LTFRB turns back PUJ fare to P7.50 Killing of ‘green’ activist in B’non alarmed bishop MALAYBALAY City––A Catholic bishop has expressed alarm over the killing of an environmental activist in Bukidnon province last week as he called on authorities to bring the perpetrators to justice. Malaybalay Bishop Jose Cabantan said the murder last Wednesday of Margarita Cabal of Task Force Save Pulangi River is the latest of the spate of killings that have been happening in the province. “We condemn of the series of killings here in Bukidnon… not just the environmentalists because many people here are being killed. Criminalities are going on,” Cabantan told Church-run Radyo Veritas on Monday. Cabal was shot and killed by still unidentified gunman. The victim was a known leader of a campaign against the construction of a hydroelectric dam on the Pulangi River. CAGAYAN de Oro City––Following the recent increase of 50 centavos to the minimum fare charged by public utility jeepneys in Cagayan de Oro, the Land Transportation Franchising and Regulatory Board (LTFRB) in Region 10 said the minimum fare should now be reverted from P8 to P7.50 effective the other day. LTFRB regional director Mandangan Darimbang said the reduction is a result of a price decrease for diesel implemented by oil companies nationwide. Media sought police training on security BY CRIS DIAZ Associate Editor MATI CITY, Davao Oriental—Media practitioners in this east coast province of Davao region want police to train them for personal security after the killing of a colleague two weeks ago. Several members of the local media expressed fear for their lives following the killing of Nestor Libaton, a radio announcer of Catholic-run DXHM in Mati City, last week. Fr. Roland Sayman, a member of the local clergy and a media practitioner, conveyed his desire to undergo training on selfdefense to protect him from any assault. He deplored the killing of Libaton, whom

colleagues described as a mild-mannered broadcaster who never discussed hardhitting issues on air. “We are hopeful that threats on our fellow journalists will be handled knowing that our law enforcers are with us. May the justice of our fallen brothers be attained soon,” Sayman said. Sr. Supt. Perpetou Macion, director of the Davao Oriental Police Provincial Office, said the local police is establishing the identity of the two perpetrators whose respective composite facial profiles were described by witnesses. He said several angles are being pursued in the killing of Libaton. Macion said they are also looking for possible

clues in the personal life of the victim that might lead to his murder. He also urged other media practitioners with death threats to coordinate with authorities. On Tuesday, the military deployed elements of the army’s 701st Infantry Brigade to the area to augment police visibility to prevent the occurrence of shooting incidents that already claimed the lives of several people, including media practitioners. Siezed Aussie, town mayor puzzles police ZAMBOANGA City––The authorities remained puzzled on the whereabouts of Australian national and the town mayor who were separately abducted by gunmen here in the region. Wa r r e n R i c h a r d Rodwell, 53, of Sydney, Australia, was seized by gunmen around 6:15 p.m. on Dec. 5, 2011 from his residence in Greenmeadow subdivision, Barangay Lower Pangi, Ipil, the capital town of Zamboanga Sibugay province. Rodwell is married to a Filipina named Maricor Gutang, who was not around when the gunmen abducted him.

The other victim is Jeffrey Lim, 37, the mayor of Salug municipality Zamboanga del Norte who was seized by gunmen around 7 p.m. last April 2 at the town’s bus terminal. Robredo said that there were information the kidnap victims were taken to Basilan province. However, Robredo said there were no confirmations to the information since there were “no direct contacts” with the abductors. In the case of Rodwell, Robredo said though there was a video sent by the kidnappers to his family but it was not known where it was taken or recorded.

In the video posted on the internet early in January this year, Rodwell called for Canberra to pay millions of pesos in ransom being demanded by his captors. Robredo meanwhile said the police forces were ordered to be ready and to continuously track down the whereabouts of the two captives. He said they have also advised all the mayors to be security conscious to avoid a repetition similar to Lim’s abduction. P40.7m DAR-ARISP III infras to benefit 5,578 Agsur farmers By PAT SAMONTE, Regional Editor-Caraga

BUTUAN City––The Department of Agrarian Reform through the Agrarian Reform Infrastructure Support Project Phase III (ARISP-III) turned over two sub-projects worth P40,754.793 to the municipality of Esperanza in Agusan del Sur last week. Consisting of a 5.135-kilometer Dacutan Purok 5, Sta. Fe farm-to-market concrete road (FMR) and a Level II potable water system in Catmonon, Esperanza town, some 5,578 farmers and 187 households in Barangay Sta. Fe, Catmonn and Dacutan agrarian reform community (SACADA ARC) will be benefitted. DAR-Agusan del Sur information officer Genalin Luis said the projects were funded by the government of Japan through the Japan International Cooperation Agency (JICA), the government of the Philippines and the municipal government of Esperanza. Luis said the Dacutan to Sta. Fe-Dacutan FMR has a total project cost of P36,272,163 targeting 5,578 farmers 443 of whom are agrarian reform beneficiaries. The project started on June 16, 2011. The construc-

tion of the potable water system commenced on July 11, 2011 with a total cost of P4,482,630 and targeted some 187 households as beneficiaries. During the turnover rites, Agusan del Sur Gov. Adolph Edward Plaza called on the people in the barangays to join hands in working for a progressive community, “These projects were the result of unity and cooperation of residents of SACADA-ARC. You should sustain these projects, maximize their use to produce high-value crops.” Esperanza town Mayor Leonida Manpatilan received the projects saying, “With these projects, let us double our efforts to become the rice basket of Agusan del Sur. These undertakings are indeed very helpful in the lives of the farmers.” Manpatilan thanked the DAR management and ARISP III for making the lives of the farmers and agrarian reform beneficiaries better. Ignorant traffic enforcers AS USUAL, traffic congestion in the city occurs during peak hours of the day. Usually, traffic becomes heavy early in the morning when workers start to report to work or when students report to schools. The same occurred at noon when workers go home. In the afternoon, traffic starts to build up at five until eight in the evening. During normal hours of the day, Cris Diaz the building up of traffic occurs only when there are road accidents or freak traffic mishaps. However, there some incidents that caused traffic congestion in most part of the city. In other words, knowing these little problem will definitely ease, if not, solve traffic congestion during peak hours. First, the RTA has a little more or less 100 traffic aides spread throughout the city. If these traffic aides are deployed in the right places during peak hours, the building up of traffic will certainly be remedied. Let us identify areas where traffic builds up during peak hours and find out probable causes. Here are the places where traffic builds up during peak hours. Corners Osmena-C. M. Recto Sts., C.M. Recto-Corrales Sts., Velez-C.M. Recto, and at Kauswagan junction. Traffic also builds up in other street corners. However, those at the C.M. Recto Avenue were the most problematic. Why does traffic builds up in those areas? Reason: Traffic aides are nowhere in these areas. Sometimes, there are traffic aides but they do not know how to direct traffic.

Take note of Kauswagan junction. There is a ‘useless’ traffic light there. The traffic light is useless because drivers do not observed it and traffic aides are not doing anything to correct it, too. Clogging of traffic occurs at right lanes because passenger vehicles en route to Kauswagan, Bonbon and Bayabas occupy the right lane toward Marcos highway. The traffic aides simply ignore this causing clogging up of vehicles toward the vicinity of a private school. The same thing happened at the right lane on Marcos Bridge leading toward Kauswagan. Instead of parking their cars in designated parking spaces, private vehicles parked along the street adjacent to a Church. Taxicabs, motorbikes, and private vehicles are allowed to make u-turns. These tolerated actions contributed to traffic build up in the area. In corner Corrales-C.M. Recto Avenue, ‘trikebikes’ occupy the frontage of Gaisano department store practically blocking traffic flow. Rights lanes in these areas are also block by recalcitrant rivers. As usual, traffic aides do not apprehend these street scams. Traffic aides allow passenger vehicles to block and occupy streets. These passenger vehicles also pick up passengers even in the middle of the street. If one would like to see rampant traffic offenses, go observe vehicular movements on corner J.R. Borja and Velez Sts. A commuter once quipped: ‘Look, traffic congestion is building up, you bet, a traffic aide is manning the corner out there.’ This observation is damn right! The China crisis ON December 31, 1991, the Philippine government sent a Note Verbale to the US Government through the US Embassy, notifying it of the Philippines’ termination of the RP-US Military Bases Agreement. The Note Verbale stated that since the RP-US Military Bases Agreement, as amended, shall terminate on December 31, 1992, the withdrawal of all US military forces from Subic Naval Base should be Harry Tambuatco completed by said date. The outstanding senators of the time succeeded in this effort injecting sovereignty and nationalism. Consequently we lost not only our comfort zone we are in dire need of today and of course the lease monies we could have generated the past two decades. We talk nationalism and sovereignty and yet today neither seems important upon threat of China. Were the Senators wrong in kicking out the Americans? Good if not pragmatic decisions have long term effects. Are our

leaders fumbling with this crisis on hand? It will be recalled that Del Rosario and Defense Secretary Voltaire Gazmin went to Washington two weeks ago for the expressed purpose of extracting from the US government a clearer commitment on exactly what she would do should China decide to attack us in Scarborough Shoal. We have a mutual Defense Treaty and yet our constitution with the help of our good Senators has abrogated what we already had. Today we scramble and ask for assistance. Interestingly enough there is protocol when it comes to diplomacy and foreign affairs. How is it we ask questions we shouldn’t have answers to? Questions by themselves can put countries in precarious positions and best left addressed. Can you imagine asking the USA if they will protect us? Should they respond with an answer, this would be short of either instigating China to act if not nudging them to react? Diplomacy is a sensitive practice requiring decades of experience, study and of course the very virtue called patience. The said hydro-power plant is the main source of cheap electricity in Mindanao. It supplies 52 percent of the region’s electricity. During the 1st Mindanao Power Summit last month here, which was attended by the President, local governments and stakeholders unanimously rejected the planned privatization of the Agus-Pulangui hydropower plant. T h e y c l a i m e d t h at “privatization would only be giving market power to a private entity. If left with the government without the profit motive, hydro power can blend power rates and mitigate spikes in power prices.” Instead of privatization, they proposed for the creation of Mindanao Power Corporation that would

formulate a viable way to operate and maintain not only the Agus-Pulangui hydro complexes, but the power system of the region “without sacrificing the interest of the people of Mindanao.” Del Rosario said the idea of creating a power corporation is “to have Mindanaoans be responsible for powering Mindanao.” The proposed Mindanao Power Corporation will also be tasked in putting up a one-stop shop for power investments and projects in the region.
