Rebels to attack mining firms in Zambo
By DIONISIO P. TUBIANOSA, MRS-PRIB
A lawmaker has called for a congressional probe into the report of the United Nations World Drug Report placing the Filipinos as leading shabu users in East Asia. “This is a serious matter that we must face head on. Even if the rating may not be that accurate, this matter must be looked into,” said Rep. Winston Castelo (2nd District, Quezon City), author of House Resolution 2331. He said the 2011 United
Nations World Drug Report says that the Philippines is seen in the world map as having the highest rate of shabu abuse in East Asia with 2.1 percent of Filipinos aged 16 to 64 using the illegal drug. Castelo also cited abuse/PAGE 7

to attend to displace civilians as fighting rages COTABATO City––The military has deployed peacekeeping forces in remote villages in Carmen and Aleosan, both in North Cotabato, following the eruption of armed conflict involving warring Moro rebels. The local government of Aleosan reported 287 families or about 1,600 persons displaced by the armed conflict that started Friday last week. Elements of the 7th Infantry Battalion and 40th Infantry Battalion were deployed to prevent the
escalation of armed conflict triggered by a long standing family feud involving Commander Tiu of the Moro National Liberation Front (MNLF) and Commander Tarzan of the Moro Islamic Liberation Front (MILF) which already resulted in the death of one and wounding of another. Aleosan Mayor Loreto Cabaya said the displaced families were from the village of Tonganon, a part of Carmen, and sought refuge in the village of Lawili which is part of Aleosan. killed/PAGE 7
PAGADIAN City––Communist rebels have threatened to attack mining firms operating in the Zamboanga Peninsula in the southern Philippines. Jorge Madlos, a spokesman for the New People’s Army, also warned soldiers and policemen from protecting mining firms he accused of plundering natural resources. The warning came after rebels freed a policeman Faizahl Juhaili who was held hostage during a raid at a police headquarters in Zamboanga del Sur’s Tigbao town last month. “During combat situations, in order to avert the unnecessary loss of lives, we ask the combatants from the opposite side of the armed conflict to desist from any attempt to resist when your opportunity to fight back is nil in order, especially so that you are only fighting as mercenary pawns defending the interest of plundering mining companies like the Toronto Ventures Inc. (TVI) and other vested interests of the ruling class that pay you with people’s taxes,” Madlos said. TVI Resource Development (Phils.) Inc., a Philippine subsidiary of TVI, has repeatedly denied accusations by rebels and said it follows a strict international safety measures to protect the environment. It is among mining companies operating in Zamboanga del Sur and Zamboanga del Norte and had been attacked in the past rebels/PAGE 7

Solon seeks congressional probe on Butuan fire BUTUAN City -- A committee in congress may soon conduct its own investigation on the tragic dawn fire, which razed a clothing store and five other establishments in downtown Butuan. Rep. Jose “Joboy” Aquino (1st District Agusan del Norte, Butuan City-Las Nieves) has filed House Resolution No.2407 before the Congressional Commit-
tee On Public Order and Safety, Tuesday, seeking a deeper probe on the incident in aid of legislation. Aquino said that he will request the committee to tackle the proposed resolution, entitled “Directing the House Committee On Public Order And Safety To Conduct An Inquiry In Aid of Legislation On The Recent Early Morning Fire That Killed At Least 17 In
Butuan City,” be held right here in the city. The Agusan del Norte lawmaker also said that he hoped that the inquiry may also come up with results and recommendations among others, which may point out the needs of the LGUs and the agencies concerned, whether there were possible lapses, the needed equipments and other necessary actions
to prevent the occurrence of similar tragedy in the future. The six-hour blaze razed to the ground the three-storey theater-converted-into a commercial building occupied by the Novo Jeans and Shirts Store, Smart Wireless Center, St. Peter Plan, Inc., Cherry Mobile Store, Western Union, and Digi Life. NOTHING BUT THE TRUTH
The city of Cagayan de Oro is one of the most progressive cities in Mindanao and in the country today. One of the factors that contributed to the city’s rapid development is the sterling stewardship of City Mayor Vicente Emano. The attitude of incumbent city officials in enhancing progress is an important element. A positive outlook would ensure confidence among stakeholders willing to pour investments. City Mayor Vicente Emano has exemplified a character that prospective investors are willing to take. Stakeholders want their investment protected and the city government provided them that assurance. Thus, investors keep on coming to Cagayan de Oro City. In effect, the people of Cagayan de Oro City benefited the pouring in of investments in the city. It has sparked employment and improved revenue for the city. In return, we, the people of Cagayan de Oro City are enjoying the fruits of a progressive regional city. The city’s growth continues as more investors express their confidence of the city government’s liberal attitude to those willing to pour in capital investment. However, many of the city’s political opposition do not agree to the idea that the incumbent administration of City Mayor Vicente Emano has contributed much in the city’s progress. In general, the people of Cagayan de Oro are not bothered with the pandering of a recalcitrant opposition. The opposition are only few but they make loud voices because the people of Cagayan de Oro never listen to them. The opposition employs everything to discredit the incumbent administration. They have forgotten that doing so means insulting the people of Cagayan de Oro. The opposition had forgotten that they themselves benefited the amenities of the city’s progress. Instead, the opposition is destroying the gains of the city. They refused to acknowledge the city’s accomplishment because they just want to confuse the people. What has the opposition accomplished through the years of Cagayan de Oro’s existence? It is unfortunate that people pretending to be opposition are actually hungry for power. They want to take control of the city government and feed us, Cagayanons, to the vultures of their creation. What can we expect of leaders whose inclinations are only to destroy the gains of the city and its people? The Cagayanons are aware of the selfish motives of people oppose to the city’s incumbent administration. We unite to get rid of them! MABUHAY ANG CAGAYANONS! MABUHAY ANG CAGAYAN DE ORO CITY!

Bite your tongue THINK a minute. Imagine you walked into a room and all the people in it were gossiping about you! They were criticizing your personality as well as things you’ve done. What would you do? Would you say: “Thank you so much for being such true friends and telling me these things.” I doubt it! None of us likes to be criticized or gossiped about. So why do we do it? You know what we’re doing when we gossip and criticize others? We’re actually trying to make ourselves look better than that person. It is also in Cagayan de Oro City that all streets had ‘no parking’ signs. Drivers of both public and private vehicles blatantly ignore these ‘no parking signs.’ The jitney stops where loading and unloading of passengers has to take place is of no use too. Public utility jeeps pick up and unload passengers in the middle of the streets. These things contribute to heavy traffic. Again, traffic enforcers are not doing anything. There are also a number of ‘no entry’ and ‘no left turn’ signs. Actually, these signs are also contributory to traffic build up. RTA should minimize the installation of ‘no entry’ signs in order to provide vehicle owners, especially private cars, alternative routes to ease building up of traffic. These ‘no left turn signs,’ however, are strictly for public utility vehicles. Another thing is for public vehicles to follow strictly their prescribed routes. More often, these public utility vehicles violate prescribed routes. Traffic enforcers are doing nothing to correct this. There is also another important thing that the RTA and traffic enforcers to consider. This is the utilization of dormant roads and streets. These streets could serve as alternate routes for private vehicles during peak hours of the day. We are talking of the Burgos Street in downtown Cagayan de Oro. What happened to this street? The street simply became parking spaces of private vehicles. Is RTA aware of this? If not, then, what is the purpose of creating RTA? We think, this article is not for traffic enforcers. But today, you can quit your bad habit of criticizing and gossiping. Just ask Jesus Christ to forgive you and take charge of your heart and character. Let Jesus start changing the way you think and feel toward other people. Then instead of competing with them and seeing them as a threat, even your enemy, you’ll start wanting to understand and care about them. The last thing you’ll want to do is hurt them with your criticism and gossip. So why not ask Jesus to come in to your life today? Only He can change your heart and the things you talk about every day for the rest of your life. Just Think a Minute…
To obey is better than sacrifice 1 Samuel 15:22-24. Obedience is better than sacrifice. Obedience, not religious sacrifice, is what God most desires. (22) Let’s clarify what we mean by obedience and sacrifice. Obedience is doing the will and seeking to please someone in authority over you. Sacrifice is seeking to appease or cool off the anger of an authority you have disobeyed. Disobedience results in a need to sacrifice. Obedience prevents the need for sacrifice. Obedience brings blessing, but disobedience results in a curse. Under Old Testament Law, sacrifice was done to prevent or to remove the curse of sin. It was a payment for having disobeyed. Those sacrifices were accepted by God, but they were never

what He wanted most. Though God may accept a sincere sacrifice, He desires obedience even more. (22a) None of the Old Testament sacrifices could remove sin’s curse. The perfect sacrifice, the only thing that could take away the curse of sin, was the blood Jesus shed when He died on the cross. Jesus died in obedience to the Father’s will. Even God doesn’t enjoy that (Hebrews 10:6) Hebrews 10:5-6 Therefore, when He came into the world, He said: “Sacrifice and offering You did not desire, But a body You have prepared for Me. In burnt offerings and sacrifices for sin You had no pleasure. God always wants a genuine loving relationship with His children. Love isn’t a sacrifice. Love causes us to want to please Him with a whole-hearted, joyful obedience. Obedience, not religious sacrifice, is the basis of spiritual authority and leadership. (PARTS), an nongovernment organization, in partnership with the EcoSystem Alliance (IUCN-NL) Network International. The participants––who came from the towns of Sapang Dalaga, Concepcion, Calamba and Baliangao–– mostly rely their source of water for their agricultural and drinking water from Dioyo Watershed Management Council. Dioyo Watershed is one of the water basins found along the boundaries of Mt.
Malindang Nature Park on its four catchments traversing into five rivers that pass to the four municipalities. With the remaining hectares of forest cover of 33,700 (as of 1995 survey) hectares from the original 53,262 hectares with 1,284 plants species, Dioyo Watershed comprises the 10, 937.75 hectares that stretches to 3.9 kilometer and four catchment of water basins that will end to the Murcielagos Bay. S ap ang D a l ag a has 6,113 hectares, Calamba
has 2,126 hectares, Baliangao has 1,333 hectares and Concepcion of which is the smaller hectare of 566 but it is the head start of the water basin that passes into 5 rivers down to the bay needs protection and preservation. In the recently held consultation, Mr. Nonoy Penorel, Executive Director of PARTS, gave a situational analysis of the Dioyo Watershed, that sometime in November 11, 2011, DENR started to work for the protection of the watershed.
For his part, Vice Mayor Manuel Animas, who represented Sapang Dalaga Mayor Donjie Animas, said that Dioyo Watershed must be protected not only because of its water source but to preserve it in order also to protect the town’s food resources––the Murciellagos Bay. As the consultation proceeded with PARTS assisting in the creation of the Dioyo Watershed Management Council, the participants went home with full of enthusiam.

a report by the Philippine Drug Enforcement Agency (PDEA) from January to October 2011 that police authorities seized 250 kilograms of shabu worth $68 million equivalent to P2.92 billion, confiscated 818 kilograms of marijuana, 17,222 grams of cocaine, 960 tablets of Ecstacy worth $17.4 million, $2 million and $26,790, respectively. The UN World Drug Report also stated that out of 9,850 drug operations, 8,491 suspects were arrested and 9,995 cases were filed in court, thus accounting for almost 30 percent of pending court cases in the National Capital Region alone as drug-related and therefore poses a major challenge in prosecution. Castelo said the primary organizers and financiers of shabu trafficking are still Chinese organized crime groups and the West African Drug Syndicate (WADS) operating Northern Luzon and other Southeast Asian countries. “It is high time for a multi-sectoral probe cum dialogue to run a so-called SWOT Analysis (Strength, Weaknesses, Opportunities, Threats Analaysis) to better understand the seriousness of this drug trafficking problem and thereby prescribe new policy guidelines especially focused against organized international drug or crime syndicates operating in the country,” said the lawmaker. “The growing sophistication in the operations of drug syndicates also dictates that the State counter their operations with even more vigorous and equally sophisticated means, backed up by appropriate policies and statutes,” he said.

The DOJ chief stressed that Corona and the members of his defense team have committed his testimony as scheduled for Tuesday. Hence, De Lima said, it is better just to wait and know how all the allegations will be answered by the Chief Justice. De Lima just wanted to let the senator-judges render their decision in order to prevent “animosity” between those who are in favor or against the conviction of the chief magistrate. “Let’s listen and let’s see what he (Corona) has to say about all of these accusations and evidence hurled against him,” De Lima said. Tiu’s followers put up a fight that lasted for about an hour that also sent villagers to flee to nearby communities. Cabaya said the area has been normalized and the displaced families, mostly Maguindanaon Muslims and relatives of warring clans, have returned home. An Army official said the conflict was more of a family feud than an MNLF-MILF organizational fighting.
