CAGAYAN de Oro City––Leaders of the associations of van and jeepney operators serving the Cagayan de Oro to Iligan route have lodged their protest with the Provincial Board of Misamis Oriental against the move of the Rural Transit bus line to lower its fare for passengers.

Provincial board member Arrish Canonigo met with Edgar Poblador of the van operators group composed of 28 members and Roben Mendez of the jeepney drivers and operators association composed of some 80 members.

According to Mendez, they are opposing a proposed resolution bringing down the bus fare to benefit Sendong victims.

He said many of the passengers from Iligan to Cagayan de Oro, and vice OPPOSED | page 10

Villar says they just want to serve THREE-term Las Pinas Rep. Cynthia Villar has asserted that their running in an election is merely all about public service and not building a political dynasty.

“We just want to serve,” said Villar, whose husband, Sen. Manny Villar was a former Speaker of the House of Representatives and Senate

President.

Senator Villar’s term ends in 2013. Their son, Mark, is seeking his second term as congressman of Las Pinas City.

However, the former congresswoman assured she will strictly adhere to the law if it would later say that this is not allowed.

“If there is a law on political dynasty, we will follow it. It’s not only in running for public office wherein we can serve the people,” said Villar who served as President of the Lady Legislators of the House during the 12th, 13th, and 14th Congress.

LPA off vicinity of Surigao dissipates

THE low pressure area (LPA) seen in the vicinity of Surigao City has dissipated but an intertropical convergence zone (ITCZ) affecting Visayas and Mindanao will still bring rains in some parts of the country, the state weather bureau said.

Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) Forecaster Fernando Cada said that due to rainbands of LPA, the regions of Eastern Visayas and Bicol will be cloudy with moderate to heavy rainshowers and thunderstorms which may trigger flashfloods and landslides.

Cada also said that band of rain clouds would also reach and affect the Metro Manila, Palawan, the rest of Visayas and Mindanao which will have occasional light to moderate rainshowers and thunderstorms.

Probe body finds pilot error, Aviatour negligence as cause of plane crash that killed Robredo, says Aquino

PRESIDENT Benigno S. Aquino III bared on Tuesday the results of the investigation of the Civil Aviation Authority of the Philippines (CAAP) on the ill-fated Piper Seneca that killed Interior and Local Government Secretary Jesse Robredo, saying it was mainly due to pilot error.

The President said three months have passed since the untimely death of Secretary Robredo on August 18, and that “we owe it to the victims to find out what really happened.”

“Heto po and resulta ng imbestigasyon: Bagaman marami ang nagsabing ekspertong piloto si Captain Jessup M. Bahinting, wala siyang angkop na karanasan at kasanayan sa one-engine inoperative emergency,” the President said at a press briefing in Malacanang.

“Malinaw ito nang nabigo niyang (Bahinting) panatilihin ang ligtas na paglipad ng eroplano nang iisang makina na lamang ang gumagana,” he said.

President Aquino also said that 23 minutes after the plane took off at Mactan Airport, the pilot already knew that one of his engines malfunctioned.

“Subalit sa halip na bumalik, tumulak pa rin sila sa Naga. Inabot pa sila ng 70 minuto sa himpapawid bago ang kanilang pagbagsak,” he said.

“Ibig sabihin, kung agad silang bumalik sa Mactan, mataas ang posibilidad na naiwasan ang aksidente,” he noted.

The CAAP also found that Bahinting extended landing gears and flaps even if he was not sure he would be able to land the aircraft, which was contrary to the Piper Seneca Manual Procedures for twin engine planes.

4,000 flee homes as flood rampaged Sultan Kudarat COTABATO City––About 4,000 villagers living in low-lying-barangays of Sultan Kudarat, Maguindanao were awakened by rampaging flood waters at 1 a.m.

Monday when the Simuay River overflowed due to heavy downpour overnight.

The flood waters which reached neck-deep forced the villagers to leave their homes to high ground until the break of dawn.

As a result of the overflow of Simuay river, portions of the Cotabato-Davao highway were closed beginning 2 a.m. as waist deep water reached the road network.

It was opened to motorists at about 6 a.m.

The military were also deployed along the highway to prevent conflict among motorists who have to be regulated as floodwater

No one was reported injured in the calamity which the villagers have been living with the past three years.

“We have not experience heavy rain since Sunday,” Minalindang Aladin, a resident of Barangay Gang which is heavily flooded, told reporters.

“But when heavy downpour occur upstream in the northern part of Maugin-

danao we brace for floods because we are the catch basin here,” she said.

The Simuay river, which emanates from the uptowns of Barira, Buldon and Matanog, had overflowed and the water spread to Sultan Kudarat’s low lying villages.

Residents started to return to their homes a flood water subsided Monday noon.

Verify first complaints against the soldiers in Paquibato, says mayor

DAVAO City––Mayor Sara Duterte-Carpio cited the need for city councilors to verify first the information about soldiers encamped at a government infrastructure in the countryside before approving a resolution driving away the soldiers from the establishment to that effect.

She said it is very important to establish first the veracity of this type of information whether it is either hearsay or propaganda from progressive groups supporting the cause

of the rebels.

Duterte-Carpio said it would be better if the city councilors really have a good grasp of the barangays where soldiers occupy public buildings.

She said that though it must be stressed that the soldiers must not be allowed to stay in the barangay halls, barangay chairs can assert and tell the immediate officer of the soldiers to vacate the building if they are indeed using the facility as their shelter.

Duterte-Carpio said based on her own verification, the soldiers are not really confined in the barangay hall, but only on the general area of the barangay office.

She said the soldiers cannot be driven away since they are not actually occupying the building as their shelter.

1,000 job vacancies expected in job fair DAVAO City––Over 1,000 local and overseas job vacancies will be offered during the first fair to be organized by one of the pioneering online job portals in the county on Nov. 22 at the Abreeza-Ayala Mall along J.P. Laurel Avenue, Bajada this city.

Hazel Grace V. Juson, assistant sales manager of Jobstreet.com Philippines Inc., an online job portal, said the one-day jobs fair will be staged in coordination with the regional offices of the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA) here.

The fair will feature white-collar jobs or those in the corporate sector.

Juson said at least 60 companies like banks, hospitals, schools, among others are set to participate.

She said interested applicants must be ready with all the required documents and credentials to avoid delays and application failure.

Documents like school credentials, most recent photos and other pertinent documents must be readily available during the interview for higher chances of being hired, she added.

Workers in Central Mindanao to get addl daily allowance

GENERAL Santos City-Private workers in Region 12 or the Soccsksargen Region will receive additional cost-of-living allowance or COLA of P4 to P6 in their daily wages starting Dec. 1, a regional labor official said on Monday.

Chona Mantilla, Department of Labor and Employment (DOLE)-Region 12 director, said the additional COLA represents the sec-

ond tranche of the wagerelated benefits set by the Regional Tripartite Wages and Productivity Board (RTWPB) for the region’s private workers.

Citing provisions of Wage Order XII-17, the official said the area’s workers already received an initial COLA of P6 to P8 last April.

“Nasabi na po ng Pangulo ang kanyang posisyon tungkol diyan (no to death penalty). Yan na po ang posisyon ng Pangulo way, way back, even before he became President,” Presidential Spokesman Edwin Lacierda said on Monday.

Instead, Lacierda said, the President has said there is a need to improve the judicial system in the country as current loopholes in the judicial system may result in an innocent man being given the death penalty.

“The likelihood of somebody getting the death penalty -- assuming it is going to be re-imposed -- you might see an innocent man suffering the death penalty.

And so the position taken

by the President is that we have to improve the judicial system. Hence, the President is not inclined to revive the death penalty,” he said.

Besides, Lacierda noted that efforts to improve the police system are underway to curb crimes, pointing out the increased police visibility especially on the streets of Metro Manila.

The number of index crimes has gone down except for “petty crimes,” he said.

‘Bounty’ for country’s top fugitives updated THE Department of Interior and Local Government (DILG) has released an updated reward money for the arrest of the country’s top fugitives including members of the outlawed CPP-NDF-NPA in the country.

Interior Secretary Mar Roxas also ordered the hunt against five high profile fugitives after he formally implemented the P2-million bounty each for the capture of retired Gen. Jovito Palparan, Palawan Gov. Joel Reyes, his brother Coron Mayor Mario Reyes, Dinagat Island Rep. Ruben Ecleo Jr., and Globe Asiatique developer Delfin Lee. The memorandum, signed by Roxas, rewards any person who can provide information leading to the arrest of the so-called “Big 5” fugitives —- as long as the informant is not a government employee.

Palparan is facing kidnapping and serious illegal detention charge for the disappearance of UP students Karen Empeno and Sherlyn Cadapan.

He is also tagged in alleged human rights abuses while he was with the military.

The Reyes brothers are wanted for the murder of Palawan-based environmentalist and broadcaster Gerardo “Gerry” Ortega.

Ecleo has been in hiding since his conviction of parricide. Ecleo was given the guilty verdict by the Cebu City Regional Trial Court for killing his wife Alona Bacolod-Ecleo and was sentenced to reclusion perpetua or imprisonment of up to 40 years.

KORONADAL City – The city mayor has vowed to uphold the principles of accountability, transparency and good governance.

Last month, the city received the Seal of Good Housekeeping from the Department of the Interior and Local Government (DILG).

“We’ve been recognized as having completely complied with the Full Disclosure Program, in line with the Anti-Red Tape Act or ARTA,” he said As such, Koronadal City is entitled to financial aid, through the Local Government Support Fund, to finance projects specified in the Millennium Development Goals and the Philippine Disaster Risk Reduction

Management Act of 2010.

The city mayor also thanked the city officials and employees for their contr ibution towards earning the distinguished award.

For an LGU to qualify for the Seal of Good Hous eke eping (SGH) award, it must score high in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.

The LGU must also practice transparency in its procurement systems and full disclosure in its finances as the SGH aimed to promote honest orderly management of public funds and help eliminate corruption in government.

The annual search for public service exemplars is administered by the CSC’s Honor Awards Program (HAP) Secretariat.

There are three categories at stake, namely; the Presidential Lingkod Bayan Award, the Outstanding Public Official and Employee or the Dangal ng Bayan Award and the CSC Pagasa Award.

The conferment of the awards form part of the Commission’s advocacy of promoting a culture of ex-

cellence and of recognizing and rewarding women and men for outstanding work performance, contribution and superior accomplishments or for consistent manifestation of exemplary ethical behavior in public service.

For 2013, apart from individual nominations for the Presidential Lingkod Bayan and the CSC Pagasa Awards, group,team nominations are strongly encouraged, CSC Chair Francisco Duque III said.

Aquino cites DA, PhilRice for leading rice sufficiency SCIENCE City of Muñoz, Nueva Ecija––President Benigno S. Aquino III has cited the Department of Agriculture and the Philippine Rice Research Institute (PhilRice) for leading the government’s quest for rice self-sufficiency.

In his speech read by Agriculture Secretary Proceso Alcala, the President thanked the DA and PhilRice for adhering to the Aquino administration’s battle cry of “Tuwid na Daan” (straight path), particularly for their efforts to improve the country’s efficient use and distribution of the staple through the development of rice varieties more palatable but resistant to pests and forces of nature.

“Kung dati milyon-milyong tonelada ng bigas ay nabubulok sa mga warehouse dahil sa maling pamamalakad, ngayon dahil sa tapat at tamang pamamahala, hindi lamang rice self-sufficiency ang habol natin kundi, kung pakikisamahan tayo ng panahon sa 2013, tayo na din ang mage-export ng bigas,” the President told participants who attended the 27th anniversary of PhilRice which coincided with the formal launching of 2013 as the “National Year of the Rice.”

Unknown disease kills 13 in Maguindanao COTABATO City––The Department of Health in the Autonomous Region in Muslim Mindanao (DOHARMM) dispatched on Monday a medical team to look into the sequential deaths of 13 persons due to a still unknown disease in the remote Barangay Nalkan in Datu Blah Sinsuat, Maguindanao, over the past several weeks.

DOH-ARMM chief Dr. Kadil Sinolinding Jr. said

that he has yet to receive an official finding but believes cerebral malaria could have caused the deaths of the victims.

“Considering that Datu Blah Sinsuat town is a coastal town with freshwater lakes, rivers and swamps, the incidence of malaria is high in the area in the past,” he said.

Datu Blah Sinsuat Mayor Marcial Sinsuat said most victims are contained in

at least two specific areas in Nalkan, one of them identified as Sitio Barongis.

“It is very hard to reach Nalkan as it is one of the remotest areas in my municipality. We are doing everything we can to help the villagers there,” the mayor said in an interview.

He said reports reaching him cited that the victims suffered from severe headache, vomiting and fever.

“What startled us was

that those inflicted only last for three days then die. Efforts to bring them to hospitals in Cotabato City proved futile as they die along the way,” Sinsuat said.

Datu Blah Sinsuat is situated in the southwestern part of Maguindanao, accessible only by motorboats through improvised dockyards in Barangays Tapian and Kusiong in Datu Odin Sinsuat town.

-oooS O T T O AT TAC K S PART OF RH CAMPAIGN: I really cannot understand the ferocity of the online attacks against Sen. Tito Sotto over the issue of him having allegedly plagiarized a speech by the late US Sen. Robert Kennedy in his own speech opposing the RH Bill.

Either his detractors are using the issue to discredit him and stop his opposition to the RH Bill, or they are simply applying a double standard here.

Why double standard?

Because in Facebook and in other social networking sites in the Philippines and around the world, we see more blatant proofs of plagiarism, of passing off the work of others as their very own, and yet no one--not even one from Sotto’s critics---are complaining.

Why is something assailed as plagiarism when it comes to “RH-foe” Sotto,

but nothing is said about the worse plagiarism of others?

Why the double standard?

This is making me think: is the fierce attack against Sotto a part of the campaign to push the approval of the RH Bill at all cost?

ORGANIZERS, leaders, members, and supporters of the Liberal Party in Cagayan de Oro City are not happy with Oscar Moreno and his political ticket. Most, if not all, of the original movers of the Liberal Party in the city described Moreno and his ticket as political gate crashers.

Earlier, this corner described Moreno as a political turncoat when he suddenly switched party loyalty Cris Diaz from Lakas to Liberal Party. However, Liberal Party members described Moreno’s sudden shift as an act of betrayal of his former political party (Lakas). ‘Moreno mocks the Liberal Party,’ a party leader said.

In conceiving of the book, I thought of the layperson and how he or she would better appreciate the BSP if its operations were explained in bite-sized pieces.

A little background: When I joined the Monetary Board of the Bangko Sentral on July 3, 2008, I started writing about the BSP and the financial system in my weekly newspaper column, Speaking Out. As my financial articles came out each week (Monday to be specific), non-economists called and

e-mailed me, commenting positively on the manner in which the content was presented.

The turning point was when former Foreign Affairs Secretary Alberto G. Romulo suggested that I compile the articles into a book. I actually owe him this great idea of coming up with “Central Banking for Every Juan and Maria.”

I would like to point out that economists and bankers may not like their work explained so simplistically, but as I explained earlier, this book was written for a different audience.

“Central Banking for Every Juan and Maria” is organized into 16 chapters

that contain articles covering a wide array of topics.

Some articles are pretty straightforward, while others come with a glossary or a question-and-answer portion to further explain the topic. This portion is either enclosed in a text box or marked with special Juan and Maria icons.

Several articles will refer you to related articles located somewhere else in the book, while some will suggest a website for further reading.

However, most of the articles are written as standalone articles. Readers are free to skip around if they prefer not to browse the book from cover to cover.

REVIVING COFFEE TOWARDs RURAL PEACE AND PROSPERITY

A 20-year scenario for renewed Philippine coffee industry

THE Philippine government has a golden opportunity before it today. Renewing the long neglected Coffee Industry is the Country’s Gateway to Rural Peace and Prosperity.

S U P P LY- D E M A N D ANALYSIS: The Philippine coffee industry, among the top three suppliers to the World at the start of the 19th Century, is now 76th out of 79 Coffee Producing Countries- unable to satisfy it’s domestic demand, much less exporting to other Countries. Presently, Filipinos are consuming 61 million kg of coffee per year and produce at most 30 million kg (some say less than 20 million kg), creating a demand-supply gap of 31 million kg. with an economic value of P2.8 Billion in 2012. And since production is declining amidst rising domestic demand, imports are increasing and expected to reach 124 million kg by 2022 and 361 million kg by 2032.

DE FAU LT ON JOB GENERATION: Failing to capitalize on this economic opportunity in our own backyard represents 30,000 jobs that benefits Vietnam (our chief supplier today), 64,000 in 2017, 125,000 by 2022, and 361,000 jobs by 2032.

DEFAULT ON ECONOMIC OPPORTUNITY:

In terms of economic value, the Philippine will give Vietnam P 22 Billion within 5 years, P 68 Billion within 10 years, and P 291 Billion over 20 years. This coffee importing situation will make Philippine coffee importers rich, in collaboration with Vietnamese coffee farmers.

But potential Filipino coffee farmers, particularly our neglected Highland Communities, who reside in the best coffee growing areas, will remain poor. Given the national cry for INCLUSIVE GROWTH, we cannot allow this to happen.

THE COFFEE PATH FORWARD: A national objective to remove this supply-demand gap within 5 years must be given the highest priority. And it can be done! The solution is to invest massively in the development of coffee nurs-

eries, coffee plantations, and coffee mills nationwide in the Philippines. Our Country is one of the best locations in the world for coffee plantation development. We have vast tracts of high elevation lands with the right climate, plenty of rainfall, and fertile soil. Additionally, highland Communities have a history of Arabica Coffee cultivation from their forefathers. So it is not a foreign crop being introduced for the first time with doubts regarding being environmentally friendly or even sustainability.

By developing our coffee industry, hundreds of thousands of jobs will be created in the Rural Areas that need them - enticing them to remain on their lands as Producers versus going to Cities to look for jobs. Furthermore, hundreds

of billions in economic development will be generated rather than exporting our jobs and remitting our money to Vietnam.

INITIAL 5 YEAR INVESTMENT REQUIREMENTS: To remove the demand-supply gap within 5 years and turn the Philippines from a Net Importer into a Net Exporter, the Philippines will need to invest an initial P 45 Billion in 5 years, or P 9 Billion / year as follows:

These investments will not only benefit farmers. It will also create thousands of jobs and economic benefits for the entire coffee VALUE CHAIN including farm input manufacturers/ traders involved in compost making, supply of chicken

manure, seedling nurseries, and fertilizer producers as listed above. These AGRIsectors will bring huge economic benefits throughout the Rural Areas with our coffee industry revival.

2ND FIVE YEAR COFFEE EXPANSION: As the Philippine population is growing and its middle class fast emerging, demand for coffee will grow- projected to reach 100 million kg by 2018. More investments will be needed to avoid reversing the gain of the next 5 years. It is estimated that, after the initial investment of P 45 Billion for the period 2013-2017, another P 88 Billion or P 17 Billion / year will be needed from 2018 to 2022 just to stay ahead of the demand curve.

In term of hectares of land and trees planted, we need to develop a minimum

of 13,000 Ha / year for 5 years equivalent to planting 20 million trees / year or 100 million for the next 5 years. By the second 5 year period, the Philippines will need to sustain demand by developing 20,000 hectares yearly for the next 15 years, and this means planting 30 million trees annually from 2018 onward until 2032.

In terms of farms, this means developing at least 26 farm Clusters of 500 hectares each, or it’s equivalent from 2013-2018. This Coffee Industry Development Plan shall target areas like Community Based Forest Management (CBFM) where indigenous people live or Agrarian Reform Communities (ARCs) created by DAR, typically areas of unrest due to under-development. By the very nature of these areas as well as the Communities who live there, the Coffee Development Plan will become an integral part of the President’s Peace Initiatives by following-up the successful peace negotiations with a Livelihood Model capable of generating upwards of P200,000/ hectare/ year by the 3rd-4th year thru coffee cultivation.

Again, in terms in growth of capitalization, Misamis Oriental posted the biggest growth of 2,943 percent, followed by Lanao del Norte, 1,177.12 percent, Misamis Occidental, 475.34 percent and Bukidnon, 388.54 percent.

No growth was noted in Camiguin, as no capitalization came in, during the second quarter of 2011.

THE city government of Cagayan de Oro is one of the finalists in the Best in eGov Business Empowerment Award.

Engr. Marilyn Legaspi, OIC of the City Treasurer’s Office informed Mayor Vicente Emano that the city presented its entry during the eGov awards for Local Government Units National Judging held last November 8, 2012 at Oxford Hotel, Clark Freeport Zone in Pampanga.

She said evaluation of the entry will be announced later.

It was learned that the first eGov Awards for local government units was launched by the National ICT Confederation of the Philippines (NICP), in partnership

with the Department of the Interior and Local Government (DILG) and the Cyber City Teleservices Philippines Inc. (CCTP).

The aim of the award is to encourage the use of information and communications technology in the delivery of services among LGUs in the country.

The LGU awards will also document and highlight best practices of LGUs for benchmarking purposes.

Awarding of winners will be on November 23, according to Engr. Legaspi.

In another development, budgets of five brgys will soon be approved.

Ordinances covering the supplemental budgets of

five barangays for 2012 will be acted upon by the 16th City Council headed by Vice Mayor Caesar Ian E. Acenas during its regular session on Thursday, Nov. 15.

The supplemental budgets of Barangay Nos. 7, 16, Balubal, Macasandig and Tignapoloan were reviewed and favorably endorsed by the committees on barangay affairs and on laws and rules chaired by Councilors Dometilo Acenas Jr. and Ramon Tabor, respectively and were found to be in order.

A lawmaker has sought an inquiry into the alleged unreasonable exclusion and other illegal activities directed against Chinese tourists committed by some officers of the Bureau of Immigration.

In filing Senate Resolution No. 897, Senator Koko Pimentel cited the letter of the Philippine-Chinese Chamber of Commerce and Industry, Inc. (PCCCI) to Vice President Jejomar C. Binay dated December 08, 2011.

In said letter, the business group conveyed their strong and genuine concern over the “indiscriminate and arbitrary exclusions of Chinese nationals in our international airports thereby creating issues and anxieties among Chinese nationals visiting our country as tourists and as investors.”

In a letter addressed to the Department of Foreign Affairs dated 05 January 2012, the Embassy of the People’s Republic of China also called the attention of the DFA to the numerous exclusions of Chinese nationals entering

the Philippines and to other complaints against some immigration officials.

The PRC Embassy has recorded more than 200 exclusion cases involving Chinese nationals with valid visas in 2011, far more than those cases relating to the citizens of other countries, raising concerns for Chinese travelers who choose the Philippines as a tourist destination.

Pimentel said Chinese tourists were reported to have been excluded and disallowed entry to the Philippines without due process using Section 29 (a) (5) of Commonwealth Act 613, otherwise known as the Philippine Immigration Act of 1940, referring to persons likely to become public charge.

There were also reports, the senator said, that some Bureau of Immigration officers would give the “excluded Chinese tourists”’ a telephone number to call in case they intend to come back so that they could be escorted through immigration for a fee of $1,000 or Php 50,000 per tourist.

Chinese tourists who allegedly avail of the escort services become undocumented aliens and allegedly receive fake Immigration cards that each costs from P20,000 to P30,000 and an additional cost of P200,000 to P300,000 to be delisted or removed from the Bureau’s blacklist.

These allegations of extortion and corrupt practices, Pimentel said, are flagrant violations of Republic Act 3019, otherwise known as the Anti-Graft and Corrupt Practices Act that merit serious attention.

Of nearly four million tourists who visited the Philippines in 2011, Chinese tourists accounted for 243,137 arrivals in the country, representing 6.21 percent of the market share.

“There is an urgent need to investigate these serious allegations of violations of the law committed by some officers of the Bureau of Immigration and to propose legislative measures to curb or totally rid the government of corruption,” Pimentel said

Davao City science scholar develops Project NOAH Mobile App

DAVAO CITY - Rolly Rulete, a batch 2001 scholar of the Science Education Institute of the Department of Science and Technology (DOST-SEI) graduated BS Computer Science at the University of Southeastern Philippines, developed the Project NOAH (Nationwide Operational Assessment of Hazards) app for Android devices.

Rulete, together with his teammates, used data from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration of the DOST (DOST-PAGASA) to come up with the mobile version of the Project NOAH website (noah.dost.gov. ph) minus the flood map features.

Project NOAH app was jointly launched last October 17, 2012 by DOST together with Smart Communications, Inc. through the Smart Development Network (SMARTDevNet) to provide the general public with an on-time weather information wherever you are in the country anytime through your Android mobile phones.

Department/Government planners decide to prioritize. If Arabica coffee that requires high elevation areas, economic benefits could be three times higher as Arabica coffee normally fetches P 200 / kg while Robusta (that grows in low lands) sell at P 75 / kg. So instead of generating P 22 Billion in economic benefits in 5 years by focusing on Robusta, the Philippines could generate P 68 Billion in economic benefits if it chose to prioritize Highland Arabica coffee. Clearly, the Philippines needs Robusta, but it is a lower priced coffee variety. It would be economically dis-advantageous to neglect Arabica while all other countries with similar high altitude areas like the Philippines cashes in on this valuable commodity.

ACCESS TO CAPITAL: Whatever the business development model selected by entrepreneurs, the Coffee Industry Development Plan must provide Capital Access to a variety of entrepreneurs - be they Small Enterprises (SME), large agri-business corporations, cooperatives, associations, or indigenous people organizations.

PROMOTING PARTNERSHIPS: At the end of the day, coffee cultivation will need land. It is unavoidable that entrepreneurs will need to partner with clusters of small farmers, Indigenous people, or Agrarian Reform beneficiaries and share the economic pie with them. Philippine Government agencies like DENR (who manage the CBFM program and protect the environment), NCIP (who protect the rights and interests of Indigenous people) and DAR (who manage Agrarian Reform Communities) will play a key role to make sure that these investments translate into business opportunities and economic prosperity for the poorest among the poor.

Hopefully, not through Lease Arrangements, but through Win-Win partnerships that engage the small farmers as an integral part of a Contract –Growing Nucleus Farm on the

100-500 cluster hectares mentioned earlier.

O t h e r G ov e r n m e nt Agencies like DTI, BOI, and PEZA could provide incentives for investors who venture into less developed areas. And certainly, DA will play a key role in encouraging dependable private-sector nurseries through efficient accreditation and quality monitoring, supplying farmers with DA financed seedlings, and counter-parting funds for farm-to-market roads with concerned LGU’s to bring the coffee to the market – thereby integrating remote farmers into the Market Economy.

IDENTIFYING INVESTORS: The key question is - who will develop these plantations? Who will borrow the money? And how will the banks lend money to these groups? What will be the collateral? What Guarantee Mechanisms can be provided to encourage Investors given the significant risks involved?

And more importantly, what Developmentally Inclined Policies do the Banks need to identify, adopt, and implement immediately to protect the Bank’s interest while releasing the financing needs of the Coffee Development Plan in a timely and expeditious manner.

Clearly, the private sector shall take the initiative.

But for the private sector to invest, they will need to borrow money, and the banks will need to feel safe in lending this money. The number one challenge in implementing the Coffee Industry Development Plan will be the disbursement capacity of the Philippine Gov’t.banks promoting agricultural developmentparticularly the Landbank and Development Bank of the Philippines. The banks will need to establish rapidly new lending mechanics (facilities) or financial instruments adapted to the need of the industry that are bankable and acceptable to the private sector.

These lending mechanics should not only protect the interest of the bank, but also make access to credit easy and fast to entrepreneurs that wish to invest in the

coffee industry, mindful of the urgencies mentioned earlier. Bear in mind that unlike Industry, that is minimally affected by weather, Agricultural projects can be set back by one or two years should released loans fail to catch the rains and planting seasons.

CONCLUSION: A lot is at stake for the Philippines as a nation-hundreds of thousands of jobs, hundreds of Billions in economic benefits, and even the possibility of turning the Philippines from its “developing” status into a developed country in less than 10 years. But this will happen if, and only if, we include farmers and indigenous people in the cycle

of economic development.

Coffee is the unique crop to the Philippines that provides the golden opportunity mentioned at the start of this paper.

Simply look at what coffee has done for Vietnam and Indonesia; and what Palm Oil, Rubber and Cacao did for Malaysia. These three ASEAN neighbors successfully crafted their Agricultural Policy towards basic commodities that their land, weather, and topography provided COMPARATIVE ADVANTAGE for. We can do the same in the Philippines.

And coffee is one of the distinct commodities of International Trade importance that has com-
