THE Senate has sent its own physician to check the health condition of Chief Justice Renato Corona, confined Wednesday at the intensive care unit of the Medical City in Pasig City on Wednesday following a “hypoglycemic episode.”

Corona, 63, was admitted to the hospital, a day after his appearance at his own impeachment trial, due to what Supreme Court spokesman Midas Marquez said was possibly due to a heart attack.

Corona, reportedly a diabetic for the past 20 years, had the “hypoglycemic episode” immediately after his nearly three-hour opening statement at the impeachment court.

Diabetic hypoglycemia, a low blood glucose level occurring in a person with diabetes mellitus, is one of the most common types of hypoglycemia seen in emergency departments and hospitals.

LOCAL government units (LGUs) topped the list of government agencies with the most number of cases filed before the Office of the Ombudsman in 2011.

In a report by the Ombudsman’s Finance and Management Information Office (FMIO), a total of 3,852 cases were filed against local government officials last year.

Of the number, 2,075 were filed before the Ombudsman-Central; 633 – Ombudsman-Luzon; 600 – Ombudsman-Visayas; and 544 – OmbudsmanMindanao.

Here’s the list of top 20 agencies with the most number of cases filed at Ombudsman in 2011: -- LGUs - 3,852; Philippine National Police (PNP) - 1,128; Department of Education (DepEd) - 562; Philippine Information Agency (PIA) - 490; Bureau of Internal Revenue (BIR) - 416; Armed Forces

of the Philippines (AFP) - 304; Bureau of Customs (BOC) - 177; Department of Environment and Natural Resources (DENR) 155; Department of Social Welfare and Development (DSWD) - 148; Department of Justice (DOJ) - 98; -- Department of Finance (DOF) - 92; Department of Health (DOH) - 87; Department of Public Works and Highways (DPWH) - 86; Department of Agrarian Reform (DAR) - 81; Commission on Higher Education (CHED) - 57; Commission on Elections (Comelec) - 54; National Labor Relations Commission (NLRC) - 48; Bureau of Fire Protection (BFP) - 47; National Bureau of Investigation (NBI) - 45; and National Economic Development Authority (NEDA) - 45.

On the other hand, 14 agencies have the least number of cases filed in 2011, namely: Bureau of

Fisheries and Aquatic Resources (BFAR); Bureau of Local Government Finance (BLGF); Civil Aviation Authority of the Philippines (CAAP); Commission on Human Rights (CHR); Commission on Information and Communication Technology (CICT); Cooperative Development Authority (CDA); Department of Agrarian Reform Adjudication Board (DARAB), Malolos City; Department of Foreign Affairs (DFA); Government Service Insurance System (GSIS); Laguna Lake Development Authority (LLDA); Local Civil Registrar (LCR); Philippine National Oil Company (PNOC); Senate of the Philippines; and the Technical Education Skills and Development Authority (TESDA).

Only one case has been filed against officials of the said agencies in 2011.

There were only two cases filed against officials

of the Department of Tourism (DOT), Mactan-Cebu International Airport Authority (MCIAA), National Statistics Office (NSO), Philippine Veterans Affairs Office (PVAO), and the Subic Bay Metropolitan Authority (SBMA).

Three cases were filed against officials of the Metro Iloilo Water District, while four cases were filed against officials of the Housing and Land Us e Regulator y B oard (HLURB), Land Bank of the Philippines (LBP), National Food Authority (NFA), National Police Commission (Napolcom) and the Philippine Coconut Authority (PCA).

Five cases were also filed against officials of the Airport Police (AP), Civil Service Commission (CSC), Land Transportation Franchising and Regulatory Board (LTFRB), and Prison Guards. By PAT SAMONTE Regional Editor-Caraga BUTUAN City––Senator Aquilino “Coco” Pimentel III has vowed to work for the increase of local government units’ share from 40 percent to 50 percent in national tax proceeds generated by the Bureau of Internal Revenue, but also by the Bureau of Customs, Department of Environment and Natural Resources, and other national government agencies.

In a speech during the induction of officers of the Liga ng mga Barangay Kagawad of Butuan City at the Butuan Central Elementary School social hall on Saturday, Pimentel said he had filed a bill seeking to amend the current 40:60

sharing to 50:50 sharing and the need to amend Section 284 of Republic Act No. 7160 known as the Local Government Code of the Philippines of 1991.

According to Pimentel, he has always been “biased” in terms of giving benefits to local governments and officials and has considered it a “duty” to improve and refine according to the times the provisions of Republic Act 7160 authored and “one of the legacies to the country” by his father, former Senator Aquilino “Nene” Pimentel Jr. On this score, the solon from Cagayan de Oro City also promised to take up with his Senate colleagues and counterparts in the House of Representatives the call to extend the term

Learning that the Liga ng mga Barangay Kagawad of Butuan City is a “non-partisan and apolitical” grouping of village councilmen in the city’s 86 barangays with 307, 600 constituents based on the 2010 survey of the National Statistics Coordination Board, Pimentel advised the barangay officials to remain non-partisan to get a favorable decision on the clamor to extend their term of office to two years.

Liga vice-president for internal affairs Sofronio Salas said Pimentel, “with his unequivocal support for barangay councilmen and his ‘passion’ to provide benefits to the ‘lowest’ public

servants in the country’s smallest government unit, may well top the senatorial contest in the 2013 election, a reward he fully deserves.”

Balut vendor caught selling ‘shabu’

By PJ TREMEDAL Correspondent OZAMIZ City––Police and anti-narcotic team arrested a balut vendor during a buybust operation in one of the barangays here over the weekend.

PNP Acting Provincial Director Raul A. Benitez said the joint forces of the PNP Provincial Public Safety Company (PPSC) led by Sr. Insp. Jonan Banas backed by the PDEA Special En-

forcement Team arrested 35-year-old Enny Maestrado, a resident of Barangay Gango, Ozamiz City.

Benitez said Maestrado is selling balut at night and worked as painter in daytime.

He said the suspect was arrested while selling three sachets of heat-sealed plastic believed containing methemphitamine hydrochloride, locally known as “shabu” to a police officer, who acted as poseur buyer.

Police authorities reportedly confiscated from the suspect’s possession the marked money, illegal drugs, two pieces of aluminum foils, and cash worth P970.

On one hand, Benitez commended the team for a job well-done.

“We are on the run against them and proud to say our men is on the go,” he said.

Meanwhile, another suspect is charged in court for violating RA 9262 after he

was arrested by virtue of warrant of arrest issued

by Judge Edmundo Pintac of Regional Trial Court, Branch 15 in Ozamiz City.

Arrested was Arnulfo Gonzaga, 39, a resident of Barangay Bitoon, Ozamiz City.

Gonzaga has pending case before the local court docketed as Criminal Case 6164 with a recommended bailbond in the amount of P24,000 for his temporary liberty.

Why ‘press freedom week?’

LOCAL media in Cagayan de Oro celebrates their version of ‘Press Freedom Week’ this week. Actually, the third week of May is also set aside as press freedom week observed by members of the National Press Club of the Philippines. Every year, the month of May is a month for press people around the world. On May 3, the ‘World Press Freedom Day’ is also commemorated around the world. Cris Diaz Former Senator Aquilino Pimentel, Jr. declared the third week of May ‘Press Freedom Week’ in Cagayan de Oro City in an approved Ordinance 1981.

Pimentel’s declaration of the ‘Press Freedom Week’ in Cagayan de Oro City was a personal tribute to known and unknown members of the press who rallied behind him during the dark years of Martial Law. A noted political opposition, Pimentel was among those who fought against Marcos’ Martial Law in 1972.

As a political opposition, the Marcos regime incarcerated Pimentel in Camp Crame in 1973. He was later on released.

In 1980, Pimentel ran for City Mayor in Cagayan de Oro City. The Commission on Election (Comelec), however, ousted Pimentel while the latter was on official training outside the country. In his absence, the Comelec declared his defeated opponent who ran as an administration candidate of the Kilusang Bagong Lipunan (KBL) political party. Pimentel was charged with ‘political turncoatism.’

However, the local populace rallied behind Pimentel.

Cagayanons held peaceful rallies to protest the ouster of Pimentel as duly elected City Mayor. When Pimentel was on his way home from the United States, the locales tied yellow ribbons at trees and posts in Plaza Divisoria

as a gesture of welcoming him. Aware of the people’s mounting protest, Marcos reinstated Pimentel as City Mayor pending review of the Comelec decision by the Supreme Council.

Unknown to many the ‘yellow ribbon’ mania, which became the rallying color of the nationwide political opposition that ousted former President Ferdinand Marcos, originated in Cagayan de Oro City. All the while, as Pimentel struggled to oppose the Marcos dictatorial government, his only consolation was the unwavering support of the local and national press.

Clearly, the press indirectly provided Pimentel an ally who kept watch on him against the excesses of Martial Law. The independent press was Pimentel’s efficient watchdog then.

Barely a year after he returned home, he was charged for allegedly aiding local communist rebels. Pimentel was transported to Cebu City where he was initially confined ‘incommunicado’ at the Criminal Investigation Service headquarters in Camp Sotero Cabahug. Although ‘incommunicado’, this writer was the only member of the press in Cebu City allowed to interview Pimentel at his detention cell at CIS. This writer was also among those who accompanied in sending off Pimentel on board Trans-Asia when Marcos then ordered him under house arrest in Cagayan de Oro City. Even then, this writer regularly called Pimentel for an interview by phone (definitely tapped by government operatives).

Actually, aside from getting hard copy, the purpose of interviews was to make sure Pimentel was safe and secured. Pimentel may not remember or know me at all – it does not matter. However, I am one of those thankful for his declaration of ‘Press Freedom Week’ in Cagayan de Oro City every May of the year.

Commissioner Biazon under fire!

PRESIDENT Benigno S. Aquino III publicly confirmed a few days ago that Customs Commissioner Rozzano “Ruffy” Biazon will banner the senatorial ticket of the Liberal Party.

This means that Biazon, at most, will only serve the post up to September 30, 2012.

But there are those who point out that with the announcement of Biazon’s inclusion in the 13-man LP slate his objectivity as top customs man will be suspect.

Will he be able to push the

Revisiting family income and expenditures: A better way to understand poverty issues and concerns THE issues on poverty have arrested the attention of so many researchers who dealt with a number of studies that resulted to innumerable theories, methodologies and findings.

For instance, the Global Development Research Center (http://www.gdrc. org/icm/poverty-causes. htm) in its compilation of article on the causes of poverty and related issues presented two types of poverty: Individual and Aggregate.

The former is explained by individual circumstances and/or characteristics of people such as amount of education, skill, experience, intelligence, health, handicaps, age, work orientation, time horizon, culture of poverty and discrimination, together with race, sex, and others.

When Statistics Speak Salvador A. Aves, Ph.D, DM The latter is explained by two types of aggregate poverty theory: case and generic.

According to case theories of poverty, aggregate poverty is just the sum of individual poverty, whereas the generic illustrates that poverty is explained by general, economy-wide problems, such as inadequate non-poverty employment opportunities, inadequate overall demand (macro problems, macro policy) , and low national income (Less Developed

Country).

However, layman’s concept equates poverty with the condition of low or slowly rising income that could not cope with costs that have risen fast or if not faster through inflation and rapid population growth.

This gives people the impression that the levels of income and consumption are critical to determining who is poor.

The quality of poverty estimates relies heavily on the data sources. One of the sources of data for poverty estimation in the Philippines is the Family Income and Expenditure Survey (FIES).

The FIES is the source of detailed information on income and expenditures of Filipino families.

The National Statistical Coordination Board (NSCB) is in charge of releasing the official poverty statistics that are based on (per Capita) income data sourced from the FIES. The FIES is a nationwide survey of households undertaken by the National Statistics Office. It is the main source of data on family income and expenditures.

Total family income includes primary income and receipts from other sources received by all family members during the reference period as participants in any economic activity (either as laborer, proprietor, capitalist or entrepreneur) or as recipients of transfers, pensions and grants, among others.

On the other hand, family expenditures refer to the expenses or disbursements made by the family purely

for personal consumption during the reference year.

These excludes all expenses in relation to farm or business operations, investments ventures, purchase of real property and other disbursements which do not involve personal consumption.

What is the status of the family income and expenditures of Northern Mindanao compared to national figures?

In 2009, the average annual family income of Filipino families in Northern Mindanao was posted at P165 thousand which was 16.2 percent higher than the 2006 estimated average of P142 thousand.

Similarly the national figure also manifested an increase of 19.1%, that is, from 173 thousands in 2006 to 206 thousands in 2009.

Adjusting to the inflation rate between 2006 and 2009, the average annual family income in 2009 posted at P165 thousand would be valued at P98 thousand at 2000 prices.

However, there is a big disparity in the average income between the bottom 40 percent and the upper 60 percent.

The average income for the bottom 40% is 55 thousand while the average income for the upper 60%

is 238 thousand.

On the national scope, interesting but frustrating data on family expenditures reveal that poor families spent 64 thousand annually on the average which is surprisingly two thousand pesos more than their average annual income.

In contrast, families in the upper 70 percent income group spent 224 thousand pesos a year, on the average; hence, could generate savings of 44 thousand pesos in a year, on the average.

With regard the Northern Mindanao data, there is a savings of 43 thousand pesos in a year, on the average, for the upper 60% income group which spent 195 thousand pesos in a year, on the average.

However, in the bottom 40% income group, they spent all what they have earned such that they did not have any savings at all.

Nevertheless, combining all income groups, a savings of 26 thousand was noted in 2009.

The 2009 Gini Coefficient was recorded at .4737 in Northern Mindanao down by 1.4 percent from .4806 in 2006. A lower gini coefficient indicates a movement towards a more equal income distribution among families.

CAGAYAN de Oro City - The Protected Areas, Wildlife and Coastal Zone Management Service Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS) has recently retrieved two juvenile Philippine scops owls (Otus megalotis) in Barangay Macasandig, this city.

It was ascertained that the juvenile raptors were taken by children from its nest in the trunk of a mango tree.

The owls are now being kept by DENR-10 Regional Wildlife Rescue Center.

CAGAYAN de Oro City A concerned phone caller brought the biodiversity conservation drive into the limelight, as DENR-10 was asked to investigate the foul smell emanating from a flower along the provincial road near barangay Lumbia, this city.

It was learned that flower was thought to be another Rafflesia schadenbergiana, a rare and endangered species.

The investigation team from the Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS), however, discovered that the flower is an elephant foot yam or the Amorphophallus paeoniifolius, which is

sometimes called the stink lily.

I would say that Biazon should be allowed to stay as commissioner, at least, one month before the scheduled October 1, 2012 filing of certificates of candidacy.

He should be given little time to prove himself. It is not his sin or fault if get considered by the President for the LP senatorial slate.

We can also understand why Pnoy is adamant in including Biazon in his list. He wants more loyal party members and friends to dominate the administration ticket rather than have it be a mix of political butterflies. This explains why the LP ticket is composed of lightweights.

Lawyers of the defense and prosecution panels had settled down in their assigned seats with five minutes gone from the 2 p.m. start of the hearing but there was still no signs of Corona.

The senator-judges started filing in minutes later. Sen. Bong Revilla led the prayer, saying that the people and history will judge the senatorjudges, too, hence their resolve to face up to their duty with courage and integrity.

Twenty-two of the 23 senators were present.

Corona lead defense lawyer Serafin Cuevas said he went to the hospital where Corona is now confined hop-

ing to bring him to court so he can continue his testimony and sudmit to direct and cross examination.

“Unluckily we were not able to talk to the chief justice… but only spoke with Mrs. Cristina Corona and daughter Carla,” Cuevas said.

“The stumbling block…is his physical and mental condition …because we are fully convinced he cannot testify…

In fact, he cannot even stand up, Your Honor.”

Cuevas said the defense had obtained a medical certificate on Corona’s condition.

On the “alleged walkout,” Cuevas asked for the court to investigate first before condemning him.

Corona’s phyisician said Corona may be ready to testify by Monday, Cuevas said.

But Enrile said the court will rule on the matter.

Lead prosecutor Niel Tupas Jr. said the prosecution intends to subject Corona to cross-examination.

Tupas asked if the defense will still do a direct examination of Corona to which Cuevas replied “Yes,” and after that, the cross-examination can proceed.

If Corona is willing to return for cross-examination, then perhaps the defense could skip direct examination, Tupas asked. Cuevas, however, insisted he still had to do a direct examination of Corona.

To settle the discourse, Enrile ruled that the defense has only until Friday to present its evidence, and by Monday, the oral arguments will start. The court will not hold a session on Thursday.

Sen. Alan Peter Cayetano asked if Corona would present documentary evidence such as bank records to support the credibility of the statement

he delivered before the court on Tuesday.

Senator Francis Escudero III asked if Cuevas had possession of the waiver of confidentiality of Corona’s bank records to which Cuevas replied he did not.

Senator Jinggoy Estrada asked if lead prosecutor Tupas was willing to sign a similar waiver that Corona had set as a condition for th eopening of his accounts. Tupas said the prosecutors see Corona’s challenge as a “diversionary move” and they see no need to sign it.

Enrile butted in to reiterate the rulings of the court on the deadlines for the oral arguments and the vote on th eimpeachment case.

“Friday at 2 o clock in the afternoon to present your evidence… after that we will consider your case as submitted,” he told Cuevas. “Monday oral arguments, and at the latest on Tuesday, the case will be considered submitted for voting. So ruled,” Enrile said.

The court gave one hour each for the defense and prosecution panels to deliver their opening and closing statements, with the time spread among any number of speakers they will choose to represent the panels.
