A
s the penultimate event to our recent tour of Iloilo facilitated by the Department of Tourism Western Visayas and Cebu Pacific Air, the Tabu-an Ilonggo Heritage Meal is the brainchild of Chef Rafael “Tibong” Jardeleza II and had its genesis last November 2011 with the 1st Western Visayas Ilonggo Heritage Competition and Food Fair held at Esca’s. “Tabu-an is Hiligaynon for Meeting Place,” explained our host Atty. Helen J. Catalbas, OICRegional Tourism Director for Western Visayas. “Besides a culinary event, it is also a cultural and herit age event which seeks to promote the Ilonggo tradition of having your meal at the market
to meet you friends and catch up on the latest news around town.” It’s interesting to note there’s a very similar tradition in Cagayan de Oro where the locals have their snacks or meals at the Painitan (snacks section) of the Cogon Market. Somehow, the latest piece of gossip seems juicier in the company of friends and piping-hot tsokolate which, like the Ilonggos local kape, were also served in a “take-out” tin can. Hopefully, the Heritage Conservation Advocates of Elson Elizaga and Nono Montalvan can also do something similar to Chef Tibong’s Tabu-an to preserve this vanishing tradition. A similar tradition also still persists at the paini-
tan of the Dumaguete public market where the re sident s enjoy eac h other’s company along with bud-bod (the local version of suman) or puto maya, sweet mangoes and tsokolate but mostly for breakfast only. To experience a Tabuan, you need to bring together a minimum of 10 friends and give Chef Tibong at least three days notice. Our party included five travel writers (moi, Froilan Gallardo, Ed Montalvan, Orwin Austria and Butch Enerio) from Cagayan de Oro and our “caregivers” from DOT-VI led by Atty. Catalbas with Ping Jimenea and Pam Cababasay and “escorts” from JG Summit Holdings and Cebu Pacific MP Pestano, Len Balmonte
and Selrahco Management and Consultancy Service Charles Lim and Precious Heradura. I understand the menu would vary from day to day since Chef Tibong would serve what is available as the ‘fresh catch of the day’. Chef Tibong presents all these with a bevy of banana leafs which make the yummy dishes stand out and somehow make them look more mouthwatering. To properly enjoy your heritage meal the traditional “kinamot” way, he advises it’s best to select with your left hand and feed with your right. LVIRA UDENA ERI had been looking forward to her 86th birthday not because she wanted to be a year older but because her two girls, SUSETTE and CARMI, promised to be home with her on her special day. CARMI who’s married to ART PANLILLO, lives in the U.S, while SUSETTE , who’s married to Gen. RODRIGO MACLANG (retired) is living in Manila. So, a day before VERING’s birthday, they fulfilled their promise. With brothers ANTONIO and MANUEL, they hurriedly cooked up a luncheon birthday party for their mother at a swanky hotel. Lucky for them they got a reservation., or did they book it by remote control? The lunch was very yummy, with cakes and pastries that ruined my diet. Most of the guests were her relatives and classmates, barkadas and friends of the children and grandchildren. The program was impromptu, with all the grandchildren giving a special number for LOLA VERING. Sis in law, this writer, was requested to sing and knowing my late brother's favorite song “All The Things You Are” I sang it. What I did not know was that my song would make the celebrant cry, also her good friend and classmate LINDA LOPEZ VELEZ, because they both had the same theme song ! AIDA TAMPARONG was laughing so I focused my eyes on her....LEONOR SANTIAGO and DITAS DELA FUENTE looked so amused ...that did it! I finished my song .That's how senior citizens enjoy a celebration. Laughter and tears!

Tattoo continues to rule PH broadband market Superior performance, value for money plans, exclusive perks TAT TO O, the flagship broadband brand of Globe Telecom, continues to dominate the Philippine market, making it the undisputed Number One broadband. This is reflected in the consistent annual double-digit growth of its subscriber base and service revenues for the past five years. From 2007 to 2011, Tattoo, which carries the consumer broadband business of Globe, has grown by an average of 99% per year in number of subscribers, and 82% per year in service revenues, surpassing the comparable average growth rates of its nearest competitor for the same period. You see, if God can forgive and accept me into heaven just because I’m a good person, then Jesus was either a crazy lunatic, or a liar! Because Jesus Himself said that He, God the Son, He had to die and give His own perfect life to pay the penalty for all our wrongs, so He could forgive us and make us His children. So friend, just going to church cannot save you and
me. Giving money to the poor cannot earn us God’s gift of forgiveness and new life. There is nothing or no one in this world who can make us good enough and acceptable to our perfect Creator…only God the Son Himself. Jesus alone can forgive and save you and me from judgment and hell forever for living our own way, even if we’re religious. That’s why Jesus is our only hope! But after we’ve asked Him to forgive us and take full charge of our life in a daily personal relationship. RDFS farmers: Protecting the Earth through Organic Rice By BONG FABE, Correspondent
(Last of a Series) (This story was produced under the Climate Change: A Reporting Lens from Asia/IPS Asia-Pacific) Abundant harvest, low production cost THE IRDFS is also now being aggressively implemented all over the province of Zamboanga del Sur through the efforts of Governor Antonio Cerilles and Rep. Aurora Cerilles. The Cerilles couple are positioning the province to be the organic agriculture and IRDFS centre of the Philippines and Asia because they strongly believe that “organic farming is one of the ways we can help our farmers improve their lives.” Provincial Agriculturist Marilyn Bersales is working double time to make the Cerilles’ couple’s vision a reality. “We have accepted the challenge in order to change the lives of our farmers,” Gov. Cerilles said. Bersales is targeting to have at least 2.5% of Zamboanga del Sur’s 69,623 hectares of rice fields into IRDFS paddies, enough to make it as the IRDFS centre of the Philippines, In 2011, Zamboanga del Sur produced 296,736 MT of rice, a surplus of more than 16,000 MT over its target of 280,000 MT or an increase of 7,982 MT over the 2010 record of 288,754 MT. Gov. Cerilles and Bersales attributed this to the IRDFS. “If one hectare will have an average rice production of about 4.2 MT, it will be enough to make the Philippines rice sufficient by 2013,” said the Department of Agriculture. Zamboanga del Sur has attained this average yield per hectare as early as 2010 when the IRDFS system was officially adopted by the province, raising a hectare’s annual rice yield by as much as 10% to 15%. The DA said that the typical Filipino rice farmer “is only 40% efficient” with only 25% of this number able to attain a harvest of 4 MT per hectare. “Seventyfive of every 100 farmers produce less than four tonnes per hectare owing to their inability to benefit from high-yielding technologies arising from high costs of production (farming inputs) relative to profitability, uncertainties in production (insect pests, diseases, typhoons, drought), low or fluctuating prices of rice, and inaccessible credit facilities,” the DA said. But Agriculture Sec. Proseso Alcala is bent on making the Philippines a rice-sufficient country by 2013. Under the 2011-16 Rice Self-Sufficiency Plan, the Philippines is targeting to produce 19.2 MMT in 2012, 21.12 MMT in 2013, 21.76 MMT in 2014, 22.41 MMT in 2015 and 23.08 MMT in 2016. This, compared to the projected rice requirements of 20.9 MMT in 2012, 21.11 MMT in 2013, 21.56 MMT in 2014, 22.02 MMT in 2015 and 22.49 MMT in 2016. While there is still no government policy about the IRDFS, the DA is fully supporting it as one of the ways to attain its target. With DA’s support, IRDFS farmers and advocates are optimistic the country can reclaim its top position as the world’s rice granary, especially since an IRDFS farmer was able to produce 9 MT of rice from his hectare of paddy in Maramag, Bukidnon. “If all 2.7 million hectares of rice paddies in the Philippines each yield 9 MT, the Philippines will be a major exporter of rice,” said Alexander Manguera, 47, of Purok 8, Barangay Base Camp, Maramag, Bukidnon. Manguera harvested 9.6 MT of rice in one cropping season in the middle of 2011. His harvest is the biggest, so far, in the history of the IRDFS in the Philippines, surpassing the average yield of 7.3 MT of the one-hectare farm of Rodi Dongallo in Lagonglong, Misamis Oriental. The average conventional rice harvest per hectare in the Philippines is only 3.7 MT (or 74 bags of 50 kilos each), according to the DA. But Manguera’s harvest was 9.6 MT (at 160 sacks of 60 kilos each). Hundreds of ducks released in the ricefield provide direct organic fertilizer application from their manure mixed with the water and soil during swimming and paddling activities. This will provide regular nutrient requirements needed by rice plants to produce higher yield. Felipa Pontillas, a retired employee of the Bureau of Internal Revenue in Gingoog City and a pioneer IRDFS practitioner, attested to the effectiveness of using the system, harvesting 5.5 MT from her one-hectare farm during her second cropping and earning a net profit of PhP23,000 from the sale of the rice. Pontillas’ bumper crop using the IRDFS is a far cry from the 2.3 MT using conventional, chemical-laced farming a year ago. In the IRDFS, the ideal ratio of ducks to rice paddy is 150 ducks to every hectare. In Dumingag, Zamboanga del Sur, Mayor Nacianceno Pacalioga Jr. has surmounted his constituents’ resistance in shifting to IRDFS after seeing his bounty harvest compared to chemical-laced and labour-intensive conventional rice farming. Dumingag is a third-class land-locked municipality composed of 44 barangays, 90 percent of whose residents (46,039 individuals or 8,017 households) rely solely on farming for their livelihood. The town’s economy is purely agriculture-driven. But because of the use of chemicals in producing rice, rice paddies in Dumingag are no longer fertile that farmers have to spend more on chemical inputs to have a bountiful harvest of rice, the sale of which are not even enough to pay off their debts incurred in getting the needed farm inputs. Adding to the burden of the farmers is the prevalent system that forever ties them to the traders. “If that system continues, farmers’ livelihood will continue to deteriorate,” he said, adding that “sustainable agriculture such as the IRDFS is the solution that would free farmers from annual bondage of slavery from capitalist traders.” Using sustainable agriculture as his centrepiece program, however, was not easy, because of the resistance of farmers who were already ensconced in the kind of easy life chemical-based inorganic farming seemed to give. “When we started, it was really difficult for farmers because it was easy for them to continue inorganic farming because they only have to buy chemicals. There were also those who spread negative stories about organic farming,” he said. But later, farmers saw the fruit of Pacalioga’s persistence and advocacy that they have realized that they have been enslaved by chemicals that they can no longer produce rice without it. “Our people here have now realized that our land have been so degraded because of the years of practicing inorganic farming and using chemicals. They have realized the need to rehabilitate our farm lands so that future generations of farmers will still be able to produce food for our people,” he said. Pacalioga said that among his central goals for his sustainable agriculture program are bringing back the natural fertility of the farms and putting premium on achieving soil health. He said that the IRDFS bolster the natural fertilization of the paddies. Ducks nourish the paddies with their manure, kill pests, pluck the weeds, and help aerate the soil. Ducks also serve as additional sources of healthy protein food for farmer families. When he introduced the system in 2007, there were only 20 adherents. But this grew to 500 in 2011, with the land organically farmed expanded ten-fold to some 1,000 hectares. Rice farmers as environment protectors: The IRDFS, developed by Japanese organic farmer Takao Furuno in 1989, is now regarded as the future of rice farming, “The system is based on agro-ecological principles and biological synergies that require less input but yield the highest production of rice per hectare,” Furuno said during the 6th International Rice-Ducks Conference at the San Carlos University-Talamban Campus in Cebu City, Philippines in 2009. Department of Agrarian Reform Undersecretary for Special Programs Rosalina Bistoyong attested to the effectiveness of IRDFS in lowering production cost, improving yield and protecting the environment. “The rice-ducks farming is a welcome innovation in these hard times. Not only is it ecological or environmentally-friendly, the use of the technology will lessen the cost of production for our farmers because they will not be spending as much money buying expensive pesticides and fertilizers. The lesser the expense for production, the more money that will be freed up to finance their other needs, especially their need for food, education and health services. Moreover, IRDFS provides additional income due to its integrated farming technique. The ducks and (small-scale) fishery component shall provide additional income. It will also involve more family members in the enterprise, thus provides employment,”

Education Secretar y Armin Luistro, in DepEd Memorandum No. 102 on June 18, made as basis for such issuance, Memorandum Circular No. 30, series of 2012, from the Office of the President entitled “Directing the Full Implementation of the Philippine Bamboo Industry Development (PBID) Program.” Signed by Executive Secretary Paquito N. Ochoa Jr., MC 30, dated May 30, 2012, has enjoined all departments, agencies and instrumentalities of the national government, state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs) and local government units (LGUs) to support the full imple-
mentation of the PBID Program. The PBID was made a priority program of the government under Executive Order (EO) No. 879, s. of 2010, which also created the PBID Council that provide the overall policy and direction of the PBID

processes. Enironmental scientists bring a systems approach to the analysis of environmental problems. Key elements of an effective environmental scientist include the ability to relate space, and time relationships as well as quantitative analysis. Environmental science came alive as a substantive, active field of scientific investigation in the 1960s and 1970s driven by (a) the need
for a multi-disciplinary approach to analyze complex environmental problems, (b) the arrival of substantive environmental laws requiring specific environmental protocols of investigation and (c) the growing public awareness of a need for action in addressing environmental problems. Events that spurred this development included the publication of Rachael Carson’s landmark environmental book Silent Spring[2] along with major environmental issues becoming ver y public, such as the 1969 Santa Barbara oil spill, and the Cuyahoga River of Cleveland, Ohio, “catching fire” (also in 1969), and helped increase the visibility of environmental issues and create this new field of study. South Korean organic agriculture practitioner and advocate Ju Jeong San said during the 6th International Rice-Ducks Conference that the image of organic farmers as simply producers of organic rice is already past. “The current image of organic farming simply as a means of producing organic rice for the consumer will be extended to include the purpose of also environmentally-protecting the various life forms that live in the rice fields. Farmers will no longer be simply workers that grow rice, but also become caretakers of a diverse ecosystem,” he said, adding that the IRDFS is a method or system of organic farming. In the IRDFS, ducklings help the rice seedlings grow by eating both insects and weeds that get in the way. The farmer can then grow the rice without using pesticide or herbicide or any chemical that will kill the ducks. He or she is also free from the back-
breaking work of bending over to pull weeds by hand. The ducklings’ droppings become an important source of natural fertilizer. In addition, they stir up the soil in the rice paddy with their feet and bills, a process that increases the oxygen content of the soil, making it more nutritious for the seedlings. And when it comes time to harvest the rice, the ducks have grown fat and can be sold for meat. By allowing farmers to grow crops organically and also raise ducks to sell as meat, the IRDFS really does “kill two birds with one stone.” This system is beneficial from a cost standpoint in that farmers will no longer have to purchase expensive chemical fertilizers or pesticides. And they also earn extra from the sale of duck meat or eggs or balut. As proven by actual and scientific studies, the IRDFS benefits everyone as it addresses climate change, the environment, health and rice self-sufficiency. The International Foundation for Organic Agriculture (IFOAM) said that organic agriculture “is fundamental for guaranteeing generations to come with a healthy, fair, correct environment for harmonious living that respects people and the earth.”

Globe hails OFWs, their families on Migrant Workers’ Day AS part of its commitment to support the migrant workers sector, Globe Telecom joined forces with the Department of Labor and Employment (DOLE), Philippine Overseas Employment Administration (POEA) and the Overseas Workers’ Welfare Administration (OWWA) for the eighth year in a row to celebrate the annual Migrant Workers’ Day. The event convened over 25,000 OFWs and their families to commemorate the signing of Republic Act 8042 or the Migrant Workers and Overseas Filipino Act of 1995, an act to institute the policies of overseas employment and establish a higher standard of protection and promotion of the welfare of migrant Workers’ and their families.
