Govt remains undecided on Agus-Pulangui privatization PRESIDENT Benigno Aquino III said the decision on whether to privatize Agus-Pulangui hydro power plants could not be done with a click of a thumb. The President said the privatization issue “is not biglaan,” when asked during his visit on Monday to grace the People’s Organizations (POs) Congress in line with Department of Agriculture’s Mindanao Rural Development Program (MRDP) at the Grand Regal Hotel in Davao City. “We need to study everything the pros and cons, the financial state of Napocor if it is earning or otherwise,” he said. He said there are numerous technicalities needed to study to come up with a concrete stand on Agus-Pulangui hydro power plants. He clarified however that the study is ongoing amid the strong opposition raised by Mindanaons on the privatization matter. Aquino said the proposal that reached him is no privatization of AgusPulangui to investors who are not Mindanaons. “Ang nakarating sa akin na recommendation is no to privatization that means it will remain with Napocor,” he said elaborating that to his interpretation the proposal is privatization of Agus-Pulangui for purely Mindanaon investors. THE Criminal Investigation and Detection Group (CIDG) in Region 13 has filed charges of robbery-in-band and arson against 136 alleged leaders and combatants of the New People’s Army (NPA) tagged in the October 2011 attack on Platinum Group Metal Corporation (PGMC) in Claver, Surigao del Norte. Police Supt. Bowenn Joey Masauding, chief of CIDG in Region 13, said the charges were brought by P/Sr. Inspector Gerson Soliven of CIDG-Surigao del Norte before the office of Surigao City Prosecutor Jesse Rey Silvosa, May 7 this year, and docketed under NPS number XIII-06-INV-12K-112 and XIII-06-INV-12K-113. Charged were Jorge Madlos, alias Ka Oris, spokesperson of the NPA Mindanao Committee; Myrna Sularte, alias Maria Malaya, Iyay, Bingbing and Imang, secretary of the NPA North Eastern Mindanao Committee; Nando Robuca, alias Putol; Rommel Salinas, alias Mark, Artem and Doming; Pablo Logatiman, alias Boni, Mike and Bedo; Edilborte Reponte Dabal, alias Bong and Waco; Isagani Madlos, alias Edron; and 10 other ‘rebel’ leaders identified only as Bea, Daday, Rudy, Nayan, Grace, Liam, Owen/Jong, Joseph and Cris/Tomas. ‘Flores de Mayo’ By GLENN B. AÑORA THE Flores de Mayo (Flowers of May) blooms at her fullness leading all roads towards the 56th Annual National Council Meeting (ANCM) in Mambajao, Camiguin province. Every wave that hits the beaches of the island rehearses to laugh their hearts out to welcome one and all to the majestic and enchanted paradise. Mt. Hibok-hibok is as tranquil and lethargic as ever. The view of the sunken cemetery not too far away from the lung-busting climb to the walkway of the old volcano awaits all nature trekkers. The grandeur of the white island that exudes with eloquence prepares for another round of tourists visit across the crystal clear sea waters. The hot and cold springs continue to flow aware that they have to reach the sea to bring to fruition their usefulness. Every opportunity to welcome all Scouts to the island remains the foremost order of the day. Coming to the annual national council meeting had become tedious for many who’ll be in attendance with the exception of six unassuming delegates of Cagayan de Oro Council.
For this year’s ANCM is a year to cherished with and be lost from one’s reality to be in this island paradise and accept a covetous Medal of Honor from the Boy Scouts of the Philippines. Just a fortnight ago, while celebrating their annual Christmas party with the local council a call to serve gallantly is out of the question. Sendong send almost everyone on his path into its knees and trampled on everything that resist his madness and recklessness. With so little time to waste, every second counts––off they go and rescued many and the rest is history. Endangering oneself to the point of being swept away by the madness is one true meaning of Service. The years of training as a Scout and putting everything on the line to serve is a fitting reminder for all good Scouts within the association. For these men and woman of Cagayan de Oro Council one has to be above personal considerations to be able to serve. It would have been easier to stay at the comfort of one’s home than to risk one’s life. This group of awardees is a mixture of youth and experience. Total resources slightly dipped by three percent from P58.24 billion in 2010 to P57.38 billion in 2011. Capital however moved up slightly by 5.5 percent to P5.68 billion from the pre-
vious year’s P5.465 billion. The Bank’s capital adequacy ratio (CAR) stood at 16.15 percent under Basel II, still well above the 10 percent minimum requirement of the Bangko Sentral ng Pilipinas. PVB President Ricardo A. Balbido Jr. said that “The Bank was able to generate substantial results in 2011 inspite of the historical low interest rates and intense industry competition brought about by the excess liquidity in the system.” PVB is a private bank, but it has the advantage of an authorized depository of government funds.
PVB officials said that they have been offering banking services that fit the growing needs of both government agencies and private businesses. Philippine Veterans Bank is a private commercial bank owned by some 400,000 World War II veterans, widows and their heirs. The Bank is also committed to providing 20 percent of its annual net income to the Board of Trustees for the Veterans of World War II (BTVWWII) which manages programs for the benefit of the WWII veterans, widows and their surviving families.
THE Senate on Tuesday ordered the Commission on Elections (Comelec) to conduct a new general registration of voters in the Autonomous Region of Muslim Mindanao (Armm). The directive was contained in one of the resolutions approved Tuesday where the Senate sought to annul the book of voters in the Armm and the other sought the conduct of a new general registration of voters in the region. Abducted trader freed ZAMBOANGA City––Filipino gunmen have freed a Malaysian lizard trader kidnapped last year in the southern province of Sulu, Malaysia’s Star newspaper reported Tuesday. It said Nazaruddin Saidin, 39, arrived Sunday in Sandakan City in Malaysia’s oil-rich state of Sabah after kidnappers freed him over the weekend. He was immediately flown Monday to Kuala Lumpur and reunited with his family. Nazaruddin, who was kidnapped in May 2011, said local villagers in Sulu negotiated for his freedom and that no ransom was paid to the kidnappers. DA chief pours in assistance to ARMM MARAWI CITY, Lanao del Sur – TO spur rural development in the Autonomous Region in Muslim Mindanao (ARMM), Department of Agriculture Secretary Proceso J. Alcala has turned over, recently, P 2 million worth of assistance to 23 farmers and fisherfolks’ cooperatives and four local government units (LGUs) during the Farmers and Fisherfolks’ Forum at the Social Hall, Provincial Capitol of this city. With the agency’s efforts in bringing support to the countryside as mandated by President Benigno S. Aquino thru Sec. Alcala’s trip to the province, Provincial Governor Mamintal A. Adiong, Jr. expressed his appreciation for DA’s laudable undertakings. “We thank you for the bold and decisive actions that your department has taken in achieving reforms for agriculture and fisheries’ productivity. With agriculture the most important sector of the province, government intervention plays a crucial role in developing the local autonomy,” he uttered. Also citing that one-third of Lanao del Sur’s agricultural areas are allotted for rice cultivation, he added, that the province continues to confront challenges on low production, brought by insufficient support on facilities, equipment, especially on irrigation systems.
Corroborating Hon. Gov. Adiong, Jr.’s statement, Sec. Alcala likewise conveyed his optimism for the province. “Napakalaki po nang kakulangan ng atin pong irigasyon sa lalawigan. Nakita po namin ang irigasyon po pala dito ay napalaki po ang potensyal. Ang maganda po ay may potensyal na to irrigate, may tubig pang magagamit,” he revealed after visiting the Camanga Dam prior the stakeholders’ meet. He assured that the dam, which supplies water to the province’s three municipalities: Ditsaan-Ramain, Bubong and Buadiposo-Buntog, will receive additional funding for expansion thru the department’s National Irrigation Administration. Accordingly, he urged the attached agency’s team to further make studies and craft a master development plan, in consultation with local officials and the concerned populace, so as to properly define which areas to irrigate. Assistance that farmers and fisherfolks’ cooperatives and LGUs have obtained from Sec. Alcala thru the distribution of certificates of turn-over and acceptance were the following: 330 bags of certified rice seeds, 90 bags of organic fertilizer, 1 set portable engine-powered abaca stripping machine, 1 unit shallow tube well, 1 unit rice and wheat thresher,
12 units motorized fishing boats, and 8 units of fish aggregating device (payao). Preceding his attendance during the forum, Sec. Alcala also led the dispersal of 100,000 tilapia fingerlings to the towns of DitsaaanRamain and Taraka, courtesy from the fish farm of the Bureau of Fisheries and Aquatic Resources, in the municipality of Marantao. “Aralin po natin if we need to put up a multi-species hatchery right beside Lake Lanao. Fairytale of fact? THINK a minute. There was a man who thought he was going crazy, so he went to the doctor for an expert opinion. The doctor examined the man and told him: “I have to agree with you. You’re crazy.” But the man got angry and said: “I want a second opinion!” So the doctor said, “OK, you’re ugly too.” Sometimes we don’t want to hear the facts. A survey in America showed that 90% of Americans say they believe heaven is real, but only 25% of those same people say they believe hell is a real place. That’s like saying you believe there is light but no darkness, that there is right but no wrong. Common sense tells you that doesn’t make any sense! Just saying a place is not real doesn’t make

He said hell is a real place that’s full of the worst pain and endless suffering for everyone who rejects His good life by choosing to live their own way instead of the true way He created us to enjoy. Jesus repeatedly explained that the reason He came to give His innocent life was to pay the penalty
for all our sins. God the Son came to save us from suffering in hell forever, even though it cost Him His own divine life. You see, we can’t say we believe Jesus Christ spoke the truth about some things, but that He lied about other things like hell. He can’t be God and be a liar too. Remember, since God is perfectly good and pure, it’s simply not possible for Him to live together with any kind of wrong or evil.
Otherwise, He wouldn’t be God! Just like light and darkness cannot be in the same place together. But if we want God to leave us alone, He will. After all, He’s the One Who gave us our freedom to choose in the first place. He will never force us to love Him and live the way He created us to enjoy. Jesus said that even though our body dies, our soul will live forever—either in heaven or in hell. So it’s up to us to choose whether we want Jesus’ gift of forgiveness and way of living, or our own way. Heaven or hell. But you’re the only one who can send yourself to hell, because God’s already done everything He possibly can so you don’t go there. The choice and risk is yours. Just Think a Minute.

Taiwan distributes relief to Sendong victims NO, we are not talking about the Biblically chosen people of Israel. We are talking of city residents who were victims of the tragic typhoon Sendong last December. Until now support and distribution of goods for those ill-fated families continue to pour in. International relief continues, too. Last Sunday, a group of Taiwanese distributed relief goods to 800 family- Cris Diaz victims of Sendong at the Tent City in Cagayan de Oro City. Of the 1,200 beneficiaries, only 800 were able to get the assistance. Anyway, organizers said that the remaining 400 would get their share as distribution resumes either today or next weekend. Sometimes, we overheard somebody as saying ‘kabulahan pa gayod, may pa naapil ta sa bagyong Sendong’ (how blessed, that would have been better if we were among typhoon victims). Yes, the local government has continued to extend services to victims of typhoon Sendong in Cagayan de Oro City. The city government has already extended more than P90 million cash assistance to those whose properties e.g. houses, were totally and partially destroyed. Relatives, parents, and direct heirs of those who perished in the disaster also received cash assistance. Relief goods coming from various countries such as Japan and Taiwan arrived in batches. These relief goods consist of foods, clothing, medicines, and kitchen utensils.
Aside from continued food supply like rice and canned goods, Sendong victims in Cagayan de Oro City were provided free house and lots, too. International organizations like Habitat for Humanity, Red Cross, Gawad Kalinga and the Filipino-Chinese civic organizations led by the city government built free houses for Cagayan de Oro City’s Sendong victims. The city government provided free lots to Sendong victims. It is still searching other areas for development in order to relocate some 8,000 people to their new homes by August this year. It strikes our pride to also see foreign volunteers (both men and women) coming to Cagayan de Oro City to personally build houses out of their labor and sweats for Sendong victims. We commend this modern day heroes who gave part of themselves for the sake of the people of Cagayan de Oro. In contrast, we cannot but rebuke the pretenders who used the misfortune of Sendong victims in highlighting their rude political agenda. We did not even feel a shadow of those who viciously deride the city government’s inadequacy in times of distress. Has anyone of them molded a single block for the unfortunate victims at the relocation site? However, foreign volunteers do. Instead, these political mad dogs had desecrated the sensibilities of the people of Cagayan de Oro. Enough! We commend our brothers and sisters from Taiwan for their deep concern toward our native Cagayanons. The people of Cagayan de Oro City will never forget their magnanimous acts of altruism. NUSP: K+12 more of a burden than a solution THE National Union of Students of the Philippines (NUSP) slammed the Aquino administration’s hurried implementation of the K+12 program, saying that the program is not the solution to the education crisis. “The Union stands firm in its evaluation of the K+12 program as a decoy program implemented to try and fool people into thinking that the education crisis is being addressed.” says NUSP Secretary-General Isabelle Baguisi. “But the alarming problems with curriculum revisions and additions, coupled with the still prevalent lack of teachers and facilities, helping anything at all,” increased costs of education created by K+12 as discouris telling of how much the continues Baguisi. STATISTICS on prices play an important role not only in the study and analysis of economic activities but also in the formulation of economic policies. Price statistics are used as bases to adjust contracts, wage rates, pensions, taxes and a variety of other transaction flows. These changes are indicated by prices indices. The price level changes are closely monitored because they are used to measure inflation. Thus, inflation rate is the rate of change in the average price level between two periods as measured by the Consumer Price Index. Based on the results of April 2012 Consumer Price Survey conducted by the National Statistics Office (NSO), the Philippines’ annual headline inflation rate picked up to 3.0 percent in April 2012 from 2.6 percent in March. The uptrend can be attributed to higher annual increments recorded in all the commodity groups except in the transport, communication and education indices. Inflation a year ago was posted at 4.7 percent. According to the National Economic and Development Authority, the 3-percent inflation rate in April remains manageable, but in the low end of the government’s target for 2012.

Ericta said that the annual hike in food and nonalcoholic beverages index in the Philippines moved up to 1.8 percent in April from 1.4 percent in March. The food alone index at the national level picked up to 1.7 percent in April from 1.2 percent in March. Moreover, the annual add-on in fish index was higher at 7.5 percent in April from 6.5 percent in March; milk, cheese and egg index, 3.2 percent from 2.8 percent; fruits index, 6.9 percent from 4.9 percent; and food products not elsewhere classified index, 2.9 percent from 1.6 percent. The annual changes in
all the other food groups either decelerated or were negative during the month. Let us take a glance on Northern Mindanao’s inflation rate. At the regional level, inflation rate soared to 4.3 percent in April 2012 from 4.0 percent in March 2012. The increase can be attributed to higher annual increments recorded in the following commodity groups; housing, water, electricity, gas, and other fuels index moved up to 10.1 percent in April from 8.1 percent in March; furnishing, household equipment and routine maintenance of the house index, 9.9 percent from 6.2 percent ; transport index, 5.8 percent from 4.4 percent; Communication index, 1.0 percent from 0.8 percent; and restaurant, miscellaneous goods and services index, 4.6 percent from 3.2 percent. The annual adjustments for the rest of the commodity groups showed a decreasing trend on their indices. Unlike that of the na-
tional level in which food index exhibited an increase, the food index in Northern Mindanao declined to 1.4 in April from 2.3 in March. Under this group, oil and fats displayed the highest decrease, that is, 6.7 percent in April from 10.6 percent in March. It can be noted that the transportation index at the national level indicated a downward trend. However, index for this group in Northern Mindanao displayed otherwise. The increase of transport index to 5.8 in April from 4.4 percent in March was affected by the land transport fare hikes in the region together with the price add-ons in engine oil. Across prov inces in Northern Mindanao Region, Misamis Oriental showed the highest inflation rate of 5.7 percent. This figure is higher compared to its rate in March with 5.2 percent. On the contrary, the lowest inflation rate was noted in the province of Lanao del Norte with 3.3 percent. If inflation is not compensated by nominal increases of income, people become poorer.

We must restrain ourselves MEDIA should really stop adding fuel to the escalating tension between the Philippines and China over the territorial dispute on the Scarborough Shoal or the Bajo de Masinloc Island. The issue, we know, will not result in actual shooting war but if everyone, including politicians and militants, in the Philippines poke their fingers into the issue, China may raise the bar on the conflict by applying subtle sanctions which will have a direct effect on our economy. Off hand, China already stopped importing Mindanao banana supposedly due to alleged infestation. Another retaliatory move, made by Chinese travel agencies, to teach a lesson on noisy Filipinos, is the sudden cancellation of tourist bookings to the Philippines. There will be more if we do not restrain ourselves. I agree on the position of some statesmen and political experts that the better option for us is to allow President Aquino and the Department of Foreign Affairs to initiate and push for diplomatic initiatives to stop the tension between the two countries. The military and our national defense officials should also stop talking to media about the issue. Senators, congressmen and local officials of Zambales must also be told to just do their respective works and refrain from unwanted comments on the issue. He expressed gratitude to a group of congressmen who
came to the city to help in the resettlement of Sendong survivors, although he was not able to join them as his schedule kept him around the barangays to launch livelihood projects. Benaldo also recently released P1.2-million for baran-
gay Carmen under the SEA-K program, as well as funded the purchase of a tractor with the Department of Agriculture for the use of farmers. On May 24-26, his office will conduct a surgical mission to benefit more than 300 patients.
According to Andrew Bascon chief of staff of the congressman’s office, there will be 30 major surgeries and 300 minor surgeries scheduled to be performed by doctors from the City Hospital with the help of a group from Davao and the

Almonte to conduct a trade mission to look for possible investors that can invest in the city, like in transportation. kongwei, et al should prove their being Filipino patriots by exerting efforts to apply “corporate diplomacy” in view of the failure of the DFA and Malacanang to resolve irritants in the PHLChina relations. Baguio RTC Branch 5 Judge Antonio Esteves on Mary 3, 2012 declared “unconstitutional and therefore, null and void” DOTC Department Order No. 2008-39 in a petition for a Permanent Writ of Preliminary Injunction filed by Maria Basa Express Jeepney Operators and Drivers Association (MBEJODA) and its president then, Manuel S. Kitan, against the LTO directive three years ago. Esteves also ordered the LTO, DOTC and all persons and officers acting on their behalf to cease and desist from implementing the directive.
MBEJODA filed the petition when three of its member-drivers were apprehended by the “flying squad” of the LTO for alleged “out of line” or “deviation of route.” The three were told to pay the fine of P6,000 and if they failed to pay within 72 hours, they were to pay a surcharge of P1,500 a day. MBEJODA saw the fines “exorbitant and unjust” for ordinary jeepney drivers. They tried to question the order with the local LTO but it was a department directive and therefore, they sought the court. The cour t decision pointed out that the LTO directive was neither promulgated to be a disciplinary nor punitive or a preventive measure in the exercise of police powers of the LTO, but rather aimed to generate funds for government coffers. The court ruling said, “a law, ordinance or order to be valid must not contravene the constitution or statutes; (it) must not be oppressive; must not be impartial but fair and general; must not prohibit but may regulate trade, must not contravene common right; must be consistent with public policy and must not be unreasonable.” San Mateo said PISTON and its allies in the transport sector have long been battling the DOTC Order and calling it as a “moneymaking, unconstitutional, excessive, confiscatory and
