BUTUAN City––A cadre commander went missing and four civilians, including the 13-year-old boy, were wounded when an undetermined number of heavily armed New People’s Army (NPA) rebels attacked a patrol base of the Philippine Army’s 23rd Infantry Battalion in Binicalan, San Luis, Agusan del Sur Wednesday. Authorities identified the missing soldier as Corporal Taglanao Diol while the names of the wounded militiamen were still being taken. Initial report stated that 80 fully-armed men, believed to be members of Guerilla Front 88, North Central Mindanao Regional Committee, led by aka Estan, harassed the military Patrol Base of the 23rd Infantry Battalion Philippine Army wounding the members of the family of CAA Ronald Leganio, namely Mrs Merina Leganio, 41 years old; and a 13-year old boy (name is withheld); the wife of Cpl Taglanao Ibrahim Diol, named Mrs Emma Diol, 28 years old; and the father of CAA Asalan, named Mr Paulino Asalan, 52 years old. Ecleo’s cash bounty raised to P450,000 DENR employee shot dead in Surigao Sur BUTUAN City––Two unidentified gunmen riding in a motorbike shot dead an employee of the Department of Environment and Natural Resources (DENR) in Caraga Region Wednesday morning at the busy commercial district in Poblacion, Barobo, Surigao del Sur. The Caraga PNP regional information office identified the victim as Ricardo G. Magallanes, 53, of Barangay Tambis in Barobo, Surigao del Sur. Magallanes was assigned at the Community Environment and Natural Resources Office (CENRO) office in Barobo, Surigao del Sur. Police said Magallanes was riding his motorcycle going to Barobo Public Market when the suspects on board a black motorcycle without plate number drove fast beside and shot him. Magallanes was rushed to the D.O. Plaza Memorial Hospital in Patin-ay, Prosperidad, Agusan del Sur where he was declared dead on arrival by hospital authorities. Prosperidad town is about 25 kilometers away from Barobo. Investigators recovered two cartridges from a .45-caliber pistol at the crime scene. Ruben Ecleo, Jr., of Surigao del Norte, was raised from P150,000 to P450,000. Ecleo, an elected Congressman and leader of the Dinagat-based Philippine Benevolent Missionaries
Association (PBMA), was meted a 20 to 40 years imprisonment by a regional trial court in Cebu City for killing his wife Alona Bacolod-Ecleo. The Philippine National Police (PNP) announced that it added P300,000 cash reward on top of the current P150,000 cash bounty. Private prosecutor Fritz Quinanola, one of the Ba-
colod family’s prosecutors, said he was happy of the PNP announcement saying the Bacolod family also welcomed the police’s move. Bomb explodes in Basilan province ZAMBOANGA City––A motorcycle bomb exploded Thursday in Isabela City in the southern Philippine province of Basilan, police said. Police said the explosion occurred at around 12:15 p.m. minutes after the convoy of Vice Mayor Abdulbaki Ajibon passed along the village of Sunrise. “I am sure I was the target of the attack. The motorcycle exploded just minutes after we passed by it,” the politician said. Police said the motorcycle was parked near the house of Isabela City Mayor Cherryln Akbar, whose husband Basilan Congressman
Wahab Akbar, was killed in a 2007 motorcycle bomb attack outside the House of Representatives in Manila. Gunmen riding in tandem shot highway patrol officer ZAMBOANGA CITY– Gunmen riding a motorbike shot and killed an officer of the Highway Patrol Group (HPG) in the province of Zamboanga Sibugay, a top police official disclosed Thursday. The incident took place around 8:10 p.m. Thursday at Purok Gumamela, Barangay Kitabog in Titay, Zamboanga Sibugay. A pursuit operation ended in the capture of two suspects several minutes later, according to Zambo-

Globe partners with green group for national greening program WITH the common goal and vision of conserving the environment, Globe Telecom and the Foundation for Philippine Environment (FPE) have entered into a partnership that would utilize mobile technology in ensuring the success of the government’s National Greening Program (NGP). FPE is one of two organizations that represent the civil society organizations under the NGP Partnership Agreement with the Department of Environment and Natural Resources (DENR). It oversees the production, planting and maintenance of 50 million seedlings of indigenous trees species with the help of FPE’s extensive network of indigenous people and non-government organizations (NGO). Under the Memorandum of Agreement (MoA) signed by Globe and FPE in the presence of DENR Assistant Secretary for Special Projects Marlo D. Mendoza, Globe Corporate Social Responsibility team shall provide Information and Communications Technology (ICT) support to FPE to enable the quick registration of the seedlings as well as allow ease of payment between DENR and the participating peoples organizations and

Students, pupils feed to thugs CLASSES start Monday next week in all public schools in the country. The presence of muggers preying on helpless pupils and students is one of the problems confronting public schools in Cagayan de Oro. These thugs, most of them out-of-school youths, hang around public school premises and mulct on unwary students. Some of these thugs, most of them ‘rugby boys’ or gang members, robbed Cris Diaz students at knife point or snatched cellular phones, bags or anything from student waiting for a ride at jitney stop junction. These incidents are prevalent at Misamis Oriental General Comprehensive High School (MOGCHS) along Velez St. where youthful gangsters prey on students freed from their classes at night. My son’s cellular phone was snatched while once he was on his way home from classes along Velez – Capistrano Streets. This corner personally witnessed snatching along J. R. Borja Street about eight in the evening. The female high school student from MOGCHS was waiting a ride when a thief first wrestled with her before carting away her bag. The suspect, a medium built hooligan, ran and left turned at Mortola St. where a hotel was located. Of course, he did not get inside the hotel. There were also instances where MOGCHS students freed from their classes at night engaged in a gang-war style running confrontation with a group of thugs along J. R. Borja St. I talked to one of the top officers of the
school’s PTA at MOGCHS about the dangers lurking on students freed at night. Considering that public employees, including public school teachers, worked only eight-hour a day, it would have been fair to release students at five in the afternoon. The officer said he would take the matter in one of their PTA meetings. I guess nothing happened since MOGCHS students still go home at seven to eight in the evening. One of the students narrated that their classes actually end at six in the evening. However, a teacher in one of their subjects was only available at eight in the evening. It is appalling that MOGCHS is adopting this policy at the expense of their students’ security. What happened to PTA? K+12 + poverty equals ‘drop outs’ By RUEL V. PELONE THE administration of President Benigno Aquino III through the education department will formally implement the K+12 program this school year. Based on the government’s data, K+12 or Ktwelve follows the pattern of 6-4-2 education schemes. Meaning, six years in elementary education, four years in high school, and two years in senior high school. Let us put it this way, the parents have to send their children to school––spending six years in elementary and six years for high school. While the government has kept on bragging that
elementary and high school education in this country are free; that’s not true. My son is a fifth grader and every school year we spent nearly P5,000. And that exclude the fare and the “baon” from Monday to Friday. Needless to enumerate how that P5,000 can be arrived at but I cannot imagine how other parents could sustain the education of their sons and daughters given the additional two years in high school. Some parents cannot even pay the P30 a month “janitorial fee.” Others merely use bicycles or trisicads just to ferry their children to school. Other pupils and

students wake up early and start walking from home to school. There are parents who would opt to drop out their sons and daughter because of extreme poverty. The reality is, there are parents who cannot even afford to buy a kilo of rice. Indeed, the problems are not with the students themselves but to the parents and teachers. Today’s educational system is threatened by the birth of modern technology. The Internet is a threat to our education system. Elementary pupils nowadays have accounts on social networking––and are exposed to millions of games online. Some even
dropped out because of cutting classes. The television is a threat too. I don’t think adding two years in high school would be the answer to the deteriorating education system in this country. Even if the government would add 10 years in high school, the problem on illiteracy would remain. How many elementary graduates who cannot even speak English fluently, even those high school graduates. If there are problem students and pupils, there are also many problem teachers. If there are many elementary and high school drop outs in 10-year education program, how much more with K+12.

“We have this new curriculum to be implemented, but shortages are not being addressed so the same problems would just occur this school year,” said France Castro, secretary general of the Alliance of Concerned Teachers (ACT) told Bulatlat.com. Data from DepEd still shows huge shortages in classrooms, text books, chairs and teachers. According to the latest figures of DepEd, the country still needs an additional 50,921 classrooms, 74,178 teachers, 123,196 toilets, 62.4 million textbooks and about 1.3 million classroom chairs. On the other hand, Anakbayan lamented, the “Brigada Eskwela” only underscores the government’s neglect of the education sector. “We see parents, teachers, and volunteers helping out to prepare the schools for the class opening. Most of the materials were donated by private institutions and individuals, yet, DepEd is admitting that a lot is still needed. This clearly manifests that the government does not prioritize the education sector,” said Cherry Orendain, spokeswoman of Anakbayan-Davao. Finding way to accommodate students The Navotas National High School has more than 3,000 students who would be cramped in only 21 classrooms. “Our classroom size is smaller than the standard size of seven meters by nine meters. Last school year 2011 – 2012 our class size was 80 to 90 students. Some were forced to sit outside the classroom,” said high school teacher Regina E. Ramos, 49, who has been teaching for 23 years already. For school year 2012 -2013, Ramos said, their principal has thought of a scheme or what they call as an alternative delivery mode on how they will conduct their classes. This scheme, Ramos said, is aimed at not only accommodating the new enrollees but also to decongest their small classrooms. “We have a scheme called in-school, out-school where our class size of 90 will be divided into 45 per shift. And instead of coming to school every day, one shift of 45 students would hold classes every Monday, Wednesday, and Friday, and the other shift would have classes on Tuesdays and Thursdays. This was approved by the DepEd and the local government as well,” Ramos said in an interview with Bulatlat.com. Ramos further explained that those students who are not scheduled to go to school on particular days would be given home works. Classes will be held from 6:00 a.m. to 1:00 p.m. The subject MAPE (Music, Arts, Physical Education and Health) will be held once a week. This is the first time
that Navotas National High School will implement such scheme, Ramos said. “This is the first time that we will do this scheme and hopefully it would be a success. We have no space here in our school to expand. Our new building is not yet finished. If our principal did not think of other ways to accommodate the students, they will be spending their whole school year cramped up in a small classroom. What else would they learn?” The number of students is increasing year by year; Ramos said they cannot refuse any student. In this way each student could have his or her own chair and teachers can closely monitor them, she added. A three-story building is still under construction in the Navotas National High School. In the new building, classrooms would have the standard size of seven by nine meters. “This would address the classroom shortages.” They are also lack of books. “One mother was complaining lately because we have one book left. But what else could we do? That’s all we have.”
