2,000 examinees get free LET review classes in Maguindanao MAGUINDANAO––More than 2,000 people aspiring to become a teacher were granted free licensure examination by the Maguindanao provincial government as part of its commitment to ensure quality education and stable jobs. Dubbed as “Free LET Review Classes, Quality Education for a Progressive Maguindanao,” Gov. Esmael Mangudadatu said two review classes were organized in Cotabato City and Tacurong City to pave way for the examinees.

Mangudadatu said regardless of age, all bona fide Maguindanao residents who are graduates of Education course were admitted. “Original birth certificates and Transcript of Records are the only requirements. All who passed the prerequisites were also given free review books,” he said in a statement sent to the Mindanao Examiner. “We are not ceasing to initiate projects that would provide a quality education for the people in Maguindanao. One of the

means to improve the living conditions of our people, I believe, is to provide them free and accessible education, as what is stipulated in our Constitution,” he said. Started in November 2011, two review classes were set every Saturday and Sunday and Maguindanao residents near cities of Tacurong and Cotabato held classes in Genalyn Resort and Broce Elementary School, respectively. Kahayag, San Fernando, Maharlika and San Roque, this city, have finished the skills training given by TESDA, very recently. Twenty-two of them were into food processing and 21, massage therapy – all successfully passed the evaluation. Out of 58 registrants in auto electrical installation, only 56 have passed the skills testing, each received a certificate of completion. They were confirmed by TESDA Provincial Director Rey M. Cuevas.

Rev. Fr. Rafael Batolino of the St Joseph, the Worker Parish prayed for the graduates. The occasion was also graced by Surigao Sur Provincial Administrator Efren Rivas and Chief-ofStaff Joe Candia of the 2nd Congressional District. Lt. Col. Danilo Benavides, commanding officer of the 75th Infantry Battalion, Philippine Army, expected the graduates

to be able to find jobs that are commensurate to their newly-acquired skills. THE early morning fog that surrounds the picturesque mountains between Davao and Bukidnon hides the rising sun as it peeps over the hills from a distance horizon. It was a lovely morning before the opening of the 5th National Venture Camp with the theme “ Be Prepared: Leadership for Life.” Sunrise usually brings excitement to every scout who love scouting. This years’ camp brought together over 2,600 scouts and scouter from all over the archipelago to the unassuming BSP Malagos Camp in Baguio District, Davao City. The camp’s colorful opening was graced by the top leaders of the BSP that includes Hon. Vice President Jejomar C. BINAY, Executive Vice President Atty. Wendel E. AVISADO,Secretary General J. Rizal Pangilinan, Vice Gov. Leo G. LASACAR, ED Rogelio S. VILLA, Jr., RSD Pedro B. PENADOS, OIC Jesus M. MERIS, FSE Errol GARCIA, PE Yasser F. SARONA and other national commissioners and officers. Each scout is provided with a program guide which contains the general information, program activities, venture map, module activities and the Vision and Mission statement of the Boy Scout of the Philippines. The modular activities are: SEA Scouting Expedition, wherein scouts experienced life of a Sea Scout in various water adventure and water sports that includes basic and advanced swimming, water tubing, improvised water rafting, floatation devices, water safety and survival, and life saving. The expedition also teaches scouts how to help contribute and protect our natural resources. LAND Scouting Survival, this module is a series of high adventure and survival skills that thrilled the scouts as they transverse the malagos trail nearby the challenge valley. Completing the Venture Camp are the special activities which includes; Film Showing on the Life and Works of Baden Powell, the Path of the Paddle and 10 Essentials of Survival; Baden Powell Quiz Bee; Eagle Scout Court of Honor and Conclave; Wood Badge Reunion; Youth Jam Concert; Talents Unlimited; Campfire; Fancy Drill Competition; Team Building; Youth Forum; Arena Shows and Venture Festival. Like shadowy Save CDO Now Movement, the equally shady “Asdang Kagay-anon” group has started to peddle lies and fraudulent campaign against the people of Cagayan de Oro and the city government in social network sites. We, the people of Cagayan de Oro have had enough of this trickery and sham. We are aware of how discarded politicians and their minions concoct poison statements and fabricated lies in their vain effort to get the sympathy from us-Cagayanons. Cagayanons are aware of the legalese adopted by individuals and groups to show off superficial intelligence. Philhealth surpasses universal coverage barometer

NORTHERN MINDANAO (R-10) - PhilHealth-10 has recorded an 86 percent enrolment rate, as of December 31 last year, with 5.068 million beneficiaries. Mindanao IPs, Bangsamoros reaffirm kinship through ritual By BONG D. FABE Contributor SUNGKO, LANTAPAN, Bukidnon— The descendants of the brothers Apu Mamalu and Apu Tabunaway reaffirmed their kinship in a ritual last done 492 years ago and witnessed by representatives of various government agencies, the Moro Islamic Liberation Front and the international community. Representatives of eighteen major indigenous peoples (IP) groups and 13 Islamized tribes shed the blood of a carabao in the Sumbali ritual and a number of native chickens, exchange tokens and embraced each other in a ceremony of reaffirmation before unveiling the marker of the historic event on Thursday (March 8) at the grounds of the School of Living Traditions of the Talaandig tribe here. Victorino “Datu Migketay” Saway, primemover of the event, then led a Pabugwas, or a ritual of cleansing with the assistance of IP and Moro ritualists. The Mindanao IPs and Bangsamoros last reaffirmed their kinship in a similar ritual in Tikalaan, Talakag, Bukidnon in 1520 or 492 years ago, a year before the official “discovery” of the Philippine islands by Portugese circumnagivator Hernando Magallanes (best known in history books as Ferdinand Magellan). The reaffirmation of kinship ritual was briefly discussed during the 25th GPH-MILF peace negotiation in Kuala Lumpur early last month where both the MILF and GPH peace panels agreed to ensure the success of the event. Part of the ritual of reaffirmation of their kinship was the signing of the covenant, which was printed on a white paper and etched in a plaque later installed on the Kinship Monument. It cited the Five Pillars of Kinship which are mutual recognition and respect (kilalaha), mutual sharing of information (sayuda), cooperation (buliga), mutual protection and preservation of life (uyaga), and mutual obligation to help the needy (pagbatunbatuna). “The indigenous peoples and the Moro of Mindanao hereby acknowledge the following principles and doctrines of kinship as basis of their cooperation, understanding, and unity as descendants of the early inhabitants in the island of Mindanao,” the declaration stated. Dr. Acmad Alonto, a Maranao and former president of the Mindanao State University (MSU), cited the Salsila, which contains accounts of a tampuda or peace pact between Lumad and Moro in Bukidnon. He said that one more proof of kinship is belief in a creator, God. The Maranao representatives asked the settlers (outsiders who came and settled in Mindanao), who they consider as brothers, not to be afraid of the reaffirmation of kinship “because it is good for everybody.” Datu Ampuan Jeodoro Sulda, a Manobo leader from southern Bukidnon, urged everyone to set aside their tribal affiliations and differences. “Each tribe has its own story.

Abhoud Syed Lingga, a member of the MILF peace negotiating panel, said the Reaffirmation of Kinship Ritual was very important “because this will remind us, especially the Bangsamoro people—both the Islamized and the non-Islamized groups—that in a time in history, our forefathers have entered into a covenant to strengthen their kinship.” Historically, the Islamized and non-Islamized natives of Mindanao belong to one family. “All are descended from Apu Agbibilin and Bae Ginamayung,” said Talaandig tribal chieftain, Adolino “Datu Makapukaw Kinulintang” Saway, elder brother of the more famous Victorino “Datu Migketay” Saway — the primemover of the event. Lingga blamed “outsiders” for putting a wedge between the “brothers.” “This event gives us the opportunity to remind us that we are one people, we have one goal and our struggle is also one,” he stressed, adding: “This is a very significant event because we also have a common problem regarding our land. And this will bind us together to preserve whatever remains of our homeland, our culture, political power and economic

resources.” He also dismissed speculations that the event is a good image-builder for the MILF as it will bolster their position in their negotiations with the government, saying that the ritual is a strong reminded that the Moros and IPs have “to work together to face the common challenges, to fight oppression and injustices against our people.” Peace advocate Sr. Arnold Maria Noel, SSPS, said the ritual “is a good first step in our journey towards the attainment of genuine peace for both the lumad and Muslims in Mindanao.” Datu Migketay later presented to the participants and

observers the members of the joint IP-Moro joint peace council, which Saway said, will help resolve conflicts between the Lumads and the Moro and address issues concerning the rights and development of the indigenous peoples. Saway called the creation of the council “very important” to the peace efforts in Mindanao, adding it has “never been done before, anywhere.” Before the closing of the historic event, Datu Migketay led the participants in the unveiling of the Kinship Monument, which features a tibod or vessel crafted by Anak Tribu, the youth of the RITUAL/p.3

Santiago Tudio confirmed Santos’ fears saying that he received a notice from Napocor that it would shut down the combined Pulangi plants by April to pave the way for their scheduled preventive maintenance and river desilting operations, a report by Minda News’ Allen Estabillo said. Tudio said “The 150 megawatt supply cut will be pro-rated to all electric cooperatives in Mindanao, so it means we will have extended rotating brownouts by then”. Tudio revealed that Socoteco I has been implementing one-hour rotating brownouts within its service area covering Koronadal City, and the towns of Tampakan, Banga, Tantangan, Norala, Surallah, Sto. Niño, T’boli and Lake Sebu in South Cotabato and Lantayan town in Sultan Kudarat. To help offset the area’s power shortage, Tudio said Energy Secreary Jose Rene Almendras promised to immediately send to Mindanao the two power barges stationed at Navotas port in Manila with a capacity of 40 to 50MW each. South Cotabato Electric Cooperative II (Socoteco II) information officer Joy Celeste Alora said “The power situation in Mindanao is on ‘red alert’ status, a rotating power interruption is expected to hit General Santos City and neighboring provinces as the projected supply deficiency continued to worsen”. Alora said Socoteco II “will implement rotating brownouts lasting for 45 minutes to an hour in its franchise area. Unless there will be new power producers, supply won’t become stable. Our power supply is now in a precarious situation because of ageing power plants”. The Mindanao grid has insufficient supply due to the reduced operation capacity of the NPC. cy Syndrome. The disease that destroys the human body’s immune system does not have any known cure. However, ART can slow the advance of the disease. HIV has already claimed the lives of at least 342 people in the Philippines, including a 7-year-old boy who expired in January. “The standard ART consists of the combination of at least three antiretroviral drugs to maximally suppress the HIV and stop the progression of the disease,” according to the World Health Organization (WHO). “Huge reductions have been seen in rates of death and suffering when use is made of a potent antiretroviral regimen, particularly in early stages of the disease. Expanded access to ART can also reduce the HIV transmission at population level, impact orphan hood and preserve families,” the WHO said. The WHO estimates that of the more than 30 million people living with HIV in low- and middle-income countries such as the Philippines, only 6.6 million have access to ART. Ayala Land residential condominium unveils in Cagayan De Oro City Ayala Land, Inc., the Philippine’s most trusted developer, has unveiled its first residential condominium in Cagayan De Oro.
