Still no alias warrant for alleged masterminds THE Regional Trial Court (RTC) of Makati has deferred resolution of the prosecution’s second motion for the issuance of alias warrants of arrest against the alleged masterminds in the March 24, 2005 killing of journalist Marlene Esperat. The arrest and trial of alleged masterminds Osmeña Montañer and Estrella Sabay have been on hold since November 2009 due to a writ of preliminary injunction

issued by CA Mindanao Station in response to the accused masterminds’ petition for certiorari. (http://www. cmfr-phil.org/2011/11/04/ finding-justice-for-the-

slain-journalists-extraordinary-delays/) In an May 18, 2012 order, presiding acting judge Joselito Villarosa of RTC Branch 138 reiterated his earlier decision that the court will address motions for the issuance of alias summons only when “the accused’s petition (for certiorari) has been finally resolved with finality.” An alias warrant is issued by a court when the original warrant is returned in ten

days without being served. The RTC Branch 138 judge had earlier denied the first motion filed on September 22, 2011, explaining that the Court would wait for the resolution of the alleged masterminds’ motion asking the Court of Appeals Mindanao station to reconsider the August 19, 2011 dismissal of their petition for certiorari. Senate amends defective AFP modernization scheme THE Senate approved on third and final reading a bill amending the Armed Forces of the Philippines (AFP) Modernization Act to discourage ‘red tape’ in procurement process. The Senators also noted that the AFP’s modernization program fell short of its targets. Senator Panfilo Lacson, chairman of the Senate committee on national defense and security and principal author of the bill, said the AFP modernization program under Republic Act No. 7898, which ended last year, had “failed in many aspects.” “The first AFP Modernization Program started on Dec. 19, 1996 with the approval of Joint Resolution No. 28 by the 10th Congress. What was envisioned as a

modernization program turned out to be only a capability upgrade for the AFP. But even at this level, the program still fell short of its targets,” Lacson said. The revised AFP Modernization Program, Lacson explained, seeks to rectify the flaws and pitfalls of the previous model and incorporate provisions that will ensure a more efficient and cost-effective implementation of the program. Senate Bill No. 3164 was approved with 21 affirmative votes, zero negative vote and zero abstention. The proposed measure, Lacson said, also cuts down the procurement process from 29 stages to two assessment levels in addition to the actual procurement and contracting stages. SENATE/PAGE 7

Inflation in May lower at 2.9 percent Y E A R ON-YEAR headline inflation decelerated slightly to 2.9 percent in May from three percent in TETANGCO April, well within the forecast of Bangko Sentral ng Pilipinas (BSP) of 2.5–3.4 percent for the month. This brought the year-todate (YTD) average inflation to 3.0 percent, which is at the low end of the Government’s inflation target range of 3–5 percent for 2012. Meanwhile, core inflation, which excludes certain food and energy items to measure generalized price pressures, rose slightly to 3.7 percent in May from 3.6 percent in April. Core inflation averaged 3.5 percent for the first five months of the year. The slightly lower May headline inflation was due largely to slower increases in the prices of non-food items, particularly housing, water, electricity, gas, and other fuels, and transport. Lower charges for household electricity rates and downward price adjustments for LPG, kerosene, gasoline, and diesel pushed down nonfood inflation. Meanwhile, food inflation held steady as price increases in rice and sugar were offset by lower prices of fish, vegetables, fruits, oils and fat, and meat. Governor Amando M. Tetangco Jr. noted that the lower inflation reading in May is consistent with the BSP’s assessment of a manageable inflation outlook over the policy horizon, with average inflation likely to settle well within the 3-5 percent target range. He assured that the BSP will continue to closely monitor price and output developments to ensure that monetary policy settings remain consistent with the price stability objective while being supportive of balanced and sustainable growth. Quick facts AMANDO M. TETANGCO JR. assumed office as Governor of the Bangko Sentral ng Pilipinas in July 2005. He is a career central banker, occupying different positions in the organization in a span of over three decades. Immediately prior to his appointment as BSP Governor, he was Deputy Governor in-charge of the Banking Services Sector, Economic Research and Treasury.

Davao banana workers’ union ink first CBA amid crisis in union organizing SOME 7,800 members of Sumifru workers union successfully entered a collective bargaining agreement (CBA) with its management May 25 assuring their security of tenure and benefits for five years after tedious negotiations and amid threat of union organizing crisis plaguing the country. “If the Philippine labor movement is threatened primarily by dwindling union organizing in the past two decades, as many may have been saying, we consider this particular CBA between four local affiliates of ALU-TUCP and Sumifru Philippines Corporation as a silver lining. This agreement proves that unions are still a bastion for workers and their families in this very challenging age of growing globalization,” said Gerard R. Seno, national vice president of the Associated Labor Unions and member of oversight executive committee. Officers of the four (4) local affiliates led by their presidents Danilo Villarejo (Antipas Plantation Operation), Wilson Lebuna (T’boli Plantation Operation), Julieto Paglinawan (Tungkalan Plantation Operation), Gilbert Domingo (Salaysay Plantation Operation) and Sumifru management led by country manager Noel Venus signed Friday, May 25 a 5-year CBA that guarantees security for the workers and productivity for the management. Sumifru Corp. is engaged in the sourc-

ing, production, shipment, distribution and marketing of fresh bananas, pineapples, and papaya fruits to Asia and Europe. The development of globalization’s worldwide job market and working schemes such contractualization, the changing forms of labor-management relations, new technology and patterns of work as well as the millions of informal workers willing to work at whatever cost cast serious threat to unions to organize and protect the interest of workers, labor studies and observations from the Bureau of Labor Relations of the Department of Labor and Employment showed. Some of the provisions of the first-ever Sumifru workers’ union and management CBA includes medical, dental and hospitalization benefits, emergency leave, maternity, paternity and solo parent leave, sickness benefits, vacation leave, insurance, wage increases in three tranches on top of the wage increases to be implemented by government, overtime, rest day, holiday and night premium pays. “After two years of negotiations and despite perceived union-organizing problems, this union feat symbolizes ALU’s unwavering commitment to the trade union movement in the country. By organizing workers to join together, working men and women gain strength in numbers so they can bargain for

better wages, safer and healthier working conditions, and other benefits,” added Michael Mendoza, ALU vice president and member of the oversight executive committee. Founded by dock workers in 1954, the ALU had since been the country’s pioneer in championing the ideals of free trade unionism. Along with its affiliates, partners here and abroad, and an alliance with the Trade Union Congress of the Philippines (TUCP), ALU has been steadfast advocate of the plight of the toiling masses working in 17 industries and various sectors. As a pioneering unions in the Philippines, the ALU works toward ensuring the rights, interests and welfare of regular and non-regular workers and makes sure these are promoted and protected i.e. security of tenure, freedom of association and collective bargaining or collective negotiation and providing limits in the duration and renewal of employment contracts of non-regular workers to enable them enjoy the benefits accorded to regular workers. With an estimated 700 Collective Bargaining Agreements in public and private sectors, the ALU national and regional offices are strategically situated in key cities around the Philippines to serve its more than 150,000 members nationwide.

Jollibee named world’s best fast-food chain LOCAL quick-service restaurant Jollibee has been named by an international travel magazine as one of the best fast food chains in the world. The May issue of the popular Travel + Leisure magazine covered a list of the 20 best fast food chains,

with Jollibee the first mentioned on the list. “Fast food gets a Filipino twist at this quickserve chain, which is so beloved that its mascots star in their own children’s television show,” the entry reads, adding that Jollibee serves “everything from

fried chicken and hamburgers to local favorites like palabok, rice noodles with meat sauce, shrimp, and hard-boiled egg.” The magazine recommends the Spicy ChickenJoy for first-time visitors, the chain’s signature ChickenJoy with a hot twist.

Other fast food chains on the list include the Canadian St. Hubert, El Meson Sandwiches in Puerto Rico, the Brazilian steakhouse Giraffas, the Italian pizza parlor Rossopomodoro, and Albaik, from Saudi Arabia. Jollibee began as an ice CHAIN/PAGE 11

BOC creates ‘task force’ vs fictitious importers CUSTOMS Commissioner Ruffy Biazon issued Customs Special Order No. 24-2012 creating the task force “OPLAN BAKLAS.” The task force would expand the Bureau of Customs’ (BOC) anti-smuggling efforts by scrutinizing the documents of its current list of accredited importers to detect any fabricated entries possibly made by “fly-by-night” or fictitious companies. “In our many seizures of illegally imported goods, we encountered some of these importers to be nonexistent, although accredited with the Bureau of Customs,” Biazon said, adding that, “The BOC list of accredited importers has been in existence for years already. With our discovery of non-existent and fictitious importers, we will now carefully scrutinize the documents of each accredited importer to validate and verify their actual existence.” The BOC’s importers accreditation is done by the Interim Customs Accreditation and Registration Unit (ICARE) under lawyer Rhea Gregorio. The unit used to be under the BOC’s Revenue Collection and Monitoring Group (RCMG) during the time of former Customs Commissioner Angellito Alvarez. Under the BOC’s current leadership, IMPORTERS/PAGE 11

GAHP goes on-air CAGAYAN de Oro City––In its decisive intent of promoting livestock raising in the backyard level, the Department of Agriculture Regional Field Office 10 (DA-10) through the Regional Agriculture and Fisheries Information Division (RAFID) in coordination with the Agri-Pinoy Livestock Division, recently kicked off its School-onthe-Air (SOA) program on Good Animal Husbandry Practices (GAHP) on June 4, 2012 over DxCC-RMN (82.8 kHz) here. The SOA program seeks to convey suitable, costeffective and sustainable technologies that would guarantee success in the production and management of swine, goat, cattle and other commonly reared backyard animals to farmers thru a step-by-step modular discussion over the radio. According to DA-10 Regional Information Officer Ms. Mary Grace B. Sta.

Elena, it specifically aims to increase the productivity and income of backyard animal raisers, both in the provinces of Misamis Oriental and Bukidnon. With such initiative at hand, she added that more farmers, especially in the remote areas would be able to gain knowledge, resulting in the augmentation of the stocks of the livestock industry within Northern Mindanao. Furthermore, she explained that the SOA program would tackle on the general principles and minimum requirements of rearing backyard animals. Accordingly, it would ensure safety and comfort to backyard

The truth hurts THINK a minute. Henri Latour was the greatest detective in France during the 19th century. He was a mastermind at finding evidence and clues, then fitting it all together to find the criminal and bring him to justice. But mysteriously, this living legend’s career suddenly ended. Detective Henri Latour was called to the scene of a horrible, violent crime. An old couple had been robbed and brutally murdered. The police had already arrested a suspect. But shortly after studying the crime scene and evidence, Latour’s instincts convinced him that the police had arrested the wrong man. He promised the police and the family that he would

Think A Minute Jhan Tiafau Hurst find the missing pieces of the puzzle and the murderer. So began what many have called the most brilliant tracking of a criminal in the history of France. Henri Latour carefully gathered all the different pieces of evidence, one piece at a time, until he finally found his man and criminal. The newspapers praised Latour’s brilliant detective work and spread the news of his fame all over France.

Then suddenly, after solving that case, Latour retired and moved away. In fact, he lived alone for the remaining 25 years of his life. You see, it was only after he died that the true identity of the last criminal Latour tracked down was made known to the public. In his last case, Latour had refused to back down from the truth, even when his investigation revealed

and proved that the murderer was none other than Latour’s own son. Sometimes the truth can be very painful. But sooner or later we each have to face it: we’ve done some things wrong in our life. And until we admit this fact to our Maker, we’ll never be free from our guilt. It’s then we realize that the price we pay of hurting our pride is nothing compared to losing our relationship with our Maker. And the only thing we have to do is ask Jesus Christ for His forgiveness and new life. Then with Him in charge, we can start changing and living His way, which is the only way we’ll ever have peace of mind and be free. Just Think a Minute!

Inept public market administrator LAST MONTH, this corner wrote about the sad state of vendors in Carmen market. The market vendors complained that a contractor assigned to construct their concrete stalls abandoned them. ‘The project was scheduled for completion last December 2011,’ lamented a vendor. The vendor said that most of them already got sick due to dusts, rains, and heat. We brought the issue hoping Cris Diaz City Hall to take action. However, it is already past six months but City Hall seemed apathetic on the issue. The vendors accused the City’s Economic Enterprise Department (CEED) for apparent neglect. ‘Our daily subsistence is greatly affected by CEED’s non-compliance of what it promised to us (vendors),’ the vendor said. By the way, Allan Fernandez is the head of the CEED. ‘Fernandez negotiated with us to give way to a Taiwanese-owned department store at the second floor of the public market,’ said the complainant. In return, the CEED chief allocated a small space for a stall beside the market’s alley where the vendors’ are currently relocated. The CEED promised to construct the stalls with a completion scheduled last December 2011. About 300 market vendors were affected by the opening of the Taiwanese-owned department store at the second floor of the Carmen public market. Vendors complained that had it not for the CEED promise that they be given spaces where the CEED takes charge of the construction, they would not badge in. ‘We are very much frustrated because Mr. Fenandez

has not complied with his promised to us,’ an exasperated vendor said. Aside from grumbling vendors, problems at the Carmen public market persist these days. The unfinished constructions of stalls are an ‘eyesore.’ In addition, traffic congestion, where public utility jitneys parked beside the street to wait for passengers, is a headache. Both the CEED and traffic enforcers are liable to the public market’s mess there. However, the CEED has more to answer to the vendors at Carmen public market. This corner received reports that CEED head Allan Fernandez had been evading vendors there. Well, whether the information is true, Fernandez should appease those restless souls before they could do something against him. They are angry at Fernandez! Perhaps, too, it is time for City Mayor Vicente Emano to take action. We are not blaming the City Executive for the malady. Nonetheless, we believed the City Mayor could do something to resolve the problem. He must order the contractor to proceed and finish the construction of those stalls there. Providing these vendors free spaces and construction of stalls is not reason to leave them hanging in the dark. Maybe, Mr. Allan Fernandez is thinking that he has the backings of the City Executive so he never give a damn, too. Fernandez has a lot of explanation. He must confer with the vendors to tell them on the real problem - not empty promises. If the city government has no funds to proceed with the project, he must tell the vendors that that is the situation. Connecting M’nao to the heritage island THE month of May to June is regaled with fabulous fiestas and grand celebrations in the Central Visayas regions. From the Sagalas paraded at the town Plazas during Santa Cruzan’s to the birth anniversaries of Patron Saints which are marked in the calendars for religious rites and lavish preparations. The town of Loay in the Province of Bohol which celebrated the annual Feast of the Holy Trinity last Sunday saw many guests from Manila, Cebu, Cagayan de Oro and people from the other regions of Mindanao enjoying the hospitality of the place and the sumptuous fiesta fare preparations of “Humba”, a pork dish stewed

Excavation of 4th ‘balangay’ is 1/3 complete By ROBERT E. ROPEROS BUTUAN City - Archaeologists of the National Museum of the Philippines (NMP) are already 1/3 finish in the excavation of the fourth ‘balangay’ at a 1.4-meter deep muddy site in Purok 5A, Brgy. Libertad, this city. According to NMP Researcher Alfredo Orogo, they are only up to June 18 to expose the entire ‘balangay’ and subsequently open it for public viewing. He said the excavation started last month. ‘Balangays’ are sturdy boats made of hard wood believed to have traversed from other Asian countries to this part of Mindanao to trade with Pinoys thousands of years ago.

Of the nine ‘balangays’ discovered in the city, three have been excavated in late 70s at same site where the fourth is located. The first ‘balangay’, now being displayed at

the National MuseumCaraga, was radiocarbon tested and dated to year 320 AD; the second, now at the National Museum in Manila, was dated 1250 AD. The third is now at the Butuan Regional Museum.

The ancient boat is the first wooden watercraft excavated in Southeast Asia and is only found in the Philippines where a flotilla of such prehistoric wooden boats exists. (RER-PIA 13 Caraga/asf )

June is National No-Smoking Month By CLARO A. LANIPA PAGADIAN City - To raise public awareness on the ill effects of smoking and to encourage smokers to give up the habit, June has been declared National No-Smoking Month in the Philippines, pursuant to Proclamation No. 183. As the world observed No Tobacco Day last May 31, the World Health Organization (WHO) is calling on national leaders to be extra vigilant against the

increasingly aggressive attacks by the industry, which undermine policies that protect people from the

preventable causes of illness and death around the world. Furthermore, tobacco kills up to half of its users. By 2030, WHO estimates that tobacco will kill more than eight million people every year, with four of five of these deaths occurring in low and middle-income countries. Studies reveal that tobacco is a major risk facharm of tobacco. tor for non-communicable Tobacco kills almost six diseases (NCDs) such as million people every year cancer, cardio-vascular MONTH/PAGE 11 and is one of the leading

Other risk factors for lung cancer THE other risk factors for lung cancer are family history of lung cancer and drinking water that’s high in arsenic. Lung cancer does occur in people with no well-known risk factors -- including those who’ve never smoked.

Researchers don’t know the cause yet, but lung cancer in nonsmokers appears to affect more women than men. And one type, adenocarcinoma, is more common in nonsmokers than smokers. (WebMD)

A new ghost story comes alive on film By RAY KOUGUELL

Even if some of the people in them are not. A ne w indep endent film called “I Am A Ghost” offers a unique twist- a ghost who is actually spooked by another spirit. It is written and dire c t e d by 3 5 - ye ar- ol d

Mendoza said she was chos en b ecaus e of her “intense presence.” Mendoza, who had his start in film doing musicals, says he always had

The movie has played at the Los Angeles Asian Pacific Film Festival, the Silk Screen Festival in Pittsburgh and the Foundation for Asian American Independent Media Showcase in Chicago. Other screenings are planned throughout the year.

Also, the task force is expected to provide the bureau with a more thorough view of operational details utilized by smugglers and their cohorts giving BOC officials a better idea of how they could counter smuggling tactics in the future.

‘Maestro’ back in action ‘Django’ eyes WPA Word 9-ball title By ISMAEL AMIGO

FILIPINO pool maestro Efren “Bata” Reyes is ready to weave his old black magic while his buddy, Francisco “Django” Bustamante is seeking another title at the World Pool-Billiard Association (WPA) World 9-Ball Championship on June 22 to 29 at the Al Sadd St. Sports Roundabout, Doha, Qatar. The two grizzled veterans of Philippine pool playing under the banner of Puyat Sports will take center stage anew and carry the country’s colors in one of the biggest billiards tournament of the year. The 57-year-old Angeles City pride Reyes, one of the oldest players in the circuit, is a two-time world

champions and is eyeing to become the only Filipino player to win a triple crown. Reyes and compatriot Ronato “Volcano” Alcano have already won the World 8-Ball and World 9-Ball crowns, and one of them has a chance to become the winningest Pinoy in the world pool scene. The 48-year-old Tarlac native Bustamante, on the other hand, won the World 9-Ball crown here in Doha two-years ago to follow the foot-step of Reyes (1999, Cardiff, Wales, United Kingdom), Alex “The Lion” Pagulayan (2004, Taipei, Taiwan) and Alcano (2006, Manila, Philippines). “We have a very good chance of winning again the World 9-ball crown,”

Using the disadvamtageous black pieces, Laylo split the point with erstwhile co-leader IM Jan Emmanuel Garcia of Manila in the final round to formally clinch the title of the 7-round tournament. Laylo collected a total score of 5.5 points. He bagged the gold medal by virtue of higher tie break points against fellow 5.5 pointers that includes runner-up Garcia, third placers IM Rolando Nolte of Quezon City and fourth placer FM Paulo Bersamina of Pasay City. “Memorable at magandang pa birthday sa akin ang pagkapanalo ko dito sa POC-PSC National Games Open Chess,”said Laylo, who celebrated his 32nd birthday yesterday (Friday.) WORLD Boxing Organization (WBO) welterweight champion Manny Pacquiao and undisputed junior welterweight titleholder Timothy Bradley last met four months ago during the coast-to-coast press conference to announce their fight for the former’s 147-pound crown. Not much has happened in the interval since then even as the duo conducted their separate preparations, with Pacquiao spending three weeks in Baguio before transferring camp in Los Angeles and Bradley confining himself in home base Cathedral City in California. The challenger, of course, has taken a few minor swipes at the defending titlist, with his spin doctors proclaiming Bradley had trained hard and long and now has what it takes to cut the Filipino icon’s winning run to 16 and himself extending his unbeaten streak to 28 and emerge champion anew in the welterweight class. Pacquiao, in his usual silent way, on the other hand, promises nothing except to say he will do better than his last outing where he only managed a majority decision verdict over arch-enemy Juan Manuel Marquez. In fact, it has been Pacquiao’s chief trainer Freddie Roach who has taken the cudgels for his ward announcing to the whole world that when the smoke of battle is extinguished

this coming June 9 (June 10 in Manila), his student of 11 years will still be the belt owner. Today, the main protagonists in Saturday’s 62-round card, face each other again following the long fourmonth lull to announce what they intend to do in their June 9 showdown at the MGM Garden Grand Arena. The duo will face each other again at the final Pacquiao-Bradley press conference today, June 6, at 3:15 p.m. EST/12:15 p.m. PST at the MGM hotel’s Hollywood Theater. Pacquiao and Bradley are already in town having set foot in this gambling city last Monday in separate

motorcades along with their respective teams. A chance for the protagonists to meet face-toface during the traditional “Grand Arrival” ceremony Wednesday was aborted when Pacquiao entered the lobby of MGM Hotel halfan-hour later. Bradley came in time for his commitment at noon to the cheers of his followers, whom he greeted by waving his hands in one corner of the ring, which, for years, has been a permanent fixture of the hotel lobby. But pandemonium almost broke loose as hundreds of fans, mostly Filipinos living here and adjacent cities and from as far as California and Arizona,

cheered their idol as Pacquiao surfaced later from the glass door of the hotel. Wearing a light brown jacket on top of a pink polo shirt, he stayed atop the ring for more than an hour amid a fiesta atmosphere enlivened by the performance of the Filipina Dance Company of Las Vegas, a 10-year organization of members of the Filipino community here promoting and preserving Filipino culture among the youth. Earlier in the day, Pacquiao resumed working out by running for 30 minutes at the University of NevadaLas Vegas then doing the mitts with Roach at the Top Rank gym.
