BAYUGAN City––Residents in neighboring Esperanza town have blasted government authorities for not doing anything against Chinese investors engaged in illegal mining activities in Wawa River near Barangay Cubo.

Village officials and the local Catholic parish priest claimed large-scale illegal mining activities said to be financed by at least nine Chinese businessmen have remain unabated since September under the noses of government environment regulators.

“They used dredging badges and backhoes to extract huge gold deposits that we could no longer sleep at night,” the concerned residents claimed. “When we confronted them they could not show us proper government permits.”

Hunt for ‘money scam’ suspect in M’nao on INTERIOR and Local Government Secretary Mar Roxas has ordered a manhunt for the suspected leader of a “double-your-money” scam that reportedly victimized more than 10,000 people in Mindanao.

Secretary Roxas identified the suspect as Manuel Amalilio, owner of Aman Futures Trading. Amalilio is reportedly a resident of Cebu City.

Roxas was in Pagadian City, Zamboanga del Sur where Amalilio allegedly duped some 10,000 residents out of billions of pesos in money placements.

Roxas said Amalilio also tricked residents of other parts of Mindanao, including those in Marawi City and Lanao del Norte.

2 suspected members of kidnap-for-ransom group collared ZAMBOANGA City––Combined military and police forces have arrested two members of a notorious kidnap-for-ransom-group (KFRG) in Pagadian City, the capital of Zamboanga del Sur province, a top military official announced on Saturday.

Illegal mining at watershed killed two miners

SAN Francisco, Agusan del Sur—Small-scale mining activities at the foot of Mt. Magdiwata watershed remain unabated that it had claimed anew the lives of two small-scale miners who were trapped in a tunnel cave in caused by a landslide as a result of continuous heavy downpour since Saturday.

Rescuers recovered the dead bodies of Ronnie Lawangon, 36, of Barangay Alegria here and Mark Glen Casher, 27, of Barangay Bayugan 3 in neighboring Rosario town after several hours of retrieval operation.

It took the joint retrieval operations composed of the local government unit,

local police and firemen and volunteer communication group SARAS more than 24-hours of clearing the tunnel before they recovered the corpses of the victims because of the heavy rains.

Residents in Sitio Sumogbong said small-scale illegal mining activities have been going on in their village considered as buffer zone of the Mt. Magdiwata watershed area despite prohibition by local authorities and concerned residents.

The call to save Mt. Magdiwata from further destruction came to the hilt last year after a multisectoral group staged an indignation rally to remind government environment regulators to get their acts together and stop illegal mining and illegal activities which have been prevalent at the foot of the mountain.

About 1,700 hectares of Mt. Magdiwata has been declared permanent watershed under presidential proclamation prompting the San Francisco Water District to spearhead the drive to regreen the forest inside the watershed areas.

MNLF-ARMM forged mutual agreement on peace, security issues in Mindanao

COTABATO City––The Autonomous Region in Muslim Mindanao (ARMM) and the Moro National Liberation Front (MNLF) have forged an agreement to mutually cooperate in addressing local peace and security issues in southern Philippines.

Lawyer Anwar Malang, ARMM chief of staff and currently Interior and Local Governments secretary, met with Lawyer Randolp Parcasio, legal adviser of Nur Misuari, chair of a faction of the MNLF, last Friday.

The MNLF move came as a total turn around from Misuari’s earlier provocative statements undermining the Framework Agreement on Bangsamoro signed by the government and Moro Islamic Liberation Front (MILF).

ARMM is composed of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-

Tawi, areas covered by the Sept. 2, 1996 GPH-MNLF peace agreement.

Parcasio and Malang signed the “ARMMMNLF Peace and Development Compact.”

Under the Compact, the group of Misuari is encouraged to cooperate with the ARMM leadership in addressing peace and order problems that have been causing poverty and underdevelopment in Muslim region.

Misuari had been publicly rejecting the Framework Agreement calling it a product of conspiracy between the Malaysian government, Aquino government and the MILF. He said the accord abrogated the 1996 peace deal and threatened to bring his complaint before the pan-Islamic body – the Organization of Islamic Conference (OIC) which brokered the 1996 peace accord.

The Australian Agency for International Development (AusAID) and The Asia Foundation (TAF) Partnership in the Philippines conducted the survey as a continuation of the 2009 and 2011 Surveys on Good Local Governance on August 20-28, 2012.

In the same survey, released Oct. 29, 2012, local officials also obtained the very good net satisfaction rating with the Mayor obtaining a +65 rating. The Mayor’s rating was down 8 per cent from an excellent +73 percent compared to last year. However, the provincial governor’s rating was down 11 per cent from +67 in July 2011 to +56 in August 2012.

Under the SWS, survey terminology for net satisfaction ratings: A -10 to -29 means ‘poor.’

The governors’ net satisfaction rating was negative 11 after deducting +67 and +56 ratings in 2011 and 2012 surveys.

The 2012 SWS Survey of Enterprises was the tenth in a series since 2000, the last survey being in 2009. The 2012 round has the largest sample size (target 950 companies) and broadest area coverage (National Capital Region, Cavite-LagunaBatangas, Metro Cebu, Metro Davao, Cagayan de Oro-Iligan, and, for the first time, Metro Angeles and Metro Iloilo) of all ten rounds.

The alleged negative trust rating against City Mayor Vicente Emano of Cagayan de Oro was non-existing. The regional office of the Department of Interior of Local Government (DILG) said that the published SWS report released by the regional DILG was erroneous. The report was not meant to destroy Emano.

Cagayanons are aware that a politician and his lackeys who are engaged in destroying Mayor Emano are trying to deceive the people by making false interpretation of the SWS report. We believed that the SWS was spread falsely to destroy our resolve to resist politicians who have been working to divide us. Let Cagayanons be vigilant at all times!

“Kalinga (care)" is the best that any hospital personnel could give patients, the governor said.

He explained that in merely serving sometimes “we lose our passion.”

Further, he challenged the municipal mayor and Chief of Hospital Cynthia Guevarra, as well as the staff to make the facility, as best in Region 12.”

The hospital is spic and span and considered the most modern in the province.

The governor further said, “Ang pagsasabi ng top 1 to be the best ay hindi dahil sa maganda ang building kundi dahil sa tamang kalinga mula sa bawat empleyado.” (Being considered top 1 should not only be because the building is beautiful, but should also mean right care from each employee.)

The Depar tment of Health-funded medical facility is among dozens being built or rehabilitated across the province.

Cost of infrastructure and equipment reaches P1,035,000 and P11,656,000, respectively.

The new building has a 10-bed capacity upgradable to 25 beds and is annexed to the old hospital.

It is funded under the Health Facility Enhancement Program, in line with the DOH’s goal of providing Universal Health Care,

in partnership with the local government units.

BUTUAN CITY - The Mindanao Communicators Network (MindaComnet) Inc., in cooperation with the Philippine Information Agency (PIA) Mindanao Cluster, will hold the annual communicators’ congress and workshop, November 28-30 this year, in Davao City.

The two-day congress carries the theme, “Communicating Mindanao’s Opportunities and Best

Practices, said Northern and Northeastern Mindanao Information Cluster Head Abner Caga.

He added, MindaComNet is an organization of government information and relations officers in Mindanao.

Specifically, they represent the different national government agencies (NGAs), government-owned and controlled corporation (GOCCs), government fi-

nancial institutions (GFIs), state universities and colleges (SUCs), and local government units (LGUs) in Mindanao.

Mr. Caga expects some 1,000 participants to come.

OZAMIZ CITY, Misamis Occidental, Nov 12 (PIA) – The Ozamiz City Disaster Risk Reduction Council (CDRRMC) has approved the “Prutas Alang sa Kaugmaon (Fruits for the Future) Program of the City Nutrition Services Division (CNSD), here.

The program will be among those undertaken during the tree-planting activities of the city, as a climate change adaptation measure for disaster preparedness, Mayor Nova Princess E. ParojinogEchavez, Chairperson of the OCDRRMC, said.

Particularly, the program aims to achieve g re e n i n g of t h e c it y through planting of fruit trees and recover the lost watershed of the Labo River.

To start on the last

quarter of the year, the program gets an initial funding of P150,000 to be sourced out from the five percent (5%) Calamity Fund of the city.

It will involve some 1,000 elementary pupils, who live in barangays near the river banks of the Labo River and who have spaces in their backyards where high value fruit trees maybe grown.

Meanwhile, Lelita G. Navarez, City Nutrition Action Officer, who made the proposal said the program hopes to achieve better coordination with stakeholders by way of convergence with the partner agencies.

These agencies include the Office of the City Agriculturist, City Mayor’s Office, OCDRRMC, Solid Waste Management and Environment Office, De-

partment of Education, Parents-Teachers Confederated Associations (PTCA), Liga ng mga Barangay, among others.

The CNSD said climate change adaptation and disaster risk reduction call for planting of more trees in strategic areas of the city, in line with Ozamiz City’s Watershed Management Plan and as part of saving Labo River.

Navarez said fruit trees are less likely to be cut than typical trees used in tree planting, besides giving nutritional benefits and moral values to children.

PhilHealth honors partner-LGUs in Northern Mindanao

CAGAYAN DE ORO CITY, -- The Philippine Health Insurance Corporation or PhilHealth has awarded more than 30 local government units (LGUs) in Northern Mindanao to recognize their contributions in the achievement of universal health care.

The awarding rites, dubbed Gawad Pagkilala, was held at the Mallberry Suites here on Friday, November 9, with PhilHealth President and Chief Executive Officer Eduardo P. Banzon as the keynote speaker.

Banzon said Northern Mindanao is one of the leading regions in the country nearing the goal of universal health care coverage.

And this was made possible through the support of LGUs and other partneragencies, he noted.

"PhilHealth-10 continues to enjoy the greatest number of locally-sponsored poor families in the country since we started introducing, negotiating, and signing agreements with LGUs in the region,"added Datu

He said the recognition was conducted not only to salute their support to the National Health Insurance Program (NHIP) but also to underscore the critical role of LGUs in moving forward and marching towards universal health care coverage.

The provinces of Bukidnon, Misamis Oriental, and Lanao del Norte were the three LGUs that received the Excellence Award in Public Service Health Care Delivery.

The excellence award was given to them to recognize their outstanding dedication and commitment to make affordable and quality healthcare accessible to their underprivileged constituents as embodied in their exemplary practices and innovations that made significant impact in public health.

Special awards were also given to the province of Camiguin for being the first province to adopt the PhilHealth Sponsored Pro-

gram (SP), and to the City of Cagayan de Oro and Municipality of Bonifacio for being the city and municipality with the highest total number of SP enrolment from 2009-2011.

-oooQUESTION FOR BINAY ON POLITICAL DYNASTIES: Ricardo Penson, a senatorial candidate in 2013, has an interesting question for Vice President Jejomar Binay, on the issue of political dynasties.

Penson’s question: “Perhaps, the Vice president must have forgotten that the constitutional ban on political dynasties was the overwhelming mandate of the Filipino people when it was ratified in 1987?”

I am not a defender of Binay, but I can say that, from the point of view of the 1987 Constitution, there is really no prohibition against political dynasties yet. Therefore, Penson is wrong in saying that the ban on political dynasties was the overwhelming mandate of the Filipino people in 1987.

I will repeat what I said here several weeks ago: “So everyone will know, here is Section 26, Article II of the 1987 Constitution on `political dynasties’: `The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.’

There’s a song that says: “If I’d never had a problem, I’d never know that He could solve them. I’d never know what faith in God could do.”

Who were the candidates of these political parties? Incumbent City Mayor Vicente Emano was the standard-bearer of PMP-Padayon. Rolando Uy was with Lakas-Kampi as standard-bearer as its mayoral bet. Uy’s major campaign-endorser was Gov. Oscar Moreno then, running for re-election in Misamis Oriental as LakasKampi’s standard-bearer. Certainly, Moreno and Uy were both top leaders of Lakas-Kampi. They were not once a member or supporter of the Liberal Party.

On the contrary, Moreno was one of the bitterest critiques of Pres. Aquino then. Moreno earnestly campaign against Aquino’s election to the presidency. He was and campaigning for ‘Gibo‘ Teodoro, the Lakas-Kampi standard-bearer, for the Presidency then. Their sudden plight to the Liberal Party was seen by Lakas-Kampi supporters as an act of betrayal. The local Liberal Party sees this as an unpardonable insult.

and Sports Cars Club skippered by Veteran Racer Willie Torres of the University of Mindanao, joined the “expedition”. We all flew direct into Clark on the AIR ASIA plane (@promo rates) from Davao and landed at the Diosdado Macapagal International Airport.

We were housed at the Fontana cottages for 2 nights and spent a full day at the racing school. We all went through a lecture session, a few tryout runs and exercises with racing cars

provided by the school and got the chance to race a few laps at the speedway tracks.

I was the oldest (nevermind the details, Ms Carol please). But my knees and hands steadied all throughout the day. Although the clutch of my assigned car gave way halfway in the trial runs, I finished the final run with a respectable clock record. Now I know why they say some adrenalin rush is good to turn back the age clock!

‘Halaya’ season Veteran homelessness attracts attention as US marks Veterans Day now in the offing As many cities in the United States were holding Veterans Day ceremonies Sunday to remember those who have served for the country, an alarming number of veterans find themselves hard to get a place to live.

The California Department of Veterans Affairs disclosed in its official website that the tragedy of homelessness among veterans persists, even when the economy is robust and unemployment is low.

According to recent studies, unlike their Vietnam counterparts, whose circumstances caused them to fall into homelessness within 13 years, U.S. soldiers who have fought in Iraq and Afghanistan find themselves in a downward spiral towards homelessness within 3 years.

The California Department of Veterans Affairs said it recognizes the need for outreach programs and information awareness to returning veterans, especially Reserve and National Guard service members, and is working in conjunction with various State and local agencies throughout California to assist veterans transition from active duty status.

According to the Center for American Progress, with the end of the war in Iraq and the involvement in Afghanistan winding

down, the United States can expect to see about 100,000 veterans return home. Many will need help and support from safety net programs or job training to transition to civilian life, but that help isn’ t guaranteed to be there.

That’s because this past fall the congressional “super committee” charged with developing a plan to reduce the deficit did not come to an agreement, according to the center.

As a result, if the U.S. Congress fails to act, automatic cuts will be triggered in January 2013 to both non-war defense spending and domestic discretionary spending, including many human needs programs that provide greater opportunity to veterans and nonveterans alike, the center said.

Already policymakers are pushing to exempt the cuts to defense spending and to take revenues off the table-steps that would place more of the burden on programs that serve vets, cut poverty, and rebuild the middle class, according to the center.

The center said U.S. Veterans are disproportionately homeless. Nearly one in seven homeless adults are veterans, as of December 2011.

More than 67,000 homeless veterans were counted on a given January night in America last year. More than 4 in 10 homeless veterans

were found unsheltered, the center said.

Almost half of homeless veterans were African American in 2008 despite the fact that only 11 percent of veterans overall are African Americans.

According to the center, 1.5 million veterans are at risk of homelessness due to poverty, lack of support networks, and dismal living conditions in overcrowded or substandard housing.

Some veterans are homeless because many of them have trouble finding good jobs.

About 30.2 percent of veterans aged 18 to 24 were unemployed according to unpublished 2011 Bureau of Labor Statistics data, and nearly one in 10 veterans with disabilities were not employed in 2010.

According to Iraq and Afghanistan Veterans of America, a 2007 survey showed that more than onethird of employers were unaware of protections they must provide to service members, and more than half spent less than 2 percent of their recruitment budget on military advertising and/ or did not understand the qualifications of military service.

In that same sur vey more than half of all veterans were unsure of how to professionally network, and nearly three in four felt unprepared to negotiate

salary and benefits and/or unable to effectively translate military skills.

More than 968,000 of veterans aged 18 to 64 had been in poverty in 2010, according to the same survey.

Government support is important to veterans with house, food and health assistance. The U.S. Department of Housing and Urban Development and the Department of Veterans Affairs have provided more than 33,000 veterans with houses since 2009 in permanent, supportive housing with case managers and access to health care.

The U.S. Veterans Administration has also provided a wide range of career services, including counseling and training, to more than 116,000 veterans with service-connected disabilities in fiscal year 2011.

According to the Center for American Progress, 31 million of food stamps funding in 2008 was spent at military commissaries to help feed military members and their families who struggle against hunger.

About 1.2 million veterans used mental health services in 2010, the center said. The center urged that America must continue to honor and protect those who defend the United States by providing the support and resources necessary to help them find stability and opportunity.

For old time Malabon residents, the lengthening of the night hours, sudden drop in temperature, and sudden icy blast in the air could only mean one thing.

Christmas is drawing very near and it is high time we start with our “Halaya” (purple yam pudding).

And like with so many delicacies made in Malabon, making “Halaya” is a tedious and back-breaking process appreciated only by those who literally saw the dish prepared and cooked before their very eyes, in the toasting heat of a charcoal or wood fire. Ingredients of this Yuletide dish consist of “ube”, white sugar, cheddar cheese, margarine, eggs, coconut milk, and condensed milk.

And depending on the income of the family who will cook this traditional pudding, they can cook as a little as one kilogram of the sweet (for those in a tight budget) and as much as a 20 kilograms (for those really well off).

Old-time residents prepare “Halaya” by peeling and boiling first their “ube” until it is soft like rice porridge.

And when the “ube” is in that consistency, personsin-charge of cooking this dish, will then cool it down before hauling to the “gilingan” (grinders) to make it more of a liquid consistency.

Upon reaching this stage, the white sugar, eggs, margarine, cheese, coconut milk, condensed milk will be then mixed in their purple batter.

Mixing, depending on the cook, can take as little as ten minutes or as long as 30 minutes for the traditionalist who wants all ingredients to blend properly.

After which, the mixture is then place on a huge basinlike container and placed atop a fire feed by charcoal, coconut husk or even dried wood.

Here the “halaya” is stirred by long wooden ladles between two to four hours until finally cooked.

During that time, stirrers are deluge with bits of “halaya” themselves as this dish as the uncanny habit of popping-up or erupting up when just about done, scalding them with hot pudding.

Some have been unlucky enough to be burned while doing this job. Once the “halaya” is cooked, the process of putting it in aluminum containers is done.

After which, the items are cooled down to room temperature and placed in the refrigerator to be taken out and eaten during the “Noche Buena” and “Media Noche” feasts or distributed as gifts to loved ones during Christmas or New Year’s Day reunions. pna

Teddy Casiño is calling on consumers to buy Filipino-made products "to help spur the local economy and provide much needed income to our local producers, especially the micro, small and medium enterprises (MSMEs)."

Casiño made the call during a visit today at the Trade Fair: Kabuhayan 2012 at the Megatrade Hall II, SM Megamall organized by the Congressional Spouses Foundation, Inc. (CSFI).

Special loan window sought for school teachers in SSS and GSIS PUBLIC and private school teachers may soon be granted a special loan window in the Government Service Insurance System (GSIS) and Social Security System (SSS) that would cater to their loan applications once a bill filed in the House of Representatives is enacted into law.

Rep. Winston Castelo filed House Bills 6624 and 6625 extending assistance to teachers of either private or public schools to expedite the processing of their loans with a special loan window dedicated specially for them.

The bill to be known as the “Private School Teachers Special Loan Window Act of 2012” and “Public School Teachers Special Loan Window Act of 2012,” will entitle every bonafide member of the SSS and

GSIS the right to avail and apply for a loan or financial assistance under the Special Loan Window as may be granted for every private and public school teacher by the systems at interest rate of repayment lower than the prevailing interest rate.

“Unlike any other profession, teaching is perhaps the type that calls for the need that teachers become the role models themselves,” Castelo said.

Castelo said teachers both in private and public should be empowered to lead simple but decent lives free from the dangers or risks of having to borrow money or financial resources from “loan sharks” who now have run a profitable cottage industry catering to the rather sad socio-economic plight of a

sizeable population in the teaching profession.

“It is the intent of the measure to help the teacher sector cope with hard times given certain hardships that they are prone to finding themselves in. In other words, their improved salaries and allowances have not truly reached a desired point where there will be no need for them to look for sources of funds through loans or lending schemes that result, most often, in them being badly victimized by loan sharks,” Castelo said.

Under the measures, any other form of financial assistance that could be availed of, particularly an emergency loan, should be deemed different and separate from this special loan window.

••• DRIVING TIPS --- The day-long race driving training lesson was actually a “return to basics” and instructive for all those who drive vehicles, whether you race or not.

Here are a few tips I noted in random.

1) The safest and proper way to hold the steering wheel is with both hands at points 9 o’clock and 3 o’clock position for easier maneuverability and quick turn and return. One-hand driving or holding the steering wheel with one hand at 12 o’clock position is wrong!

2) Steer your vehicle with both hands not loosening up on your grip. When making turns, cross over your hand up to 180 degrees and maintain the 9oclock and 3 o’clock positions on the steering wheel when unwinding.

3) Stay as comfortably close as possible to the steering wheel. Not with outstretched and stiff arms.

One way to get the right distance is to reach the steering wheel on its top portion with your outstretched hands but allow the palm of the hand to overhang and wrap over it. Then after adjusting the distance of your seat, grab the steering wheel on both sides at the 9 and 3 o’clock positions. This way, you will notice a bending angle of your arms. This allows maneuverability and control.

4) The HEEL of the left foot (for the clutch) must touch the floor. So your foot is angled upwards beside the clutch and not flat on the floor.

5) Always brake hard in a straight line. Don’t slam your brakes when making a turn or curbing. (In racing, the rule is slam hard on your brakes at the first instance and gradually release them.)

6) Not too fast in making turns or you will “understeer” (popularly called “overshoot”) your curb.

Hitting hard on the brakes while curbing will “over steer” and you will miss your turn. You should slowly brake and simultaneously, quickly releasing accelerator or gas pedal.

7) While driving fast and approaching curbs, brake before starting to turn (remember: brake hard only in a straight line) to ensure a large arc and accelerate only when you reach the “APEX” of the curb. (the APEX is the imaginary point towards the center of the

sharp curb). Accelerate only upon reaching the APEX, NOT BEFORE. (this applies to driving in a clear race track. In the highway, you have to stay within your lane. ) 8) Turn “LATE” not “EARLY” to allow an arc in making a curb.

9) Don’t be in a hurry to shift gears. Take your time.

10) Get that right foot off the gas pedal while shifting 11) NEVER be in a NEUTRAL gear position.

Always be in gear to have full control of the vehicle.

“Freewheeling” or cruising in neutral gear with your left foot in the clutch is a common mistake.

12) Get that DIRT Y LEFT FOOT off the clutch after shifting 13) Always accelerate gradually.

Of course, there are other tips given spread all over the day. But the most basic still is the same mantra whether on the road or in the race track: “drive safely”.

••• SORRY FOR CLARK ----It was exciting at the race track. But I was sorry to see Clark this way today.

It’s a sorry sight for what was once an international hub and a place everyone wanted to visit. When the Americans were there, it was like arriving in a US city. Well for some, it WAS indeed, an American city, minus of course the snow.

This week, it was a bit deserted. Not too many vehicles plied the streets. The hotels looked uninhabited.

And the casinos’ parking spaces were empty although still with their fancy lights and glaring neon signs.

Clark was a sad sight.

It’s a lost glory.

It’s a pity the plan to move the international airport from congested Pasay to Clark is not in the radar screen of government. We need though a passenger train as a ferry service to make this happen.

Diocolano said her office will start distribution of examination permit on Nov. 12.

The examination centers are at Notre Dame University for applicants from Cotabato City and Maguindanao; Mindanao State University in Marawi City for city and Lanao del Sur applicants; Notre Dame of Jolo College for Sulu and MSU in Bongao for TawiTawi aspirants.

The number of newlyregistered cooperatives, also increased during the period from 32 to 38 or 11.01 percent, and the members from 1,199 to 1,331 or 11.01 percent.

Fortun wants Globe, PLDT interconnect landlines in transparent deals General Santos City and South Cotabato with banking firms

BUTUAN City––Vice Mayor Lawrence Lemuel Fortun has made clear his desire to make all financial transactions entered into by the city government open and transparent not only to erase all doubts especially from critics but to enhance the people’s trust and confidence in the local leadership as well.

The Fortun-led city council passed a resolution authorizing City Mayor Ferdinand Amante, Jr. to secure the Monetary Board’s opinion in connection with the waiver of rights to confidentiality of the city of Butuan’s loan with the Philippine National Bank.

The measure also authorized the Bangko Sentral ng Pilipinas to make inquiries into the city government’s financial dealings and for the PNB, all banks and financial institutions the city may have transactions with, to dislose to the BSP all information pertaining to the local government’s deposits, investments, loans and other transactions including their

history and status.

The Sangguniang Panlungsod also gave the BSP authority to reveal and share information obtained with the Department of Finance.

The city council’s action is pursuant to Section 123 of Republic Act 7653 known as the New Central Bank Act which provides that “Whenever the Government, or any of its political subdivisions or instrumentalities, contemplates borrowing within the Philippines, prior opinion of the Monetary Board shall likewise be requested in order that the Board may render opinion on the probable effects of the proposed operation on monetary aggregates, the price level and the balance of payments.”

Fortun stressed that ”in partnership with Mayor Amante and in consonance with the principles of good governance, transparency should always be promoted in all transactions to strengthen the people’s trust and ensure a better and progressive future.”

Leading telecommunications company Globe Telecom has completed its landline interconnection with Philippine Long Distance Telephone Co. (PLDT) in General Santos City and the whole province of South Cotabato over the weekend.
