Illegal occupants at ‘tent city’ exposed By CRIS DIAZ Associate Editor
CITY HALL started investigation on allegation that disqualified beneficiaries were occupying “tents” at the relocation site for Sendong victims in Cagayan de Oro City. These occupants also wanted to avail of the city government’s free housing projects, a city hall statement said. “There were recommendations to put these beneficiaries ‘on hold’ until their status were resolved,” Virginia Diguinion, head of the city’s Estate Management Division said. The EMD takes charge of the city government’s housing program. “On hold” status means that an individual or family will, on a temporary basis, not included in the list of names for raffling for permanent housing units, Diguinion added. Diguinion said that the problem cropped up when EMD staff assigned in the “tent city,” reported on individuals other than those originally assigned occupying tents there. As part of their task, EMD staff conducts daily monitoring records at the “Calaanan Tent Cities” to make sure that only legitimate beneficiaries occupy shelters assigned to them. Region12 remains top rice producer
KORONADAL City, South Cotabato––Soccsksargen Region or Region 12 remained the top rice producer in Mindanao in 2011. Region 12’s total palay production in 2011 reached 1.244 million metric tons thereby reinforcing its status as the fifth top producer of palay in Mindanao last year. Last year’s production was five percent higher compared to the 1.185 million MT production in 2010, a statistical report of the National Statistics Office in Region 12 disclosed. Statistics Director Herlita Caraan, said that North Cotabato harvested 481,000 MT of palay or 38.7 percent of the regional production making it the 8th top palay producing region in the county. Other top producing regions in 2011 were : Central Luzon (2.616 million MT), Western Visayas (2.245 million MT), Cagayan Valley (2.145 million MT) and Ilocos Region with 1.602 million MT. Across the region, Caraan said, North Cotabato harvested 481,000 MT of palay or 38.7 percent of the regional production making Islands along major roads in Cagayan de Oro are now being planted by city hall workers. BUTUAN City––In an intensified campaign against illegal logging, police and local environment officers apprehended five people and seized undocumented Narra sawn lumber loaded on the suspects’s motorcycles in Barangay Victoria, Tago, Surigao del Sur on Thursday. Authorities identified the suspects as Juan Abaa, 33, Rene Boy Montero, 33, Jesrel Montero, 27, Melvin Digal, 30, and Wilky Suazo. The suspects were caught at around 4:20 am as the lawmen led by SPO3 Hilario Abao and Tandag City Forest Ranger Ricardo Alpapara were on monitoring operation particularly at the road crossing Barangay Victoria. When asked, the suspects could not present documents for the forest products they were transporting, police said. The officers ordered the suspects to proceed to Tago police station where they were subjected to further investigation. The sawn lumber with a volume of 626.68 board feet and market value of P25,067 and the motorcycles are now in the police station.

Z AMB OANGA City–– Mayor Celso Lobregat has ordered a joint investigation of the gas leak incident in an ice plant in Ayala in the west coast that downed at least a hundred people and briefly displaced over 200 families Wednesday night. The probe will be done by authorities from the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR), the City Environment and Natural Resources Office (OCENR), City Agriculturist Office (CAO) and City Health Office (CHO). Lobregat, who immediately proceeded to the scene after receiving the report,

CARHRIHL is a peace agenda agreement signed by both the govern-
ment and the National Democratic Front of the Philippines. CARHRIHL orientation seminars aim to enhance the security forces’ training in human rights and international humanitarian law principles as part of the education and information campaign of the GPH-MC. They also encourage the security forces to document and report CARHRIHL violations.

BUTUAN City––Fisherman Junie Dumo rescued a giant green sea turtle (scientific name: Chelonia Mydas) at the seashore of Barangay Masao here. Tagged PH 1185E on its flipper, the sea turtle has a biometrics of 112 cm CCL x 100cm.CCW (CCL-CCW curve carapace length and curve carapace width). Under Republic Act No. 9147 or Wildlife Conservation and Protection Act, green sea turtles (pawikan) are considered an endangered species. They contribute to environmental ecology particularly to marine life cycle. “Green sea turtles eat grass that grows on the sea floor. Sea grass must be kept short to remain healthy, and beds of sea grass are essential breeding and development areas of
many fish species and other marine life,” Department of Environment and Natural Resources in Caraga regional executive director Leonardo R. Sibbaluca said. “A decline or loss of sea grass beds would damage these population, trigger a chain reaction and negatively affect marine and human life,” Sibbaluca added. “Beaches and dunes form a fragile ecosystem that depends on vegetation to protect against sand erosion; eggs hatched or unhatched and hatchlings that fail to make it into the ocean are nutrient sources for dune vegetation”, community environment officer Vicente

Pimentel lauded Amante for creating and empowering Task Force Likas to undertake immediateand pre-emptive relocation and
evacuation of all settlers in danger zones as precautionary measures and within the time frame set by the city government. Task Force Likas is tasked to assist residents to be prepared for any impending natural or man-made calamity through massive information dissemination/ education campaigns, re-briefing of affected families, making available equipment and logistics and identification of evacuation sites. The city government has to date relocated 1,800 families in danger zones to Barangays Pagatpatan, Mahay, Era, Aupagan and Maug.
DEPARTMENT of Environment and Natural Resources (DENR) Secretary Ramon J. P. Paje is urging lawmakers to act immediately against the continued killing of forest protection workers by enacting laws classifying illegal logging as a heinous crime. Paje made the appeal following the death of another DENR employee in Agusan del Sur by suspected illegal loggers. On February 22, DENR tree marker Jaime Diez, 45, was shot dead inside his residence in Bayugan, Agusan del Sur, 15 days after DENR forestry specialist Melania Dirain, 47, was gunned down inside her office in Sanchez Mira, Cagayan last February 7, 2011. Earlier, President Benigno Aquino III directed the DENR, the Department of Interior and Local Government, the Department of National Defense, the Philippine National Police and the Armed Forces of the Philippines to heighten the campaign against illegal logging including the protection of forest law enforcers. “Illegal logging has spawned the culture of impunity that has befallen upon our forest protection workers,” Paje said, noting that the two DENR field workers were killed in two separate incidents this month. “Diez and Dirain are just a tiny fraction of a long list of environmental protectors who sacrificed their lives in the line of duty. And that list is getting longer by the month,” Paje stressed. “Drug pushers and economic saboteurs are slapped with capital punishments for destroying
lives and families. With more reason that illegal loggers should be meted out with the same punishment because the death which they cause not only destroys lives and families but communities as well with every tree felled by their chainsaws,” Paje pointed out. There is a bill now pending in the House of Representatives declaring illegal logging a heinous crime. House Bill (HB) 00744 filed by Representative Jane Tan Castro of Capiz on July 7, 2010 seeks to make capital punishment as the penalty for illegal logging, and that it should be meted out with the penalty of death should the death penalty be restored for capital offenses as defined in the Revised Penal Code.
Alternatives to open burning sought DEPARTMENT of Environment and Natural ResourcesEnvironmental Management Bureau (DENR-EMB) is open to new environmentfriendly waste disposal technologies that can be alternatives to open burning, which experts cited as source of emissions driving climate change, polluting the air and jeopardizing
people’s health. “We’re open to technologies that aren’t banned under the law and which comply with government’s emission standards,” said EMB director Juan Miguel Cuna. He reminded local government units (LGUs)nationwide to immediately address open burning in respective areas of jurisdic-
tion, saying that the system was a dangerous way to get rid of waste. “LGUs have jurisdiction over open-burning,” he noted. National Solid Waste Management Commission (NSWMC) earlier reported the Philippines generated about 36,000 tons of garbage daily.

Objections to buying the PCOS machines MEMBERS of civil society are airing their objections against a possible move by the Commission on Elections (Comelec) to purchase the same Smartmatic PCOS machines that were used in the 2010 elections. Comelec’s mulled the move due to a budget constraint imposed by Congress. Earlier this year, the Comelec requested P10.2 billion but the Congress only approved a budget of P7 billion. The budget requested by the Comelec will cover the lease of the brand new machines, payment for services and other expenses. Comelec Commisioner Tagle noted that the “last option for the Comelec is ‘to exercise its option to purchase’ the PCOS machines supplied by Smartmatic in the 2010 elections.” Commissioner Tagle further said, “[t]he agency will spend much less if it will purchase the PCOS machines used in the 2010 polls but there are issues that still need to be addressed. If we exercise our option to purchase, we’ll be spending only P1.8 billion for the 82,000 PCOS machines. They are less expensive but our condition, of course, is for Smartmatic to fix their machines.” According to Movement for Good Governance chair Winnie Monsod, such a move would go against President Benigno Aquino III’s “Tuwid na Daan”. “Should this anomalous transaction push through, it will be very inconsistent with President Aquino’s ‘Tuwid na Daan.’ There are numerous legal and technical grounds for

behind the organization factored. As usual, when people running the affairs of an organization identify with politics, the organization’s ultimate motive becomes equally doubtful. This contextual impression is general even if the organization per se is sincere in its dealings. It is deplorable that Save CDO Now Movement became victim of simple politics. Right from the start, Sen. Koko Pimentel warned of politicians trying to exploit the movement’s credibility. Sen. Chiz Escudero and former President Erap Estrada in one of their visits in Cagayan de Oro City also censured the Save CDO Now Movement. However, the people who discredited the movement were not Pimentel, Escudero and Estrada. Foremost, the people of Cagayan de Oro City themselves did not buy the movement’s hate campaign against City Mayor Vicente Emano. Sensing the movement’s futile effort to gather warm bodies and its failure to gather the 45,000 recall signatures against Mayor Emano, allies simply distance themselves. Everybody, including this corner, believed in the movement’s idealism. However, it is lamentable and equally tragic for the movement to show its aggressiveness at times when people are working together to rebuild the city from the rubbles of Typhoon Sendong. Notwithstanding, the movement’s organizers refused to participate in the healing of an emotionally distressed city and its people. MARAWI City––The first thing that comes to mind when one thinks of Lanao del Sur is the majestic beauty of Lake Lanao, a beauty beyond compare. Situated right at the heart of Mindanao, Lake Lanao is the second largest freshwater lake in the country with a surface area of 349.4 square kilometer and a mean depth of 60.30 meters, with the deepest part at 112 meters. It is fed by four major rivers with only one outlet, the Agus River, which flows northward to Iligan Bay via the legendary Maria Cristina Falls and the Linamon Falls. A treasure trove of biodiversity being home to a rich variety of flora and fauna including many endemic species of fishes and invertebrates, Lake Lanao is also considered as one of the 17 ancient lakes in the world. Furthermore, two amazing islets which could be wonders of nature can also be found at the deepest part
of the lake. “These islets are standing equivalent to 30-storey building standing straight and how they remained there standing after the earthquake in 1955 that sunk some parts of Tugaya town was amazing, if not a miracle,” expressed Engr. Pipalawan Naga of the Save Lake Lanao Movement. The center of Maranao’s life and source of Mindanao’s electricity Aside from its magnificent features, Lake Lanao also plays a vital role in the Maranao society. According to Naga, the lake is central to the history, culture, religion, and livelihood of the Maranao people, which literally means “people of the lake.” It serves as a major source of their food and livelihood, as well as, a venue for religious and cultural activities of communities around its shoreline. diminishing water flow and pollution are among the other factors that contribute to the deterioration of the lake which, in the long run, may affect the food security and livelihood of communities who are dependent on the lake. Saving Lake Lanao Naga said Presidential Proclamation 871 was issued in February of 1992 creating the Lake Lanao Watershed Reservation for purposes of protecting, maintaining and improving its forest cover and water yield for hydropower, irrigation, and domestic use. One month after, Presidential Memorandum Order 421 was also issued that created the Lake Lanao Watershed Protection and Development Council. Naga said the council is primarily responsible for the formulation of the implementation plan for the protection and management of the Lake Lanao watershed, the procurement and installation of hydraulic monitoring devices, the establishment of a watershed data bank, the conduct of watershed studies and the preparation of policy recommendations. But, the perennial leadership changes in the council made it difficult to implement its mandate, he added. On the other hand, the enactment of the National Integrated Protected Areas System (NIPAS) Act ef-
fectively puts Lake Lanao as an initial component of the NIPAS under the management of Department of Environment and Natural Resources (DENR). Other initiatives included the signing of memorandum of agreement (MOA) between the provincial government, the DENR in the Autonomous Region in Muslim Mindanao, and the Philippine Environmental Governance Project (EcoGov). According to Naga, the MOA involved technical assistance on the improvement of the Lake Lanao Watershed management through improved governance consistent with the principles and practices of transparency, accountability, participatory decision-making, and rule of law. He said the technical assistance included a pilot project on forest land-use planning in one of the subwatershed communities. However, the project was not completed due to the departure of EcoGov but the provincial government is now in the process of completing the project, he further said. Provincial Governor Mamintal Adiong Jr. said the commitment to environmental issues is among his seven-point agenda to fast-track development in the province. Action undertaken by administration included the conduct of an Integrated Lake Basin Management Seminar-Workshop aimed at achieving sustainable management of the lake and its basins. Adiong said the Asian Development Bank also designed a project for Integrated Natural Resources and Environmental Management that included the Lake Lanao Watershed. It aims to reverse the trend of forest degradation and proper administration and management of natural resources.

Under the agreement between C omelec and Smartmatic, the contract for an automated election is by way of “lease for the hardware and software with option to purchase at a price not exceeding 50% of the lease price. Comelec shall decide on the option to purchase by component or portions thereof (either or both the hardware and/or software components) on or before December 31, 2010.” There being no notice given to Smartmatic by Comelec on or before December 31, 2010, the option has, in effect, expired. If the period has expired, can Smartmatic and Comelec opt to extend the period? Yes, they can, provided there be a new bidding. Any extension of the period to exercise the option beyond December 31, 2010 amounts to a new contract that requires new bidding under the Government Procurement Reform Act or R.A. 9184. There are also other objections to the purchase of the PCOS machines used in 2010. These are technical and not legal. According to an organization called Transparent Elections, there are ten deficiencies of the Automated Election System (AES) of Smartmatic that were observed during the conduct of the 2010 elections. These are the following: the failure to detect fake ballots, the removal of the Voter Vote Verification from the PCOS machine, the disabling of the Digital Signature, and the failure to certify “99.995% accuracy” of the PCOS machines. Any one of these deficiencies could have compromised the integrity of the system. It must also be pointed out that these deficiencies are PCOS-related. How about you? Solon seeks add’l requirements for licensing professional boxers A LAWMAKER has filed a bill imposing additional requirements before a boxer can be given a license professionally and for boxing matches. Under House Bill 5799, authored by Cavite Rep. Lani Mercado-Revilla, professional boxers are mandated to submit a medical clearance every six months and insurance coverage of all professional boxers as additional requirements before engaging in a fight. Mercado-Revilla said under the measure, a professional boxer is directed to submit to the Games and Amusements Board (GAB) a medical clearance every six months, not later than June 31 and December 31 of every year. Such clearance shall be a requirement for the boxer to continue fighting in boxing matches. Mercado-Revilla pushed for the immediate passage of the bill, citing the recent death of Filipino boxer Karlo Maquinto who passed away as a result of the brain hemorrhage he sustained during his last boxing match on January 28, 2012. She said the present requirements and regulations as implemented by the GAB for licensing of professional boxers and requirements for

The bill provides a medical suspension of 15 days for a four-round match, 20 days for a six-round match and 30 days for eight, 10 and 12-round matches to professional boxers after boxing matches, whether winning or losing the match. The present medical suspension by the GAB on a boxer after a knockout loss shall be maintained. A boxing match shall not be permitted to proceed without an insurance procured by the promoter to cover the expenses in the event of injuries sustained by boxers in the course of the fight. Hyundai Motor’s to officially sponsor 2013 Universiade HYUNDAI Motor Co., South Korea’s largest automaker, said on Thursday it will officially sponsor the summer 2013 games set to take place in Kazan. The company said it will provide transportationrelated support for the games, which are slated to take place in July of next year in the Tatarstan capital. Types of vehicle to be provided for the multi-sport event supported by the International University Sports Federation include the sub-compact Solaris, Sonata mid-size car, Equus luxury sedan and Starex van. “About 1,100 vehicles have been earmarked to support the games,” Hyundai said. The company will also provide 340 buses to Tatarstan under a memorandum of understanding signed with the east European country that was once part of the Soviet Union. The buses will be used to ferry athletes and staff taking part in the sports events. Hyundai, which is the flagship company of Hyundai Motor Group and the world’s fifth-largest carmaker, will be allowed to showcase its emblem and logos at the Universiade’s sports venues, which could help it expand its market access into emerging economies in Central Asia and eastern Europe.
