Reynaldo Rafal ordered to explain • Lumads ask government for sustainable livelihood program BUTUAN City––Eight ranking police officials in the Caraga region have been relieved from their posts due to unabated illegal logging activities within their jurisdiction, Philippine National Police (PNP) chief Director General Nicanor Bartolome said on Friday. Relieved were acting Agusan del Sur police director Senior Supt. Rodolfo Dasmariñas along with Ronnel Bangalisan of Esperanza, Joel Liong of San Luis, Ehpraim Detuya of Talacogan, Wilson Corpuz of Loreto, and Jesse Rey de Gracia of Las Nieves, all town police chiefs with a rank of senior inspectors.

Senior Supt. Pedro Obaldo Jr., officer in charge of the Butuan City police command was also relieved. Bartolome also ordered Caraga police director Chief Supt. Reynaldo Rafal to explain why illegal logging persists in Agusan del Sur continued. Armm officials mourn killing of peace activist COTABATO City––Autonomous Region in Muslim Mindanao (ARMM) caretaker Governor Mujiv Hataman was teary-eyed as he condemned the Wednesday killing of a peace advocate-turned-development consultant for the regional government. ARMM Regional Legislative Assembly Speaker Rasol Mitmug Jr. echoed the condemnation along with Assemblywoman Rahima Datumanong-Alba (Maguindanao, Second District), and Women Sectorial Representative Samira GutocTomawis. Unidentified gunmen riding in tandem shot Jesus Dillo, 45, around 5:30 p.m. along Happy Homes Subdivision here while on his way home aboard a tricycle. Dillo is the executive director of DevCon, a civil society organization and is also the founder of the local peace group Kambayabaya Foundation. Dilio had just alighted from a tricycle on his way home to Yapsi St. along Sinsuat Avenue around 5:30 p.m. when the motorcycle riding-in-tandem gunmen pumped bullets on him. The victim died on- thespot. The killers sped- off to an unknown direction after the incident. Recovered from the crime scene were four empty shells from a .45 caliber pistol used by the gunmen. Hataman, being a close friend of Dillo, was in tears while being interviewed over a local radio station. “The killers and the masterminds, whoever they may be, should be brought to the bar of justice,” said Alba, herself a peace advocate. “Pursuit operations are ongoing against the suspects,” Supt. Danny Reyes, city police director, said. Irene Dilio, the victim’s wife, said the killing of his husband could be workrelated as he has been at odds with several people in line with his work since four years ago.

Rep. Rufus B. Rodriguez of the second district of Cagayan de Oro City suggests a few final amendments to House Bill 4688 or the Microenterprise Development Institutions Act, during plenary debates on said House Bill. Rep. Rodriguez is a co-author of the bill and strongly pushed for its approval as the bill would help eradicate poverty and encourage less privileged families to undertake entrepreneurial activities to meets its minimum basic needs including income security. House Bill 4688 was subsequently approved on third reading and was transmitted to the Senate.

Beating cancer starts with diet

CANCER may be one of the most widespread diseases affecting not just the Filipino population but also that of other nations. Prevention, however, is not far from possible with the first step being a disciplined diet, which is something every person can be in control of. The most important food that should be included in our diet on a regular basis are garlic, grapes, green tea, tomatoes, blueberries, tomatoes, flaxseeds, mushrooms, cruciferous vegetables such as cabbage and cauliflower, whole grains, and dark leafy greens. These food are rich in antioxidants that fight cancer cells before it starts to grow and build a stronger immune system to prevent diseases. According to Ronald Delos Reyes, executive director of the Ramon Aboitiz Foundation Inc. (RAFI) Eduardo J. Aboitiz Cancer Center (EJACC), aside from taking a healthy diet, one should also switch to a healthier lifestyle. “Regular physical activity and not indulging in tobacco smoking and excessive intake of alcoholic beverages can do wonders to one’s health,” delos Reyes said. “The only missing part is our genuine desire to do it, to breath by it, and to live with it,” he added. EJACC is under RAFI’s Integrated Development focus area, addressing health issues of communities in order to create a better quality of life. Crime in General Santos down, says police GENERAL Santos City–– The city’s ‘index crime’ crime volume here has gone down by 23 percent for the period of January to June 2012, a top police official said. PSupt. Rolly Octavio, city police office’s deputy director for administration, explained that index crime refers to offenses committed against persons and

properties. For this year, the number of crime against person from Jan. to June was 65, while that against property was 163 compared to last year’s 66 and 230, respectively during the same period. SB Capital arranges TeaM Energy’s US$ 220m new mezzanine loan facility THE TeaM Energy Corporation (TeaM Energy) recently closed a $220 million 12year mezzanine loan facility arranged by SB Capital Investment Corporation. Proceeds from the loan facility were used to primarily refinance the company’s existing mezzanine loan facility with PPF Company B.V. (formerly Nomura Philippines Power Funding Company B.V.). The transaction marked the first time that TeaM Energy has tapped the domestic capital market for

funding requirements. Security Bank Corporation and Metropolitan Bank and Trust Company were the major lenders for the transaction. Security Bank President and CEO Alberto Villarosa said, “the mezzanine lenders welcome the opportunity to support TeaM Energy’s projects to produce reliable and stable energy sources. Octavio also said crime against person refers to murder, homicide, physical injuries, and rape. Meanwhile, crime against property includes robbery, theft, carnapping, and cattle rustling. The major contributor in the reduction of crime index was due to “good deployment and community participation,” Octavio

added. For the period January to June 2012, police noted only one homicide case against two in the same period last year; physical injury is 33 as against 35; rape consists of five cases versus 11; however, the commission of murder was recorded at 26, up 40 percent, as against 18 during the same period last year.

IN pursuant to the promotion of self help food production activities and to continuously instill the values of appreciating agriculture as a life support system among children, 37 elementary teachers and 2 teachers from the secondary schools from Gingoog City attended training on AgriPinoy Gulayan sa Paaralan Program (GSPP). Agri Pinoy Gulayan sa Paaralan Program also conforms with the implementation of Organic Agriculture Act of 2010 or RA 10068 as promulgated on Section 23 of its Implementing Rules and Regulations that the National Government in partnership with the Department of Education and other government agencies and the private sector “shall strengthen the integration of organic agriculture concerns in school curricula at all levels”. Thus, the responsibilities of focal persons from participating schools were pointed out, while the amended guidelines of the program as mandated on Administrative Order No. 15, series of 2011 were also imparted. They were also equipped with technical inputs relevant to the management of school gardens such as natural farming technology systems, basic gardening, seed production technology and vermi composting technology. To start its implementation, the Department of Agriculture-Regional Field Unit 10 also distributed garden tools and 90 pouches of open pollinated variety of vegetable seeds of eggplant, okra, ampalaya, squash and pechay. This is also the first time that DA-RFU 10 has provided indigenous seeds such as saluyot, kulitis (amaranth), cowpea, baguio beans and rosell to GSPP beneficiaries. Regional Focal Person on Organic Agriculture Remina Occeña is also hopeful that the teachers would be able to impart the knowledge they gained from the seminar to their students in the simplest presentation that can be easily understood. encourage them to appreciate the goals of the program. Occeña also stressed that replication of vegetable gardening at home is also encouraged to sustain the production of safe and healthy food that is organically grown and free from hazardous chemicals. She also added that, “hopefully the students would appreciate the program since it will indirectly help their parents in generating livelihood and increase income that will make family members happy”. Moreover, the target beneficiaries for vermicomposting facility for 2012 were also announced. The provision of the 1mx3m vermi beds will be done on the later part of the year. It will be in a counterparting scheme wherein DA will provide the construction materials for the vermi bed with five kilograms of vermi while DepEd or the beneficiary school will provide the area and shoulder the labor cost for construction. Prior to the distribution of materials, focal persons of beneficiary schools will also undergo vermi hands-on training. Occeña also reminded the participants to make sure the availability of water supply in the school premises since it’s very necessary for ver-

miculture. She also assured that, “you don’t need to worry about the worms because they are very prolific and they multiply very fast as long as the vermi-composting facility is well taken care of. Added to that, it can also help other schools engaged in gardening, since a handful of vermi can be cultured on sacks”. She is very optimistic that Gingoog City will soon be tagged as organic city in the region. On the other hand, Ms. Joy Mangubat of Malinog National High School expressed her thanks to the government for being selected as one of the beneficiaries of the project. She said that the project will cater the needs of their students. Thus, she promised that with the assistance of her co-teachers, to plant and cultivate the seeds given and that they will do their best to reach the objectives of the program. The training was conducted on June 14, 2012 at Estrella Townhouse, Cagayan de Oro City and was also attended by city and provincial coordinators and monitoring team for GSPP. Search is on for outstanding compost facility in Region 10 CAGAYAN DE ORO CITY With the aim to boost organic fertilizer production and to fully utilize vermi-composting facilities awarded to the beneficiaries of the Organic Fertilizer Production Project (OFPP), the Bureau of Soils and Water Management (BSWM) formally launched the Regional Search for Outstanding Compost Facility on June 1, 2012 during the conduct of the Regional Vermi-compost Congress held at De Luxe Hotel, Cagayan de Oro City. The competition is open to all OFPP beneficiaries and adopters who have produced vermicast right after the facility was awarded to them. Production of vermicast should not lower 50 bags per harvest cycle. Nominees should come from the different OFPP beneficiaries, an organization recognized by the Office of the Provincial Agriculturist or the Department of Agriculture-Regional Field Unit 10. Organization’s registration to the Cooperative Development Authority (CDA) or Security Exchange Commission (SEC) is not necessary but an advantage.

The BSWM through the Regional Soils and Water Area Coordinator’s Office is accepting nominations coming from regional focal person for OFPP and regional focal person for organic agriculture and monitoring members from the local government unit until June 30, 2012. Monitoring and evaluation of the project by the monitoring team is ongoing base on the following criteria; productivity- 50%, quality of cast produced- 20%, operational components- 10%, community impact or utilization- 10% and facility’s care and maintenance-10 %. In an interview BSWMRegional Soils and Water Area Coordinator Engr. Armando B. Arcamo revealed that BSWM will be giving cash award to the most outstanding composting facility beneficiary in the region. Schedule of awarding will be announced later. During the Regional Vermicompost Congress, Arcamo encouraged the 119 beneficiaries of OFPP to properly utilize the composting facilities and advised the focal persons assigned per province to submit sufficient data

on vermi-compost production as it will also fast tract the release of the third batch of composting facilities. On the other hand, Arcamo also added that BSWM already has the initial list of identified beneficiaries for the Expanded Modified Rapid Composting that will be supported by OFPP beneficiaries produced organic fertilizer or vermicompost as one of the input component of the project. They have identified Misamis Occidental as the first province in Region 10 to benefit from EMRC right after the upcoming harvest season with a target rice area of 500 hectares. Following Misamis Occidental are the municipalities of Lala and Kapatagan in Lanao del Norte with target areas of 150 and 50 hectares respectively; 100 hectares for Gingoog City in Misamis Oriental while Valencia and Malaybalay City in Bukidnon has a target of 100 hectares and 50 hectares respectively. Making up for the past THINK a minute. Some time ago I read in the newspaper about a father who had killed his 10-year-old son because his school report was not good enough. The father was so angry that he reached for the nearest thing, a steel rod, and hit his son on the back. His 10-year-old little boy was killed instantly. Can you imagine the pain and regret that father lives with! We all have regrets, and the feeling that we want to make up for the wrong we’ve done. Yet we know that in most situations we can’t. Sometimes we can repair the damage. We can pay a debt that’s long overdue. We can return the money

Like beating and cursing your child in a moment of anger. No candy or toy can make up for how we hurt even destroyed their trust in us. That’s why Jesus Christ, Who was not guilty of any

wrong, gave His own innocent life to free you and me from all our wrongs and guilt. The only way we can make up for all the wrong we’ve done is by asking Jesus for His free gift of forgiveness and new life which He paid for with His own life. It’s true that you cannot change your past, but Jesus can start changing your life now. If you ask Him to take control of your heart and character every day, He will give you a new life by helping you change with His love and power. Even with all your past failures and wrongs, your Maker will still give you another chance. So why not ask Him today? Just Think a Minute.

Newbie candidates in Misor ACTUALLY, these candidates are not newbie. Matter of fact, they are all veterans, astute, and experienced politicians. The thing that makes the difference is that these candidates are running for electoral posts that are new to them. In other words, the electoral position is new but these candidates were before once or twice winners in lower electoral posts. We are dealing with possible Cris Diaz candidates running for the First Congressional District in Misamis Oriental. Moreover, we are talking about newbie like Juliet Uy of the municipal town of Villanueva as one of the likely candidates for the congressional post. Another possible candidate is Dixson Yasay, former town mayor of Opol. The name of Tagolo-an town Mayor Pedro ‘Oloy’ Emano also cropped up just as incumbent board member’s name ‘Jeckert ‘Manok’ Emano’s name ring in the ear. I talked to Dixson Yasay a year ago about the possibility of him running for Congressional seat in the First District in 2013. Dixson said he is very interested with the idea. However, he said, he is not financially ready to join the fray. Dixson was town mayor of Opol for three terms. In his last term, he let his brother (Dexter) ran for mayor’s vacant post. Dexter won the mayoral post. Dexter is the incumbent Opol town Mayor running for re-election of the same post next year. There are talks that Dixson might run under the Liberal Party in

Misamis Oriental. However, this idea seemed dubious since Dexter could be running under Padayon Pilipino. The Emanos’ are fielding a candidate from the roster of Padayon Pilipino’s political organization. With incumbent Congressman ‘Bambi’ Emano gunning for the gubernatorial post, the Padayon Pilipino is given no choice but to field candidate to fill ‘Bambi’s’ vacated post in Congress. As a remedy, Padayon might pick up Town Mayor ‘Oloy’ Emano as the group’s best bet. Probably, ‘Oloy’ has still to finish his term as town mayor before launching for a Congressional candidacy. ‘Manok’ Emano might likely run for re-election as Misamis Oriental’s provincial board member. Now, we are back to Juliet Uy as one of the newbie candidates willing to take the risk. After all, Juliet has money. As town executive of the one of the province’s highest income towns, Juliet must have ‘saved’ money for her candidacy in Congress next year. We heard of Juliet earning millions with the sale of her lots to multinational companies in Villanueva. Once of these companies is a soft drink giant that relocated its regional batching and distribution center in Villanueva. Juliet is not only running to win the Congressional battle in the province’s fist district. She is running to avenge the defeat of husband Julio, twice dumped as candidate for Congress, in the district. With the Emano’s out of the picture, the fight would be reduced to Uy and the Baculios.’ Jun Baculio might run to regain his lost political glory. The SCMC also quoted the Sulu PNP that Mr. Atyani is not considered missing because his whereabouts

are already known, and that he is with the ASG and believed to be well taken care of, not held against his will. “Atyani is not a hostage and, in fact, there is no indication of any crime or complaint. The only established fact is that he is freely moving around with the ASG. The AFP also received similar reports from the ground,” the SCMC stated. South Cotabato municipalities upgrade tax collection system KORONADAL City––The ten municipalities comprising the Province of South Cotabato will soon be using a single property and business tax collection system after sealing a deal with Philippine Veterans Bank. Under the recentlysigned Memorandum of Agreement between the Provincial Government

and Veterans Bank, the new system will automate real property and business tax collections operations thereby enhancing the delivery of such services for the benefit of each municipality’s residents & businesses. At the same time, this is foreseen to improve business & real property tax collections.

This was revealed by DAR-Agusan del Norte provincial agrarian reform officer Andre Atega during the celebration of the 24th anniversary of the Comprehensive Agrarian Reform Program. WORLD champion billiards trick shot artists will showcase their wares in a three-day Rack Up a Victory world tour at the Atrium of J Center Mall in Mandaue City on June 27-30. Mike “Tennessee Tarzan” Massey, Tom “Dr. Cue” Rossman and Steve “The Pastor of Pool” Lillis will be the main show of the three-day event, which will offer a trick show, competition against selected Filipino billiards masters and a pool challenge with the audience. This will be their

15th stop since arriving in the Philippines last June 9, their first country in a world tour that is aimed to spread the Gospel of Christ through the pool table. ”We wanted to showcase pool as a beautiful game and give billiard a different image. Usually, billiard has been related to gambling, drugs and alcohol and we want to change their image,” said Rossman. Lillis explained that sharing the World of Christ through the pool table has never been done before.

Barriga is lone Pinoy boxer to fight in London Olympics MARK Anthony Barriga has to go at it alone after the International Boxing Association (AIBA) Tuesday informed the Amateur Boxing Association of the Philippines that its request for lightweight boxer Charly Suarez to be accorded an invitation to the London Olympics has been denied. In an email to ABAP president Ricky Vargas, AIBA executive director Ho Kim said, “after numerous discussions with IOC, the quota in the weight category which you requested was returned to AIBA since IOC could not find a suitable place in the Tripartite Selection. Therefore, following the Olympic Qualifying Guidelines approved by the IOC Executive Board, the next Best Boxer from the 2011 AIBA World Boxing Championships is supposed to be selected.” “Following the Competition Protocol list, we regrettably found out that your boxer does not meet the qualification to be the next Best Boxer in your continent. We would like to truly express our regret to inform you on such matter”, Kim added This leaves Barriga as the lone Filipino bet in the boxing competitions. Barriga fights in the Light Flyweight category (49 Kg.), the same weight class which won an Olympic silver (Mansueto Velasco Jr, Atlanta ‘96) and bronze (Roel Velasco, Barcelona, ‘92) for the Philippines.
