QUEZON, Bukidnon––Sensing that the National Commission on the Indigenous People ( NC I P ) d o e s n’ t care about them and their children, a group of lumads here decided to take over, by force, the ancestral land that the government had denied them for decades.

THE Aquino administration asserts that “good governance leads to good economics” and points to rapid economic growth in the first quarter of 2012, supposedly looming investment-grade credit ratings, and even alleged creditor nation status. Yet while these indicators of supposedly sound macroeconomic and fiscal fundamentals are appealing to banks, credit rating agencies and investor groups, they do not reflect the reality of continuing problems for the economy and tens of millions of Filipinos. The administration is hard-pressed to provide similar glowing accounts of sustainable development on the ground because there are still no such gains to speak of. Libel v journo junked GENERAL Santos City–– The city prosecutor’s office here has recommended the dismissal of the P18 million libel case filed by a former official of the Presidential Anti-Smuggling Group (PASG) in Mindanao against a local journalist. In an eight-page resolution, state prosecutors Jose Blanza Jr. and Edilberto Jamora junked the libel case lodged by former PASG Mindanao head Mohamad “Bong” Aquia against freelance journalist Edwin Espejo for lack of probable cause. It was dated June 29 but a copy of the resolution was only obtained by the local media on Thursday through the Center for International Law (CenterLaw). Espejo writes for the Asian Correspondent and is a contributor at MindaNews, the online news portals that carried the story that was the basis of Aquia’s complaint. The same articles were used separately by world boxing icon and Sarangani Rep. Emmanuel Pacquiao to also sue Espejo for libel at the city prosecution’s office last March. LILBEL/PAGE 15

LANAO del Sur Governor Mamintal “Bombit” Alonto Jr. belied reports that thousands of flying registrants have managed to slip to various precincts during the re-registration of voters in the province. Adiong said that flying registrants have to place in Lanao del Sur as he belied claims that even minors were allowed to register. He said that there is no truth about the report that minors from neighboring towns and provinces were allowed to register in the province as he called on the Commission on Elec-

tions (Comelec) to verify the veracity of the reported “flying registrants.” The governor is one of the advocates for the cleansing of voter’s list––and has been one of the strong supporters to “One Maranao, One Fingerprint, One Vote” campaign. He even lauded the Comelec for using the hightech biometric fingerprint scanners during the reregistration of voters in the Autonomous Region in Muslim Mindanao (Armm). Adiong told Mindanao Daily News in an interview prior to the scheduled press

conference that the number of registered voters in the province has dramatically decreased by as much as 70 percent. From 304,049 old registered voters in the province’s first district, the number of new registrants only totalled to 225,050 or a difference of 78,999. There were 522,417 old registered voters in the second district and it has dropped by as much as 77.3 percent as the new registered voters only tallied at 403,830 or, a difference of 39,588. In Marawi City, there were only 43,540 newly

registered voters or, 23,448 less than the old registered voters at 66,988.

THE Palace has commended government agencies responsible in implementing the electoral reforms in the Autonomous Region in Muslim Mindanao. It expressed high hopes the region will eventually attain progress and development through the good governance of leaders that have faithful and convincing mandate from the people. In a regular press conference in Malacañang on Thursday, Presidential Spokesperson Edwin Lacierda extolled the Commission on Elections (Comelec), government troops and police for maintaining peace and order during the 10-day re-registration of voters in ARMM. Lacierda said: “Today marks the end of the voter re-registration by the Commission on Elections in the Autonomous Region in Muslim Mindanao. “We commend the individuals and groups that came together and help ensure the success of

the reform initiative… most especially our uniformed personnel who kept the peace during the 10-day period.” He added despite the reported irregularities in implementing such reform, the Comelec has been successful in the re-registration process to ensure more credible results in the coming polls. Lacierda said: “While there have been reports of irregularities, the Comelec has been able to reduce the number of registered voters in the ARMM from 1.8 million to only 1.2 million. “A significant reduction that will more faithfully represent the democratic principle of one person, one vote. “The pursuit of genuine electoral reform within ARMM binds the Aquino administration and its allies in both Houses of Congress with our continued solidarity, our resolve in the participation of our countrymen. DOLE grants assistance to Oroquita dried squid makers By APIPA P. BAGUMBARAN

CAGAYAN DE ORO CITY -- The Department of Labor and Employment (DOLE) has granted livelihood assistance worth P160,000 to dried squid producers in Oroquieta City. The Canubay Dried Squid Association (CDSA) will use the grant to procure fresh squid, squid dryer, packing and production utilities and improved facilities and equipment like industrial grade plastic receptacles, weighing scale, packaging materials and business forms. DOLE-10 Regional Director Johnson G. Cañete approved the grant to provide livelihood and extra income to the beneficiaries during the off-season. Food product labels should show nutrition information MANILA - A lady legislator is pushing for the mandatory nutrition labeling of food products as she expressed concern over the absence of a law requiring manufacturers, packagers, or distributors to indicate the nutritional value on their labels. Rep. Maria Theresa Bonoan-David (4th District, Manila) said there is an urgent need for consumers to be wary of situation due to the deluge of various food products in the market. Bonoan-David has filed House Bill 6194 or the “Philippine Nutrition Labeling Act of 2012,” which seeks to promote health consciousness among the public through proper labeling of nutritional contents in food products. Bonoan-David cited statistics highlighted in the 20112016 Philippine Development Plan, indicating that stunting and wasting among children under 5 years old are at high levels at 32.2% and 7.5%. Bonoan-David said the 2011-2016 Philippine Development Plan indicated that about 26.3% of pregnant women are nutritionally at risk and micronutrient deficiencies continue to be a health concern among children. Legal or illegal logging causes disasters in RP WIDESPREAD havoc and devastation wrought by storms are undeniably the results of decades of logging of our precious forests coupled with unusually high rainfall, government and environmentalists say. With thousands of lives lost in storms and landslides, illegal and even legal loggers are to be blamed for the stripped hillsides and bare forests that have become death traps. Even if our country sits along Southeast Asia’s typhoon belt and is always first to be hit by typhoons from the Pacific oceans, still, logging of forests is the main culprit to disasters. Some people believe that illegal logging may not be the main cause of killer floods and landslides. “It may have only contributed to it,” they say. They argue that during heavy rains brought out by storms, the ground water table “probably reaches saturation point” and the water had nowhere to go. Still, many in the government blame illegal logging for the disasters that befell our country in the past decades, thus Illegal logging was outlawed as among the most serious crimes against the people. But what is the score today? The program of reforestation, especially for legal loggers, has failed, prompting calls for investigation. For years, also, the DENR has failed to go after the illegal loggers operating in many parts of the country. We have not learned the past lessons from landslides and flooding in the islands of Leyte and Camiguin which buried whole communities, and left thousands dead. Logging of forests was the main culprit for those disasters. Why can’t our businessmen live without engaging in logging and lumber industry? There must be a moratorium, and this industry could be allowed to continue only after sufficient number of trees are grown to replace the lost forest covers. Also, let’s learn something from countries like Japan and the US who do not use their forests for lumber business, and instead only buy logs from other nations who still have huge forest covers.

Coming out of the closet THINK a minute. An airplane pilot came on the speaker system to the passengers: “This is your captain speaking. We’re flying at an altitude of 35,000 feet, and the speed of 600 miles an hour. I have some good news and some bad news. The bad news is we’re lost. But the good news is we’re making great time.” There are many people who are making great time in life living in the fast lane. But they’re lost and going the wrong direction. Homosexuals are encouraged by many people just to come out of the closet and not be ashamed of who they are. Some people say that they didn’t choose to be homosexual; God made them that way. But the fact is that there has still not been one scientific study which can

If people are born with any homosexual tendency at all, it is no different than any personality tendency like someone born with a bad temper. Do we say it’s OK for that person to lose control of his temper and murder people because he was born that way? Of course not! He’s still free and able

to choose not to kill people, even though he may have a naturally quick temper. In the same way, even if someone might have the slightest natural tendency toward homosexuality, he’s still free and able to choose not to become homosexual. If homosexuals were born that way and God made them with no choice, then why does He say homosexuality is so wrong and condemn it as sin? Throughout the whole Bible, God strongly condemns homosexuality as

sin which is opposed to the clearly natural, right way He created us humans to live and reproduce. Remember, God created us Adam and Eve, not Adam and Steve. Just like we are born free to choose whether or not we will be adulterers, murderers, thieves, liars, alcoholics and vicious gossips, we are also born free to choose whether or not we will become homosexual. But the good news is that even if you already have chosen to become a homosexual, Jesus will still forgive you and give you a new life if you sincerely ask Him to start changing your heart. So won’t you come out of the closet and into the light of Jesus forgiveness and truth, so He can start setting you free today? Just Think a Minute.

The politics of climate change WHAT do people expect of a workshop purportedly focusing on environmental concerns in Cagayan de Oro City and its neighboring cities and provinces? Do people expect of the usual politicking, the double-talk, and lip services inherent in body politics? We have to ask this question as ‘stakeholders’ yesterday met at a downtown hotel in Cagayan de Oro City with the creation of the Cagayan Cris Diaz de Oro River Basin Development Authority as its main agenda. Local officials and nongovernment organizations were among the participants of the workshop. If my memory serves me right, the development of Cagayan de Oro River was one of the issues tackled by local legislators in Congress. Former Cagayan de Oro Congressman Tinnex Jaraula passed a resolution for the Cagayan de Oro River’s Development during his term. Incumbent Congressman Rufus Rodriguez, 2nd District, Cagayan de Oro City pursued Jaraula’s legislative measure. Both measures share the same agenda of protecting Cagayan de Oro River by constructing river dikes. However, the Rodriguez measure also focused on protecting and maintaining the river’s immediate environment. As usual, reforestation, and unabated mining in the hinterlands were among important issues discussed during the workshop. Senator Loren Legarda, who has passed various measures on climate mitigation programs, was one of the invited guests. Well, the workshop transpired more than seven months after the disastrous Typhoon ‘Sendong’ struck Cagayan de Oro City last December.

Workshop participants were there to collaborate on measures that would deter a repeat of the aftermath of Typhoon Sendong where more than 1,000 people perished. Nevertheless, any measures or resolutions that the workshop participants may reach would remain in the drawing board. We are a bit pessimistic since the project involves billions of pesos that would not interest the national government. We are saying that the government’s willingness to pour billions of pesos on ambiguous projects might not materialize. We are not saying that the Cagayan de Oro River Basin project is dubious. However, we doubt that a collaborative measure is bound to fail in an atmosphere with mixed political agenda. We say mix since the project involves varied interest. There are interest groups especially those engaged in the mining industry. Obviously, the mining industry will not allow measures that would deprive them of their livelihood. There are politically inclined groups who might be more interested in gaining political followers than instituting measures that would affect the livelihood of people. Like workshops and conferences where global concern on environment are main subjects in the international level that gained nothing, yesterday’s workshop on environment in Cagayan de Oro workshop would suffer the same fate. ‘Though we are not saying that the Cagayan de Oro City would totally fail, we have the gut feeling that all roads lead toward that end. Anyway, despite our doubts, the Cagayan de Oro City environment workshop attained one important thing. The tribesmen, all members of the Tambog Villanon Clan (Tamvilca), averred that they were part, as claimants, of the Certificate of Ancestral Domain Claim (CADC) 135, but they were not given their share when awarded to the Quezon Manobo Tribes Association (Quemtras) in 1998. As a result, the group is now claiming more than 1,000 hectares of Rancho Montalvan Inc. (RMI) in Barangay San Jose, and has assumed possession of the ranch after the lease of the land to the management of Rancho Montalvan expired in 2009. Last Thursday, more than 200 families of Tamvilca were about to enter and take possession of the ranch illegally. But the violent incident was averted after an emissary from the mayor’s office asked the tribesmen to delay their intention to occupy the land after they have talked to the mayor who was in Manila on an official business at press time. Then the tribal members of Tamvilca instead marched to the municipal hall and held a lightning rally there and vowed not to leave the premises until the mayor resolve the issue. “We are a peaceful and law abiding people, but we are being pushed to the limit that we have decided and opt to take extra legal action and would occupy the land, our ancestral land, because the NCIP has not acted in our behalf as legitimate claimants,” said Datu Midsambay Martiliano Lloren Jr. in the dialect. A NEW political entity that would replace the Autonomous Region in Muslim Mindanao (ARMM) as contained in the April 2012 GPH-MILF Decision Points on Principles wrapped up the 29th exploratory talks between the Government of Republic of the Philippines and the Moro Islamic Liberation Front (MILF) in Kuala Lumpur, Malaysia on Wednesday. No details were available of the plan. However, both parties agreed to continue discussions on powersharing and other related matters, and agreed to meet again in August 2012. They (GPH and MILF) expressed appreciation to stakeholders working to facilitate the continued dialogue to hammer a lasting peace agreement in Mindanao. Davao prone to tsunamis, says Philvocs DAVAO City––The Philippine Institute of Volcanology and Seismology (Phivolcs) in Davao confirmed on Wednesday that Davao Gulf is prone to tsunamis. Desederio Cabanlit, regional chief of Phivolcs XI, also said that the region is not prepared for a tsunami since Davao region has no tsunami sensor device. He said such device was only installed in Luzon. “Hope that device will also reach Davao Region, he said.” Cabanlit also said that people in the Davao Region lack the awareness and preparedness for a tsunami incidence.
