SEAIR bullish about Davao as 139 plastic ban next major destination in PHL violators penalized COGNIZANT of Davao as the next major destination, South East Asian Airlines (SEAIR) unveils two daily flights to Davao starting August 18, 2012. The airline will be bringing to Davao its brand of low-cost flights, offering the lowest fares with the highest quality and reliability. In a press conference, SEAIR COO Patrick Tan said that Davao, given its accelerated infrastructure development of the area and the full support of the local government, has become a major business proposition not only to SEAIR but to other investors as well. SEAIR is in Davao as part of a seven-city roadshow to announce its biggest network expansion nationwide. “Without a doubt, Davao

is one major destination that SEAIR cannot overlook,” added Tan. “In the BPO arena alone, Davao has investments pouring in from both domestic and international sources and for us in the airline industry, this translates to more travelers coming in and out of the city,” said Tan.

A report by the Business Processing Association of the Philippines (BPAP) ranked Davao City as the first among 10 cities that will become major headquarters of the BPO industry in the Philippines. As one of the largest city in the world in terms of sheer size, Davao has a

workforce of 400,000 and an estimated 13,000 graduates are added to it every year, according to BPAP. Tan underscored that Davao is the most livable city in the country and the 87th fastest-growing city in the world, citing survey results by international think SEAIR/PAGE 9

DAVAO City––The City Environment and Natural Resources Office (Cenro) has placed under the penalty list at least 139 individuals, market vendors and business establishments for violation of the plastic ban imposed by the City Government here effective July 1. On the first day of implementation on the prohibition against the use of the non-biodegradable plastic bags and polystyrene foam, Cenro listed 62 violators of City Ordinance 0361 and the Davao City Ecological Solid Waste Management Ordinance of 2009. Cenro chief Atty. Joseph Felizarta said violators were issued citation tickets which would serve as their bill, and the payment should be made one week after the issuance. In the first offense, violator should pay P300 and mandated to attend a seminar, Felizarta said, adding that for second offense, a fine of P500 and five-day community service. For the third offense, Cenro chief further said an offender will be fined of P1,000 plus five-day community service, and the filing of a case in court in addition to the P2,000 fine for the fourth offense. While in the fifth offense, the violator will be fined P5,000 and an imprisonment of not more than six months, Felizarta said. VIOLATORS/PAGE 9

Strong response network prevents fatalities in Banaybanay flashfloods By JEANEVIVE D. ABANGAN

MATI City, Davao Oriental––The presence of a strong network of rescuers and responders prevented fatalities during the recent flashflood in the municipality of Banaybanay in Davao Oriental. Forced evacuation was also immediately implemented. Davao Oriental Provin-

cial Disaster Risk Reduction Management Council (PDRRMC) action officer Jesusa Timbang made the conclusion as she looked back at the rescue operation she led to save lives of families affected by flashfloods that hit Banaybanay early morning of July 4. The flashflood incident happened due to heavy rains that started pouring on

2 a.m. of July 4 till early morning of the same day. Timbang said she immediately asked the Municipal Disaster Risk Reduction Management action officer of Lupon town because it’s the town closest to Banaybanay. When flashfloods were noted at 6 a.m., Timbang ordered forced evacuation of residents in affected areas

though rains had stopped at that time. Some rescue units that helped evacuate residents of flashflood-affected areas were the 28th IB of the Armed Forces of the Philippines (AFP), Rescue 166 of the Municipality of Lupon, the local Philippine National Police, PDRRMC rescue team of Davao Oriental, among others.

Reports from Office of Civil Defense counted 144 families affected in barangays Kalubian, Kabangkalan, Panikian and Piso in the Municipality of Banaybanay. Rescued families were housed at the municipal gymnasium of the respective barangays and were given relief goods by the municipal government of Banaybanay.

Most of the affected families went back home late afternoon on the same day as waters already subsided, Timbang said. BUTUAN City––An undetermined number of New People’s Army rebels raided a mining company and snatched five people including the firm owner’s son and operation officer in Barangay Bayugan 3, Rosario, Agusan del Sur Thursday. Caraga police spokesperson Supt. Martin Gamba identified the victims as Christopher Ocite, operation manager and son of

the owner of Vivencio P. Ocite Mining Enterprise, assistant operation manager Gani Altaya, chief security officer of Jogons Security Agency Joel Jayuma and an unidentified engineer. Police said the communist rebels, disguised as army soldiers, entered the mining site at Ridge Mountain in Barangay Bayugan 3, saying they were on inspection mission. They then disarmed the security guards and went to the mining officers’ quarters. The raiders ordered the five officers to board a gray Toyota Hilux pick-up owned

by Christoper Ocite and with the five shotguns and nine caliber .45 pistols they took from the security guards, sped off, said police. Gamba said police and military troops are now pursuing the rebels.

Many foreign retirees have found new homes and now live in Butuan City once the biggest sources of timber in the Philippines lumber industry until the late former President Ferdinand E. Marcos cancelled and outlawed all logging concessions in the region when he declared Martial Law in 1972. ‘Dengue’ watch in GenSan up GENERAL Santos City––The city government here is closely watching at least 14 villages due to the rising cases of the deadly dengue hemorrhagic fever. Dr. Mely Lastimoso, epidemiology and surveillance head of the City Integrated Health Services Office’s (CIHSO), said Wednesday their monitoring showed that most of the confirmed dengue cases in the city in the last six months came from communities within 14 of the city’s 26 barangays. She said on top of the list were barangays Labangal, San Isidro, Lagao, Dadiangas North, Calumpang and Mabuhay, which have posted one dengue-related death each since January. Lastimoso said they have also raised the dengue alert in barangays Apopong, Fatima, Bula, Dadiangas West, City Heights, Tambler, Baluan and Buayan due to the noted clustering of the mosquito-borne disease. As of June 30, the Department of Health (DOH) Region 12’s epidemiology and surveillance unit reported that the confirmed dengue cases in the city so far reached 193 or four percent lower than last year’s figures. But the city has already posted six dengue deaths or two more than the confirmed fatalities in the same period last year. The latest fatality was a five-year-old pre-school pupil from Barangay Dadiangas North here, who succumbed to the disease’s complications two days after being brought to the city district hospital for treatment. In the entire Region 12 or the Soccsksargen Region, the confirmed dengue cases from January 1 to June 30 already reached 1,470, or just two percent down from the total incidence in the same period last year. North Cotabato posted the most number of dengue cases with 592. This was followed by South Cotabato with 270 cases, Cotabato City with 224, General Santos City with 193, Sarangani with 104 and Sultan Kudarat with 87. Operators buck fixed wages for bus drivers BUS operators asked the Supreme Court (SC) to stop the implementation of the order of the Department of Labor and Employment (DOLE) setting up fixed wages for bus drivers and conductors. The bus operators told the SC that the DOLE order could lead to their bankruptcy. The petitioners are the Provincial Bus Operators As-

sociation of the Philippines (PBOAP), Southern Luzon Bus Operators Association, Inc. (SOLUBOA), Inter-City Bus Operators Association (INTERBOA), and City of San Jose Del Monte Bus Operators Association (CSJDMBOA).
