CAGAYAN de Oro––A businessman engaged in trucking services is contemplating on filing alleged corruption and extortion charges before the Office of the Ombudsman against three officials of the Department of Environment and Natural Resources (DENR) in Northern Mindanao.

Five youths Phivolcs warns of aftershocks in Surigao bolt rehab SURIGAO City––The Philippine Institute of Volcanology and Seismology (Phivolcs) warned of more aftershocks in Caraga region after a 5.9 magnitude earthquake struck Friday afternoon.

This, as cost of damage left by the intensity 5.9 tremor is being updated by local government authorities concerned.

Hard-hit was Basilisa town in Dinagat Islands province, where a wharf, a multi-purpose center and some 20 houses were partially-damaged. Four residential houses were totally-damaged in the area.

Military launches offensive against Abu Sayyaf bandits

PROVINCE of Basilan––The military has launched an offensive against the terrorist Abu Sayyaf in Basilan this week after it discovered the bandit’s training and bomb making camp in the hinterlands of Sumisip town.

This as militar y authorities are still verifying reports of an Indian national having executed by t he Abu S ay y af a l though his wife had already paid ransom for his release.

Authorities had identified the Indian national as Beeju Kolara Veetil, 38, who reportedly abducted by four armed men while visiting a friend in Patikul, Sulu in June last year.

Government forces are continuously pursuing the Abu Sayyaf bandits, led by Khair Mundos and Furuji Indama, who along with some 30 followers fled and abandoned their camp last Thursday.

Explosion rocks near army post KIDAPAWAN City––A powerful explosive went off near the Army outpost along the highway in Pikit, North Cotabato, damaging a private-owned backhoe situated nearby around 8:45 p.m. last week, the local police said.

A depot of heavy equipment of a Chinese construction firm is located near the Army outpost.

Sr. Insp. Elias Dandan, Pikit police chief, said the explosion destroyed the engine of the heavy equipment used in road rehabilitation projects along the PigcauayanPikit national highway in North Cotabato province.

No one was hurt during the blast.

Dandan hinted extortion as the motive behind the blast.

Accordingly, the firm has been receiving extortion letters from an armed lawless group, weeks after they started the road project.

Only last month, two persons were injured when a still unidentified suspect lobbed a grenade along the highway in Pigcauayan town where the vehicles owned by the Chinese firm were located.

Special body to tackle IPs’ concerns pushed GENERAL Santos City–– The South Cotabato provincial board is pushing for the creation of a special body that will exclusively look into the concerns and needs of indigenous peoples (IPs) in the province.

In a resolution, the 12man board recommended to the executive department the establishment of a “special body or council” to address various affairs and concerns involving the tribal residents and communities within the province’s 10 towns and lone city.

The board opted for such move in response to the recent issuance of Memorandum Order No. 742 of the National Commission on Indigenous Peoples (NCIP)

that temporarily suspended the appointment of IP sectoral representatives in local legislative councils.

Such order was issued pending an ongoing review of the commission en banc regarding the matter.

The provincial board issued the resolution after it found out that the creation of a permanent seat for IP representative in the board would require huge funding from the local government.

Based on its findings, the creation of a seat for an IP representative will require an additional expense of P3.1 million to the provincial government annually.

Such amount covers the maintenance and other operating expenses as well

as the salaries and wages of the appointed official, legislative researcher and the driver.

South Cotabato Governor Arthur Pingoy Jr. earlier requested the provincial board to pass an ordinance that would establish a permanent seat in the board for an IP sectoral representative.

The governor made the request based on the implementing rules and regulations of the Indigenous People’s Rights Act (IPRA) of 1997 that mandates the inclusion of an IP representative in the provincial board or Sangguniang Panlalawigan with the same privileges as those of the regular members.

Diel, chair of the adhoc committee that handled the matter, said that if the province would create a seat for an IP representative, “equal protection should also be considered to the other three sectoral representatives” as provided for by the Local Government Code.

She said the code provides that aside from an IP representative, they were also mandated to create seats for e women, labor sector, urban poor and differentlyabled persons.

“If the three other sectoral representatives will be considered, the province will be burdened with a total of P12.476 million annually in additional expenses,” Diel said. With wire report

Miracles do happen when you pray. Indeed, this is manifested by the many survivors who once battled against the raging current of the flood. Some may have lost their homes where they first built their dreams, yet, they are still grateful because through faith they were saved.

December 16 2011 – everyone were awaken to their slumber when typhoon Sendong hit the city. That day was so gloomy until Sendong finally blew off the city in the evening causing thousands of deaths and hundreds of missing bodies. No one ever thought that that typhoon would shatter their lives, leaving them homeless and hopeless.

Certainly, they were caught off guard, including Tikla Natendem, 52 years old, a mother of six and a resident of the United Settlers Area, Barangay Tibasak, this city.

According to her, “sa pagbaha, naa pa mi sa balay, naanad man gud mi inig mudako ang tubig relax lang mi kay dili gyud maanod among balay kay naa raman mi diri daplin sa dalan [layo sa suba].”

She started her story tearfully as she tried to remember every detail that happened during that night.

She and her family already knew that there was going to be a flood but they did not expect that the water would reach more than twice their heights.

“Ang mga tao kay sige na ug baklay ug nanghipos sa ilang butang padulong sa covered court, unya kami wala mi nanghipos ang giuna lang namo [among] upat ka-baboy. Ang among mga butang [kay] naanad naman mi, among sigeg ibutang sa ibabaw,”recalls Tikla.

LAST NIGHT, a message coming from this number +0639053070266 threatened this corner for exposing illegal mining in the mountains of Opol in Misamis Oriental.

The unidentified texter challenged this corner to head the Mines and Geosciences Bureau (MGB) in order to stop illegal mining in the hinterlands of Limonda in Opol.

Apparently, these unknown tex- Cris Diaz ters were stalking this corner after a series of expose involving illegal mining in Opol.

The message has many interpretations. It indirectly warned this corner to stop writing about illegal mining in Opol. The message also confirmed that illegal mining in Opol continues despite efforts of the provincial government to stop it.

On the other hand, the text messaged also affirmed the futile effort of the current MGB head to curb illegal mining in Opol. The message was a cryptic declaration that MGB officials are benefiting from illegal mining in Opol in particular and in Misamis Oriental in general.

No idea how the unidentified texter got hold of this corner’s number. However, friends from the community are tracing the registration of the cellular phone number. Initially, a woman seemed to own the number.

Evidently, the woman was just a ploy.

The search to establish the identity of the owner of the cellular phone number continues. By the time, this article came out, it is certain that the owner already discarded the cellular phone number.

There is nothing to crow ‘though. There are allegations that the illegal mining in Opol had the imprimatur of influential town officials. Although this corner cannot offer proofs, doubts are strong that town Mayor Dexter Yasay could be one of the protectors of the illegal mining in his mountain turf.

Perhaps, after a series of expose on illegal mining in Opol, this corner has stepped on swollen toes where town Mayor Dexter Yasay may have possible involvement.

The series of expose also prompted the provincial government of Misamis Oriental to act decisively. The provincial government initiated a raid in the mountains of Opol where illegal mining proliferated for years.

The raid resulted in the seizure of dozens of compressors used for illegal ‘Hhydraulic mining,’ the primary cause of the siltation and discoloration of Iponan River. The illegal mining also caused mercury pollution of the once luster river where abundant fresh water resources thrived.

Obviously, Yasay’s men who benefited from illegal mining trade have suffered after authorities checked on their illegal activities. With the end of illegal mining, regular allowances of some individuals who have been enjoying Yasay’s magnanimity suddenly stopped, too.

There are suspicions that these individuals are threatening this corner so that articles criticizing Yasay and illegal mining in Opol will discontinue.

Police intensifies drive against MRIT

CAMP Rodriguez, Butuan City––The Police Regional Office (PRO-13), under the leadership of P/C Supt. Reynaldo S. Rafal, has intensified the campaign against MotorcycleRiding-In-Tandem (MRIT) in the region.

The move that involves the establishment of strong and consistent checkpoints all over the region, has so far netted a considerable number of individuals and 43 various types of firearms between January and February this year.

One of them is 43-year old gold-minder Christopher Diano Camino of

Barangay Tambis, Barobo, Surigao del Sur. Confiscated from him by the San Francisco municipal police, led by P/ Insp. Czymeere Nicanor Valencerina, and the 131st Regional Public Safety Company, based in Barobo town, led by P/Insp. Alvin Caballes was a handgrip of a KG-9 Sub-machine pistol, without any document.

Another suspect, Mr. Eric Guarte Pajardo, was arrested by the Cantilan municipal police, led by SPO1 Demetrio Viray at Barangay Lininti-an.

The arrest was made after a concerned citizen

reported to the police that Mr. Fajardo was tuckingin an improvised caliber 3516 revolver, with a fired cartridge of 5.56mm.

“It has always been the endeavour of the PRO-13 to aggressively operate

against loose firearms. For this, we are continuously appealing to the public to report suspicious persons or crimes to the nearest police station for immediate assistance,” Director Rafal said.

SURNECO implements power curtailment SURIGAO del Norte – The Surigao del Norte Electric Cooperative (SURNECO) is currently implementing a voluntary power load curtailment in the entire province.

Affected from 6:00 pm to 8:30 pm are nine barangays of Surigao City, namely Quezon, Bonifacio, Mabini, Mapawa, Trinidad,

Sukailang, Anomar, Masapilid and Bayagnan Islands, as well as the towns of Sison, Taganaan, Tubod, Mainit, Alegria and Placer.

Crime volume in NorMin down by 10% in 2011

CAGAYAN de Oro City–– The Police Regional Office in Northern Mindanao (PRO-10) recorded a total of 15,743 crimes in the year 2011, down by 10.4 percent compared to the crime volume of 17,571 in 2010.

Thus revealed Engr. Cecilio Clarete, chief economic development specialist of

National Economic and Development Authority (NEDA) in Region 10, during the media forum on the regional economic situationer held recently at the NEDA Conference Room.

He said all types of crimes registered decreases except for rape and murder which posted increases by 31 and 8 percent, respec-

tively.

Based on the data gathered from PRO-10, Clarete said the province of Lanao del Norte recorded the biggest drop in crime volume by 31 percent, from 1,172 to 807 cases.

Crime volume in Cagayan de Oro City also decreased by 19 percent, from 4,797 to 3,879 cases, followed by Iligan City, from 2,605 to 2,176 cases,

or eight percent lower than the previous year.

Meanwhile, the regionwide crime solution efficiency rate (CSER) was 12.4 percent while case clearance efficiency rate (CCER) was 17.1 percent.

Among the police offices in the region, Iligan City posted the highest CSER at 16.9 percent while Lanao del Norte posted the highest CCER at 31 percent.

Perez was implicated in the April 1, 2011 hostage-taking of 14 Department of Education officials and teachers in Barangay La Purisima, Prosperidad town.

Perez and two others were allegedly fetched by motorcycle-riding men in Patin-ay, Prosperidad, police said. Ampaso was allegedly picked up by his relatives at the same place, police added.

Gov. Oscar S. Moreno has received a communication from Philippine Sports Commissioner Jose Luis Gomez informing him that one of the boxers who represented the province in the Batang Pinoy games last year has qualified for the English and Sports program in London.

The summer sports program is a project of the Philippine Sports Commission and The British Council designed to provide young athletes with foreign exposure while building character and strengthening their self-confidence.

The PSC has recognized the outstanding performance demonstrated by Jalnaiz in the Batang Pinoy games.

The participants in the London School Sports Program will get to watch the London Olympics and meet with other athletes from other nations. Gov. Moreno is fully supporting Jalnaiz’ successful journey in amateur boxing.

Moreno is hoping that one day, the boxing program of Misamis Oriental will produce topnotch

JALNAIZ athletes and bag the mostcoveted gold in the Olympics.

Jalnaiz has been trained at the MisOr-PLDT-ABAP Regional Amateur Boxing Training Center, a joint project of the Provincial Government of Misamis Oriental, the Amateur Boxing Association of the Philippines (ABAP) and PLDT. The training center built by the Provincial Government in partnership with ABAP and PLDT caters to about 50 aspiring athletes who are trained by a formidable coaching team composed of former Olympian Bobby Jalnaiz, national coach Elmer Pamisa and former boxer Rene Barrientos. Upon verification, the real Fraser Health in Canada denied the e-mail came from them. The fake company uses free e-mail accounts at hushmail.com whereas the true Fraser Health uses their domain name fraserhealth.ca.

Cacdac said the comeons offered by the fake company could be hard to refuse for some Filipino workers looking for overseas jobs.

The e-mail said applicants would not be charged any placement or processing fee, and the cost of air fare and work visa would be paid by the employer. But the catch is they have to pay Php3,750.00 for “Canadian Embassy Interview Coaching” and medical tests costing up to Php5,000.00.

“Because the company is not real, the victims are unnecessarily spending hardearned money in pursuit of non-existent jobs,” Cacdac said.

Cacdac urges job applicants who received such recruitment e-mails to forward the same to info@poea. gov.ph for verification and proper action by the POEA and police authorities. CD

Some smaller nations like the Philippines and its Asian neighbors are not alarmed by the situation although watching it with great concern and fear. The region is far from Asia but modern bullets and cannons now fly higher than its distance. So anywhere in the globe is danger that can annihilate people standing.

Just this week, police said the Abu Sayyaf executed an Indian national Biju Kolara Veetil, 36, who was kidnapped in June last year on the southern province of Sulu.

Freyra said the woman’s family had paid at least P800,000 to the Abu Sayyaf for Veetil’s safe release, but the militants did not free the foreigner.

He said a Malaysian gecko trader - Mohammad Nasaruddin Bensaidin – who was also kidnapped by the Abu Sayyaf in April last year, had been released after a local negotiator paid ransom to the gang.

The kidnappers had originally demanded P5 million ransoms for his safe release.

The 38-year old Malaysian arrived in Sulu in April last year from Kuala Lumpur and had been living in a house in the village of Kajatian in Indanan town when he was kidnapped.

Freyra said another Japanese hostage, Katayama Mamaito, 63, is still being held by the Abu Sayyaf. Mamaito, a treasure hunter, was kidnapped in June 2010 on the island-town of Pangutaran in Sulu.

Aside from the Japanese, the Abu Sayyaf is also holding two fishermen, Renato Panisales and Wennie Ferrer – all employees of the Mega Fishing Corporation in Zamboanga City – after they were seized at sea off Sulu in March last year. Their companion, Jonald Ocsimar, was freed in July after his family paid P300,000 ransom.
