US Embassy hosts first poll watch program in C. de Oro By Recthie T. Paculba

CAGAYAN de Oro City––The United States Embassy in partnership with History/ International Studies/ Political Science Department of Xavier University held a US Election Watch Program at the University’s Magis Center. The program featured a live feed of CNN election coverage and a mock election. A total of 951 students from the City’s National High Schools, Xavier University and Liceo de Cagayan University participated

in the mock election and 74% of the votes went to Pres. Barack Obama. William Cocks, US Embassy Representative said the real strength of the United States like the Philippines is their democracy. He said, they have created the mock election with the aim to give the participants a chance to vote on who they’ve wanted the next president of the United States to be. “We’re here talk to you about the election not about who we want to vote for but about the

democratic process, about what the election means for our country and we can also talk about our offices,” Cocks said. Dr. Roel Absin, Chair for History/ I.S./ PSC Department, conferred that the activities conducted such as the 2012 mock debate and US Presidential Elections countdown will aid them in preparing their primary beneficiaries—the students in Northern Mindanao to bigger challenges. With this specific vision, Absin said that “everyone’s attention is focused in setting a premium on

Motorcycle helmet evaluation for surnames beginning in P-Z By Lorry V. Gabule

ILIGAN City––The Department of Trade and Industry (DTI) in Lanao del Norte continues to process application for Import Commodity Clearance (ICC) sticker for motorcycle helmets.

Provincial Director Ruel B. Paclipan, DTI Lanao del Norte, said applicants with last names starting with letters P to Z will be accommodated this November. Although letters A-F and G-O were scheduled last September and October,

respectively, helmet owners belonging to the A-F batch could still apply until November 29 only. The DTI began accepting applications based on the letter coding scheme last September 2012. The letter coding scheme

is part of the DTI’s effort to facilitate inspection of helmet and avoid long queues as helmet owners beat the yearend rush. Paclipan urged motorcycle riders not to miss out on their schedules so as not to pay fines that the Land Transportation

Office (LTO) shall impose to riders wearing helmets without the Philippine Standard (PS) or the ICC mark by 01 January 2013. Based on the Republic Act (R.A.) 10054 or the Motorcycle Helmet Act, any person caught not wear-

ing the standard protective helmet shall be punished with a fine of P1,500 for the first offense, P3,000 for the second offense and P5,000, for the third offense. Fourth offense shall be meted with a P10,000 fine and confiscation of driver’s license.

Tesda grants 1600 scholarship to graduating Basilan students ZAMBOANGA City––The Technical Education Skills and Development Authority (TESDA) has distributed a total of 1,600 scholarship grants to graduating students in Basilan province. These grants provided by TESDA to the Autonomous Region in Muslim Mindanao (ARMM) are available in two colleges operated by the Furigay Colleges Inc. in the cities of Lamitan and Isabela in Basilan. The distribution of the grants was held at the Furigay College in Lamitan City Wednesday morning by TESDA-ARMM provincial director Hansaman Salasim on the 5th foundation anniversary of the college. The recipients of the

grants include graduating students of the Lamitan National High School and the Basilan National High School in Isabela City. The TESDA courses offered include Welding, Baking and Pastry Making, Commercial Cooking, Computer Operations and Troubleshooting and Housekeeping and Household Services. The other available courses are Health Care Services, Computer Hardware Serving, Carpentry, Plumbing, Horticulture, Bar Tending, Food and Beverages and Cosmetology. College president Hegem Furigay said their two institutions have so far provided training to over 3,000

unemployed or high school graduates in the provinces covered by TESDA-ARMM scholarships. These graduates have found employment in local establishments or abroad. There are only four colleges in Basilan, the Claret College in Isabela, the Basilan State College in Lamitan and the Furigay Colleges, one each in Lamitan and Isabela. Most students w ho want to pursue their college education usually go to Zamboanga City where three big universities and several colleges cater to students from Basilan, Sulu and Tawi Tawi and other provinces and cities in the Zamboanga Peninsula.

Day care workers in Lumbia to get P2,400 pay The City Council committee on social services chaired by Councilor Nadya Emano supported the request of the Barangay Council of Lumbia for the grant of an honorarium of P2,400 per month to the two Day Care

Army recovers war material owned by rebels in Surigao BUTUAN City, Agusan del Norte–– Government troopers recovered war materiel in an encounter with 15 communist rebels in the mountain villages of Surigao Del Norte Tuesday, an army report yesterday said. The encounter resulted in the recovery of 200 meters detonating chord, 21 pieces of empty shells for AK 47, and 2 pieces empty shells for M14 rifle. There was no report of casualty on both sides.

Lt. Col. Vincent B Iringan, Commanding Officer of the 30th Infantry Battalion, said government troopers were conducting patrol in the mountainous villages of Sitio Sabang Pagbangayan, Camam-onan, all in Gigauit, Surigao Del Norte when they chanced on the rebel group in the area. Iringan ordered the conduct of pursuit operations to hunt down the fleeing rebels. He said the rebels are harassing and extorting farmers in the area.

SOUTH Cotabato - The provincial government has spearheaded the 13th Provincial Tribal Congress at the South Cotabato Gymnasium and Cultural Center in Koronadal City, recently. At t e n d e d b y m o r e than 800 tribal leaders from different towns of the province, event done in coordination with the Provincial Social Welfare and Development Office (PSWDO) and the National Commission on Indigenous People (NCIP). Gu e s t s p e a k e r w a s Lawyer Reuben Dasay A. Lingating, chair of the Mindanao Indigenous People’s Conference for Peace and Development (MIPCD), who emphasized the importance of Republic Act No. 8371, or the Indigenous Peoples Rights Act (IPRA). “IPRA is very significant to the lives of the tribal people because this will remind them of their rights. With this, everyone should read and know IPRA,” Lingating stated. IPRA is an act recognizing, protecting and promoting the rights of indigenous

cultural communities and indigenous people. Highlight of the occasion was the presentation of the accomplishment reports of tribal leaders from the youth and women sectors, as well as from the tribal councils, as a whole. Some of their attainments are the organization of the cultural dance troupe, the conduct of the first tribal youth summit, settling of land conflicts as well as organizing tribal

marriages. Meanwhile, Engr. Protacio Pasahe, provincial officer of the NCIP, assured that their office will continue to help and support the endeavors of the tribal people in the said province. CAMP FERRER Sr, BISLIG CITY – An army soldier and a civilian were hit in ambush perpetrated by New People’s Army (NPA) ‘rebels’, evening of November 6, in Purok 6, Bayugan 3, Rosario, Agusan del Sur. The incident took place while the soldiers of the Bravo Company, 75th IB, 6TH ID, PA, headed by 2nd Lt. Gerald Mohado, were heading back to camp after a day-long security operation in some parts of Agusan del Sur. The ‘rebels’ allegedly belonged to the NPA Southeastern, Command 14, NEMRC,

under an unidentified leader. Accordingly, the wounded civilian was part of a group of local residents, whom the ‘rebels’ have mixed-up with during the ambush. Lt. Col. MARAWI CITY - The Integrated Provincial Health Office (IPHO) of Lanao del Sur has conducted a two-day command conference on family planning last week to address the unmet needs for family planning in the province. The conference was attended by chief of hospitals, municipal health officers and other health workers from the different towns of the province. It was also graced by other stakeholders from both the public and private sectors, like representatives from the provincial government, Amai Pakpak Medical Center, Al-Mujadila Foundation,

and members of the media, among others. The conference focused on discussions regarding issues on family planning and reproductive health, as well as, the approaches and directions of the family planning program in the province, IPHO Chief Alinader Minalang said. The Islamic perspective on reproductive health, updates on the implementation of the Reproductive Health Code, generation of demands through family development sessions and the role of community health teams in the delivery of family planning services were also tackled. The conference also

featured a lecture on cervical cancer prevention and recognition of individuals who gave support to IPHO and to the rural health units and hospitals who showed exemplary performances in the delivery of family planning and reproductive health services. The highlight of the conference was the signing of commitment by the participants to improve not only the provision of family planning services and the availability of commodities, especially to the poor, but also the overall health status of our constituents, Minalang said. Though she may forget, I will not forget you!’…” (Isaiah 49:15, the Holy Bible). -oooMOTHER WATCHES AS HER BABY EATEN BY WILD DOGS: I am sure that the American mother whose two year old baby boy fell from her grip while they were viewing a pack of wild African dogs inside the Pittsburg Zoo in Pennsylvania, USA, Sunday, November 4, 2012, must be having endless nightmares now, after she personally witnessed how her baby was eaten alive and killed by the dogs, as she watched helplessly. US news networks described the incident as “horrific”, but then it is more than that. It is to me “catastrophic beyond measure”, something that the mother will no longer forget as long as she lives. The picture of her baby being eaten by the dogs, as well

as his anguished cries for help, will forever and for eternity be etched in her memory. But please tell me: how come that the mother did not jump after her baby as soon as he fell and, futile as it must have been in the face of around 20 wild dogs ready to tear anyone apart at that instant, protected and stood by him no matter what? -oooSTORIES OF COURAGE ALL OVER THE WORLD: This reminded me of two similarly-poignant stories read to me and my first year high-school classmates by an English literature teacher of mine, Prof. Esteban Santos, at the defunct Dr. Nicanor Reyes Memorial Colleges in Paniqui, Tarlac, sometime in 1969 or thereabouts. The first story involved a boy of eleven or so years who was walking down a road with his five year old brother, when, out of nowhere, a mad dog came running after them. People started running and

increased the deployment in Afghanistan. Obama did deliver on his promise of enacting health care reform with the signing of the “Patient Protection and Affordable Care Act”. While being touted as the most significant reform that Obama delivered, the law did not bring back the erstwhile free health services being given to US citizens. In its stead the law provides federal subsidies to small companies so that these could provide medical insurance to employees, and to low-income individuals and families above 100 percent to 400 percent of the federal poverty level; expanded the coverage of Medicaid to include individuals and families with incomes up to 133 percent of the federal hope | page 7
