LTFRB turns back PUJ fare to P7.50 Killing of ‘green’ activist in B’non alarmed bishop MALAYBALAY City––A Catholic bishop has expressed alarm over the killing of an environmental activist in Bukidnon province last week as he called on authorities to bring the perpetrators to justice. Malaybalay Bishop Jose Cabantan said the murder last Wednesday of Margarita Cabal of Task Force Save Pulangi River is the latest of the spate of killings that have been happening in the province. “We condemn of the series of killings here in Bukidnon… not just the environmentalists because many people here are being killed. Criminalities are going on,” Cabantan told Church-run Radyo Veritas on Monday. Cabal was shot and killed by still unidentified gunman. The victim was a known leader of a campaign against the construction of a hydroelectric dam on the Pulangi River. CAGAYAN de Oro City––Following the recent increase of 50 centavos to the minimum fare charged by public utility jeepneys in Cagayan de Oro, the Land Transportation Franchising and Regulatory Board (LTFRB) in Region 10 said the minimum fare should now be reverted from P8 to P7.50 effective the other day. LTFRB regional director Mandangan Darimbang said the reduction is a result of a price decrease for diesel implemented by oil companies nationwide. Darimbang said the minimum fare in the National Capital Region and other regions in the country Land Transportation Franchising and Regulatory Board regional director Mandangan has also been decreased Darimbang explains the reason for the reduction in the minimum fare from P8 to P7.50. Darimbang cited the order from the national office of the LTFRB to implement the reduced PUJ fare following the price reduction of gasoline and diesel nationwide. Photo by Gerry L. Gorit

Media sought police training on security BY CRIS DIAZ Associate Editor MATI CITY, Davao Oriental—Media practitioners in this east coast province of Davao region want police to train them for personal security after the killing of a colleague two weeks ago. Several members of the local media expressed fear for their lives following the killing of Nestor Libaton, a radio announcer of Catholic-run DXHM in Mati City, last week. Fr. Roland Sayman, a member of the local clergy and a media practitioner, conveyed his desire to undergo training on selfdefense to protect him from any assault. He deplored the killing of Libaton, whom

colleagues described as a mild-mannered broadcaster who never discussed hardhitting issues on air. “We are hopeful that threats on our fellow journalists will be handled knowing that our law enforcers are with us. May the justice of our fallen brothers be attained soon,” Sayman said. Sr. Supt. Perpetou Macion, director of the Davao Oriental Police Provincial Office, said the local police is establishing the identity of the two perpetrators whose respective composite facial profiles were described by witnesses. He said several angles are being pursued in the killing of Libaton. Macion said they are also looking for possible

clues in the personal life of the victim that might lead to his murder. He also urged other media practitioners with death threats to coordinate with authorities. On Tuesday, the military deployed elements of the army’s 701st Infantry Brigade to the area to augment police visibility to prevent the occurrence of shooting incidents that already claimed the lives of several people, including media practitioners. C ol. R e y L e on ard o Guerrero, commander of the 701st Infantry Brigade, said the soldiers will support all efforts of the police to keep communities safe and maintain sustainable peace. Siezed Aussie, town mayor puzzles police ZAMBOANGA City––The authorities remained puzzled on the whereabouts of Australian national and the town mayor who were separately abducted by gunmen here in the region. Wa r r e n R i c h a r d Rodwell, 53, of Sydney, Australia, was seized by gunmen around 6:15 p.m. on Dec. 5, 2011 from his residence in Greenmeadow subdivision, Barangay Lower Pangi, Ipil, the capital town of Zamboanga Sibugay province. Rodwell is married to a Filipina named Maricor Gutang, who was not around when the gunmen abducted him.

The other victim is Jeffrey Lim, 37, the mayor of Salug municipality Zamboanga del Norte who was seized by gunmen around 7 p.m. last April 2 at the town’s bus terminal. Robredo said that there were information the kidnap victims were taken to Basilan province. However, Robredo said there were no confirmations to the information since there were “no direct contacts” with the abductors. In the case of Rodwell, Robredo said though there was a video sent by the kidnappers to his family but it was not known where it was taken or recorded.

In the video posted on the internet early in January this year, Rodwell called for Canberra to pay millions of pesos in ransom being demanded by his captors. Robredo meanwhile said the police forces were ordered to be ready and to continuously track down the whereabouts of the two captives. He said they have also advised all the mayors to be security conscious to avoid a repetition similar to Lim’s abduction. Since he was elected into office, Lim did not request neither the police nor the military for security detail. WITH WIRE REPORT

Persistence pays THINK a minute. You know that overnight success usually takes at least 10 years? One man said: “My overnight success was the longest night of my life. I spent many days and nights just getting there!” Remember, “Rome was not built in a day.” Many people are waiting for their ship to come in . . . when they’ve not even sent it out of the harbor. You see, winners simply do what losers don’t want to do. And they keep doing it until they get the success they want. Success is mostly just hanging on after others have let go! Or as one guy put it: “Big shots are just little shots who kept on shooting.” So the most important trip you’ll ever make is

Think A Minute Jhan Tiafau Hurst when you go the extra mile. Many people who failed did not know how close they were to success when they gave up. People don’t actually fail, they just quit too easily. One guy said: “The secret to success is to start from scratch—and to keep on scratching.” So don’t quit trying just because your trying times are hard. The great inventor, Thomas Edison, tried a certain experiment hundreds of times, but it still

did not work. So his assistant said to him: “It’s too bad that we did all that work without any results.” But Edison replied: “Oh, we have lots of results! We now know 700 things that won’t work!” Never forget, delay does not always mean denial. If we hold out and hold on, we can accomplish almost anything. The British Prime Minister Winston Churchill said: “Never, never, never, never give up!” And the

American President Calvin Coolidge made this statement: “Nothing can bring success like persistence. Talent cannot, for there are many talented people who are not successful. Education will not, for the world is full of educated losers. Only persistence and determination can give you the power to succeed.” You see, you can succeed just like anyone else. Just keep wanting it enough to keep working for it enough. So why not decide today to start going the extra mile on the road to your success? Ask Jesus Christ to take charge of your life. It’s with His strength and willpower that you’ll find the determination and persistence to succeed—which will pay you big profits. Just Think a Minute.

Ignorant traffic enforcers AS USUAL, traffic congestion in the city occurs during peak hours of the day. Usually, traffic becomes heavy early in the morning when workers start to report to work or when students report to schools. The same occurred at noon when workers go home. In the afternoon, traffic starts to build up at five until eight in the evening. During normal hours of the day, Cris Diaz the building up of traffic occurs only when there are road accidents or freak traffic mishaps. However, there some incidents that caused traffic congestion in most part of the city. In other words, knowing these little problem will definitely ease, if not, solve traffic congestion during peak hours. First, the RTA has a little more or less 100 traffic aides spread throughout the city. If these traffic aides are deployed in the right places during peak hours, the building up of traffic will certainly be remedied. Let us identify areas where traffic builds up during peak hours and find out probable causes. Here are the places where traffic builds up during peak hours. Corners Osmena-C. M. Recto Sts., C.M. Recto-Corrales Sts., Velez-C.M. Recto, and at Kauswagan junction. Traffic also builds up in other street corners. However, those at the C.M. Recto Avenue were the most problematic. Why does traffic builds up in those areas? Reason: Traffic aides are nowhere in these areas. Sometimes, there are traffic aides but they do not know how to direct traffic.

Take note of Kauswagan junction. There is a ‘useless’ traffic light there. The traffic light is useless because drivers do not observed it and traffic aides are not doing anything to correct it, too. Clogging of traffic occurs at right lanes because passenger vehicles en route to Kauswagan, Bonbon and Bayabas occupy the right lane toward Marcos highway. The traffic aides simply ignore this causing clogging up of vehicles toward the vicinity of a private school. The same thing happened at the right lane on Marcos Bridge leading toward Kauswagan. Instead of parking their cars in designated parking spaces, private vehicles parked along the street adjacent to a Church. Taxicabs, motorbikes, and private vehicles are allowed to make u-turns. These tolerated actions contributed to traffic build up in the area. In corner Corrales-C.M. Recto Avenue, ‘trikebikes’ occupy the frontage of Gaisano department store practically blocking traffic flow. Rights lanes in these areas are also block by recalcitrant rivers. As usual, traffic aides do not apprehend these street scams. Traffic aides allow passenger vehicles to block and occupy streets. These passenger vehicles also pick up passengers even in the middle of the street. If one would like to see rampant traffic offenses, go observe vehicular movements on corner J.R. Borja and Velez Sts. A commuter once quipped: ‘Look, traffic congestion is building up, you bet, a traffic aide is manning the corner out there.’ This observation is damn right! This is the reason why traffic mess in the city remains a problem. Our traffic enforcers are damn ignorant. React: crisguardian@yahoo.com

The China crisis ON December 31, 1991, the Philippine government sent a Note Verbale to the US Government through the US Embassy, notifying it of the Philippines’ termination of the RP-US Military Bases Agreement. The Note Verbale stated that since the RP-US Military Bases Agreement, as amended, shall terminate on December 31, 1992, the withdrawal of all US military forces from Subic Naval Base should be Harry Tambuatco completed by said date. The outstanding senators of the time succeeded in this effort injecting sovereignty and nationalism. Consequently we lost not only our comfort zone we are in dire need of today and of course the lease monies we could have generated the past two decades. We talk nationalism and sovereignty and yet today neither seems important upon threat of China. Were the Senators wrong in kicking out the Americans? Good if not pragmatic decisions have long term effects. Are our

leaders fumbling with this crisis on hand? It will be recalled that Del Rosario and Defense Secretary Voltaire Gazmin went to Washington two weeks ago for the expressed purpose of extracting from the US government a clearer commitment on exactly what she would do should China decide to attack us in Scarborough Shoal. We have a mutual Defense Treaty and yet our constitution with the help of our good Senators has abrogated what we already had. Today we scramble and ask for assistance. Interestingly enough there is protocol when it comes to diplomacy and foreign affairs. How is it we ask questions we shouldn’t have answers to? Questions by themselves can put countries in precarious positions and best left addressed. Can you imagine asking the USA if they will protect us? Should they respond with an answer, this would be short of either instigating China to act if not nudging them to react? Diplomacy is a sensitive practice requiring decades of experience, study and of course the very virtue called patience. Today we read and hear of our fruits being dumped into the sea together with cancellations across CRISIS/PAGE 11

Couple of 50 years

A couple, who had been married for 50 years were sitting at the breakfast table one morning.

Wife : Just think, 50 years ago, we were sitting at this breakfast table together. Husband : I know. We were probably sitting here naked, as a jaybird 50 years ago. Wife : Well, let’s relive some old times. The two stripped to the buff and sat down at the table. Wife : You know, honey, my nipples are as hot for you today as they were 50 years ago. Husband : I wouldn’t be surprised. One’s in your coffee and the other is in your oatmeal (contributed by Ben Emata Jr.)

T h e u nv e i l i n g c e remony was led by MinDA Chair Luwalhati Antonino and Governance Adviser Sam Chittick of the Australian Agenc y f o r Int e r n at i o n a l A i d (AusAID). S e cret ar y Antonino said the Mindanao 2020 is a holistic, integrative, and multi-dimensional plan that hopes to transform Mindanao into a peaceful,

integrated, cohesive, and dynamic island-economy that will be at the foref ront of t h e c ou nt r y ’s sustainable development within the next 20 years. She said the 20-year

peace and development roadmap for Mindanao addresses various challenges and opportunities in the island-region not only within the context of securing peace amid

a history of conflict, but also in terms of harnessing its inherently-rich economic potentials for the benefit primarily of Mindanaonons. (APBPIA 10/asf )

Media whips WestMinCom CAGAYAN de Oro City – Media practitioners in Zamboanga City are crying foul over the new policy of the AFP Western Mindanao Command (WestMinCom) banning video and photo coverage of military personnel killed or woundedin-action, as well as those hospitalized. Reports reaching Mindanao Daily News (MDN) said the ban was imposed by Maj. Gen. Noel Coballes upon his assumption, as new WestMinCon chief, without due consultation with the WestMinCon Defense Press Corps (DPC). He recently replaced Lt. Gen. Raymuno Ferrer, who just retired from the military services after reaching the mandatory retirement age of 56 years. “Hindi naman mabatid kung bakit naghigpit si Coballes. Hindi rin makunan ng pahayag ang mga tagapagsalita ng military ukol sa paghihigpit,” one

LPG gas prices down P1 per kilo THE Liquefied Petroleum Gas Marketers’ Association (LPG-MA) rolled back prices of liquefied petroleum gas (lpg) by P1 per kilogram effective midnight Tuesday. “Due to the sustained drop in the international contract price of LPG, independent re-fillers are reducing prices by P1 per kilo, or by P11 per 11-kilogram cylinder,” said LPG-MA party-list Rep. Arnel Ty. The recommended retail price of independent re-fillers is now down to a GAS/PAGE 6

member of the WestMinCon Defense Press Corps (DPC) lamented. Since the take-over of General Coballes as WestMinCon commander, news conferences with the mili-

tary have become irregular, “denying us and the general public of relevant information us, particularly on counter-terrorism and anti-kidnapping operations,” another member of

the WestMin DPC stated. General Coballes was the former chief of the 1st Infantry Division, based in Pagadian City. (with report from the Mindanao Examiner/jdelpf )

together,” he said. Op Kors! Is the brainchild of the former Eastern Mindanao Command (EastMinCom) chief Lt. Gen. Raymundo Ferrer and former BMFI Executive Director Ariel C. Hernandez, who both came up with the program in an effort to reform the security sector while at the Asian Institute of Management (AIM) during its Bridging Leadership Program.

“Peace is not just the job of the military but of everybody,” Peralta said, adding that equipping the military with the tools for peacebuilding and conflict transformation is more pronounced now because “the Aquino administration has given us a window of opportunity.” “This (Op Kors!) training is one the requirements sa lahat ng personnel ng Armed Forces kaakibat ng Bayanihan kung saan yung approach to putting closure

to the internal security problem natin ay kailangang mag cooperate lahat ng sector… We are just putting flesh to it because we believe it is the right thing to do. This is much, much better than what has been done in the past,” he added. But Peralta underscored the importance of the role of the local chief executive in the achievement of peace. Teddy Sabuga-a Jr., executive director of the Provincial Peace and Order Council of Misamis Oriental,

said that LCEs should localize the government’s peace efforts. “Peace is achieved when there is meaningful development,” he stressed as he narrated the story of how Governor Oscar Moreno conquered Sitio Lantad in Barangay Kibanban of the Municipality of Balingasag, Misamis Oriental without firing a single gunshot. Lantad was once the stronghold of the New People’s Army in North-eastern Mindanao. (Bong D. Fabe)

Pacquiao-Bradley camps both predict knockout come June 9 By EDDIE G. ALINEA MANNY Pacquiao’s chief trainer Freddie Roach and Joel Diaz, his counterpart in the Timothy Bradley camp, both predicted their wards will pull off a knockout come their June 9 title fight. Saying that all fights should end ideally via knockout, Roach averred: “I don’t see it going the distance.” For his part, Diaz, who together with Roach, Pacquiao and Bradley appeared in HBO’s “Face Off ” interview aired over the weekend, also vowed to “look for a stoppage.” “We will “get him out of there in the late rounds,”

Roach said. “We’re training hard for this.” Diaz countered saying no one trains harder than Bradley who will be ready to mix it up until the time he’s ready to end the fight. Responding to Roach’s projection, Bradley, the unbeaten junior-welterweight champion out to end the Pacquiao’s reign as 147-pound kingpin, remarked, ” They don’t know, man. They really don’t know.” “Come break down this wall,” he said, adding he felt he could beat Pacman, and called himself a wall because he cannot be broken. Roach said they can break the wall. in their jeepneys. To address this problem, Darimbang said the LTFRB will be fielding personnel to monitor jeepneys plying various routes as well as call the presidents of transport groups to a meeting this week. He said passengers may lodge complaints to the LTFRB office of drivers and jeepney operators who do not comply with the fare reduction. Darimbang said the penalty for violators will be P3,000 for the first offense, P4,000 for the second offense and P5,000 and cancellation of franchise for the third offense. He added that the new minimum fare for senior citizens and students is P6. The minimum fare is good for the first 4 kilometers of distance traveled by a passenger. As for motorelas, the new fare does not apply to their current rate of P7 which remains in effect. The LTFRB national office noted this week that several oil firms have decreased their pump prices of gasoline and diesel, hence the fare reduction throughout the country.

is the 13th environmental activist under the Aquino administration. Nine of these cases occurred in Mindanao. Because of this “alarming” situation, the bishop called on President Benigno Aquino III for greater protection of environmentalists. He also urged the Aquino administration to investigate and resolved the series of killings in Bukidnon province. The church official added that the killing of Cabal might have something to do with her advocacy to protect the Pulangi River and her campaign against mining in the province. Following the incident, he revealed that they are currently organizing a team composed of nongovernment organizations (NGOs), civil society groups and church organizations to further strengthen the anti-Pulangi dam campaign. The Kalikasan-PNE said that at least 6,000 families will face the “horrendous” impact of landless, displacement and loss of livelihood if the project will push through.

It added that the Manobo tribe, whose ancestral domain and history is rooted in the area will be driven away and depriving them of their security of tenure, ancestral domain and culture. [CBCPNews]

Forum hosted by the Mindanao Rural Development Program (MRDP) held at the Grand Regal Hotel here, said the President’s pronouncement was exactly what the Mindanao Development Authority (MinDA) has proposed for the creation of a Mindanao Power Corporation, which shall serve as a power generation company that would be owned by the Mindanaoans. “We can form our own power corporation that would properly manage the Agus-Polangui hydropower plant,” he said. The said hydro-power plant is the main source of cheap electricity in Mindanao. It supplies 52 percent of the region’s electricity. During the 1st Mindanao Power Summit last month here, which was attended by the President, local governments and stakeholders unanimously rejected the planned privatization of the Agus-Pulangui hydropower plant. T h e y c l a i m e d t h at “privatization would only be giving market power to a private entity. If left with the government without the profit motive, hydro power can blend power rates and mitigate spikes in power prices.” Instead of privatization, they proposed for the creation of Mindanao Power Corporation that would

formulate a viable way to operate and maintain not only the Agus-Pulangui hydro complexes, but the power system of the region “without sacrificing the interest of the people of Mindanao.” Del Rosario said the idea of creating a power corporation is “to have Mindanaoans be responsible for powering Mindanao.” The proposed Mindanao Power Corporation will also be tasked in putting up a one-stop shop for power investments and projects in the region. President Aquino earlier said having a more consistent energy source will give Mindanao a more convincing business proposition to potential investors -not just in the energy sector. “This isn’t just about energy, this is about attracting investments and creating jobs, and this is about securing the future of this region,” he said. The leftist groups who regularly rally our streets are up in arms at the Chinese embassy. But what are they chanting for this time around–– war? The irresponsible acts of the media and the professional “rallyists” coupled with poor diplomacy have only aggravated our already tense predicament. And should we not let up with our current strategies, we have only our sovereignty to lose.
