Two Bukidnon barangays sign MOA for Hedcor hydro project

ITAOTAO, BUKIDNON – Represented by barangay councils of Barangay Kipilas and Barangay Sinuda, Engr. Gregorio Jabonillo, Hedcor vice president for Business Development signed the memorandum of agreement (MOA) for the proposed run-of-river Sita-Simod Hydroelectric Power Project last April 30 and May 7 respectively.

“To help address the power shortage of Mindanao, Hedcor will expand its operation in Kitaotao, Bukidnon, harnessing the water running from the Sita and Simod rivers with a total capacity of 28.2 megawatts” said Jabonillo.

With the leadership of Datu Roelito Gawilan of Barangay Sinuda and Merlinda Gador of Barangay Kipilas, the clearance to proceed to the next steps is ideally given to Hedcor after the signing.

“At last! We signed the memorandum of agreement.

We look forward to the completion of this project. I am hopeful that through this project can help in the barangay development and progress”, Gador said.

Included in written agreement, qualified residents in the community will be given priority for employment and training opportunities during the stages of construction and operations. Consequently, the workforce will be sourced out from the members of the host community to participate in

the operation and maintenance of the proposed plants.

“This project is not only for Hedcor but it’s for everybody”, said Gawilan. “The ManoboMatigsalog tribes are in need of development that’s why we welcome Hedcor.

The signing of this agreement is a sign of strengthened relationship and with one goal, to pursue this project”, Gawilan added.

Hedcor Bukidnon, Inc. will also provide direct taxes and license fees to the local government of Bukidnon for better opportunities to finance other developmental projects.

“Our existing host communities of the 42.5-MW Sibulan Hydropower Plant can attest how Hedcor is sincere with its promise”, Jabonillo said to the community.

Hedcor is a wholly-owned subsidiary of AboitizPower Corporation. Hedcor is the largest developer of run-ofriver hydropower plants in the country with 19 hydropower plants in Benguet, Ilocos Sur, and Davao.

7 miners killed inside Tremor jolts Zamboanga del Sur; tunnel in Surigao City landslides feared in ‘gold mountain’

BUTUAN City––Seven of eight miners were trapped and died of suffocation inside a tunnel in Sitio File, Barangay Mat-i, Surigao City Thursday.

Officials identified the fatalities as Jomar Estrella, 26, Delvin Antipas, 21, Dexter Antipas, 18, Arnel Palasan, 22, Julius Mayola 26, Basty Porlas Avila, 23, and Faustino Abendan Pacquiao, 22.

Only Berdan Porlas Avila, 19, survived.

Authorities said the mining operation in the area is owned and financed by Jonnalyn Torre Martinez, 42.

Police investigation showed that four miners first went down the tunnel to transfer a hose to another tunnel, followed by four other workers. When the eight men did not come out of the hole, their co-workers got worried and dropped a rope for the miners down to cling to.

Berdan Avila came out at around 9 am and told his co-workers that they “had difficulty breathing” inside the tunnel. Rescuers immediately pulled out the trapped miners and rushed them to the Caraga Regional Hospital also in Surigao City.

All seven miners died of suffocation while Berdan Avila survived and is now confined at the hospital, police said.

PAGADIAN City––A 4.1 magnitude quake on Friday hit Pagadian City in the southern Philippine province of Zamboanga del Sur, but there were no reports of damages, authorities said.

The Philippine Institute of Volcanology and Seismology said the quake struck at around 5.49 a.m. and was traced 56 kilometers south of Pagadian.

It said the origin of the tremor was tectonic about 16 kilometers deep.

The quake trigged renewed fears in nearby town of Bayog where illegal mining activities continue unabated in the mountain of Balabag in the hinterland village of Depore.

There had been numerous deaths in the past in Balabag after tunnels dug by small scale miners searching for gold collapsed.

The Mines and Geosciences Bureau of the Department of Environment and Natural Resources said the whole area of Balabag is a danger zone due to land-

slides and fault lines in the mountain and aggravated by rampant mining activities allegedly financed by some local officials.

The agency has issued an

order last month to stop all illegal mining activities in Balabag and other parts of Zamboanga peninsula, but police and military authorities have not acted on it for a still unknown reason.

NGO told to look back on its ‘history’

CAGAYAN de oro City–– As Balay Mindanao Foundation, Inc. (BMFI) forges ahead in breaking new grounds towards the achievement of peace, equity and development of Mindanao, it is challenged to always get its direction and sense of purpose from its origin and history.

“Quo vadis, Balay Mindanaw?” asked Monsignor Elmer Abacahin, SSJV, during the Eucharistic Celebration that kicked off the 16th anniversary celebration of BMFI on Tuesday (May 8).

Abacahin, who pastored the Immaculate Conception Parish in Barangay Bulua, where BMFI is now headquartered, urged all BMFI staff and personnel to always remember three things as they continue to “fight” for peace, equity and development of Mindanao: Remembrance, thankfulness and challenge.

“We have to go back and then express our gratitude.

Employers criminally charged THE Office of the City Prosecutor of Cagayan de Oro and Malaybalay re cent ly exec uted two separate resolutions in favor of Pag-IBIG Fund in the criminal charges filed against PT Agricultural Resources, Inc. and United Valiant Group Services, Inc. for their failure to

collect and remit the mandatory contributions due to their employees as well as the required employer counterpart.

After a thorough corroboration of evidences during the preliminar y investigation, it was established that the aforem e nt i on e d c omp an i e s

deliberately violated Republic Act 9679 which is also known as the Home Development Mutual Fund Law of 2009.

As a result, the City Pro s e c ut or s O f f i c e of Cagayan de Oro and Malaybalay further recommended the filing of criminal charges before

the Municipal Trial Court in Cities against the governing board of directors of these employers for non-compliance with RA 9679.

“The progress in these cases will absolutely give the Pag-IBIG members a moral boost and an assurance that the Fund will do

everything to uphold their rights thereby giving them access to the benefits due to them,” said Juliano S. Banghal, Pag-IBIG Fund Cagayan de Oro Branch’s Department Manager.

In a related news, the personnel of the Pag-IBIG Cagayan de Oro Branch are currently conduct-

ing a series of mapping activities in Region 10 to validate if establishments are actively contributing in the Fund.

Meanwhile, unregistered / delinquent employers may now avail of the Penalty Condonation Program in Pag-IBIG Fund only until June 30, 2012.

Have you heard of the new emotional sickness called Sudden Wealth Syndrome?

It happens to people who suddenly become rich by winning a big lottery jackpot, inheriting a lot of money, or other quick ways. But then what these newly rich people often find out is that it doesn’t end up being the happy dream they expected.

They soon discover what many other rich people already know: money can’t buy happiness that lasts.

But that’s just our problem: we think that happiness is something out there that we have to find and get, like money, a position of respect and power, or physical pleasure and fun experiences.

So how do we get hold of happiness that lasts for a lifetime?

Well, the first big step is we must admit that we’re not totally happy and we need help. But that’s hard for us strong, independent human beings to do!

We’re like the man who came home drunk one night. As his wife helped him into bed she asked him if he wanted her to pray for him. He nodded yes.

So she began: “Dear Lord, I pray for my husband who lies here drunk.” But her husband suddenly interrupted her and said: “Don’t tell Him I’m DRUNK! Just say that I’m…SICK!” In our own heart and conscience we all know that we’ve done things wrong and failed to live the way

we know we should.

We’ve not always lived in a close, right relationship with our Maker, and many of us won’t admit that we’re wrong and have failed.

Neither will we admit that we can’t fix our life and make it right by ourselves.

But until we finally face the facts that we’re not completely happy and at peace, our life won’t change.

Yet today, if you’ll sincerely ask Jesus to forgive you for all your wrongs and living your way; then ask Him to take full control of your life every day, you’ll finally have peace with your Maker and the satisfying life you should be enjoying.

So why not finally get hold of happiness that lasts?

You’ve got nothing to lose and everything to gain.

China: Asia’s new aggressor?

First of two parts CHINA recently suspended all mainland tourist scheduled for the Philippines. This, as territorial conflict over the Scarborough Shoal (Bajo de Masinloc), a Philippine territory in Luzon’s west coast, remained unresolved. The Chinese government has also started to drum up public opinion in their mainland. The idea Cris Diaz is for the Chinese government to draw massive sympathy over their ‘historic claim’ of the Scarborough Shoal.

In fact, one of China’s television newscasters made a claim that the Philippines belonged to Chinese territory.

The newscaster, however, apologized and immediately corrected the unintentional malapropism.

Whether the newscaster’s unintentional use of the wrong word (phrase) was a simple memory lapse, the gesture invited varied interpretations. For patriotic Filipinos, the statement was a direct insult to national pride. It clearly undermined the sensibility of the country and its people. For some, the statement was provoking.

Yesterday, a global protest against China took place around the world led by Filipino workers and residents abroad. Rally organizers warned Chinese nationals to stay home to avoid possible harm. The warning was inciting. However, we expected no harm against Chinese, especially those who have adopted the Philippines as their homeland.

This brouhaha stemmed over China’s claim of Scarborough Shoal and the continued presence of Chinese

navy in the area. China claim all islands and islets in the South China Sea. This claim includes Taiwan and its surrounding islands. China’s description of the ‘South China Seas in 1947’ include claims over a complex group of islands they called the ‘Southern Island.’ The Southern Island is the ‘Spratly Island,’ all under the Guangdong Provincial Government prepared in 1947 by the Secretariat.

Undoubtedly, China’s recent irredentist posturing in SCS is instigating thoughts of an emerging aggressor in Asia. However, China’s traditional approach toward other territorial claims in SCS showed similar pattern over territorial dispute of the Senkaku Islands of Japan in 1960. China’s claim over the Senkaku Island was largely on historical claim.

In the end, China agreed to a settlement based on realistic historical, geographic, and security concerns.

China settled its claim on Senkaku Islands necessarily on national security interests, and on principles of equity in accordance with internationally adopted legal premise.

The Sino-Japanese territorial dispute over Senkaku Islands occurred more than almost 60 years ago. From that time to the present, the geo-political arena has drastically changed as the advent of modern technology made every place in the planet within stone throw.

Territorial claims and expansion of influence became the order of the day, as countries –both developed and underdeveloped struggled to have access and control of declining resources.

China, with a population of over one billion and about three million standing armies to feed, needs more resources than any other country around the world.

Again, humanity science has its own methods. These methods are used to measure and they are primarily analytical, critical, or speculative. Beside, using these methods, humanity science can be said different from other empirical approaches.

The empirical approaches are mainly and commonly implemented in the natural sciences. Thus, these two— humanity and natural science—appears different.

WHEN statistics start to speak and tell you that the January 2012 Labor Force Survey (LFS) results of the country registered an employment rate of 92.8 percent, which is not significantly different from the estimate reported in January 2011, which was 92.6 percent, what will be your outright reaction?

In the same vein, when statistics will unfold before your eyes and show you another findings obtained from the survey that of the total employed persons in the Philippines in January 2012, 62.1 percent were working full time while 36.7 percent were part-time workers, what will be your immediate response?

Such rhetorical questions might lead one to think critically and to start untying the entangled thread that complicates the issue on underemployment as one brings to the fore these questions - “Who are the underemployed?” “How does underemployment differ from unemployment?

While unemployment has been a common topic of discussion, underemployment and its effects have not been given much attention, even though

the number of underemployed workers has also increased.

It has been said that “u n e m p l o y m e n t a n d underemployment are considered as the two difficult socio-economic problems that can cause undesirable effects on the person’s economic and social status.

The easiest way to present the concept that illustrates the meaning of unemployment is when one is in a jobless condition. On the other hand, underemployment refers to a condition wherein an employed individual’s work is insufficient to fulfill his needs. Moreover, employed persons who express the desire to have additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours are considered underemployed.

According to NSO Administrator Carmelita N. Ericta, “the number of underemployed persons in the country in January 2012 was estimated at 7.0 million placing the underemployment rate at 18.8 percent. The underemployment rate in January 2011 was estimated at 19.4 percent. Fifty-

Views & Opinion nine percent of the total underemployed persons were visibly underemployed or working for less than 40 hours during the reference week. Those working for 40 hours or more accounted for 38.8 percent. A large percentage of the underemployed were working in the agriculture sector (43.8%) and services sector (40.5%).

The underemployed in the industry sector accounted for 15.7 percent.”

What about Northern Mindanao ?

Based on the Preliminary Results of the January 2012 Labor Force Survey conducted by the National Statistics Office, the underemployment rate for Northern Mindanao was posted at 26.6 percent.

Though it decreased by 1.7 percentage points from 28.3 percent a year ago, it still registered as the highest among the Mindanao regions and also higher than the national figure of 18.8 percent. Some of this number of people employed for less than 40 hours a week means that there is less money being brought home to pay for living expenses, barely enough to pay for the basic needs of the family. Underemployment is

often related to marginal work, and therefore creates substantial distress and hardship to the individuals. Most underemployed persons are living on low wages and/or in poverty and they have nothing to spare for the education of their children, leading to an increase in the number of uneducated children and those who have dropped out from school.

This would then pose another problem on the labor force in the future as these children would find it hard to look for a job that would fit their qualification. As cited in an online article in the Journal of Management, “‘I Have a Job, But…’ A Review of Underemployment,”

by University of Nevada, Reno Assistant Professor Frances M. McKee-Ryan and University of Alabama Assistant Professor Jaron Harvey, underemployment brings potential detrimental effects to individuals, organizations and society.

Along with the decreasing trend on the underemployment, Northern Mindanao also experienced a decline on the unemployment rate which was estimated at 4.3 percent, indicating 0.6 percentage point lower compared a

year ago with 4.9 percent.

Despite the vast development of numerous establishments and industries in the region, still some people were not able to get hold of a job.

On the other hand, the labor force participation rate for the region is posted at 69.2 percent. It showed a slight increase of 0.8 percentage point from 68.4 percent in 2011.

This placed the regional employment rate at 95.7 percent, higher by 0.6 percent compared to last year’s rate of 95.1 percent.

However, employment growth was not sufficient to reduce unemployment because of population growth and increased labor force participation.

Across industry groups, those employed in the services sector comprised the largest group, making up nearly half (45.1%) of the total employed persons. Employed persons engaged in wholesale and retail trade; repair of motor vehicles and motorcycles comprised the largest group in the services sector (17.0% of total employed).

Among the various occupation groups, the laborers and unskilled workers comprised the largest group making up 39.6 percent of the total employed persons in January 2012. Farmers, forestry workers and fishermen were the second largest group with 18.5 percentage share.

Indeed, underemployment might be a complex phenomenon that is difficult to study, but if it would not be given attention, it will continue to bring more challenges that will affect the individuals and the economy.

RYAN Agoncillo says the rumors that “Talentadong Pinoy,” TV5’s top-rated talent search, will go off the air are true.

The show will take a hiatus after Season 3 c on c lu d e d w it h a spectacular “Battle of Champions” last weekend—but only to give away to the first ever “ Ta l e nt a d on g P i n oy Kids Edition.”

The special edition, for contestants 10 years old and below, will start on May 19 and run for several weeks. The first auditions for the Kids Edition was held Tuesday at SM Bicutan.

Over the years, the Nobel Prize in Literature has distinguished the works of authors from many different languages and cultural backgrounds. The Literature Prize has been awarded to unknown masters as well as authors acclaimed worldwide (Wikipedia).

From one of the examples of humanity science and its existence, it is important to call the entire nations world wide for paying more attention to the humanity science. In this effort, any criteria are required to be reformulated so that the more tangibility-oriented scientists can be made aware of such humanity development.

When nations are trapped into the tangible things—natural and exact science—the human being lives will inevitably be harmful. Senses of human will disappear and mortality will come up again and again. There must be a simultaneous action world wide reminding all scientists of paying more attention to the development of humanity sciences.

Otherwise, the humanity scientists will have no place for their existence and development. Humanity science and its products cannot be judged tangibly but it should be treated intangibly.

From that very humble beginnings, BMFI stayed on course and now continues to scale new heights in establishing a “balay that is a house, a home, a family” where there is “kaangayan, kalambuan, kalinaw” for the Moros, the Lumads, and the Settlers not only in Mindanao but the entire Philippines and the World.

With so much accomplishments in so short a time — becoming a global brand in peace, equity and development work —BMFI must always show gratitude to the “Prince of Peace, God” for giving its ver y being meaning and purpose, Abacahin urged.

“In remembering, in our going back to our origin, our root, we cannot help but express our g r at itu d e … [ e s p e c i a l l y since] there is nothing is this life that we can

call our own; everything comes from God, even the gift of peace,” he said.

Abacahin also reminded BMFI to remain true to its calling as channel of blessings and peace.

“We have lots of problems, especially in Mindanao and most esp ecially in our ver y own city Cagayan de Oro. Our experience with Sendong is an eye-opener. But what is important is we help… the poor…We have been made into channels of relief and blessings…We are just instruments,” he said.

As BMFI begins another year, Abacahin encouraged all staff to continue to work for peace.

Kool Adventure Camp upgrades kayak program Eight facilitators of the Ramon Aboitiz Foundation Inc. (RAFI) Kool Adventure Camp (KAC) have successfully passed the five-day kayak coaching level 1 and star 2 proficiency training programs conducted by kayak mentors from Water Venture Singapore held in Mactan, Cebu last April 9-13.

Part of KAC’s ongoing expansion of its programs is upgrading its water expedition leadership program through its with Water Venture Singapore.

RAFI’s KAC offers Kayak Expedition leadership program for corporate professional groups as well as the youth. This program is one of KAC’s highlighted offerings before the opening of its new camp site next year.

KAC’s training goal this year is to upgrade the proficiency of its facilitators to effectively and safely conduct kayaking programs in Cebu as part of its professional and youth expedition programs. The kayak proficiency program
