THE Philippine Charity Sweepstakes Office (PCSO) is a hotbed of corruption. The condemnation was hurled at the Sweepstakes office after a study by lawmakers showed anomalies in the management of funds at the said office. Und e r R A 1 1 6 9 a s amended by BP 42, the Philippine Charity Sweepstakes Office is mandated as the principal government agency for raising and providing funds for health programs, medical assistance and services and charities of national character…, and shall have the authority … to engage in health and welfare-related investments, programs, projects…"

Insiders of said office relayed information and evidence relayed to Bayan Muna which showed that the previous PCSO administration was dismally and anomalously not faithful to its charter, violated COA rules, and could be charged with violation under the Anti-graft laws. An investigation conducted by Bayan Muna party-list, also showed that huge amounts that should have gone to the charity fund were diverted to perks, anomalous transactions and overpriced contracts in the guise of operating expenses depriving poor beneficiaries of the assistance that the PCSO is mandated to provide, according to Rep. Nilo Colmenares in his PCSO/PAGE 7
