Last of a series LENNIE is a little embarrassed to show their tent-home because, as she said, she had not tidied up. “It’s a little hard to keep everything clean and orderly with two small children always getting into everything,” she said. Inside the tent, clothes clean and dirty were strewn everywhere along with empty plastic bottles and containers which Lennie explained to be the children’s playthings. It was clear that they did not have too many belongings. The small televison they used to own was lost in the flood. “We didn’t get to save anything but clothes when the water started rising. We all just ran out of the house and kept moving until we got to an

evacuation center,” she said. Lennie shared that while daytime is hot and humid in the tent city, the nights could get very cold. Lennie makes her two children wear sweaters at night, but they still catch colds. The baby boy, in particular, keeps coughing in the afternoons. Lennie is worried that he might have tuberculosis. “The settlement administration and the relief group gives us vitamins and vitamin drops for the children, but I would much rather take my children to the doctor,” she said. While clean drinking water is not a problem in the tent site as the relief agency supplies 4,000 liters twice a week, there are other factors iligan/PAGE 7

House Approved Bill Protecting Consumers. Rep. DTI closely monitoring prices of goods –Palace MALACAÑANG allayed fears on the possible unreasonable increase in the prices of basic commodities due to the rising fuel prices in the world market saying that the trade department is closely monitoring the price movements.

R-12’s 10 colleges to raise school fees GENERAL Santos City–– Ten of the 26 colleges and universities in Region 12 or the Soccsksargen Region have set another round of increases in tuition and other related fees starting June, an official of the Commission on Higher Education (CHED) said. Dr. Eloisa Paderanga, CHED Region 12 director, said they were formally informed of the new fee increases based on documents submitted to their office by the concerned colleges and universities. Region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. “We’re currently reviewing the submitted documents based on the guidelines set by the Commission,” Paderanga said. But she pointed out that CHED was not mandated to approve or disapprove the proposed fee increases that were submitted to their office. She said they were only tasked to receive and review the documents submitted by the colleges and universities to ensure that they complied with the requirements, among them the mandatory consultation, involving the new fee increases. “We don’t approve, we just acknowledge them because the (increase in) tuition fees are decided by the owners or the school themselves,” Paderanga said in an interview with a local television station.

She did not cite any figure as to the proposed tuition fee increases set by the 10 colleges and universities but she said they were coordinating with them to ensure that the hike would be at the reasonable level. “If we find the increases as too high, we immediately ask their officials to reconsider and lower the rates to just around 10 percent,” Paderanga said. Last year, 20 colleges and universities in the region had raised their tuition fees by four to 10 p ercent to supp osedly cover for the increase in the salaries of their personnel and finance the necessary improvements of their facilities. In January, the CHED central office issued a memorandum detailing the “Enhanced Policies, Guidelines and Procedures Governing Increases in Tuition and Other School Fees, Introduction of New Fees, and for Other Purposes.” The memo specifically laid out the consultation process and the requirements to be met by schools that intend to raise their tuition fees. It cited that 70 percent of the increase in tuition “should be allotted for the teaching and non-teaching personnel not necessarily an increase in personnel compensation.” It set the creation of in every region of a Regional Multi-Sectoral Committee on Tuition Fee and Other Schools Fees (RMSCTOSF) to monitor the compliance of schools, colleges, and universities.

Fortun said he was using as parameter the results of the 2010 vice-mayoral contest to measure his chances. Because of the people’s “overwhelming support,” Fortun walked a mile away with more than 26,000 votemargin over then incumbent vice-mayor Dino Sanchez. Fortun faces Councilor Ryan Anthony Culima, spokesperson of SR Metals Mining Corporation in

natural cinematography. These theme parks could add revenue to the local government. The park’s operation and maintenance could provide employment to victims of typhoon Sendong. These victim-survivors should serve as ‘guides’ who could present to visitors factual narrative of the disaster. In other words, idle places declared ‘non-habitable’ could become profitable. The city could also utilize some of these areas as ‘demonstration farms’ where cultivation of varied agricultural products could be shown to tourists. The city’s agriculture department will have their hands full. ‘Isla de Oro’ fits the agriculture description of a theme park while an Olympic size pool where children and adult take swimming lessons is ideal in ‘Cala-cala.’ There is also a need have flood-watch towers in CalaCala and Balulang. These towers should be colossal and imposing in order to attract visitors. These towers are guarded 24/7. The city could initiate lots of revenue generating schemes in these ‘non-habitable’ places. For instance, the flood-watch towers could also serve as starting points for zip-lines. A two-way cable could serve from Calacala passing along Cagayan de Oro riverbanks toward ‘Isla de Oro’ or further. The cable cars transport in an imaginary channel tracing the flood’s direction. These are some ideas that would turn the city’s ‘nonhabitable’ places attractive to investors and visitors. These ideas will transform these unused places into areas of unforgettable experience. The mystery of listening skill

THE previous topic of my article was the miracle of reading skill. Now, I argue that “listening” is the most crucial language skill. This is obviously true because when we don’t have listening skill we cannot communicate with others normally. Imagine when there are two babies born in the world at the same time, on the same day, and in the same year. When one of the two babies is deaf, and the other is not, we can bet that the latter will live normally like us today, able to speak or communicate with others using a language. When there is a baby born and deaf, this baby will be inevitably totally mute when grown up. This is because the deaf baby will never listen to any sound--language sound.

Therefore, listening skill is the key success to grab the second language skill— speaking skill. Listening cannot be neglected by any parents or primary school

teachers. Without a good listening skill, the children will also find handicap in acquiring their speaking skill. Listening skill can even be acquired before a baby is born. While a mother is expecting a baby, she usually puts electronic equipment producing some sound of music on her stomach, for example, from the radio or tape recorder. Generally, she is asked why to do so is that it is intended to give the baby a stimulus to listen to the sound or music. By doing so, the baby is expected to get training in listening. Usually, the sound or music is the type of sound which is much nicer when heard by the baby. So, this stimulus can make the baby stimulated to listen to the sound. Listening in

this case is very important. This must not be stopped until this stage. After the baby is born, the baby should also be continuously exposed to any sound, especially language voice. The language voice which is heard very often by the baby is also the most important input of language acquisition. More often, the language voice is the mother tongue. That’s why the first language is called mother tongue. It is the language which is the most frequently spoken by a mother. The language spoken by a mother is the first input of the baby’s language acquisition. When, a mother is very-very busy and spends very little time with the baby during, for example five skill/p.7

CAMP Rodriguez, Butuan City - Due to mounting pressure from government forces, alleged hostagetaker Regie “Kenken” Perez surrendered to the Agusan del Sur Civil Security Management Office, March 24 this year. Accompanied by his mother, Perez was received by PCSM Officer Bajade, who subsequently brought him to the Regional Rehabilitation Center for Youth (RRCY) in Patin-ay, Prosperidad Agusan del Sur. The 18-year old Perez was one of the five youthful offenders, who bolted from the RRCY last March 7 this year. All of them have pending charges of drug trafficking, murder

and illegal possession of firearms. He, was arrested by Task Group Perez, formed by the Police Regional Office (PRO-13). Five other escapees were nabbed in followup operations. The arresting group was composed of operatives from the Police Provincial Office tracker teams, 14th SAC of the PNP SAF, Agusan del Sur Public Safety Company, 13th RPSB and RIU 13, in coordination with the Armed Forces of the Philippines , Local Government Units and DSWD. Police files show that Perez led the hostage drama in Brgy La Purisima, Prosperidad, Agusan del Sur on

Her immediate neighbors also do the same. “I know it’s important to keep clean because it’s what will help keep us healthy and less susceptible to sickness,” she said. The long road to recovery for Iligan It is clear that three months after Sendong, much still needs to be done to ensure the complete recovery of the affected families. Even as everything appears to have returned to normal for the rest of the city and province — business establishments have opened, the local government offices and police and security agencies have returned to their normal operations — the residents affected by Sendong still have a long way to go before they can pick up what remains of their lives before the typhoon struck. Many of the affected families are unemployed, and those who do have work do not earn enough. Their meager wages as day laborers, household help, and utility workers are already far from being enough to cover their family’s basic needs. The challenges they continue to face in the aftermath of Sendong are still considerable as they have to contend with either major house repairs or to completely find new shelters. Either way, they need financial aid. In the meantime, to restore their sense of dignity, the affected families also need to be provided with means of livelihood and subsistence. Many were employed before the Sendong struck, but lost their jobs afterwards. Others chose to stop working so they can focus on rebuilding their houses, and even with the aid of humanitarian groups, the process is fraught with difficulty. When, a baby sitter or a servant is employed in the family, we can predict that the baby’s language in five years will be the “photocopy” of the baby sitter or servant’s language. The more crucial thing is that when less input of vocabularies spoken by the baby sitter or a servant, the less language skill the baby will acquire during five year-period. In the long run, the baby’s language skill can be hindered, especially the second language skill of speaking. Listening is obviously the most crucial language skill for all human beings in the world. When all babies are born without having maximum acquisition of listening skill, they can be lack of vocabularies. In turn, they find handicap in communication, especially when starting the primary schools. From understanding the importance of listening skill for human beings, we have to be very careful with our babies or children when their first language is not fully and normally acquired. Therefore, the way how to improve the children language skill can be started from a baby, even when the baby is still in the mother’s womb. Listening is the most important language skill for human beings. My previous article about reading was ended by the statement “We are what we read”. My article today can be ended by the statement “We are what we have heard very often” This means that the manner of language spoken by anybody expresses what he or she has heard through his or her ears. Even, the language can also provide us information about who someone is, where someone is from, and even how someone has lived in his or her community: the manner. Listening is a good activity for our babies or children.
