THE BusinessWeek Mindanao and Mindanao Daily will host the seminar on “Trauma journalism” and Journalist’s Code of Ethics this Saturday and Sunday, March 31 and April 1, 2012, at the Dynasty Court Hotel, Cagayan de Oro City. Lecturers and facilitators come from the Philippine Press Institute (PPI) and the National Union of Journal-

ists (NUJP). Ms. Rowena Paraan, NUJP secretary general, and PPI Executive Director Ariel Sebellino will be in Cagayan de Oro for the seminar. BWM and MDN Executive Editor Allan Mediante, who attended a seminar in Davao City last January 2012 (which was held exclusively for PPI members), realized

that journalists and other media practitioners (non PPI and NUJP members) also need to be updated on Trauma Journalism thus he requested that the seminar be brought to Cagayan de Oro. BWM and MDN Publisher Dante Sudaria approved the project and for his outfit to host the seminar. Expected participants will come from Butuan

PPI and NUJP, in its Trauma Journalism seminars held earlier for its members in Luzon, Visayas, and Mindanao, stressed that reporting about conflict, combat, natural and manmade disasters, and other traumatic events are all in a day’s work for journalists. But exposure to stress and trauma must be addressed to keep them professionally fit.

645 towns do not have fire stations

ABOUT 645 towns all over the country do not have fire stations while 666 others are using old and dilapidated fire trucks, lawmakers from Mindanao revealed. This could be the reason why there are around 800 to 900 fire incidents every month as per records of the Bureau of Fire Protection (BFP), Rep. Rufus Rodriguez (2nd District, Cagayan de Oro) said. Rodriguez and Rep. Maximo Rodriguez (Abante Mindanao) filed House Resolution 2250 asking the House Committee on Public Order and Safety to probe the lack of fire stations in the 645 towns and the use of old and dilapidated fire trucks in 666 others. “Fire incidents cause the loss of lives and properties, which could be prevented if our fire fighters have the proper equipment,” Rodriguez said. “Our fire fighters also have to make do with old and unreliable safety equipment which put their lives at an even greater risk and also put the lives of the towns/PAGE 7

No improvement in human rights under Aquino: PH delegation

BUTUAN City––Karapatan has accused President Aquino for the continuing military operations in Caraga as part of his administration’s alleged Oplan Bayanihan to dislocate and displace the native Mamanwa people and clear the way for the resumption of mining operations and entry of new industry players. In a statement, Karapat an - C arag a s e c re t ar y general Naty Castro said the army’s indiscriminate bombings, air strikes, strafing, and occupation of civilian communities had forced Mamanwa families to evacuate from four communities in Barangay Camam-onan, Gigaquit, Surigao del Norte on March 21. Some 113 families or 483 people had sought shelter in neighboring Sitio Baoy,

Barangay San Isidro. According to Castro, Balodoy Enano, 22, was wounded when soldiers from the Army’s 30th Infantry Battalion shot him and his two companions while they were cutting trees in Sitio Omao, Barangay Camam-onan. Castro said her group had documented a total of 335 families dislocated “intense militarization” of which 297 belong to the Mamanwa tribe. Most of them are now sheltered in three evacuation centers while others are staying with the relatives in neighboring communities. She said 99 families are now in the covered court of Barangay Imadejas here, 90 families in Bangayan barangay hall in Kitcharao, Agusan del Norte, some

70 families are scattered in Barangay Ombong and communities in Alegria, Surigao del Norte, 113 families in Sitio Baoy while others are with relatives in Camam-onan, Gigaquit town. Castro said the “intense militarization” in some parts of Caraga had served as clearing operation of the government for mining to resume following last year’s New People’s Army attack mining sites in Claver, Surigao del Norte. Castro noted that six of the 51 Mineral Poduction Sharing Agreements (MPSAs) in Caraga and 14 of the 23 exploration permits for nickel and gold are within the mountains areas covered by the military operations in Gigaquit and Alegria in Surigao del Norte, and Kitcharao, Santiago, Tubay and Cabadbaran City in Agusan del Norte.

“HOW can the government say there are no political detainees? I was just released last year?” So scoffed Angelina Ipong, secretary general of the Society of Ex-Detainees Against Detention and Arrest. She was released February 17, 2011 after being held for six years to face charges of rebellion, double murder, arson and robbery. The government eventually dismissed all charges but not before she was subjected to torture, sexual abuse and continuous interrogations. “They touched my private parts, two, maybe three men,” she told The FilAm. “I told them don’t do this to me. They were just laughing at me.” Ipong was in town this week as part of a delegation campaigning to dispute the Philippine government’s human rights record. The Philippines will undergo a review by the United Nations Human Rights Council in May, and the delegation wanted to present data to support its claims that killings, disappearances and arrests remain rampant under the

government of President Benigno Aquino. Also in the delegation were Bishop Reuel Marigza, vice chairperson of the National Council of Churches in the Philippines; and Bishop Felixberto Calang of the Protestant Philippine Independent Church. From New York, they will proceed to Washington D.C. for meetings with congressional leaders. There are 347 political prisoners all over the country, the delegation said. “The government denies they are political prisoners because they slap them with criminal charges like murder, arson, robbery that are non-bailable,” said Ipong. The delegation presented more numbers. By the end of President Gloria Macapagal Arroyo’s nine-year term in 2010, there were a total of 1,206 victims of extrajudicial killings, 206 cases of disappearances and 2,059 arrests, according to a report by the ecumenical network Philippine UPR Watch. Today, after one-and-ahalf years of Aquino, there have been 67 extrajudicial killings, nine disappear-

ances, 55 cases of torture and 78 political arrests, they said, citing a report prepared by the human rights group Karapatan. “With President Aquino being the son of a martyr during the Marcos dictatorship, and the son of our People Power icon, you’d think that human rights situation would improve under his administration,” Ipong said. “But human rights abuses under his government did not stop.” As secretary general of the United Church of Christ in the Philippines, Bishop Marigza, led the church in filing court cases against Arroyo and her top military officials for the killing, disappearances and detention of UCCP clergy. “Since 2001, more than 20 UCCP clergy and members have been killed,” he said. The case remains pending. CAMP Osito Bahian, Malaybalay City––Bukidnon Governor Alex Calingasan is set to lead the oath of allegiance of 45 rebel returnees today (March 29) at Kaamulan Amphitheater. Capt. Mario Goc-ong, the Civil Military Office (CMO) officer of 403rd Brigade, told Mindanao Daily News that the rebels also surrendered three carbine

rifles, and three garand rifle. They also brought caliber .38 revolver, a .45, a .357, a .22 pistols, respectively, .22 rifle, grenade, improvised explosive device (IED), shotgun, improvised M-16, and M-14. Goc-ong said the rebels were led by two commanders––Rene Dal-anay, known as Commander Taruc and Nestor Manlahang, known

as Ka Poloy. Taruc’s group came from the tribe of Tigwahanon and belongs to Front Committee 06 and Poloy’s group from the tribe Umayamnon and belongs to Front Committee 89. Col. Romeo Gapuz will present the rebel returnees while Lt. Gen. Arthur Tabaquero of the Eastern Mindanao Command and Calingasan are expected to deliver their respective message today.

Let go of the control Think a minute. A pilot was flying his small airplane, a Cessna 150, when suddenly he lost control. His plane began spinning and falling to the ground! He panicked and began doing everything he could think of with the controls. Finally, after a few seconds, he remembered his teacher’s words of instruction: “If you ever go into a spin and start falling in this plane, the Cessna 150, just let go of the controls! This kind of plane will stop falling and fly straight again by itself.” But letting go of the controls and trusting the plane to fly straight and save him was the hardest, scariest thing for this pilot to do. Aquino wants emergency power

THERE IS AN ONGOING ruckus over the granting of ‘emergency power’ to President Aquino in the guise of addressing power shortage in Mindanao. Is there really power shortage in Mindanao? Is the delegation of emergency power to President Aquino would solve Mindanao’s power crisis? However, before we go deeper on the issue, it would be better to Cris Diaz understand what an ‘emergency power is all about, when and how an emergency power becomes inevitable. Sec. 23 (1) Article VI of the 1987 Philippine Constitution states that ‘Congress, by a vote of two-thirds of both Houses in joint session assembled, voting separately, shall have the sole power to declare the existence of a state of war’. 2) That in times of war or other national emergency, the Congress may, by law, authorize the President, for a limited period and subject to such restrictions as it may prescribe, to exercise powers necessary and proper to carry out a declared national policy. Unless sooner withdrawn by resolution of the Congress, such powers shall cease upon the next adjournment thereof. It is very clear that only Congress can delegate an emergency power to the President. The conditions in the granting of an emergency power are also explicit. (1) There must be a war or other emergency. (2) The delegation must be for a limited period only. (3) The delegation must be subject to such restrictions as the Congress may prescribe. (4) The emergency powers must be exercised to

carry out a national policy declared by Congress. Is a war raging in Mindanao that the President wants an emergency power? The issue of granting an emergency power was one of the heated discussions in the 1990s when President Ramos sought Congress approval to solve the country’s power crisis. For a limited period, Congress then granted the emergency power to President Ramos. It was at that time that Ramos implemented the Independent Power Producers (IPP). Although the IPP provided relief to power shortage in Mindanao, it did not last long. It even came to a point where IPPs were cited as sources of corruption in the country’s power sector. Now, some legislatures doubt President Aquino’s motive in asking an emergency power. Why emergency power when he (Aquino) could declare a ‘state of national emergency’ even without approval from Congress? Although the executive department knows this, they want an emergency power delegated by Congress to justify whatever the President wants. For instance, under an emergency power, the President ‘may take over privately owned public utility or business affected with public interest.’ An informant said that there are about 26 power firms in Mindanao. The government controlled only eight of these power grids. Some legislatures now expressed doubt that with an emergency power, President Aquino’s government may take over privately owned power grids. On the other hand, with an emergency power, the President my now allow private stakeholders to buy the controversial Pulangi Hydro power plant in Bukidnon. Well, let us wait and see. In privatizing these PB, the Power Sector Assets and Liabilities Management Corporation have included in the terms of reference the requirement to transfer the same to the Mindanao region upon awarding.” For now, DOE is pinning its hopes on its Department Circular No. DC 2012-03004 dated March 19, 2012 “Directing Compliance with the Electric Power Industry Reform Act of 2001 (EPIRA) to Address the Power Supply Situation Including the Rationalization of the Available Capacities in the Mindanao Grid”. Again citing the same March 22 press statement, the DOE categorically identifies the long-term solution for Mindanao “is the installation of base load generation that will give the region supply reliability and affordability as its demand also grows. This will only happen if contracts are closed, otherwise no investor will risk a project.” During the March 23 meeting, NGCP listed the following committed power projects according to the 2011 DOE Power Development Plan, “committed” being defined as projects which have attained financial closure. These include the Mindanao Energy Systems, Inc. (Minergy) 27.4MW diesel plant in Tablon, Cagayan de Oro commissioned Jan. 25, 2012 and Culaman 8MW mini-hydro in Jasaan, Misamis Oriental which gets online 2012. Other committed power generation projects listed included the Energy Development Corp. (EDC) 50MW geothermal in Kidapwan, North Cotabato (Sept. 2014) and Conal Holdings 100MW coal fired power plant in Maasim, Sarangani (Phase 1) and another 100MW by 2015 (phase 2); and Green Power Bukidnon Phils. Inc. 35MW bio-mass power plant in Maramag, Bukidnon (Sept. 2013). Among the indicative (not yet having attained financial closure) coal plants in the pipeline are the Aboitiz Power 300MW in Davao City (March, 2014); STEAG State Power Corp. 200MW expansion (December 2014); Conal Holdings 200MW in Zamboanga City and PNOC 100MW in Zamboanga Sibugay, all without no target commissioning dates. However, according to media and industr y

sources, there are at least seven “Greenfield” coalfired power plants on the pipeline in Mindanao with a total planned installed capacity of 1,805 MW costing up to $3.8 billion. Besides the projects already mentioned, among the other proponents are San Miguel Corp., Sumitomo Taganito HPAL Nickel Corp., and Sagittarius Mines, Inc. Other fossil fuel power plants being planned in Mindanao are the 200MW LNG power plant of Strong Field Gas & Electric Corp., a newly formed energy subsidiary of FDC Utilities, Inc. and small-scale diesel plants in Bukidnon of King Energy Generation, Inc. Despite the continued uncertainty over the allocations and FIT-All Rates for Renewable Energy (RE) projects, interest in RE projects for Mindanao remain. Among the hydroelectric power projects planned are the 300 MW Pulangui V in the boundary of Southern Bukidnon and North Cotabato; the 132 MW BulanogBatang run-of- river power plant in the Cagayan River; 90MW Pulangui III Multipurpose Dam in Bukidnon and several run-of-river

hydro plants being planned in Bukidnon, Compostela Valley and Zamboanga Sibugay. DOE records show it has already granted a Certificate of Endorsement (COEs)—a requirement for the operation of proposed, existing or newly built power generation facilities—to Hacienda Bio-Energy for its 125-kilowatt biomass facility in Bukidnon. Recently, the Cagayan Electric Power and Light Co. (CEPALCO) launched an advocacy program championing solar photovoltaic (PV) plants as the fastest solution to address the looming power shortage in Mindanao. “Once the ERC releases the FIT-All Rates, embedded solar power plants can be set up within the franchise areas of private power utilities and electric coops in Mindanao within seven months from the start of the project,” said Engr. David A. Tauli, senior vice president for engineering of CEPALCO. At present, there are 13 large-scale solar projects planned for Mindanao with a rated capacity of 260MW to be located in the cities of Cagayan de Oro, Davao,

Digos, Zamboanga, and the municipalities of Laguindingan and Villanueva in Misamis Oriental, Kalamansig, Sultan Kudarat; Tawi-Tawi, Sulu; San Jose, Dinagat, Surigao del Sur, and Darong, Davao del Sur. With all these projects on-stream, it is projected that Mindanao would be energy sufficient by 2014. However, once the mining industry goes into full swing, they may not be sufficient to address the emerging demand-supply gap in time.

THE Department of Agrarian Reform (DAR) has rolled out a program that seeks to transform agrarian reform beneficiaries into entrepreneurs by providing them support services to increase their income. Agrarian Undersecretary for Support Services Jerry Pacturan said the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) will teach farmers agri-business technologies to help them establish farm enterprises. “ARCCESS will also provide farm machinery and equipment to qualified farmers’ organizations to boost farm productivity, lower production cost and increase farm efficiency,” Pacturan said.
