The businessman, who showed this paper six folders allegedly containing the receipts of his payments, said he was forced to divulge the anomaly after his two trucks of lumber were apprehended by the Presidential Anti-Organized Crime Commission (PAOCC ) in Jasaan, Misamis Oriental the other week. Ex Gov., Mayor faces raps with broadcaster’s murder THE DEPARTMENT OF JUSTICE (DOJ) ordered on Tuesday the filing of murder charges against former Palawan Governor Joel Reyes and four others in connection with the death of broadcaster and environmentalist Gerry Ortega in Puerto Princesa City last year. Named respondents in the DOJ resolution, aside from the former Palawan governor, were Mayor Mario Reyes Jr. of Coron, Palawan; Atty. Romeo Seratubias, Arturo Regalado, and Percival Lecias. It can be recalled that last year, the DOJ dismissed the case against Reyes; former Marinduque Governor Jose Carreon; Mayor Reyes, Seratubias, Regalado and Lecias. However, DOJ Secretary Leila De Lima ordered a reinvestigation of the case after Ortega’s widow, Dr. Patria Ortega, submitted additional evidence to support the charges against the accused.

remains undervalued if not invisible.” The FAO also points out that many women in the rural economy are “landless workers, traders of agricultural and fishery products, and engaged in micro-manufacturing enterprises.” Many are also active in planting, weeding, caring for crops, and harvesting in farms and rice fields. “It is sad and unjust how government has largely failed to address the needs of a third of our agriculture and fisheries sector. Imagine what we can achieve if we give women not only access to jobs and livelihood opportunities in the rural areas, but also training and capacity-building to improve their knowledge and skills. We will, in effect, give them the power to make more informed decisions and also empower them to invest in their children’s education and future.” “The multiplier effect will be tremendous,” Pan-

In its latest resolution, the DOJ excluded Carreon from the case for insufficiency of evidence. “After the re-investigation and evaluation of the evidence adduced by both parties, the new panel arrived at the conclusion that the additional evidence offered by the complainant are relevant in appreciating other pieces of evidence previously submitted by the parties during the first preliminary investigation and that such additional evidence are sufficient to modify the initial findings of the previous panel,” said the DOJ panel of investigators led by Assistant State Prosecutor Steward Allan Mariano. The latest DOJ resolution was approved by Prosecutor General Claro Arellano. Ortega was killed on January 24, 2011 in Puerto Princesa City, Palawan. A report ftom the Philippine News Agency

gilinan points out. He cites experience from the micro-finance sector, which shows a high repayment rate (99.44% for CARD-MRI, for instance) among “nanays” in communities. Success stories have shown women evolving from struggling landless workers to thriving entrepreneurs. “All these women need is a strong support structure around which they can increase their income and empower their families and communities. If we put our heads together and reimagine the possibilities, there is much that we can do to empower women in the agricultural sector.” “We can’t keep using the same old paradigms and the same old excuses. If we are serious about turning our rural economy around, then we had better start paying attention to the women who help keep this economy running,” Pangilinan emphasizes. Pangilinan, who in January 2012 launched “Sagip Saka”, an advocacy aimed

at improving incomes of farmers and fisherfolk while modernizing the agricultural sector, also stresses the importance of uplifting the agriculture and fisheries sector, which directly and indirectly accounts for at least 60% of the Philippine economy. “Raising the incomes of our farmers and fisherfolk is key to improving their quality of life and ensuring sustainable agricultural practices,” Pangilinan says. “When sixty percent of our population enjoys a viable livelihood and more disposable income, this will have a direct impact on many of our other sectors and industries.” He adds, “The direct participation of women in agricultural enterprises will mean added income for them and greater productivity for the sector as a whole.” “Ensuring the sustainability of our agricultural sector will be key to achieving developed-nation status in 15 years.”

Aggie dep’t. confers with LGUs OZAMIZ City, Misamis Occidental – WITH the intent to accelerate the government’s thrust of sustainable development, which is characterized by attaining food security and self-sufficiency, the Department of Agriculture Regional Field Office 10 (DA-10) recently hosted a consultation with the various local government units (LGUs) of the province. The session was held in Ozamiz City, participated by almost all of the 14 municipalities and three component cities of the province. Participants varied from planning officers, municipal agriculturists, agricultural technicians and other stakeholders within the agricultural sector. With the gathering at hand, it is expected that a finer scheme in terms of planning, organizing, decision-making and other pertinent activities will be employed in the implementation of the department’s supported programs, projects and interventions as the prime responsibility and the

allocation of resources are raked in according to the proponent’s needs from the local level. The meeting tackled on the pipelined services of the agency offered under the four banner programs (rice, corn, livestock and high value crops), including that of organic agriculture and integrated pest management. These differ from production support, market development services, postharvest facilities and farm mechanization assistance, education and training services, regulatory services and among others. Through the consultation, it was likewise learned that some of the agency’s programs, projects and interventions already have projected beneficiaries. Nonetheless, the department clearly emphasized that they would only be given the first priority in the awarding of assistance. In any case that an LGU would fail in complying the required documents, the agency will opt to extend its services to other interested

LGUs who’ve submitted a letter of intent to avail any support from the department’s end. In his message, Provincial Agriculturist Jose L. Satorre reminded the representatives of the various municipalities to empower themselves through the submission of project proposals so as to elicit necessary aid from the department, that would in turn, contribute to the advancement of the agri-sector in their respective areas of responsibility. Meanwhile, DA-10 Regional Technical Director Engr. Roxana H. Hojas encouraged the LGUs, specifically those who haven’t liquidated the funds released to them yet to carry on in devising project proposals while also working on the essential reports of previous transactions made with the agency. Additionally, she stressed that project proposals should harmonize with that of the province’s agricultural development plan. “With all the information that we’ve provided you on

DA-LGU consultation. As the agency deemed it fitting to convey to the various local government units (LGUs) the department’s programs, projects and interventions that they could possibly access from the government, the Department of Agriculture Regional Field Office 10 (DA-10) led by Regional Technical Director Engr. Roxana H. Hojas (top right) unveiled the assistance that the department has in store for CY 2011 for agricultural stakeholders. Drawing representatives from nearly all the municipalities and cities in the province of Misamis Occidental, Provincial Agriculturist Jose L. Satorre (bottom right) pleaded to empower themselves by maximizing the resources that the government can probably extend to them so that, in turn, they would be able to bring deeper impact to marginalized farming communities.

how to access interventions from the department, we hope that these can help and equip your respective municipalities…we have so many assistance lined-up for the agri-sector, that alone should challenge you to do

more,” RTD Hojas ended. The assembly in Ozamiz City is just one among the series of consultations conducted which included that of Misamis Oriental and Camiguin on February 23 in Cagayan de Oro City; Lanao

del Norte on February 28 at Tubod, Lanao del Norte; and Bukidnon on March 6 at the Northern Mindanao Agricultural Research Center in Dalwangan, Malaybalay, City, Bukidnon. # (Joanne L. Olson, DA-10)

Create your own luck THINK a minute. Do you know some people who just have all the luck? They seem to get all the breaks. And you ask yourself: “Why don’t I get lucky? Why don’t I get a great education? A great job or business? A nice house? They’ve learned how to, in a way, create their own luck! I’m not talking about dishonest or illegal ways. I’m talking about hard, honest work. bring out progress in their homeland. For instance, Malaysia, Taiwan, Indonesia and Vietnam fought foreign domination before they achieved genuine economic reforms and progress. Vietnam fought for seven years or more to drive away Americans in their country. After a long-drawn battle at the expense of thousands who offered their lives for genuine independence, the Vietnamese people attained victory. It is no wonder that Vietnam today is fast becoming one of the most progressive countries in Southeast Asia. The Vietnamese people take pride of their achievement as a country and people. Malaysia is highly progressive and developed. Its leaders work out of the sweat of the Malaysian people apart from the dictate of foreign power. There was a time when leaders of Malaysia and the United States exchanged barbs as the Malaysian government stood firm of its policy of independence against the US. The exploits of neighboring Asian countries also applies to the Philippines. However, a nation that thrived in a neo-colonial system will never attain economic progress and development in its true sense of the word. At present, no amount of anti-corruption campaign as there is no amount of idolizing a leader of ‘immaculate character’ can move the Philippines toward genuine development and progress. The only way for the Filipinos to rise above the quagmire of destitution is for its leaders to be pragmatic and to wean themselves from the claws of foreign influence. react: crisguardian@yahoo.com

Catholics grooming Pacquiao for President? LIFE’S INSPIRATIONS: “… But in your hearts revere Christ as Lord. This early, some people are already working to prevent Sarangani Rep. Manny Pacquiao,

the world’s best pound for pound boxer, to aspire for the presidency of this country. Members of some Internet groups are now saying Pacquiao should not become president because he will just be a puppet of the Roman Catholic Church. These people are saying that Pacquiao’s conversion as a Bible-reading person is a

maneuver of Catholic leaders to ultimately prop him up for the presidency so they can control him and later establish a “theocracy”---or a government of churchmen. For whatever it is worth, here is a sample of an Internet posting about this issue: “The Roman Catholic Church, through its political arm the Catholic Bishops Conference of the Philippines, is obviously grooming and preparing Manny Pacquiao, now a Congressman, for the highest position in the Philippines, meaning the Presidency itself. They finally see in Pacquiao GROOMING/p.7

Drink whiskey and you won’t get worms A PROFESSOR of chemistry wanted to teach his 5th grade class a lesson about the evils of liquor, so he produced an experiment that involved a glass of water, a glass of whiskey and two worms. “Now, class. Observe closely the worms,” said the professor putting a worm first into the water. The worm in the water writhed about, happy as a worm in water could be. The second worm, he put into the whiskey. It writhed painfully, and quickly sank to the bottom, dead as a doornail. “Now, what lesson can we derive from this experiment?” the professor asked. Shyam, who naturally sits in back, raised his hand and wisely, responded, “Drink whiskey and you wont get worms.”

PRO 13 gears up for disaster-related operations By MARTIN M. GAMBA

CAMP Rodriguez, Butuan City – Some 100 police officers, belonging to various rescue teams of the Police Regional Office 13 (PRO-13), have successfully hurdled the three-day training on Disaster, Search, Rescue and Relief Operation (DSRRO), recently. Designed by the Police Community Relations Group (PCRG), the activity was aimed at enhancing the skills of the participants in water search and rescue, collapsed structure and first aid, they being the frontliners during disasters and calamities. The course was in adherence to the Chief PNP’s Ten-Point Action Plan of developing or enhancing the competencies, skills and specializations of police personnel other than investigation and resource management. It was also inspired by Sun Tzu, “The art of war teaches us to rely not on the likelihood of the enemy’s

not coming, but on our own readiness to receive him, not on the chance of his not attacking, but rather on the fact that we made our position unassailable” . The closing ceremonies held here was graced by P/ Director Rey L. Lañada of the Human Relations Doctrine and Development, who emphasized the importance of preparation for whatever given mission. He also lauded the PRO 13, headed by P/Supt. Reynaldo S. Rafal, for keeping his men and women readily available to serve the people in times of crisis. The program was highlighted by a competition among the participating rescue teams, distribution of rescue equipment to provincial police offices and the Butuan City Police Office (BCPO) and awarding of deserving PNP personnel involved in search and rescue operations in different parts of Caraga Region. animals including man and we call these advances, science. This kind of science we don’t need. The thought of Iran coming into nuclear capability is dramatic enough to make us shudder but now with this new weapon developed––who cares. The elimination of races is now achievable without direct hand to hand combat or warfare as we know it. Best we ally with the Americans the way the world is evolving or together with the Chinese we may find ourselves in an unbearable heat wave we can no longer stand. harrytambuatco@yahoo. com

best possible puppy or lackey who is even as early as now already almost completely in their clerical pockets!” -oooCIVIL WAR FROM CORONA ACQUITTAL: By now, it is almost certain that Sen. Miriam Defensor Santiago is going to vote in favor of Chief Justice Renato Corona, what with her publicized statements saying the congressmenprosecutors bungled their presentation of evidence in support of the articles of impeachment against the magistrate. Except for senators who will vote according to the dictates of their party leaders, it is fair to predict that many other senator-judges share the view of Santiago and would therefore vote for the dismissal of the charges against Corona likewise. When that time comes, the real problem begins for the Filipino people. The truth is that those seeking Corona’s ouster

have already prepared, even now, a “Plan B”, which will be implemented to compel him to vacate his post even if he is finally cleared, a plan which will involve massive mass actions reminiscent of the EDSA 1 and 2 scenarios. The only problem here is that other groups interested to oust President Aquino from the presidency---those fingered by him and by Sen. Antonio Trillanes IV---will ride on this “Plan B” to destabilize the government and compel Aquino to resign or be removed against his will. This should easily give rise to a civil war, if you ask me. -oooNO FIXED DATE, BUT END IS COMING: US preacher Harold Camping, 90, has made a turn-around: he is now saying he has no evidence the world will end anytime soon. And this is correct, because even the Bible says no one knows for sure when the end will come. But something cannot be denied: the signs given by Jesus, our God and Savior, about the end of the world are now happening. We may not know the date, but it is coming!

It was the second abduction in the town since December last year when militants seized Warren Rodwell, a 52-year old Australian national married to a Filipina in Ipil. Rodwell was taken from his seaside home by gunmen disguised as policemen and dragged him to a waiting boat and brought to nearby Basilan province, a known stronghold of the Abu Sayyaf.
