time offenders and one year imprisonment or a fine of P20,000 for second time offenders. The Department of Interior and Local Government (DILG) and the local government units (LGUs) are directed to administer and monitor the implementation of this Act. LET US SEE IF THIS WILL BE REALIZED soon. The government should realize that stopping these comfort room fees may still give solution to the shortage of public comfort rooms. It would also serve specific groups of people particularly persons with disabilities (PWD) and senior citizens. There is a shortage of free and good comfort rooms in the country. The country’s public school system for one has an estimated shortfall of more than 150,000 comfort rooms, which exposed schoolchildren to dengue and other diseases. A 2007 World Bank study on the economic impacts of sanitation in Southeast Asia, estimated that the Philippines loses approximately $9 billion a year because of poor sanitation. The study showed that 9.1 million Filipinos still went to the toilet in the open, relying on the streets or in the fields, while 15.2 million used public toilets. These problems can be sold if commercial establishments would be stopped from collecting comfort fees necessary. BUT an agency of the government should undertake the cleaning and maintenance of public comfort room and improve sanitation practices. Who knows, this may even help boost the local tourism industry. While pay toilets can be found around the world, they have lost their popularity particularly in the United States where a campaign by the Committee to End Pay Toilets in America (CEPTIA) resulted in laws against pay toilets being made in a number of cities and states in the mid-1970s due to loss of profits. In the Philippines, we should make a difference too––FREE TOILET MEANS GOOD GOVERNANCE.

Missing the point THINK a minute. Rememb er the f irst people to ever fly an airplane? There were the Wright brothers, just a week before Christmas, 1903. They were so excited they sent an urgent telegram message to their sister which said: “First flight in history today! The next day, the newspaper headline read: “Local Brothers to Be Home For Christmas.” Not one word was said about their flying! The newspaper editor had completely missed the point of the message: for the first time in the history of the world, human beings

That God loves us so much, He humiliated Himself to become a human being named Jesus Christ and die for our sins, so we could be forgiven and free to start life all over again. The advantage of limiting ore exportation REP. Rufus Rodriguez, Cagayan de Oro’s Second District, is against mining. However, mining is here to stay. Last week, Pres. Aquino signed Executive Order No. 79 creating the Mining Industry Coordinating Council. The council mandates ‘regulation of small scale-mining operations in the country and made them environmentally and socially accountable like large-scale mining Cris Diaz companies,’ too. The order also requires small-scale mining stakeholders to meet Environmental Impact Statement System. EO 79 also prohibits the use of mercury in small-scale mining. The signing and implementation of the E0 No. 79 was also to resolve confusion over RA 7076 and PD 1899 which governs mining regulations in the country. The Department of Justice, in an opinion dated June 27, 2011, clarified that PD 1899 has ‘no longer the effects of law.’ Since mining operations continues, there is a move in Congress for the Philippines to adopt a moratorium of exporting mineral ore to other countries, notably, China. The proponent argued that the moratorium should remain until the territorial dispute between China and
the Philippines is resolved. Ore is primary raw materials in the manufacture of steel, armaments, and other war materiel which the Philippines has large deposit. There are fears that unlimited export of ore by the Philippines would mean more armaments to China. A moratorium is sought to limit, if not, stop exportation of mineral ore to China. Rufus, however, is not buying the resolution. He said that at present the Philippines allow the export of ore to China. Banning ore to China is not a solution to the ongoing conflict between the Philippines and China. Rufus believes that prohibiting the export of ore to China would only exacerbate the Philippine-China relations. Doing so would also jeopardize China’s existing investment in the country affecting thousands of workers. We agree with Rufus. Somehow, there is a need to regulate export of mineral ore to other countries including China. To regulate means, we would only allow a certain amount of metric tons for export annually outside the country. The point is we have to protect our resources for future consumption. This survey also provides information about the socio-economic characteristics of the OFWs. The SOF reported the total number of overseas Filipino workers (OFWs)
who worked abroad at anytime during the period April to September 2011 which was estimated at 2.2 million. It jumped by 10 percent from the 2 million recorded in the previous year. Out of this number, overseas contract workers or those with existing work contracts comprised 95.3 percent of the total OFWs in 2011. It may be recalled that the term Overseas Filipino Workers or OFWs was officially adopted under the Ramos Administration to give recognition to millions of Filipinos who sacrifice by working in other countries out of a desire to earn better wages. This later on
led to a new term balikbayanis - “the new breed of heroes who are said to be the source of economic stability and empowerment.” (De Leon,2008) What is the contribution of the OFWs to the Philippine economy? The SOF reported that the total remittance by OFWs during the period April to September 2011 was estimated at 156.3 billion pesos which was said to be higher than the previous years’ remittances posted at 141.2 billion pesos. Such remittances vary: some consisted of cash sent home (73.0 %), others were brought home (22.3 %), while the rest was remitted in kind (4.8%). NSO Administrator Carmelita N. Who invented the paperclip WHEN Johann Vaaler patented his paper clip in 1901, there already were similar designs on the books. William Middlebrook of Waterbury, Connecticut patented his design in 1899. Cornelius Brosnan of Springfield, Massachusetts patented his Konaclip in 1900.
So, who was first to invent the paper clip? Well, it is thought to be Johann Vaaler. Drawings of his design date to early 1899, but since Norway had no patent law at the time he had to seek patent rights in Germany and the US in the following years.
Johann Vaaler was born on 15 March 1866 in Aurskog, Norway. Known as an innovator in his youth, he graduated in electronics, science and mathematics. He was employed by the owner of an invention office when he invented the paper clip in 1899. The paper clipS e veral designs followed the original. Only a few remain, such as the Ideal, Non-Skid, Owl and Gem. The first double-oval clip, the Gem, was launched in early-1900 by Gem Manufacturing Ltd of England. The paper clip remains as one of the most-used items of all time.

PMA lowers height requirements, now accepts third sex applicants THE Philippine Military Academy (PMA) said on Tuesday that it is lowering the height requirement for interested cadet applicants to a minimum five feet for both male and female. Maj. Gen. Nonato Alfredo Peralta, PMA superintendent, said ‘the lowering of the height requirement from five feet, four inches for male and five feet, two inches for female is expected to bring about an increase in the number of applicants.’ Peralta also said that members of the third sex are allowed to enter the PMA, provided they pass all the requirements, as long they follow the code of conduct being imposed on all entrants. This means that they are not allowed to cross-dress and make advances to their
fellow cadets, he said. According to Peralta, the changes in the minimum height requirement came about when it was observed during the conduct of limited physical examination in different test centers that many applicants were denied the chance to go through the first phase of the selection process, solely for the reason of not meeting the height requirement. ‘Wit h t he pre v i ou s height requirement, many Filipino youth, who have the good educational background and are physically fit, are disenfranchised from the opportunity of being able to take the entrance examination,’ he said. Francis Añover,RSM, RMP national coordinator, described Mesina as a “trusted” lay co-worker of Sister Mela Alvarez, RGS, the RMPCagayan Valley coordinator. “Agnes tirelessly meets with priests, sisters and other lay workers including pastors and ministers of other faith beliefs in the region to express the concerns of the local communities regarding various projects such as the bioethanol, logging and mining,” Añover said. According to Añover, Mesina helped facilitate a meeting of bishops, priests, ministers and lay workers in Cagayan province last January that resulted in the release of a statement calling for the banning of large-scale mining in the province. A month after, Mesina attended another meeting of similar nature in Nueva Vizcaya. More than 800 trooped to the meeting and voiced their opposition to mining. In
that meeting, RMP said Bishop Ramon Villena “gave scathing remarks” against mining and also called for the banning of the activity in his Diocese. “The arrest of Agnes was meant to sow fear among the people in the attempt to plunder the rich mineral resources and displace resisting communities for large-scale mining operations. But we are not cowed by these state attempts to silence us, because as rural missionaries we will continue our mission in the face of harassment against our lay workers in Cagayan Valley who are just defending their land, their rights, and natural resources against imperialist plunder not just for themselves but for the future generations,” Añover said. In an interview, Nardy Sabino, secretary general of the Promotion of Church People’s Response (PCPR) said the arrest of Mesina is pure harassment against a Church worker who is helping the poor, especially the peasants in Cagayan Valley. “As a Church worker, she amplifies the voice of the oppressed,” Sabino said. According to the Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (Kamp), Mesina is “a long-time advocate for indigenous peoples rights, actively involved in campaigns against large-scale mining, logging and other environmental causes as well as human rights abuses.” “This is the state’s attempt to cut short Agnes’s contributions to the peoples movement, whom she had served for many years,” Piya Macliing Malayao, Kamp spokeswoman, said.
Mesina served as chairwoman of Kabataan para sa Tribung Pilipino (Katribu) during her college days, and continued her advocacy for peasants and indigenous peoples in various organizations in Manila and other provinces. Church leaders who signed the joined statement said that the trumped-up charge against Agnes Mesina “affirms the continuing state policy of political repression with its deceitful schemes to press charges against peace and justice advocates who they perceive to be ‘enemies of the state’ have not died down.” “As church people, we demand that the government end its policy and operational plans that give rise to human rights violations. And we continue to demand justice for all victims of human rights violations. The charge against Agnes Mesina must be dropped and public apology be made by the arresting authorities,” they said. The RMP called on President Benigno Aquino III to stop the vilification of our Church development workers and stop making fabricated cases against human rights defenders. PCPR’s Sabino said the filing of trumped up charges against Church workers is not new. During the administration of Gloria Macapagal-Arroyo, two Church leaders were also charged with common crimes. Pastor Edwin Egar of the United Church of Christ in the Philippines (UCCP) and Pastor Mel Abesamis of the United Methodist Church were among the 72 activists in Southern Tagalog who were

Altogether, OFWs from these three regions comprised almost 43.3 percent of the total OFWs. Each title is special but this is super-special because it’s a huge comeback for me. Oh my gosh, I still can’t believe I was able to come through and win my seven matches.’ Think on this... Serena Williams began amassing Grand Slam titles in the last century, when Bill Clinton was still in the White House and Prince William was a schoolboy. Now, as an old lady approaching 31, she has 14 Grand Slam titles. She just keeps coming back. Every time it seems her salad days must be over, she roars right back and wins again. Two years ago Serena had a career-threatening foot injury. Soon after that it was her life that was at stake, when she suffered a pulmonary embolism. Neither could stop her. Here she is again, raising the Venus Rosewater Dish above her head and literally jumping for joy.

I was just so tired. I had a tube, a drain, in my stomach. Right before that I had the blood clot, and lung problems, and two foot surgeries. It was a lot, and I felt I hadn’t done anything to bring that on. It was the lowest of the lows. But I didn’t just stay there. I got up, and I got started.
That’s what you have to do sometimes.’ Six weeks ago she arrived at Roland Garros as one of the joint favourites, and instead in the first round unthinkably she lost from a winning position to the world No.111 Virginie Razzano. “The French was so disappointing because I did so well in the run-up,” she recalled. “I was undefeated on clay and had a lot of confidence. When I lost that, it really got me down.” But she didn’t stay down.
Like before, she got up, and got started again. And then in this 2012 Wimbledon final, she found herself in much the same place – with victory slipping away from her after she was a set and a break up. It could have happened.
