Abu Sayyaf seize six health workers By TEOFILO P. GARCIA of PNA

ZAMBOANGA City––Abu Sayyaf bandits, seized six health workers at gunpoint in a remote village in the island province of Sulu Monday afternoon, military authorities disclosed Tuesday. But the abductors, led by Ninok Sapparis, freed five of the six health workers an hour after they were waylaid at about 3:15 p.m. Monday in Barangay Liang, Patikul town, Sulu, according to Western Mindanao Command (Wesmincom) spokesman Lt. Col. Randolph Cabangbang. Four of them were identified as Hurul-inAlih, 39, midwife; Evelyn Dugasan, 43, midwife; Abinassar Ahajan, 24, sanitary inspector;

and Alhadznie Baiting, 21, nurse, all assigned with the Rural Health Unit. Cabangbang identified the remaining captive as Roselyn Kiram, 54, the municipal midwife of Patikul. Cabangbang said the victims were aboard an L-300 van traveling from Barangay Taglibi, Patikul town en route to Jolo, the province’ capital, when waylaid by the Abu Sayyaf bandits. The bandits took the victims towards the forested area south of Barangay Liang, Patikul where five of the six victims were freed, Cabangbang said. BUTUAN City––The city government of Butuan, the Department of Social Welfare and Development and the Office of Senior Citizens Affairs (OSCA) distributed the amount totalling P855,000 to 570 senior citizens at the city hall lobby here last week. City OIC public information officer Jennifer Michelle Divinagracia said the amount was for the beneficiaries’ first quarter pension at P1,500 each. The local government has been giving out quarterly cash

assistance to senior citizens from the city’s 86 barangays in support of their daily needs in line with the PAY OUT OF SOCIAL PENSION program, she said. Me anw hile, OSCA personnel led by its chief, Imelda Nonan visited Barangay Masao in one of medical missions. House adopts resolution scrapping revised SALN By CRIS DIAZ, Associate Editor

THE HOUSE OF REPRESENTATIVE adopted a resolution urging the Civil Service Commission to withdraw CSC Memorandum Circular 19, series of 2011 prescribing a revised statement of assets, liabilities and net worth (SALN) form. House Resolution No. 2219 said that the CSC Memorandum Circular 19, s. 2011 approved on April 17, 2011, was contrary to the 1987 Constitution and Republic Act 6713. Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro City, who filed the resolution, said that CSC MC No. 19, S.2011 requires information from months

before its approval which may have already been forgotten by the ‘declarant’ and this new requirement by the CSC makes his inadvertence punishable. He said the revised SALN form might be too complex for a public employee who cannot afford to hire the services of an attorney and/or an accountant to assist him or

her in the filling up of the said form. Such a complex form might lead to useless or unjustified complaints against public officers for violations of the law by mere inadvertence, confusion, honest mistake or misapprehension of difficult legal and accounting concepts, Rodriguez added. The resolution cited Section 8 of Republic Act 6713, approved on February 20, 1985, otherwise known as the Code of Conduct and Ethical Standards of Public Officials and Employees, which provides that: “Public officials and employees have an obligation to accomplish and

submit declarations under oath of, and the public has the right to know, their assets, liabilities, net worth and financial and business interests including those of their spouses and of unmarried children under eighteen (18) years of age living in their households”; It said that CSC MC No. 19, S.2011 may also be considered as an ex post facto law, which the 1987 C onstitution prohibits in so far as the Circular punishes the ‘declarant’ for failure to state his income and expenses in the preceding year when the Circular has not yet been published and made effective.

If they can do (this) to their own blood relatives, what more to people out there who are old, are not politicians, are not rich and are not lawyers? My parents were just ordinary citizens,

just being good citizens here in the Philippines and yet to have your own blood relatives cause this type of injustice is…” She was lost for words and started sobbing. Ana’s father passed away without getting justice. Her mother, Raymunda is now 83 years old but would like to see justice. And so does Sister Flory who just turned 90. Thus, this corner finds it futile to pursue its call for a signature campaign against local utility firms in Cagayan de Oro City. Perhaps, the challenged was enough for an aggrieved consuming public to respond and organize among themselves to express their grievances. After all, there were organizations formed to bring these complaints to proper forum. Yet, it appears that the group has ceased to pursue their plans. We do not know why the group suddenly fell silent. Last year, consumers organized themselves purportedly to guard the consuming public against unfair power rate increases. Consumers welcomed the birth of the group. Although glad, the consuming public cautiously watched the group with keen interest. Somehow, frustrations sipped in when the group appeared lethargic in addressing consumers’ complaints. It seems that the run of the mill consumers’ group has lost steam. Wow! -oooTOURISM IS NOT A MATTER OF SLOGANEERING: Now, back to reality: someone should tell the councilors of Tacloban City that instead of uselessly debating about what slogan to use for their tourism campaign, they should try to focus more on improving the peace and order condition in the city, and making Tacloban residents more accommodating and cheerful with tourists. The reality is that tourists will not go to Tacloban---or to any part of the Philippines, for that matter--simply because of a good tourism slogan. Sloganeering is a very minor part of any tourism campaign. UBOD, Lanao del Norte – WITH the unforeseen challenges that a farmer has to surmount in their respective farming ventures, the Department of Agriculture Regional Field Office 10 (DA-10) through the Regional Agriculture and Fisheries Information Division (RAFID) has produced 97 graduates on the School-on-the-Air (SOA) program. A modular discussion aired over the radio that seeks to convey agricultural topics to farmers in far-flung areas, the three-month long SOA on Organic Agriculture formally culminated through a graduation rite on March 9, 2012 at the Macapagal Training Center of this municipality. The program was aired over radio station Radio Natin, Love Radio FM from December 2011 to February 2012 as it aimed to advance organic farming as a lifestyle to guarantee food security and self-sufficiency while upholding an ecologically-sound environment, improving the health of producers and consumers alike, and augmenting the income of farmers within the province. Accordingly, it would contribute in the agency’s clamor in propelling and implementing organic agriculture practices within the country as mandated in Republic Act No. 10068 or the Organic Agriculture Act of 2010, which is principally authored by no less than Agriculture Secretary Proceso J. Alcala. Farmer-graduates came from the municipalities of Baroy, Kapatagan, Tubod and Sapad, wherein Agnes B. Padua claimed the coveted top spot after complying a series of quizzes and the final assessment exam with distinguished marks. Next to Padua in the honor roll is Fe B. Yamcy, in the meantime, was determined to check on the house that they left behind. “It was not much, but it was ours and if there was any chance that anything could be recovered, I wanted to take it,” he said. Everyday for the following three days after Sendong left and the f lood waters began to subside, Yamcy returned to Purok 12. He saw that the basic structure — the skeleton — of their house had survived, but the roof was gone and many of the walls were damaged. He began to clear the house of mud and debris, and salvaged whatever he could from his immediate environment. As soon as they finish rebuilding their house with the help of relief agencies, Yamcy said, he will go and look for work because he had been unemployed for the last three months. Before Sendong struck, he worked in the market for one of the fish sellers. He carried tubs of fresh fish from the delivery vans to the businessman’s stalls in the market. “After Sendong, not too many people wanted to eat fish. People were worried that the fish being sold in t he markets might have tasted and even eaten bodies of people who died in the f loods. The businessman

I worked for closed shop, and all of us, his workers, were rendered jobless,” he explained. The family now mostly relies on donations and the assistance of relatives who still have money to spare and lend. While grateful for the donations of instant noodle packets and canned goods like tuna, sardines and the occasional tinned meatloaf, the Diazes are justifiably worried that the almost unchanging diet is bad for their little boy. Whenever they can afford to, they buy vegetables like kangkong (water spinach) and malunggay (moringa) to supplement the rice rations they receive from humanitarian relief organizations. They are able to buy meat and fish only occasionally, and always with borrowed money. Yamcy gestured to the soil in the backyard of their small house. “I want to clear this area and plant vegetables here. Tomatoes, eggplant, beans are very easy to grow. If we had seedlings, my wife and I as well as our neighbors could begin planting small crops for our own consumption,” he said. Johnamae, in the meantime, wistfully wants to reopen a store? “I used to run a small store before Sendong. Everything in the store disappeared in the flood, and for a while I really felt bad about it. Maybe one day when Yamcy has found stable work I could start over again,” she said.

Food and cash for work programs When asked if the local and national governments have done anything to help the residents of Purok 12, Yamcy ruefully shook his head. He said he was not really aware of any efforts the government was doing. “There was a ‘food for work’ program and another called ‘cash for work,’ but they didn’t last long and not everybody was given opportunities to participate. It was a three to five day-scheme, I was told. Work for three or five days and be paid P200 ($5) every day, or get food packages. The problem was each man was only allowed to register with the program once and that was it,” he said. In a report in the Philippine Information Agency dated February 16, it was stated that the Department of Labor and Employment implemented the emergency employment program Yamcy described. The program was first implemented on February 6, with each worker being given P215 ($ 5.12) per day for 15 working days. They were provided with working tools like shovels, rakes, and wheelbarrows which were to be returned after the completion of the clean-up operations in the evacuation centers and public areas.
