Contractual teachers on the rise because of K+12 A LAWMAKER yesterday warned that the implementation of the Aquino administration’s K to 12 program would worsen the problems that have long been plaguing the country’s public school system. “Due to the failure of the Aquino administration to provide adequate funding in the 2012 national budget, the existing shortages in the basic education system will
be aggravated by the unmet requirements of K to 12, particularly its Kindergarten component,” said ACT Teachers Representative Antonio Tinio.
Tinio noted that the influx of around 1.6 million five-year-old enrollees in Kindergarten this school year will result in a shortage of around 20,000 teachers and 25,000 classrooms solely for the Kindergarten component of K to 12. BUTUAN City––Police intercepted a blue Isuzu 10-wheel truck loaded with hardwood lumber at a checkpoint in Barangay Doña Rosario, Tubay, Agusan del Norte Thursday.
Tubay police said they spotted the vehicle as it approached the checkpoint at around 2 am and demanded transport and supporting papers for the forest products.
The lawmen took custody of the Isuzu truck and its cargoes when driver Roel Comandante, 26, failed to present the necessary documents. The hardwood lumber measured 5.311.45 board feet with an estimated market value of P367,474.80. The vehicle and lumber were impounded at the Tubay police station.

Tax benefit to cushion Philhealth members from new rates THE Philippine Health Insurance Corp. (Philhealth) on Sunday said a tax benefit would cushion the bulk of its self-employed and individually paying members -- those earning not more than P250,000 yearly -- from the upward adjustment of contributions. “We expect most of our
4.22 million self-employed members to be shielded by a tax allowance,” said Dr. Eduardo Banzon, Philhealth president and chief executive officer. Banzon was referring to a concession under the National Internal Revenue Code (NIRC) that allows salaried workers and self-
employed individuals to spend up to P2,400 yearly for health and/or hospitalization insurance premium, and then deduct the amount from their taxable income. The implementing rules of Section 34, Chapter 7 (Allowable deductions) of the NIRC states: “Premiums on Health
and/or Hospitalization Insurance - The amount of premiums not to exceed P2,400 per family or P200 a month paid during the taxable year for health insurance and/or hospitalization insurance taken by the taxpayer for himself, including his family, shall be allowed as deduction from his gross
income: Provided, That said family has a gross income of not more than P250,000 for the taxable year: Provided, finally That in the case of married taxpayers, only the spouse claiming the additional exemption for dependents shall be entitled to this deduction.” Effective July 1, 2012,

THIS corner received varied reactions on its commentary on ‘Democracy’s Loopholes’ published last week. The article was about the Corona impeachment where the Executive department brazenly dipped its fingers to attain its objective to convict the country’s Chief Justice. However, the criticism was not on the meat of the discussion. The critiques aired their opinions on the writer’s alleged anti-Aquino Cris Diaz stand. Let us correct that impression. First, this corner is neither pro nor anti-Aquino. The commentary focused on Aquino’s personal involvement that marred the essence of the judiciary’s independence. It was about the inherent danger in a pluralistic democracy where the few could coerce the majority to favor interest groups. Obviously, that inherent danger took place during the impeachment proceedings of the country’s Chief Justice. A case example was the voting at Congress where Malacanang allegedly offered additional ‘pork’ to representatives voting to impeach the Chief Justice. Although the Executive department denied the allegation, some representatives reportedly attested to that. Even the voting for the conviction of the Chief Justice was reportedly predestined. Few days after the Senate, seating as an impeachment court, handed down a guilty verdict against the Chief Justice, stories about a caucus in the house of one of the Senate-judges was held to decide the CJ’s conviction.
However, it was all in the water under the bridge now. What matters is the lesson everyone learned from the impeachment where the President himself was grossly involved. What matters was the President’s attitude to articulate his desire for the Chief Justice conviction even when the impeachment was still in progress. There was a question on whether the President alleged act of ‘obstructing justice’ in the impeachment proceedings was in progress was impeachable. Granting without admitting that the President committed an impropriety, ‘obstruction of justice’ is not listed as impeachable offense in the 1987 Constitution. The 1987 Constitution listed ‘high crimes’ as impeachable offense. What is high crime aside from treason and bribery? Constitutionalist Fr. Joaquin G. Bernas, S.J., quoted Lawrence Tribe’s high crimes as “necessarily involve what is thought to be a serious abuse of official power or a stark incompatibility between the offense and the offender’s ability faithfully to execute the duties of his or her office in a manner that will not endanger the office or the nation.” Does ‘obstruction of justice’ or influencing the court (impeachment court) a ‘serious abuse of official power’ that would constitute high crime and, therefore, impeachable offense? Let us leave the matter to the judgment of legal minds. However, we still maintain that Aquino’s personal influence into Corona’s impeachment and subsequent conviction was improper and unfair. The graduates THERE are now 3 Million Filipinos in the United States. That’s what they say. Only 3,000 are from Cagayan de Oro and Misamis Oriental. That we know. Most of us Kagay-anons came during the Martial Law years in the Philippines. We came for a better tomorrow, not necessarily for us but for our children. Many of us left our lucrative jobs. We came not knowing what was in store for us. No jobs were waiting for us. We did not know where to live. Others have children and grandchildren who have just graduated from their respective schools. To our graduates, we congratulate them. We are throwing parties for them. To these graduates, we say – Don’t forget where your
parents and grandparents came from. We know that you seldom think of the Philippines. You probably never even think of those islands. You may have been there once or may never have been there at all. It has beautiful beaches, valleys and mountains. People are hospitable and you have blood relations there. It is rich in culture. But wallets are empty. There will be times when you will be asked for financial aid. We hope that when that time comes, you will say, “Yes”. DILG field officers in Northern M’nao undergo training on ARTA RCS REGION 10 - To advocate the Anti-Red Tape Act (ARTA) or Republic Act 9485 more aggressively in local government units, the Department of the Interior and Local Government (DILG) and the Civil Service Commission (CSC) here conducted a series of trainings on ARTA Report Card Survey (RCS). The survey shall generate feedback on compliance of the local government units (LGUs) to ARTA requirements, specifically
on the frontline service delivery performance. Last April 24 to 27, DILG field officers from Misamis Occidental and Misamis Oriental participated in the first batch of said training, while the group from Bukidnon, Camiguin, Lanao del Norte, and Iligan City participated in the second batch last May 8 to 11. The local government operations officers underwent series of workshops and field simulation ex-
ercises facilitated in by DILG and CSC Regional personnel. After the training, the DILG field officers are expected to apply their learnings to their respective LGUs, and start the ARTA RCS data collection, reports writing and the usage of ARTA RCS encoding system. DILG-10 Regional Director Rene K. Burdeos urged ever y officer to give attention to the field practice that will be held
afterwards. Results of the RCS will be included in the Seal of Good Housekeeping and as a third criterion on Full Disclosure Policy. The SGH is a mechanism comprising a set of criteria aimed at recognizing LGUs with good performance in internal housekeeping. Xavier Ecoville Temporary Site completes transfer of 500 households By XYLA MERCEDITA GUALBERTO MORE than 500 households have been transferred from evacuation centers and no-build zones to the Xavier University-led resettlement site, Xavier Ecoville, in Brgy Lumbia. MNCIADP accomplishments revealed THE Mindanao North Cost Integrated Area Development Project of the Department of Agriculture-10 fiveyear implementation is about to end. In connection with this a consultation meeting with participating local government units of Region 10 was conducted to gather relevant information needed for the project impact assessment. Sixty three municipalities and 3 cities in the region participated in the project. The participants were encouraged to assess all the projects that were implemented in their area. DA-10 Regional Technical Director Roxana H. Hojas said that, “we will not only present what were the accomplishments, but also what we have done to address issues encountered as the project was implemented”. MN-
CIADP-10 Regional Coordinator Carlota S. Madriaga also added that, “failure is part of the learning process… this will help so that we can refine the succeeding implementation of the projects if it will be extended for another five years”. For the past five y e a r s M N C IA D P has upgraded and rehabilitated 100 kilometers of farm to market roads with a total influence area of 40,792.56 hectares. On the other hand, they also constructed 13 multi-purpose drying pavements in the provinces of Lanao del Norte, Bukidnon and Misamis Oriental and 96 agri-livelihood projects all over the region. MNCIADP have also conducted information technology distributions and School on the Air; upgraded station facilities; conducted market
research; established small scale irrigation projects by providing 226 units of water pumps with accessories with 2,324 hectares of service area; and has also supported the quarantine station. As one of the recipients on the agri-livelihood project stressed that the establishment of a food processing center for their “Linamon’s Best Buko Pie” did not only provide additional income but also empowered women in the community. Meanwhile, LGU of Kauswagan, Lanao del Norte also reported that the construction of farm to market road has reduced hauling cost by Php 100 and travel time by 15 minutes. They also applied a method in converging funds provided by projects of government institutions and NGOs to further develop the implementation
of their Goat-Dairy Multiplier Farm Project. On the other hand, LGU- Cagayan de Oro revealed that their swine fattening project was unprofitable after 5 cycles due to high price of stocks at procurement and bought at a very low price during dispersal. Thus, DA-10 Regional Technical Direc-

The legislator denounced the approach used by the Department of Education to cope with the shortage of Kindergarten teachers. “The Deped has turned to massive contractualization, hiring more than 20,000 Kindergarten teachers on one-year contracts of service. This is unprecedented, never before has the Deped hired contractual teachers in such numbers,” he said. Tinio noted that these contractuals are “grossly exploited, since their compensation falls far below minimum wage.” He added: “They are paid a mere P3,000 to P6,000 per month, compared to the P18,549 per month salary of regular teachers. Even the lowest paid government employee is entitled to P9,000 per month.
