BUTUAN City––Aboitiz Power Corporation closed the first quarter of 2012 with a consolidated net income of P5.6 billion, up by 10 percent over the same period last year, mainly due to higher economic activity in the country which led to higher demand for power.
In a statement, AboitizPower president and CEO Eramon Aboitiz said: “Our revenue for the first quarter was propelled by a higher demand for energy, something we foresee continuing with higher levels of economic activity. AboitizPower is anticipating the
increased demand for electricity by building the right mix of energy sources on its generating portfolio to be able to deliver better power solutions to customers at reasonable prices.” The power firm is also set to pour P170 billion in new investments, particularly in Mindanao, Aboitiz said. “To help provide solu-
tions to the growing demand for energy in the country, AboitizPower will participate in the development of various greenfield projects, both hydro and clean coal, in the next three to five years. In Mindanao alone, to ease the critical power shortage in the island, we have committed to invest P35 billion to add 354 megawatts of new
capacity by 2015. We will also rehabilitate existing plants to maximize capacity and improve reliability. We estimate the combined cost for new projects and rehabilitation to reach P170 billion,” said Aboitiz. The Cebu-based company’s power generation business recorded an income contribution of P5.1 bil-

Anti-smoking cops in Dipolog ZAMBOANGA City––The Dipolog City government has tapped the Philippine National Police (PNP) to help in the enforcement of anti-smoking laws in a move to provide the public with a healthy and smoke- free environment. Forty- six policemen have just completed an orientation seminar conducted by the City Health Office (CHO) on the pertinent provisions of Republic Act (RA) 9211. The orientation seminar also included City Ordinance 196, also known as Tobacco Regulation Act of 2003 and Anti-Smoking Ordinance, respectively. Sanitation Officer Edgardito R. Baes and Administrative Officer Larry Padilla of the CHO served as lecturers in the said seminar. These 46 policemen would be issued deputation orders authorizing them to apprehend any violator of anti-smoking laws in the city. PNA

FAAP grants XU programs Level IV accreditation THE Federation of Accrediting Agencies of the Philippines (FAAP) has granted Xavier University (XU) a Level IV Accredited Status for six of its programs, namely: Liberal Arts, Sciences, Secondary and Elementary Education, Business Administration, Accountancy and BS Chemistry. FAAP is a recognized network of accrediting agencies working closely
with the Commission on Higher Education for the upgrading of the quality of education in the country. “Level IV Accredited Status is a recognition of the high quality and excellent standards of these tertiar y level programs in our university,” said Fr Roberto Yap SJ, XU president. He hopes that the recognition would inspire the XU community “to
strive more than ever for excellence, the hallmark of a Xavier Education.” FAAP was launched in 1977 and is the official agenc y for accrediting decisions at the tertiary level. Members of FAAP include the Philippine Accrediting Association of Schools, Colleges and Universities, which has also awarded XU’s programs accreditation in varying levels.

The activity will be held May 22-29, as part of the Press Freedom Week celebration in Cagayan de Oro City. Meanwhile, attendees to the recent World Press Freedom Day forum signified their intention to help promote that cause for Decriminalization of Libel. The participants included media practitioners, Phil InformationAgency representatives, TV crews, students and teachers, representatives from the private sector and law enforcement. A guest speaker who talked on decriminalizing libel and its present forms, said it is also vital that journalists and law enforcers understand at its simplest meaning what libel is. Lawyer August Neri Jr., a former president of the Cagayan de Oro Press Club and a practicing lawyer, said that the Philipines as a democratic state should always pass a law that would benefit majority of the people. Citing an article on reasons why libel law must be scrapped, Neri said that “if there is a conflict of interest between the state and the majority of the people, the latter shall prevail. “In other words, any law passed by the Congress should consider the benefits of the majority… and if the majority demands information that can be given largely by means of the exercise of the liberty of the press, there is no point to hinder the practice of journalism by imposing a repressive
Yes, the Cagayanons and city officials led by Mayor Vicente Emano displayed the highest form of ‘Bayanihan’ in accomplishing the task of alleviating the plight of Sendong victims. It was a ‘Bayanihan’ or the concerted effort of the city government; the religious sectors, concerned non-government organizations, and neighbors from other places who responded to the call of distress of Sendong victims. On the one hand, we, the people of Cagayan de Oro, are sad that some persons, groups, and individuals are still using the Sendong incident in pursuing their ill-motivated political ambitions. We are also saddened that the same group of persons, individuals, and organizations are now claiming to be part in the city government’s effort in providing shelter and services to Sendong victims through ‘Bayanihan.’ These selfish people, individuals, and organizations who are sowing discomfort and conflict among us, Cagayanons, through lies and disinformation are implying that they are part of the ‘Bayanihan’ effort, too. We, the residents of Cagayan de Oro, are aware of people and politically motivated organizations pretending to be working for the city’s welfare. After the people rejected them, these people continue to peddle lies aimed at discrediting the city government and its officials. Like lunatics running amok, these ambitious individuals are determined to destroy everything that crosses their way. They use all means to pursue their ends criticizing those who will not join and accede to their whims. They manipulate people and initiate trump up charges against those unsympathetic to their cause. These people create scenarios. They invent conditions like the ‘Bayanihan’ in their efforts to be credited on things they have not actually done. We are aware that these rejected groups and individuals will continue to sow discord among us. We, therefore, urged the people of Cagayan de Oro to get rid of recalcitrant groups that spread lies to wedge a conflict among us. Instead, let us join hands to fulfill our quest for lasting peace and unity among Cagayanons.

Welcome ‘high rollers’ MY NEIGHBOR column-writer Roy Gaane wrote about gambling casino (Mindanao Daily, Thurs., May 3, 2012 issue). In his article, Gaane wrote that most people who enjoy playing at the Casinos are retired senior citizens. These retirees and senior citizens play Casinos not as gamblers but just to while away their time. Gaane said that the people of Cagayan de Oro should welcome Cris Diaz having one gambling casino. I agree with Gaane. In my previous article, I wrote that cities with gambling casinos are more developed and progressive. Only those who do not know how a gambling casino operates reject its operation. Others simply reject a gambling casino for political reason. In the case of Cagayan de Oro City, those who opposed its operation use the issue to pursue political ends. As usual, the Roman Catholic Church will oppose its operation. It is always the stand of churches to oppose any project they believed would influence the moral values of the flock. We have to respect that stand. However, the Church could not stop local government units from implementing projects that generate revenues. Gambling casinos contribute much in generating revenues for local government units. Aside from generating local revenues, part of gambling casinos’ revenues goes to social related programs. Some of these programs involved provision of free medication and medicines to the poor. The Church is just one among the many
that benefits from gambling casinos in the country and elsewhere where a gambling casino operates. They don’t generate revenues for local government units. One thing more, casino stakeholders will not operate in places or cities lacking in amenities and the comfort of living. Cagayan de Oro City could be now one of the cities in the country where economic and social indices are ideal to have a gambling casino. It means that Cagayan de Oro City is now a highly developed and progressive city in this part of the country. The city has now the required amenities for a comfortable living and a vibrant business atmosphere. Aside from retired and senior citizens who frequent gambling casinos, some groups regularly play at gambling casinos, too. They are called ‘high rollers.’ High rollers are rich gambling casino aficionados who play in groups. They often hire private planes and stay in the city for a week or two – depending on their luck. In casino, there is a term called ‘winning streak.’ When these high rollers experienced a week or two winning streaks, casino losses. Who said casino always wins? These high rollers play casino from one place to another where there are casinos. Aside from gambling, high rollers spend millions during their short stint – in hotels and other entertainment places in the city. No, the locales cannot afford to stay any longer at a gambling casino here. Asiong Salonga vs Dirty Harry in Manila THE DYE is cast, so it seems, on the much awaited showdown in Manila between Dirty Harry and Asiong Salonga for City Hall’s top post which is up for grabs in the May 13, 2013 elections. And Manilans are very much eager for the fight to be formally confirmed soon. Yes folks, the indications that former President Joseph Estrada, who earned prominence by way of the movie he starred a couple of decades ago entitled Asiong Salonga; will seek the mayoralty post of the capital city and now appear more apparent. Only two days after labor day, Asiong Salonga who is also popularly known as Erap, swore in incumbent Vice Mayor Francisco Domagoso into his Pwersa ng Masang Pilipino (PMP). Domagoso is, of course, the

There is a possibility that two term former Lakas Kampi Congressman Amado Bagatsing of the 5th district, who joined and jump to the LP camp immediately after the 2010 elections, will again make a turn around and join the Estrada-Moreno ticket under the United Nationalist Alliance (UNA), a coalition led by PMP and Vice President Jojo Binay’s PDP Laban. Bukidnon adopts child code BUKIDNON – This year’s Labor Day celebration in this province was highlighted by the signing of the Code of Conduct to Stop Child Labor in the Sugar Industry. The code seeks to set common understanding on child labor and provide guidance and policy framework towards eliminating child labor in the sugar industry. It also seeks to protect and promote the welfare and well-being of every child, regardless of gender, ethnicity, religion and economic status. The stakeholders collectively said “the sugar industry in Bukidnon intends to operate within the labor laws of the country and to follow all the international labor regulations.” Under the code, employers are refrained from employing children during schooldays, so as not to disrupt their classes. Murcielagos Bay shellfish still unsafe By RUTCHIE AGUHOB
OZAMIZ City – The Bureau of Fisheries and Aquatic Resources (BFAR) has warned that all types of shellfish from Murcielagos Bay, such as ‘alamang’ (minute shrimps), ‘uyap’ or ‘uyabang’ are still unsafe for human consumption. BFAR Officer-in-Charge Benjamin F.S. Tabios Jr. issued the warning after latest laboratory tests showed that shellfish collected in the area were positive of paralytic shellfish poison beyond regulatory limits. He, however, said fish, squids, shrimps and crabs gathered from the area are safe for human consumption, if fresh and thoroughly
washed, with internal organs, such as, gills and intestines, are removed before cooking. The same warning was issued by BFAR, last January, after shellfish gathered from between Misamis Occidental and Zamboanga del Norte tested positive of red tide toxin. BUTUAN City––Minimum wage earners in Caraga region could not expect wage hike until one year after the Caraga Regional Tripartite Wages and Productivity Board (RTWPB) approved a P15-wage increase in the region on October 15, 2011. Ofelia Domingo, Regional Director of Department of Labor and Employment (DOLE), said her office has yet to receive petition from local labor group for a wage increase. “Because they knew that it will take one year before another petition can be filed for another round of wage increase or it is only under emergency circumstances like high inflationary effects that may force us in the RTWPB to listen to call for wage increase,” Domingo said. As of now, she said there are no signs of high inflationary effects in the region. “So I think there is no need for wage hike unless labor groups will file petition due to inflationary effects,” Domingo who is also Chairperson of the Caraga Regional Tripartite Wages and Productivity Board (RTWPB) added. LP is based on two reasons. The first one is that he is the elder brother of Estrada’s campaign manager/lawyer Rey Bagatsing. The second and stronger reason is that his long time benefactor Jose “Peping” Cojuangco has just assumed the post of PDP Laban secretary general. On the other hand, Lim will have 10 incumbent councilors and five congressmen/women in his LP ticket. The solons in the likely LP ticket are reelectionists Benjamin Asilo (1st district), Carlo Lopez (2nd dist.), Zenaida Angping (3rd dist.), Thrisha Bonoan-David (4th dist), and Rosenda Ocampo (6th dist.). Rep. Bonoan-David, however, is also likely to join the Estrada-Moreno ticket because she has not been formally accepted by the Liberal Party and to avert the possibility of being pitted against a son of former Senate President Ernesto Maceda or former 4th district congressman and presently Manila Bank Vice President Dondon Bagatsing. It is also quite interesting that Estrada, Lim and Moreno are all from the first district of Manila. Both Estrada and Moreno were born in Tondo while Lim was born in San Miguel, Bulacan. But like his two political enemies, Lim also grew up in Tondo. Tondo now constitutes Manila’s first and second congressional districts with a combined registered voters of close to 400,000. The question now will be : Who will win or prevail in Tondo, Estrada or Lim? In the interesting Tondo clash, Lim will be supported by incumbent Congressmen Asilo and Lopez while Estrada will have Vice Mayor Moreno behind him and the still to be selected two congressional bets for Tondo. There are talks that last termer Senator Manny Villar, also a Tondo born politician-businessman, will be Estrada’s congressional bet for the first district while construction magnet Tony Evangelista will contest the post of Rep. Lopez in the 2nd district. So, the fight really appears very even at this time. Lim is 84 years old while Estrada is nine years younger at 75. So, very clearly this is not only a fight between two friends turned fierce political enemies in recent years but likewise a contest between two very senior citizens. Take your pick, will it be Asiong Salonga, the Robinhood of Tondo’s slum denizens; or America’s Dirty Harry, a police sleuth?

CEBU Pacific officials confirmed in a statement to the airport police that their two ground personnel were verbally assaulted by Claudine when they told her of the off-loading of her luggage upon arrival last Sunday at Terminal 3 from Caticlan. An angry Claudine went to the CEB counter and, in a shrill voice, allegedly confronted airline ground staff Cid Charisse Bocboc and Kristina Anne Ilagan. Veteran journalist Tulfo who arrived at the same terminal from Davao, witnessed the altercation as he waited near the other conveyor, and started taking pictures of Claudine with his mobile phone camera. Airport police earlier reported that Raymart, on being told by a friend that Tulfo had taken pictures, confronted the newsman and asked him to delete them. When Tulfo refused, the brawl started. No one could recall who threw the first punch, but Tulfo said in interviews they came to blows after Raymart tried to grab his phone. Amateur video uploaded on YouTube showed Tulfo on the ground, with someone who looked like Raymart keeping him in a headlock, and several other men throwing punches. This, while airport guards were restraining Tulfo. Officials clairified Monday the guards were pacifying both parties. Raymart and Claudine said the video captured only the second part of the incident and that several minutes earlier, it was Tulfo who acted aggressively. BUTUAN City––Police and Philippine Drug Enforcement Agency in Caraga operatives arrested six suspects and seized 31 sachets of suspected methemphetamine hydrochloride or shabu in Barangay Taft, Surigao City over the weekend. The lawmen were out to serve a search warrant but conducted the “sting” operation first before swooping down on the residence of suspect Peter Pecho Bigay aka Pitpit/Poder, 33, and five others on Borromeo Street, Barangay Taft at around 10:30 p.m. Caraga police spokesman Supt. Martin Gamba identified the other suspects as Wendell Angara Animas, 38, Angel Guimary Siega, 42, Gil Martinez Colito Jr., 33, Ronald Joseph Fernandez Dimaculangan, 32, and a female resident of Purok Baybay Rose, Barangay Taft. Police said the raiders were armed with a search warrant issued by Butuan City Regional Trial Court Branch 3 Executive Judge Francisco Maclang. Gamba said the lawmen confiscated 26 sachets of suspected shabu, cash amounting to P3,012 and assorted drug paraphernalia from Bigay; 4 big sachets of DRUG/PAGE 6

Purok system mobilizes community, improves governance REVIVING the purok system in the barangays proves to be an effective mechanism in local governance. This was the observation of Rowena BandolaAlensonorin, executive director of the Integrated Development unit of the Ramon Aboitiz Foundation Inc. (RAFI), after observing the efficient implementation of processes and procedures
in San Francisco, Camotes Island, Cebu. I n S a n F r a n c i s c o, Camotes Island, Cebu, the local government unit’s delivery of basic services and implementation of programs and projects in the areas of health, education, environment, social services, economic, and disaster management, are cascaded down to the puroks.
“Ordinary people and constituents are given the equal opportunity to participate and get involved in the development process—planning, implementation, and monitoring and evaluation of projects—in the purok,” Alensonorin said. A purok is the smallest unit of governance composed of a number of households with an average of 20
to 50 or even more number of members, depending on a particular geographical location or cluster of houses. Given the mandate through local ordinances enacted by barangay or municipal/city sanggunian, a purok can perform government functions with the coordination and supervision of the local officials. For purok leaders, they
take pride in being able to participate in the running of projects and activities of the government, even when they are not elected officials of the barangay. The purok system generates participation and promotes ownership and the sense of pride of the local citizenry. It empowers people to manage programs and projects using local
talents, skills, and resources.
