AS of 4 p.m., today, the eye of Typhoon “BUTCHOY” was located based on satellite and surface data a 550 km east of Aparri, Cagayan (18.7°N, 127.4°E) with maximum sustained winds of 185 kph near the center and gustiness of up to 220 kph. It is moving North at 22 kph. Southwest monsoon affecting Luzon. Luzon and Western Visayas will have occasional rains becoming frequent over the western section of Luzon which may trigger flashfloods and landslides. The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. Moderate to strong winds blowing from the southwest will prevail over the whole archipelago with moderate to rough seas.

BUTUAN City––The Department of Agrarian Reform in Caraga had topped its land-distribution projection last year recording 8,635 hectares or 102 percent of 8,444 hectares target. DAR-13 director Faisar Mambuay revealed that while the department’s accomplished only 54.6 percent of the national target of 200,000 hectares, Caraga has consistently maintained the feat of surpassing regional targets for the past 11 years. The occasion was the 24th anniversary of the signing by the late Presi-

dent Corazon Aquino of the Comprehensive Agrarian Reform Law which became the foundation of the government’s centerpiece social justice program – the Comprehensive Agrarian Reform Program. Mambuay said Region 13 brought CARP’s success with all its components including land tenure improvement, program beneficiaries development and agrarian justice delivery. He said the 8,635 hectares of land distributed in 2011 benefited 5,139 farmers and brought a cumulative

should also benefit to the greatest extent from the exploitation of mineral resources in their areas. Gullas made the statement shortly after Environment Secretary Ramon Paje said he expects President Aquino to sign a new mining policy in the next few days.
