Editor, 3 reporters get death threats THE editor-in-chief of a local daily in Cagayan de Oro City and one of the paper’s correspondents have reported receiving threatening text messages after printing a story on the seizure of hot logs in Butuan City, the National Union of Journalists of the Philippines (NUJP) reported. Mindanao Gold Star Daily editor-in-chief Edilberto “Herbie” Gomez said he received the text message early morning yesterday, June 19, which reads “Apil apil ka Herbi sa tarantado nimu nga tao ninyo sa Ginoog. I apil ka namo ibahog ka namo kang Lolong. Nagtuo ka na d mi kakuha inyo number tanan. I apil pa namo si Mr. Chu. Otrohon namo inyo bday. Taga Cabantian ni” (You are just like your stupid correspondent in Gingoog City. You think we can not get all your numbers. We will feed all of you to Lolong including Mr. Chu. We will kill all of you. This is someone from Cabantian.) “Mr. Chu” refers to the paper’s publisher, Ernesto Chu. Cabantian is a village in Magsaysay town, Misamis Oriental. Magsaysay is a town near Ginoog City. Gomez said the paper’s Gingoog City correspondent, Edwin Iyo, had re-
ported receiving a similarly-worded threat after the paper came out with a banner story last friday, June 15, 2012 titled “Robredo: Probe Cenro in Gingoog.” The story reported that Interior Secretary Jesse Robredo wants charges filed against businessman Roger Edma who allegedly moved the questionable lumber to Butuan City from Barangay Cabanti-an, Magsaysay, Misamis Oriental. The paper also reported Robredo’s ordering of the investigation and suspension of several officials of the City Environment and Natural Resources Office (CENRO) of Gingoog City following reports of illegally-cut logs being moved to Butuan City from Agusan del Sur thru the Agusan River. BUTUAN City––A joint team of mayor’s office, police, military and Department of Environment and Natural Resources personnel confiscated 160 pieces of Lauan logs abandoned in Barangay Anticala here Tuesday. In compliance with City Mayor Ferdinand Amante, Jr.’s “systematic and intensified campaign against logging ban defiers and our natural resources and environment defilers”, the operation was launched in Purok 3 in Sitio Tagubon where the team found the logs beside the barangay road at around 7:30 in the morning. Forest Ranger Generoso Mandras said the logs measured 8,000 board feet with an estimated market value of P160,000. Ronnie Azura of the Mayor’s office said the owner of the timber products was yet to be identified. The logs were secured in Purok 1B, Barangay Pianing here for transport to DENR office. The team was composed of the Mayor’s office special operation unit led by Azura, Butuan City Safety Company led by Police Chief Insp. Ferdinand Dacillo, Army special forces led by Corporal Arthur Cinches, Police Station 4 members led by Police Chief Insp. Gaudioso Cajutol, and DENR personnel led by Madras.

City fears rising HIV/AIDS cases By BEN D. ARCHE Correspondent
DIGOS City––The reported increasing number of persons found with Human Immunodeficiency Virus/ Acquired Immune Deficiency Syndrome (HIV/ AIDS) has alarmed the City Health Office here recently. At least 13 persons including six couples were identified as positive of the dreaded virus based on the record of the Davao del Sur
Provincial Health Office (DSPHO). The City Council here has also expressed deep concern over the proliferation of the disease and will push for an urgent move to prevent it. City councilor Eddie Cadilig, committee on health chair said that they are already drafting an action plan to thwart the spread of the disease and to put to a stop the increasing number of victims.
Of the 13 infected persons, 12 were males and the other one was a female, according to the Center for Health and Development (CHD) of the DSPHO. Aside from HIV/AIDS, the CHO has also been giving attention to the 117 cases of sexually transmitted infection (STI) in the city. Last year, the health office in the province has been providing medication to about 350 persons infected with STI. DA releases P10M for rubber expansion in South Cotabato GENERAL Santos City–– The Department of Agriculture (DA) has released a P10-million grant to South Cotabato province to fund the development of additional rubber plantations in the mountains of T’boli town. Reynaldo Legaste, South Cotabato agriculture officer, said Wednesday the funds would mainly be utilized to finance the opening of new rubber plantations this year in Sitio Basag of Barangay Salacafe in T’boli. “We’re targeting to plant at least 55,500 rubber trees that will be intercropped with coffee in idle upland farms in the area,” he said. Legaste said the DA central office earlier approved the financial grant for the project as part of the implementation of the agency’s poverty alleviation initiative Mindanao Rural Development Program (MRDP). Through the program, the provincial government opened three years ago an initial 167 hectares of rubber plantations in three villages in nearby Lake Sebu town. In the T’boli rubber program, Legaste said the provincial government has set aside an augmentation fund of P2 million as counterpart for its implementation. Initially, he said some 84 local farmers have signified

He said the project’s beneficiaries are members of the South Cotabato Rubber-Based Farming Multi-Purpose Cooperative (SCRBF-MPC). “These are poor, small farmers who own at least a hectare of underdeveloped farmlands and were not earning enough to meet the basic needs of their families,” Legaste said. Barangay Salacafe, which is among the remotest villages in the province, is among the areas in the province that has posted high incidence of poverty. Majority of its residents are members of the T’boli tribe. The village straddles Mt. Melebingoy (formerly Parker) and crater-lake Holon (formerly Maughan), which have emerged as an alternative eco-tourism destinations in the province these past years. Legaste said the rubber project in T’boli is designed as a “combination of food security interven-
tion and community-based livelihood activity” under the Community Fund for Agriculture Development (CFAD) component. Aside from providing livelihood to local farmers, he said the project also aims to help promote the government’s reforestation program, specifically by increasing the area’s forest cover and vegetation as well as help rehabilitate the soil resources there. South Cotabato Gov. Arthur Pingoy Jr. said they are hoping that the planting of rubber in T’boli town will help ease the flooding problems and siltation at the critical Allah River. The headwaters of Allah River, which traverses the provinces of South Cotabato and Sultan Kudarat, are located in the mountains of T’boli. “We’re very positive with the impact of this project and we’re currently looking into its possible replication in others parts of the province,” the governor said. Dangerous than ‘Sendong’ THE PAINSTAKING effort of the city government to relocate victims of Typhoon Sendon is paying off. After six months, almost all of the victims are now living in their new homes and neighborhood. The victims are gradually returning to their normal lives. Some survivors have also coped up with the pains of losing their loved ones and friends. With their new homes, Sendong Cris Diaz victims could now live peacefully and lead normal lives. We all hope that the catastrophe would not happen again in the near future. However, while Cagayan de Oro is working hard to provide livelihood, housing, and shelter to Sendong victims, another typhoon is coming in Cagayan de Oro. This typhoon is much stronger and dangerous than all natural typhoons and storms combined. They are the professional squatters. A close friend confided to this corner that there are four groups of professional squatters in Cagayan de Oro City today. Another informant said that these groups are lead by professionals. They are dangerous because they would come in ‘horde,’ a term usually applied to a group of animals moving in pack to hunt for food and prey on victims. A friend recounted that a horde of professional squatters came on board vehicles and trucks loaded with housing materials. The pack trespass duly fenced
lot where they immediately build and construct houses at their whims. Such nerve stupefied the lot owner who called on the police for assistance. One of the squatters disclosed that an ‘engineer’ reportedly asked P500 membership from them. That the lot they were building with houses is a public land awarded by the city government as relocation sites. Certainly, the individuals who were part of the ‘horde’ were just making alibis. Some of them would even cry and roll on the ground to demonstrate their frustrations. These are part of the show. An informant said that these ‘horde’ came from Bukidnon. They are organized. They have trucks and vehicles. They move in pack and have carpenters with them. Lot owners should be wary of them. The city government should also take drastic action against professional squatters. Early this year, the Department of Interior and Local Government (DILG) has issued a directive to all local government units to create a committee that would address professional squatting in their areas. The DILG’s directed local government units to take action against professional squatters and send them to jail. We hope the city government of Cagayan de Oro City has created the committee as mandated by the DILG. State of education in Northern Mindanao: improving or declining? JUNE of every year invariably highlights the continuing efforts of the government towards quality improvements on education. While both state and civil society organizations have incessantly exerted significant efforts to address multifaceted problems that confront the education system, results have fallen short of the mark. The largest proportion of persons aged 6 years and older in the region were elementary graders. About three out of 10 persons in that age group had attended elementary school but did not complete the elementary level. Those who had graduated from elementary, but did not proceed to the sec-
ondary level comprised 13 percent. About 18.6 percent reached high school but failed to complete it, whereas 14.9 percent had finished high school level. Likewise, 16.5 percent either had reached but did not complete college level (8.2 %) or had actually finished college or any higher level of education (8.3 %). By comparison, the female population have higher percentage (10.1 %) than the male population (6.6 %) for completing college or higher level of education. ZAMBOANGA del Sur The Department of Industry (DTI) has chosen the municipality of Molave, as pilot area for the Local and Regional Economic Development (LRED) program after complying with certain criteria.
DTI Provincial Director Ma. Socorro Malate-Atay said, LRED is a system that strengthens the economic backbone of a locality, as it analyzes, identifies, prioritizes and takes action on economic and development bottlenecks of the place. It involves participatory planning, implementa-

BUTUAN City - The National Grid Corporation of the Philippines (NGCP) has explained the need to separate the power generation, transmission and distribution companies in the country. In a press briefing here, NGCP Spokesperson and External Affairs Adviser Cynthia Alabanza said this is mandated under the Electric Power Industry Reform Act (EPIRA) Law. “Sa ilalim po ng EPIRA, ang structure ng energy industry ay sine-segmentize to ensure that there is no monopoly in the delivery of services,” Ms. Alabanza

Majority of our students in the public schools are the pupils or students whose family’s financial capabilities belong to the marginalized sector of the society. In the survey conducted in the 2010 census population and housing, 48 % of the head of the family in all parts of the country does not have permanent jobs in which the salary the father receives for the month is good enough for food and clothing for the entire members of the family. Looking at the scenario in the hinterland schools whose parents are farmers or a small time miners or firewood gatherers who mostly do not own the land they are tilling and whose children are in school in which sometimes leave the school temporarily without asking permission from their teachers and knowing only in the later part that they are with their parents working in the farm. These are the school leavers who have not finished their elementary or second-
ary education. Isn’t it hurting upon hearing and knowing what has the child done as he has left in the school? It is quite right here in the Philippines. School leavers are not just sparing their time outside of the school without having something for the family. TESDA beat dated May 13, 2011 in the report particularly in Quezon City, Philippines, TESDA Director General Joel Villanueva explained that dropping out of school was not a choice of the students but a condition forced on them because of poverty. Now, what help can we do to reach out these children so that they can continue to finish and pursue their dreams so that lives of these children could be meaningful and different? This really makes a sense for the school leavers to be reached out to have a productive future as they continue to live a life into a globally competitive condition. How do we then reach out the school leavers? A well-planned program for the learners which provides them an avenue to earn a skill for a gainful living would somewhat attracts the learners to go back to school. As we see it, it’s not yet too late for them to acquire an education in this way.

It might be paradoxical, but the survey results revealed that the foremost reason for not attending school was attributed to lack of personal interest which yielded 27.4 percent, despite the fact that the 1987 Constitution provides for free basic education. We cannot discount the fact that literacy level is directly related to economic development. From an economic perspective, literacy and schooling have been shown to significantly affect individual income. Empirical evidences show that formal education is highly instrumental and even necessary in improving the production capacity of a nation. Thus, illiteracy will undoubtedly limit the full development of individuals and their participation in society, and also restricts their access to the benefits of development. Looking further at the FLEMMS result, nine out of 10 persons in Northern Mindanao were basically literate. Basic or simple literacy is the ability of a person to read and write with understanding a simple message in language or dialect. Of the estimated 3.2 million 10 years old and over in Northern Mindanao, around 94 percent were basically literate. However, the region’s basic literacy rate was lower compared to the national figure of 96 percent. The basic literacy rate in 2008 was slightly higher than the 2003 rate of 92 percent. The basic literacy rate among females was 95.3 percent as compared to 92.6 percent among males. On the other hand, around 2.6 million or 85.9 percent of the estimated 3.1 million persons 10 to 64 years old in Northern Mindanao were functionally literate. In 2003, functional literacy rate was lower at 83.7 percent. A functionally literate person is one who can read, write and compute or one who can read, write, compute and comprehend. Persons who graduated from high school or completed a higher level of education are considered functionally literate. The functional literacy rate among females was higher than among males (88.4 percent vs. 83.5 percent). As expected, functional literacy rate of the population increases with an increasing level of education. Nine out of 10 persons who have reached high school level but did not complete it were functionally literate. By comparison, eight out of 10 elementary graduates were functionally literate while around six in 10 persons with some elementary education were functionally literate. Only around four percent among those with
no formal education were functionally literate. Survey results also show that seven out of 10 persons aged 10 to 64 years who are poor were functionally literate compared to nine out of 10 among the nonpoor. In the 2008 FLEMMS, ownership of household amenities and conveniences are used as a substitute for income in order to classify the households into either poor or non-poor. Data on functional literacy among the poor and non-poor populations in each of the regions shows that the functional literacy rate of the poor was lower compared to the non-poor. The aforementioned findings may no longer sound new to many, but these are the realities that we have to face after knowing where we stand.

Dvo to host Cherifer 7 football tourney THE DAVAO Football Association (DFA) will start the Cherifer 7 A-side Football Tournament on June 23, 8 a.m. at the Tiongko grounds as the inaugural event for the school year 2012-2013. “This is also being held in cooperation with the University of the Philippines (UP) Mindanao’s Civic Welfare Training Service (CW T S) program,, s o registration is free,” DFA president Edward “Chaya” Lam said.
Lam said the categories are the born 2004 or later (boys, girls or mixed boys and girls), born 2002 and later (boys, girls or mixed boys and girls), born 2000 and later for boys, born 1998 and later for boys and born 1998 and later for girls. Trophies and medals will be awarded to the top three teams in each category. There will be a special prize for the Most Valuable Player, he said. A maximum of 64 teams,
schools or clubs are expected to join. Deadline of submission of line up and photo copies of birth certificates will be during the Coaches’ Meeting on June 22 at 5 p.m. at the DFA Club House at Tionko Field. “Only those present in the Coaches’ Meeting will be allowed to participate.” said DFA secretary Erwin Protacio. Rosario to lead Filipino athletes in London Olympics PHILIPPINE National Shooting Association (PNSA) president Michael “Mikee” Romero has high hopes that their sole representative Brian Rosario can bring home the elusive 1st gold for the Philippines in the Olympics.
