BUTUAN City––Acting Mayor Lawrence Lemuel Fortun is calling for an investigation into the fatal fire incident that killed over a dozen of people at dawn yesterday. Fortun, who was at the fire scene, said an investigation on reports of noncompliance with fire or emergency exit requirement by business establishments was in order. As presiding officer of the city council, Fortun said the tolls in the fire in terms of lives and property losses deserved to be looked into by the local legislative body. “The huge number of fatalities was unprecedented in the city’s history,” he

added. Some 17 people were killed while three others survived a conflagration that destroyed several business establishments on Montilla Boulevard in Barangay Humabon here. Authorities were still determining the fatalities’ identities as firefighters were still clearing the fire scene. DAVAO City––Four government soldiers were wounded in a clash with communist rebels in Agusan del Sur province in the southern Philippines, officials said Tuesday. Officials said the soldiers were sent to the village of Salvacion in Trento town after residents tipped off the military about the presence of New People’s Army rebels in the area. Troops clashed with rebels after they ran into a group of some 30 gunmen in the village and the fighting lasted about an hour, according to Lt. Col. Lyndon Paniza, a spokesman for the 10th Infantry Division. He said soldiers also recovered landmines and grenade left behind by rebels. “Troops recovered three landmines, one hand grenade and several personal belongings,” Paniza said. Some 50 families have fled their homes in the town for fear the fighting between security and rebel forces would escalate. The villagers are now temporarily staying in Pulang Lupa village. The NPA is fighting for the establishment of a Maoist state in the country. (Mindanao Examiner)

China begins drilling for oil

CHINESE state media say the country’s first deepwater oil drilling rig has begun operations in the South China Sea. The official Xinhua news agency says the rig began drilling for oil Wednesday at a depth of 1,500 meters in an area located about 320 kilometers southeast of Hong Kong. The state-owned China National Offshore Oil Corp, which operates the rig, called the moment a “substantial step” for China’s deep-sea oil industry. Clannish war breaks out On Oro’s in Lanao del Sur, 12 hurt drainage projects

A CLANNISH war between two feuding families broke out Monday in the Moslem dominated province of Lanao del Sur leaving 12 people hurt that triggered mass evacuation in the area, police said Wednesday. Police Supt. Romeo Magsalos, Lanao del Sur police provincial director, said about 16 heavily armed

men attacked the village of Macauranding, located in the borders of Malabang and Marugong, in Lanao del Sur that triggered a two-hour firefight leaving 12 persons hurt, four of whom are in the hospital. He said a peacekeeping force have been deployed in the borders of Malabang and Marugong towns in Lanao

Aquino swears in members of ARMM regional assembly PRESIDENT B enigno Aquino, III, swore in 24 members of the transition team of the Regional Legislative Assembly (RLA) of the Autonomous Region of Muslim Mindanao (ARMM) in Malacañang on Tuesday. The assemblymen represent the various congressional districts of the ARMM and sectoral groups that include women, indigenous cultural communities and agriculture. The ARMM has a unicameral RLA headed by a Speaker. It is composed of three members for every congressional district. The current membership is 24, where six are

from Lanao del Sur including Marawi City, six from Maguindanao, six from Sulu, three from Basilan and three from Tawi-Tawi. The RLA is the legislative branch of the ARMM government. The regular members, three members per district and sectoral representatives, have three-year terms with a maximum of three consecutive terms. It exercises legislative power in the ARMM, except on the following matters: foreign affairs, national defense and security, postal service, coinage and fiscal and monetar y policies, administration of justice, quarantine, customs and

tariff, citizenship, naturalization, immigration and deportation, general auditing, national elections, maritime, land and air transportation, communications, patents, trademarks, trade names and copyrights, foreign trade, and may legislate on matters covered by the Shari’ah , the law governing Muslims. The RLA members will serve as the transition team in ARMM until the May 2013 elections. Homez is hopeful the power situation in North Cotabato will improve once the Pulangi-4 hydroelectric power plant in Maramag, Bukidnon starts its operations anytime this week. the moral and intellectual training I received from her.” It’s clear throughout history that women and mothers are some of the most important, powerful people in the world. Proving true the saying: “The hand that rocks the cradle is the hand that rules the world.” Jesus Christ Himself clearly showed that women are just as important to God as men.So won’t you ask your Maker to help you see and value yourself the same way He does? Then, whether you’re a woman or a man, ask Jesus to forgive and help you change so you will start showing honor and respect to your mother, or wife, by the way you treat her. Just Think a Minute.

Journalists need laws to protect them, not lip service TWO days ago, a broadcast journalist was gunned down in Mati, Davao del Sur. Nestor Libaton, 40, radio reporter of the Catholic-run DxHM-AM (Ang Radyo Totoo), was on his way to the city proper on board his motorcycle when waylaid by two suspects riding in tandem in a separate motorbike. Libaton succumbed to seven gunshot wounds and died on the spot. Cris Diaz The killing of Libaton took place a day after Malacañang Palace issued statement that the government is doing everything to secure members of the press. The assurance was made as President Aquino condemned the killing of Rommel Palma, 31, a reporter of Bombo Radyo in Koronadal City on April 30. On April 24, 2012, Michael Calanasan, a reporter in Laguna was also shot dead. The killings took place days before and as journalists around the world commemorate ‘World Press Freedom Day’ on May 3. Former President Gloria Macapagal Arroyo left 78 journalists, mostly broadcast, killed at the end of her term. Arroyo’s administration tallied the highest number of journalists killed when 32 broadcast and print journalists were slaughtered in the Maguindanao carnage in 2009. Notwithstanding, at the rate of three or four journalists killed every month, the Aquino administration

will tally the highest journalist killed in the scoreboard three and half years from now. Aquino might leave 100 or more journalists killed when his term ends in 2016 sans massacre. Indeed, the Philippines is the most dangerous place for a working journalist anywhere in the world – even more dangerous in countries where armed conflict is going on. To exacerbate the situation, an ordinary Filipino journalist works on a dangerous ground without protection from the government. It is always the usual pronouncement of the government that protection and security of working journalists are on top of their agenda. However, that pronouncement turns out nothing but one among the many ‘lip services’ the government is adept with. The truth is the government has not passed legislations to protect working journalist against publisher discrimination and security of tenure. Not almost all journalists (broadcast and print) in the countryside enjoy the minimum wage law. These journalists have no health and retirement insurance, too. Some may enjoy minimum wage and insurance coverage but they do not enjoy wage hike as much other private companies do. Countryside journalists lived in squalid poverty. They are only rich in courage and armed with indomitable spirits that expose graft and corruption in local government units. They are always vulnerable to the excesses of those in SERVICE/PAGE 6

According to NSO Administrator Carmelita N. Ericta, “the number of underemployed persons in the country in January 2012 was estimated at 7.0 million placing the underemployment rate at 18.8 percent. The underemployment rate in January 2011 was estimated at 19.4 percent. Fifty-nine percent of the total underemployed persons were visibly underemployed or working for less than 40 hours during the reference week. In response, the Water, Hygiene and Sanitation (WaSH) cluster of Xavier Ecoville tapped the Ateneo Innovation Center (AIC) in installing a facility that would make wastewater re-usable for irrigation and other uses. Considered to be the first of its kind in Cagayan de Oro City, the Localized Constructed Wetland Greywater Treatment facility uses umbrella plants, like papyrus, as disinfectant. Based on the Preliminary Results of the January 2012 Labor Force Survey conducted by the National Statistics Office, the underemployment rate for Northern Mindanao was posted at 26.6 percent. Though it decreased by 1.7 percentage points from 28.3 percent a year ago, it still registered as the highest among the Mindanao regions and also higher than the national figure of 18.8 percent. Some of this number of people employed for less than 40 hours a week means that there is less money being brought home to pay for living expenses, barely enough to pay for the basic needs of the family. Underemployment is often related to marginal work, and therefore creates substantial distress and hardship to the individuals. Most underemployed persons are living on low wages and/or in poverty and they have nothing to spare for the education of their children, leading to an increase in the number of uneducated children and those who have dropped out from school. This would then pose another problem on the labor force in the future as these children would find it hard to look for a job that would fit their qualification. As cited in an online article in the Journal of Management, “‘I Have a Job, But…’ A Review of Underemployment,” by University of Nevada, Reno Assistant Professor Frances M. McKee-Ryan and University of Alabama Assistant Professor Jaron Harvey, underemployment brings potential detrimental effects to individuals, organizations and society. Along with the decreasing trend on the underemployment, Northern Mindanao also experienced a decline on the unemployment rate which was estimated at 4.3 percent, indicating 0.6 percentage point lower compared a year ago with 4.9 percent. Despite the vast development of numerous establishments and industries in the region, still some

people were not able to get hold of a job. On the other hand, the labor force participation rate for the region is posted at 69.2 percent. It showed a slight increase of 0.8 percentage point from 68.4 percent in 2011. This placed the regional employment rate at 95.7 percent, higher by 0.6 percent compared to last year’s rate of 95.1 percent. However, employment growth was not sufficient to reduce unemployment because of population growth and increased labor force participation. Across industry groups, those employed in the services sector comprised the largest group, making up nearly half (45.1%) of the total employed persons. Employed persons engaged in wholesale and retail trade; repair of motor vehicles and motorcycles comprised the largest group in the services sector (17.0% of total employed). Workers in the agriculture sector comprised the second largest group, consisting of 44.7 percent of the total employed persons. Only 10.2 percent of the total employed was in the industry sector. Among the various occupation groups, the laborers and unskilled workers comprised the largest group making up 39.6 percent of the total employed persons in January 2012. Farmers, forestry workers and fishermen were the second largest group with 18.5 percentage share. Indeed, underemployment might be a complex phenomenon that is difficult to study, but if it would not be given attention, it will continue to bring more challenges that will affect the individuals and the economy.

On-going four (4) drainage projects located at Corrales - Velez Sections, Bitan-ag- Osmeńa Sections and Osmeńa - Corrales Sections.
