CAGAYAN de Oro City––A senior official of the Ayala Land, Inc. (ALI) yesterday assured the public that its newly-opened multi-billion store in the city will be environment-friendly.

This as Mr. Antonino T. Aquino, president of Ayala Land, Inc., vowed to preserve and protect the decade-old two acacia trees found at the center of the Centrio Mall.

City exec orders control of pyrotechnic products Z AMB OANGA City–– Mayor Celso Lobregat has ordered regulating, controlling and limiting the pyrotechnics allowed to be used, sold and distributed in this southern port city by licensed dealers.

Citing provisions of Republic Acts 7183 and 7160, his executive order 481-2012 strictly prohibits the use, sale and distribution of firecrackers, such as but not limited to piccolo, triangulo, super lolo, watusi, el Diablo, Judah’s belt and whistle devise among others.

Only sparklers, luces, fountain, jumbo regular and special, mabuhay, Roman candle, trompillo, airwolf, butterfly, all kinds of pyrotechnics (pailaw), baby rocket, sky rocket (kwitis) and other types equivalent to the foregoing are allowed to be used, sold and or distributed in the city by duly licensed dealers.

Lobregat also said that only those persons/entities duly authorized by Mayor/ business permits to distribute and/or sell pyrotechnic devices are permitted to distribute and sell such product in this city and such distribution and sale shall be limited to their registered place of business.

Licensed dealers are prohibited from keeping in their stores quantities of pyrotechnic devices in excess of combined total of 50 kilograms.

The rest of the stock shall be kept in the warehouse from which replenishment shall be withdrawn from time to time as the need arises, according to Lobregat.

Importation of finished pyrotechnic devices is likewise prohibited.

“Imported firecrackers and pyrotechnic devices found in the market and in stores of licensed dealers shall be deemed illegally

Violation of the executive order, according to Lobregat, shall be dealt with in accordance with section 11 of RA 7183 which specifically states that a fine of not less than P20,000 nor more than P30,000 will be imposed or imprisonment of not less than six months nor more than one year or both such fine and imprisonment at the discretion of the Court to include the revocation and or cancellation of the business permits.

RA 7183 is the Act that regulates the sale, manufacture, distribution and us of firecrackers and other pyrotechnics approved on January 30, 1992.

Section 12 of act authorizes local chief executives to promulgate the necessary rules and regulations within their respective territorial jurisdiction in conformity with the national standards, rules and regulations in furtherance of public safety, public order and national security.

Two men fired rifle grenade Comelec at town mayor’s compound wants 2013 CAMP Siongco, Maguindanao––Two men riding in tandem on a motorbike fired a rifle grenade near the house of a Sultan Kudarat town mayor Thursday night, police said.

No one was injured when the rifle grenade went off at about 7:30 p.m. outside the residential compound of President Quirino Mayor Emilio Salamanca along Malvar Street, Tacurong City.

Salamanca is seeking reelection.

According to Sr. Supt. Rolen Balquin, Sultan Kudarat police provincial director, no one was killed or injured in the grenade attack but it caused panic among the residents. Responding Army bomb disposal operatives recovered fragments of 40 mm rifle grenade in front of Salamanca’s house.

“Based on our initial probe, it was a pure harassment,” Balquin said, adding that Salamanca has no threats to life prior to the grenade attack.

Thursday night’s grenade attack came a day after a hand grenade exploded at the public market of Esperanza, Sultan Kudarat, about 40 kilometers from Tacurong City.

Four persons were wounded in the Esperanza grenade blast in what police authorities believed was triggered by a long standing family feud.

The grenade was tossed by two men riding in tandem on a motorbike at the store owned by Rasul Delna that injured him and three others.

Balquin said the twin grenade attack was not related.

CAGAYAN de Oro City––The Sangguniang Panlalawigan (SP) of Bukidnon province has expressed its commitment to support the directive of Social Welfare Secretary Corazon Juliano-Soliman that Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) and its workers must be non-partisan in the light of the upcoming mid-term elections next year.

Vice Governor Jose Ma. Zubiri Jr., father of former senator Juan Miguel Zubiri, assured Bukidnon Provincial Link of Pantawid Pamilya, Christopher Capinpin, of the provincial council’s support during their regular session on November 7.

SP Bukidnon invited Capinpin to introduce the newly designated Indigenous People’s Coordinator of the province who will also take a seat in the council.

During a privilege time, Capinpin and other Pantawid Pamilya workers presented the directive of Sec. Soliman dated August 3, 2012.

Soliman, in her directive, prohibits Pantawid Pamilya field implementers from threatening or intimidating any beneficiary to attend any partisan political activity; employing deceit or misrepresentation to gather benefi-

ciaries for a political caucus, meeting, rally or other assemblies in the guise of an official program activity; active endorsement of a political candidate or party to beneficiaries; distributing partisan political literature or campaign materials to beneficiaries during official program activitiy; allowing the program or any activities of the program to be used as a vehicle for partisan political activities; or performing any act that promotes any political candidacy or party.

Atty. Araceli F. Solamillo, Regional Director of the Department of Social Welfare and Development Field Office 10, said all Pantawid Pamilya workers are prohibited from directly or indirectly participating or appearing to participate in any partisan political activities of any political parties or candidates.

Atty. Solamillo reiterated the marching order of Secretary Soliman in order to emphasize the impartiality of the program and its workers in relation to the political activities in the region.

Any workers reported to have violated the above-mentioned prohibitions shall be immediately suspended from her or his post.

Only after the suspension an investigation will follow.

However, the regional director

pointed out that DSWD is respecting the rights of beneficiaries in choosing their political party and candidates.

However, she emphasized that beneficiaries should only support or endorse any political candidate or parties as a citizen of the country, and not as beneficiary of the program.

She clarified that the program is not supporting any partisan political party or candidate.

Zubiri told Capinpin that SP will help in advocating for the nonpartisanship of the program and its workers throughout the province.

In Misamis Oriental, Provincial Link Cielo Alcoran disclosed that Pantawid Pamilya workers have presented the directive to some local government units during the regular meeting of its Municipal Advisory Council (MAC), where the mayor is the presiding officer while in Lanao del Norte province, Provincial Link Delmerah Unos will present the directive during the meeting of the Provincial Advisory Council where Governor Mohammad Khalid Dimaporo presides.

PROSPERIDAD, Agusan del Sur––A suspected New People’s Army (NPA) rebel was killed while two firearms were recovered when government troopers of the army’s 29th battalion clashed with 25 communist rebels in Surigao del Sur Thursday morning.

The lone fatality, a male NPA suspect, was not identified. His body was turned over to the local government unit for proper disposition.

Lt. Col. Virgilio Luna, commander of the army’s 29th IB, said his men were patrolling in the vicinity of Sitio Lagangan, Caras-an, Tago, Surigao Del Sur when

they encountered some 25 armed NPA rebels led by a certain Ádel’of Platoon 8, Guerilla Front 19B, of the North Eastern Mindanao Regional Committee.

He said a firefight ensued between his men and the NPA rebels resulting to the killing of the unidentified rebel and the recovery of two high-powered firearms (one AK47 and one M16 rifle in the encounter site).

Luna said the government troopers did not suffer casualty but were ordered to conduct clearing operations of the area for possible presence of the rebels and their belongings.

DENR to protect 158 caves from treasure hunters, vandals The Philippine government has put 158 caves under the protection of the environment department to safeguard them from treasure-hunters, vandals and looters, it was announced Saturday.

The Department of Environment and Natural Resources (DENR) said the caves, which are scattered across the country, would be protected both by the department and local governments.

Environment Secretary Ramon Paje said caves were a valuable natural resource for their scientific, historical, and cultural value.

"Yet they are also in constant threat from destructive human activities like vandalism, treasure hunting, pollution and illegal extraction of resources," he said in a statement.

The Puerto Princesa Subterranean River National Park, for instance, is "believed to be one of the longest navigable underground rivers in the world which features cathedrallike caverns and domes."

"The stalactites and stalagmites formation resembles like religious images, fruits and birds. Truly, an admirable underworld that project the omnipotence of the Creator over human hands. The Underground River is home to other cove dwelling fauna," an article on the DENR website said.

Under the order, 118 caves have been classified as being closed to the general public because they are too dangerous or contain valuable geological formations, threatened species or historical artifacts.

Such caves will be ac-

cessible only to scientists, researchers or trained spelunkers, the department said.

Another 40 caves were listed as "generally safe," and will remain open to the general public to visit or for activities such as collecting guano and bird's nests for soup, the department added.

The department's wildlife protection bureau has counted at least 1,756 caves scattered across the Southeast Asian archipelago but only a small number have been checked and classified by authorities. which are sold as decorations.

Last week of October, the Reduce the Risk (RDR) Rescue Teams of PDRRMO took some members of the Davao del Norte media to a familiarization tour of Liboganon River, considered as one of the river basins in Mindanao.

It was not the usual sightseeing, leisure tour. It became a real experience of river-watching as the tour fell on the day when tropical storm Ofel was expected to affect the eastern side of the country. There was moderate to heavy rainfall the night before the tour.

Fortunately, there was no flood, but Liboganon River turned murky the next morning.

Rains did not spoil our early morning trip along the river following PDRRMO Executive Officer Sonio Sanchez’s briefing about the tour.

Rescuers tagged along with three rubber boats, each with a carrying capacity of 10, and one fiber boat with a capacity of seven.

Wearing lifejackets, we got into the rescue boats in the river bank in Barangay San Miguel in Tagum City.

Driven by 40-horsepower engines, the rubber boats swiftly plowed through the murky waters of Liboganon River, while the 25-horsepowered fiber boat came along.

On board the boats were 20 participants, including the RDR rescuers and Sanchez, their chief.

Liboganon River is long and wide. PDRRMO says that it follows a winding course estimated to stretch about 30 kilometers from Sitio Patil in far-flung Barangay Gupitan, Kapalong and empties into the Davao Gulf.

Its width is more than 100 meters. When it overflows, its water rises more than 10 meters high from its normal level.

No wonder it created a real havoc when its waters overflowed in late December 2011. Some people said last year’s flooding was a little less lighter than the floods way back in the 1990s and 1980s during which Liboga-

BONIFACIO, Misamis Occidental - The Municipal Disaster Risk Reduction and Management Council (MDRRMC) here has passed a resolution recommending to the Sangguniang Bayan (SB), the declaration of a state of calamity in areas greatly affected by the recent floods.

The floods were due to heavy rains brought about

by Typhoon Ofel, last October 24-25, causing the Usogan River to overflow and submerged the rice fields of at least seven barangays, namely: Lilo-an, Lower Usogan, Linconan, Tiaman, Bolinsong, D. Fernan and Digson.

In his report to the Provincial Disaster Risk Reduction and Management Council (PDRRMC), the municipal said damage to government projects and properties was estimated at P21.4 million.

About 704 families with 3,520 members were affect-

ed by floods, of which 136 families with 562 members were temporarily housed in evacuation centers, Dumanjug said.

Meanwhile, the mayor said lack of pump boats and rubber boats has hampered the rescue operations during which, some residents were adamant to evacuate

and leave their houses for fear of losing their properties, livestock and other valuables they would leave behind.

Participants in the familiarization tour also eventually found and encountered the most thrilling and exciting part of the activity at the river mouth where the sea meets the river. Rains poured, wind blew harder than usual, and waves surged high.

They got wet. But they found comfort with the presence of RDR rescuers. Wom-

en participants, however, couldn’t keep from yelling with excitement when the rubber boats crossed surging waves.

At the command of Sanchez, the rubber boats and the fiber boat were led toward a river in Carmen (adjacent to Tagum City) away from the turbulent sea. They got off along La Barangay La Paz to take their lunch.

They laughed at their unique experience that opened their eyes to the urgent need for public support and cooperation to keep a close watch on the Liboganon River.

It’s so deadly because blood flow to the heart is restricted due to hardened or narrowed arteries.

Narrowing of the arteries may be due to plaque, which is made up of fat, cholesterol and other substances found in the blood.

When the plaque builds up, the condition leads to atherosclerosis.

The narrowed arteries constrict the flow of oxygenrich blood to the heart and if left untreated, CAD may lead to angina or, worse, heart attack.

Symptoms of angina include chest pain or discomfort and feeling of tightness or heaviness in the chest.

Pain may also occur in the shoulders, arms, neck, jaw, or back, and may even feel like indigestion.

Heart attack occurs when the heart muscles are deprived of oxygen and become damaged, which can lead to serious problems and even death.

The National Nutrition and Health Survey conducted by the Food and

Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in cooperation with 14 medical societies and the Department of Health reported that 22.5 percent or two in ten of Filipino adults 20 years old and over showed a higher risk of CAD based on the anginal symptoms of chest pain, heaviness and tightness.

The results further revealed that angina based on symptoms is common among females and among those living in rural areas.

On the other hand, the prevalence of CAD based on history of previous diagnosis

by a doctor or nurse was 1.3 percent, indicating that only a small proportion of adults is diagnosed with CAD. This alarming problem which affects about 11,000 Filipino adults needs to be urgently addressed by the government and planning bodies to prevent and control fatal heart disease among Filipino adults, said Charmaine A. Duante, senior science research specialist of the FNRI-DOST. Another type of atherosclerotic-related disease which was included in the said survey was the peripheral arterial disease (PAD) and stroke.

The cause of PAD is

also atherosclerosis where a person may have a higher risk of heart attack, stroke and ischemic heart disease.

PAD was determined based on symptoms of calf pain with a prevalence of 4.2 percent, while stroke was based on previous history with a prevalence of 1.2 percent.

The proportion of adults aged 20 years old and over who had angina based on symptoms has almost doubled from 12.5 percent in 2003 to 22.5 percent in 2008.

This alarming trend is a wake-up call, given the widely recognized body of evidence on the prevalence of these diseases, Duante added.

n 228,146 Kia vehicles sold in October for 3.1% year-on-year growth KIA MOTORS CORPORATION announced its global sales figures (export sales, domestic sales and sales from overseas plants) for passenger cars, recreational vehicles (RVs) and commercial vehicles for October 2012, recording a total of 228,146 units sold. This figure represents a year-on-year increase of 3.1%.

In October, Kia posted a year-on-year sales increases of 14.0% in North America (48,880 units sold) and 7.4% in Europe* (49,168 units sold). Meanwhile, October sales in general markets*, Korea and China decreased by 1.5% (41,989 units sold); 1.7% (40,600 units sold); and 2.6% (47,509 units sold) respectively.

Cumulatively through the first ten months of 2012, Kia’s global sales have increased by 10.7% year-on-year to reach 2,262,933 units. Europe, North America and China have experienced the highest cumulative gains to date in 2012 of 22.0% (482,335 units sold), 18.1% (545,487 units sold), and 10.4% (403,656 units sold), respectively.

Kia’s best selling model in overseas markets for the month of October was the B-segment Rio (known as ‘K2’ in China) with 37,618 units sold. The Sportage compact CUV was the second best seller with 32,013 units delivered, while the C-segment Cerato (known as ‘Forte’ in some markets), D-segment Optima sedan and Sorento mid-size CUV followed with 30,885; 21,932; and 18,424 units sold, respectively.

A common problem for Christians is the temptation to get so caught up in our spiritual gift that we only seek to serve God in the area in which we feel we

have been gifted. That is not how the spiritual gifts work.

God calls us to obediently serve Him in all things. He will equip us with whatever gift or gifts we need to accomplish the task He has called us to.

God calls some to be teachers and gives them the gift of teaching. God calls some to be servants and blesses them with the gift of helps. However, specifically knowing our spiritual gift does not excuse us from serving God in areas outside our gifting. Is it beneficial to know what spiritual gift(s) God has given us? Of course it is. Is it wrong to focus so much on spiritual gifts that we miss other opportunities to serve God? Yes. If we are dedicated to being used by God, He will equip us with the spiritual gifts we need.

Identifying our spiritual gifts

IDENTIFYING our spiritual giftedness can be known in many ways. One way is to test ourselves. Spiritual gift tests can definitely help us understand where our gifting might be. Another is a confirmation from others. It gives light to our spiritual giftedness. Other people who see us serving the Lord can often identify a spiritual gift in use that we might take for granted or not recognize. Prayer is also important. The one person who knows exactly how we are spiritually gifted is the gift-giver Himself—the Holy Spirit. We can ask God to show us how we are gifted BEST | page 11 in order to better use our spiritual gifts for His glory.

There is no magic formula or definitive test that can tell us exactly what our spiritual gifts are. The Holy

The Information Technology Sub-Sector (ITSS) of the Bangko Sentral ng Pilipinas defines e-mail spam as “unsolicited commercial e-mail (UCE) or unsolicited bulk e-mail (UBE).”

E-mail spam is sometimes referred to as “junk mail,” normally containing advertisements for services and products.

According to the ITSS, the most common types of spam e-mails include the following: Scams/Hoaxes • Phishing scam/per-

sonal information scam—a very popular and dangerous form of e-mail fraud that scammers use to commit identity theft • Nigerian bank scams or advance fee fraud schemes • Pyramid schemes, including multi-level marketing • Sweepstakes, lottery, and prize scams • Other “Get Rich Quick” or “Make Money Fast” schemes Ads • Quack health products and remedies • Software collecting e-mail addresses • Illegally pirated software Chain Letters

The ITSS answers: • You do not know the sender; • It involves something that is confidential or personal in nature (such as your PIN and password); • It involves money; and • It requires you to click on some form of link, hyperlink, URL, or button.

Should you receive an e-mail spam, these are the things that you should do, according to the ITSS: • Be cautious. If you suspect that you have received a spam message, do not reply.

• Just ignore and delete the message.

Obama’s pro-abortion stance, a concern for PH WITH the re-election of pro-abortion president Barack Obama, freedom of choice is being thrown out the window for numerous Americans, who can expect more coercion when it comes to supporting a government mandate that violates their moral values, said a young Filipino.

“While I am not an American voter, I am concerned about Obama’s being vehemently pro-choice.

Not only does he support abortion rights, but he also wants to implement an allencompassing healthcare policy that covers contraception, sterilization, and abortion-causing drugs,” said writer and life advocate Nicole Bautista.

“I mean, sure, if you don’t want to avail of it, don’t take it, right? But this government-funded policy forces the hand of people regardless of their beliefs, to pay for something they don’t believe in with their hardearned money—through their taxes.”

Bautista, who appeared in a video produced by Human Life International (HLI) about the harm that contraception causes on women, pointed out that though US affairs are that country’s own, the rest of the world is not immune to the effects of developments in American politics.

Commercial e-jeep mulled in Cdo

In a meeting of the City Council committee on environment chaired by Councilor President D. Elipe on November 5, Land Transportation Franchising and Regulatory Board (LTFRB) Assistant Regional Director Allan Guru said that operation of e-jeepneys is feasible in the city.

KORONADAL CITY, South Cotabato, Nov. 8 (PIA) -- Six Barangay Food Terminals (BFTs) in Region 12 took part in the celebration of the 1st National Agri-Tourism cum Food Terminal Congress and Trade Exhibits held recently in Baguio City.

The trade exhibits enabled the BFTs to showcase their products.

this is also in line with the intention of the city to present more transport systems that are safe. The operation of the proposed e-jeepney will be awarded to a cooperative, which will be created for the purpose, Elipe said.

Upon the recommendation of Councilor Adrian Barba, the committee requested the LTFRB for guidelines on how to go about the project.

According to a representative of Cepalco, as of now, the company has no tariff for electric jeepneys. The company said it is, however, willing to help in installing facilities in charging stations of the proposed e-jeepneys.

Gilbert Grado, Mambajao Municipal accountant meanwhile said the mayor has now formed a technical working group to oversee the implementation in all phases of the project.

The technical working, he noted, is well represented by other key agencies and stakeholders as this will also help in ensuring transparency.

“We are really careful on this, even if it is on its early phase, because PPP projects normally requires different processes, in fact, we are set to undergo a training on how to go about it soon,” he added.

LGU eyes P50M project thru PPP

CEB soon to fly 70 millionth passenger THE Philippines’ largest national flag carrier, Cebu Pacific (PSE:CEB) announced it is set to fly its 70 millionth passenger any time in the next seven days.

“Since CEB started operations in 1996, we have now flown very close to 70 million passengers. This number is a testament to

how much CEB’s trademark low fares and extensive route network have revolutionized air travel in the Philippines,” said CEB VP for Marketing and Distribution Candice Iyog.

The countdown started today, during the launch of the North Philippine (NorthPhil) Tourism and

Travel Expo at the Marquee Mall in Pampanga, where CEB is the official airline partner for the 4th year.

“CEB’s one and only lucky 70 millionth passenger will check in on any of our approximately 2,000 weekly domestic and international flights, within a week from now. That lucky Juan will

receive 70 free domestic one-way tickets, so we are very excited to hit this milestone and award our lucky passenger,” Iyog added.

CEB kicks off the countdown with a PHP7 base fare seat sale to any of the airline’s 32 domestic and 19 international destinations.
