MALACANANG and the Philippine Press Institutre (PPI) in Mindanao strongly condemned the killing of a broadcast journalist in Koronadal City early Monday saying the Philippine National Police (PNP) is already investigating the latest attack against the working press. Speaking, in his capacity as PPI trustee for Mindanao, Lawyer Jesus G. Dureza said: “Another mediaman has fallen. We mourn his passing. We condemn this premeditated murder. Bombo Rommel Jojo Palma of Bombo Radyo Koronadal was shot to death (early Monday morning) while doing his reporter’s beat at the Koronadal provincial hospital.” Dureza said unless the murderers are made to pay PALMA
for their dastardly crimes, this impunity and direct assault to press freedom will continue. Police have identified two suspects believed to be behind the killing Monday dawn of a driver and media worker in Koronadal City. Rommel Palma, 31, a reporter for radio station dxMC Bombo Radyo-Koronadal, died from four gunshot wounds at the back and the neck after he was attacked by motorcycleriding gunmen. Rebels ambushed army convoy, one militia volunteer wounded CAMP EVANGELISTA, Cagayan de Oro City –- An armed militia was wounded when a group of armed rebels believed to be members of Guerilla Front 6 of North Central Mindanao Regional Committee ambushed the operating troops at Brgy Songco, Lantapan, Bukidnon at 3:00 o’clock yesterday morning. The name of the wounded was not released. However, he
is now undergoing treatment in a hospital in Bukidnon. The ruthless rebels used landmines to inflict greater damage to soldiers who were there to conduct ‘pulongpulong’ with local residents in an effort to bring peace and development in the area. The troops of Alpha Company, 8IB under Lt Erwin Bugarin whose task was to secure the Grand Pulong-pulong in the above mentioned
barangay, while traversing the national highway, met enemy fires followed by the IED explosion. The troops returned fire and escaped from the enemy kill zone. Immediately, Ltc Jose Maria Cuerpo, Commanding Officer, 8IB ordered the troops who were conducting the Grand Pulong-pulong to reinforce the engaged troops. One Civilian Active Auxiliary was wounded in the
incident while the driver though hit in the breast was alive and unharmed because of the bullet-proof vest he was wearing. The wounded CAA was immediately brought to the Provincial Hospital of Bukidnon for treatment. MGen Victor A Felix Commander, 4ID said, “This is the way the NPAs commemorate our Labor Day, by trying to kill people who
want to bring in peace and development in our country. NPAs will always remain to be a hindrance to development. Are they the true protector of the people? Why do they repulse efforts of bringing peace and development to the people in the barangay? Why do they kill people who are working and are emissary of peace?” “I have already ordered pursuit operations against
these criminals and to file appropriate charges against them. I have reiterated my standing order to all unit commanders of 4ID to stop these NPA criminals from conducting any more atrocities such as this incident in our area of responsibility in the soonest possible time. THE Bureau of Fisheries and Aquatic Resources (BFAR) in Northern Mindanao in collaboration with the local government unit of Lopez Jaena conducted an investment forum on April 26, 2012 at Rhovic’s Place Hotel and Restaurant, Oroquieta City, Misamis Occidental. The activity was in line with the government’s goal of developing new areas for aquaculture (rearing of fish in an enclosure in a water environment) to increase fish productivity and consequently generate job for coastal communities. This forum is in support to the existing Mariculture Park/Zone (MP/Z) in Lopez Jaena, Misamis Occidental. The park sprawls a stretch of 313.26 hectares and is zonified for different aquaculture activities. The coastal waters of the mariculture zone encompasses the following barangays–– Katipa, Biasong, Eastern Poblacion, Western Poblacion and Sibugon. The establishment of Mariculture Park has become a priority program of BFAR. Presently, there are already
three mariculture parks in Northern Mindanao which are located in Balingasag, Misamis Oriental; Sultan Naga Dimaporo, Lanao del Norte; and the newly established MP/Z in Lopez Jaena, Misamis Occidental. A mariculture park is an area in the sea with more or less a block of 100 or more hectares are suitable for fish cage culture operations (aquaculture), sea ranching, seaweed culture, fish sanctuary and mangrove reforestation. It utilizes a maximum of 10 percent of the total area of a municipal water. The concept is similar to an industrial estate where locators (termed as investors) rent a specific area for a fee. The conduct of an investment forum is hoped to encourage prospective investors to venture in the park in profitable income thereby accelerating development of the mariculture park. The park proudly generates employment to coastal dwellers as caretakers, watchmen and labourers. The technical resource speakers in the said forum will be BFAR Assistant Director
DA-RFU joins Mindanaonon ‘green’ summit THE Department of Agriculture (DA)-Regional Field Unit (RFU) in Northern Mindanao had strongly supported the advocacy of Earth Souls Solutions Inc. on its campaign of nurturing Mother Earth. During the celebration of Earth Month, Earth Souls Solutions Inc. hosted the Mindanaonon Environment Summit on April 20 to 21, 2012 at Kadayawan Hall, NCCC Mall, Maa, Davao City. The summit carries the theme, “Nurturing Mother Earth thru Grass-root Environmental Protection and Organic Agriculture.” It is a project of Earth Souls Solutions Incorporated in collaboration with government agencies, people’s organization, farmer’s organization, environmental protectors and advocates, and Local Government Units in Mindanao. It generally aims to come up with the Mindanao Environmental Protocol in guiding actions of the government, business and communities on environment. The summit will be a common ground for all these sectors to converge in sharing their views, ideas, expertise and concerns with regard to environment protection. Earth Soul Solutions Incorporated is a non-profit and non-stock organization
carrying the mission of helping integrate environmental protection and organic agriculture programs of the government, corporate organizations and NGOs down to the barangay level in order to achieve useful results. It was founded in May 21, 2011 in Malungon, Sarangani Province. During the consultation meeting on April 4, 2012 at DA-RFU 10, Mr. Niel Abejuela, Regional Director of Zone 2 Mindanao Environmental Zone for Earth Soul Solutions Inc.. hoped that the said project will not duplicate national projects that were already implemented for environmental protection like the National Greening Program or organic farming programs but instead it will complement and improve the implementation. Abejuela calls it an “exponential recruitment to the movement”, by which it will provide a venue for all sectors of the society to integrate efforts and work together to get a faster, better and cheaper results by way of sharing expertise, skills, common practices, time and commitment. Under PNoy, workers become poorer WORKERS in Cagayan de Oro and Misamis Oriental held a rally at Plaza Divisoria yesterday afternoon. What caught everyone’s attention was the banner accusing the Philippine government as a useless tramp. Anent with a President that does not care. ‘Kinsa imu boss?’ (Who’s your boss?). The question was figuratively addressed to President Aquino who has the penchant of saying that Cris Diaz the Filipino people are his Bosses. The workers demanded higher minimum wage. They criticized the government for not doing anything to contain the rise of prices of basic commodities. Earlier, militant groups added ‘Noynoying,’ a new word in the dictionary of languidness and laziness describing President Aquino. The word ‘Noynoying’ has caught popular attention. It is now in the process of getting international acceptance. Malacanang was quick on saying that the Aquino government is closely monitoring prices of basic commodities. They said that the prices of oil in the world market have gone down. This means that prices of basic commodities shall also stay in their current prices. Perhaps, Malacanang was trying to evade on real issues that the workers in the country are hankering. Aside from low wages and poor working condition, workers are also fighting for more benefits and security of tenure. Workers also wanted to scrap the contract only law which certainly a slapped on workers right for a secured job. Former Senator Herrera Ernesto Herrera, an acknowledge labor union leader, authored Republic Act No. 6715 of 1989 known as the ‘Herrera Law.’
The government of former President Corazon Aquino legislated RA 6715 on March 2, 1989 as amendment of the Labor Code of 1974. Workers tagged the Herrera Law oppressive since it curtailed the rights of workers. Herrera was also the author of ‘contractual workers only.’ Herrera’s oppressive legislations against workers cost his shining political career. The militant Kilusang Mayo Uno (KMU) has accused President Benigno Aquino, III, of relying on the ‘Herrera Law’ to serve the interest of the country’s ‘big capitalists.’ KMU accused Pinoy of exploiting the Filipino workers by ‘refusing to grant significant wage hike.’ To drive their point, the KMU cited the case of the Philippine Airlines where Pinoy agreed to adopt ‘contractualization’ of workers through outsourcing. One of the country’s business tycoons owns the Philippine Airlines. The Aquino government also assumed jurisdiction of PAL as a way of preventing workers to hold strike during peak season. The action of the Aquino government certainly served the interest of the elite few. Workers also lamented the government lackluster attitude toward their demands. Instead, the government seemed to cover up corporate claimed of losing business. On the contrary, corporate profit of top 1000 corporations in the Philippines chalked up doubledigit rates in 2007. Poverty remains the major concern of the Filipinos. The Aquino government has not done anything to alleviate the plight of Filipinos living in abject poverty. Rebellion, when will it ever end? CAN THE rebellion of the communists and Muslim separatists still be resolved? This nagging question has been with us for over four decades and today we are still asking when will it ever end. Only the other week 11 soldiers, led by a young captain, were waylaid by New People’s Army (NPA) rebels in the Cordillera Autonomous Region while on their way back to camp from a socio-civic activity in a remote barangay. DTI strengthens Tobacco Act advocacy By ROBERT E. ROPEROS BUTUAN City - The Department of Trade and Industr y (DTI-Caraga) is strengthening its advocacy on Republic Act 9211 (Tobacco Act of 2003) by reaching out, especially to the youth. According to Regional Arbitration Officer Elmer Natad, the law prohibits smoking in public places, such as playschools; preparatory, elementary and high schools; colleges and youth activities. universities; youth hostels Smoking is also not and recreational facilities for persons under 18 years allowed in elevators and old; and other centers of stairways; gas stations and
flammable liquid storage areas; within buildings and hospital premises; medical, dental and optical clinics; health centers;
nursing homes; dispensaries and laboratories; public conveyances; airports and ship terminals; train and bus stations; restaurants and conference halls; and food preparation areas. The law, however, stipulates that in all enclosed places that are open to the general public, private workplaces, and other places, where smoking may expose other individuals to tobacco smoke, the owner, proprietor, possessor, manager or administrator of such places shall establish smoking areas. Enrolment in region 10, up by 5.16% By RUTCHIE CABAHUG-AGUHOB REGION 10 – The region had an enrolment of 1,056,201 in pre-school to secondary level last school year (SY), said Director Luz Almeda of the Department of Education (DepEd-10). The figure represents an increase of 5.16 percent, compared to the total
regional enrolment (TRE) of 1,004,367 during school year 2009-2010, She said public schools have registered 929,138 or 87.97 percent, while private schools had 127,063 or 12.03 percent of the TRE. In turn, percent from the previous enrolment in public schools SY’s 885,577, while priincreased by 43,561 or 4.91 vate schools registered an
increase of 8,273 or 6.96 percent from previous SY’s 118,790. Director Almeda said the increase in public school enrolment was attributed to the massive campaign of the school and barangay officials on “Balik Aral” and “BrigadaEskwela” programs before the opening of classes. Thereafter, the Comelec will proceed with the disqualification proceedings on candidates with questionable competencies and the printing of ballots. The same source pointed out that the House of Representatives and the Senate need to work double time once it resume sessions this coming May 7. The law that would abolish the ARMM and create a new Moro sub-state should be passed not later than August or September this year otherwise OIC-Gov. Hataman may have an extended term of up to 2016, he added. We certainly agree that
it could be mathematically impossible already to include the set of new officials for the proposed Moro sub-state in the 2013 elections. Granting that Congress can speedily pass the required law but there is no assurance, at all, that no one will question its constitutionality before the Supreme Court. Of course, there is also no assurance that the High Tribunal will act on the matter very quickly considering that it will be a very tricky issue. Then, there is also the possibility that some groups or lawyers will petition for the holding of referendum in new areas not yet included in the present ARMM. So, this is a ticklish matter that will dislocate the timetable of our beloved Pnoy. At any rate, we are hoping that the proposed new Moro sub-state will put an end to the secessionist movement in Southern Philippines. In the meantime, we do
not see any hope of having the NPA rebellion being resolved in the very near future. We understand there is an impasse or standoff as the NPA/CPP negotiating panel is reportedly insisting for the government panel to start dealing with them only on four or five major talking points or political issues drawn up during the previous Arroyo administration. This explains why we have heard nothing from Usec. Padilla for the last several months. Mukhang malabo ang pakikipag-usap ng pamahalaang Aquino sa mga NPA. Aquino III said it was necessary for government to privatize the Agus-Pulangi power plants to ensure a reliable power supply in the island and attract investors in power generation. “We shall mobilize Mindanao’s entire population of 21 million people and have each and everyone pledge P50 as their contribution to our P1-billion seed fund,” Ms. Santiago, who once ran for president, said. “Our online campaign will also enlist Mindanao residents living abroad who have expressed disgust at government’s handling of the recurring power shortage.” Dubbed “Pipol’s Power,” the campaign kicks off on May 5 in Iligan City with consumers groups, industry associations, church-related organizations and chambers of commerce, among others, leading the charge. The Mindanao Commission on Women will act as the secretariat for the grassroots campaign which will feature locally based steering committees in all cities and provinces in the island and pledging stations in offices, schools, hospitals and private residences. A “Pipol’s Power” bracelet will be given to each person who gives a pledge and will be the tangible sign of the campaign’s support among all economic and social strata in the island. Engr. Nestor B. “We need to connect with and gain the sentiments of the people in the broad base and grassroots,” said Myrna A. Siose, coordinator of the Church-Academe-NGO Conversations, a regular forum organized by the Archdiocese of Cagayan de Oro. “We need to impress on them the implications if the hydro plants are bought by big money and influential private sector firms and parties who are not stakeholders in Mindanao.” Ms. Siose said the grassroots also have to be informed and accept they are also part of the private sector with the same rights and even greater need of energy as ‘internal and direct stakeholders’. As such, the need for them to consolidate their individual private resources into a “collectivepeople” needed to generate the strength and power to challenge conglomerates and multi-national companies on equal footing. “We need to make them understand and accept the concept of “private stakeholdership” in Mindanao’s power industry,” she stressed.
Lawyer Jose Edgardo Y. Uy, a retired officer of a local distribution utility active in public deliberations of Mindanao’s power situation, said the initiative could send mixed signals to Malacañang and advises the group to also explore other options. “The planned Pipol’s Power could send some signals to PNoy, but the initiative may also be sending the signal that the people of Mindanao now agree to the sale of the hydros to the private sector,” he said. To further stem the sale of the hydros, a case in court could be filed by any taxpayer questioning the purported sale. W the “rift” between the Executive and the Judiciary, no sale may materialize during the term of PNoy. The resolution of Congress deferring the sale could be used as the basis, read along with the EPIRA provision which makes privatization of the hydro plants an open-ended task [not earlier than 10 years from 2001]. Structurally, the people of Mindanao are supposed to be represented by those sitting in
Congress, and through them, in a resolution they have recently passed, the people have spoken to defer the sale of the hydro plants. The President of the Republic is duty-bound to listen to the people, his bosses, unless he did not really mean what he said [“kayo and boss ko”], he added. Ma. Teresa R. Misamis Oriental 2nd District Rep. Yevgeny “Bambi” Emano wishes well his counterpart in the first district of the province, Congressman Peter M. Unabia who celebrated his 50th birthday on Sunday. Emano came with his father, Cagayan de Oro Mayor Vicente Emano, to greet their party-mate.
The birthday boy, Misamis Oriental 1st District Rep. Peter M. Unabia, blows the candles on his 50th birthday cake as a singer croons for him. The birthday party on Sunday was held at the Talisayan gym attended by hundreds of people including government officials of Misamis Oriental towns.
The siblings of Misamis Oriental 1st District Rep. Peter M. Unabia and their children as well as other relatives came in full force Sunday to greet the congressman for his 50th birthday. The party was held inside the covered Talisayan gym where hundreds of well-wishers from many places around the province participated in the program.
