Boy, 6 slain by playmate DAGUPAN City––An 11-year-old boy on Monday accidentally shot dead a six-year-old playmate in Barangay Baug here. Chief Inspector Domingo Eden, said the young suspect was referred to the Municipal Social Welfare Development Office (MSWDO). Initial investigations showed the two boys were playing in the suspect’s house when they found a cal.22 revolver. The suspect accidentally squeezed the trigger and the bullet hit the right side of the victim’s face. The victim was pronounced dead on arrival at the Velazquez Medical Clinic in Mangatarem town. The police is now conducting a follow up investigation to determine who owns the firearm who could also be criminally liable under the law. philippine news agency

OPERATIVES of Philippine National Police (PNP) and the Department of Social Welfare and Development (DSWD) workers in Tawi-Tawi rescued 25 persons believed to be heading for Malaysia as illegal migrants over the weekend. Chief Supt. Mario Avenido, police director in the Autonomous Region in Muslim Mindanao where Tawi-Tawi is a component province, said individuals who were rescued by Tawi-Tawi policemen in a remote port were potential victims of human trafficking. Avenido said the 25 persons were rescued at the Sea Port in Bongao, Tawi-Tawi. Senior Supt. Rodelio Jocson, Tawi-Tawi Provincial Police director, said backdoor | page 10

Decriminalize, not legalize, prostitution

By RUEL V. PELONE of Mindanao Daily News

AS calls for the legalization of prostitution in the country snowballed, another group is proposing for its decriminalization instead. The Philippine Commission on Women (PCW), the government’s policy-making body on gender equality and women’s empowerment, is rather calling for the decriminalization of persons in prostitution as it opposed the proposal to legalize the sex trade in the country. PCW Executive Director Emmeline Verzosa said the commission viewed prostitution as an exploitative system that commodifies and dehumanizes women, men, and children who are being victimized within the system. “We are advocating for the decriminalization of prostituted persons so that they will no longer be arrested, treated, and fined

like criminals, but we are not in favor of legalizing prostitution,” said Verzosa in a statement. Earlier, the militant women’s group Gabriela and members of the Catholic Bishop Conference of the Philippines (CBCP) are opposing the United Nations proposal to legalize the prostitution. In a recent report it released titled “Sex Work and the Law in Asia and the Pacific,” the UN said the Philippines should legalize prostitution so sex workers can be given access to basic rights. It likewise said the deGIANT CLAM criminalization of sex trade This Tacbobo shell, weighing 3-and-¼ kilo is now sold in the market at P280 per kilo, since will help control the spread this is good material for earrings, rings, necklaces and a lot more. Grisly tomb decor in Malabon’s Tugatog cemetery raises eyebrows By Priam F. Nepomuceno

MANILA, Oct. 29 (PNA) People visiting a cemetery in the Manila suburbs of Malabon for the first time on All Saints’ Day are bound to be surprised upon seeing an unusual tomb decoration where Lucifer appears to be getting the upper hand in a sword fight with the Archangel Gabriel. This grisly and spinetingling scene is found at the Tugatog Cemetery, one of Malabon City’s three public cemeteries. It is a far cry from the usual depiction where Archangel Gabriel is seen handily trouncing the Devil.

Aside from this, a short skit is also etched on the tomb’s headstone wherein Lucifer appears to be mocking the mortally-wounded Gabriel at sword point, telling him God has no real power on the earth and that even the Almighty’s most loyal followers would follow him, given the right price. The scene ends with Archangel Gabriel pleading for God’s help even as he desperately wished that humanity will not be further led astray by the Evil One. The tomb and its rather perplexing statues is reportedly owned by the Bernardo clan, many of whose surviving members are now

settled abroad. There are two versions of why the clan patriarch opted to put up this rather strange display in their cemetery plot. The first one, often narrated by many of the city’s senior citizens, claimed that the clan patriarch was cruelly tortured and abused by the Japanese invaders for helping the guerrilla movement during World War II. The pain and anguish reportedly suffered by the clan patriarch made him lose his faith in God’s goodness and justice, considering that he was a very devout Christian and family man before the war.

NPA rebels carjack 2 vans-for-hire in Agusan

BUTUAN City––Two passenger vans hired for a family reunion were carjacked by suspected New People’s Army (NPA) rebels while on their way to Bayugan City on Saturday. A report from Agusan Del Sur Provincial Police and Bayugan City Police offices said the two vans, one driven by Nelson Mortos Jr., 40, and the other by Jerry Senon, 38, both of Compostela Valley, were on convoy bound for Compostela Valley Province where passengers have to attend a family reunion. On reaching Bayugan City, suspected armed rebels posing as passengers of both vehicles ordered the drivers at gunpoint to reroute their vehicles toward the mountainous area of Barangay Hamogaway in Bayugan City, 30 kilometers from here. On reaching the area, a suspected NPA ordered Mortos to get out of the van in an attempt to commander the vehicle. Mortos, however, speed up and left his conductor identified only as ‘Ba-

don.’ Senon and Badon were freed in Hamogaway. They went home to Barangay Tapia, Compostela Valley strictly warned not to report the incident. According to the testimonies of the two drivers, the carjackers brought the two passenger vans in Barangay Hamogaway likely towards a rough road leading to Surigao del Sur and Surigao del Norte. Caraga Police Regional Director Chief Supt. Carmelo Valmoria ordered manhunt operations as he warned vans for hire to be extra careful and ask for valid IDs and other pertinent documents from renters. Valmoria also asked the NPA leadership to stop harassing civilians, including drivers who were only having a meager income to feed their families. Last week, a passenger van was also carjacked by suspected NPA rebels in Agusan del Sur. They used the vehicle as their getaway after disarming the security guard of a gold buying station in San Francisco, Agusan del Sur.

tion season. The PNP director admitted that actually, based on their initial assessment of the election watch list, the main area of concern at present is Davao del Sur. “Davao del Sur is the focus of our attention, sir,” Morente said. He said the regional command is also validating information on partisan armed groups on the regional level. Morente admits that station commanders in town and provincial levels have the tendency to hold the truth (real situation) if they have some relationship

with, and owe debt of gratitude to local politicians. During the same forum, Brig. Gen. Ariel Bernardo of the Philippine Army’s 10th division, has assured Governor Cagas that his men would be neutral during the campaign season and on election day itself. “Our troops are apolitical,” Bernardo said. He also disclosed that two field commanders, those of the army’s 73rd and 27th Infantry Battalions of the Philippine Army, would find ‘replacement‘ very soon.

Comelec asks police assistance to control unruly registrants, crowd ZAMBOANGA City––Election official call on police and the military to control crowd as Comelec set deadline of registration at 5:00 p.m. today. Comelec Officer for District II Joseph Ian Tria said thousands of voters flocked to their offices at the city’s Sports Complex or Grandstand since Monday, all in a hurry to register. By themselves, prospective voters could not form lines for registration because of pushing and unruly behavior and thus the police and the soldiers have to step in to avoid pushing and breaking of the lines. Police and soldiers would be stationed at the Comelec offices until the closing of the registration period at 5:00 this afternoon. Comelec Officer for District II Jesús Alvin Lim blamed the disorderly conduct of registration on the failure of residents to register weeks before the deadline. On record, the city has 98 barangays with a total of 438 clustered precincts and 362,124 registered voters composing district I and II. District 1 has 37 barangays and 188,236 registered voters while District 2 covers 61 barangays with 174,587 registered voters. The registration of voters closed at 5 p.m. today without extension.

Cepalco customers deserve more than lip service

Think A Minute Jhan Tiafau Hurst

Be first

Think a minute. A mother had not spoken to her son for 3 years because of an argument they had. Even after 3 years the mother was still offended and felt her son should apologize first, not her. By now she had become very sick and was even planning on dying without making peace with her son. But finally, the mother decided to be the first to humble herself and ask her son to forgive her. Immediately her son apologized to her and they became close friends again. You know, when we choose to stay angry and hold a grudge against someone, we believe the lie that our being right is more important than our being happy and healthy. But it’s not! The only way to be at peace in your own life is for you to forgive others. You be wise and strong enough to be the one to apologize, even if you’re older. You be the peacemaker and take the first step. Yet sadly, many of us would rather boil in our anger because we feel the other person was wrong and they owes us an apology. You see, maybe we were right. But life’s just too short to wait for everybody in life who has wronged us to finally come to us first and apologize. It just isn’t going to happen that way. So the sooner we swallow our pride and be the peacemaker, the sooner we’ll be free and happy. That’s exactly what God the Son, Jesus Christ, did for you and me. We are the ones who wronged and rejected God, yet He still loved us enough to humiliate Himself by becoming a human being to live and die for all our wrongs against Him and others. He did it so you and I could be at peace with him both now and forever after we die. He did everything for us. All we have to do is ask Jesus for His gift of forgiveness and new life. You see, it’s only when we ask Jesus to take charge of our heart that we will have His love and strength to be the first to forgive and make peace, so we can enjoy a happy life with our family and friends. Today, won’t you ask Jesus to give you His power to be a peacemaker—before it’s too late? Just Think a Minute…

MER M. SUDARIA Manager

CAGAYAN de Oro is indeed fortunate to have been spared the recent spate of rotating brownouts now popping up in various areas of Mindanao. Thanks to the foresight of its late President and CEO Ramon C. Abaya, the Cagayan Electric Power and Light Company (CEPALCO) is one of only three private utilities in the island with its own back-up generators which allow it to weather the current power deficiency in the Mindanao Grid. However, we cannot help but wonder why CEPALCO is merely playing lip service to the Department of Energy and Grid Corporation of the Philippines appeal to urge power consumers to conserve energy and use their available supply judiciously. Its Customer and Community Relations Department complies with but the barest minimum required by the Energy Regulatory Commission to inform its consumers about upcoming brownouts and similar events but little doesn’t

Editorial bother to go the extra mile to make sure consumers receive those messages. For instance, in the latest spate of brownouts hitting distribution utilities around Mindanao, both DOE and NGCP have appealed to consumers to conserve energy and use what’s available responsibly so total demand can somehow be checked during the critical period when various generating units around the island are shutdown for both scheduled and unscheduled repairs. However, CEPALCO has done little in our book to rally the greater portion of its consumers to toe the line and do something about it. Of course, having Minergy to back it up with 50MW of standby power may contribute to this contempt but we can’t help but shake our heads at the cavalier attitude CEPALCO is taking without bothering to launch a media blitz asking all consumers to save energy at this critical time.

It’s also not being a good corporate citizen when it doesn’t even bother to inform consumers that using the diesel plants of Minergy will cost consumers more when their electric bills fall due next month. After all, sure naman ang ginansiya, regardless of the fact they are paying Minergy for the additional 50MW, they can simply pass on the cost of that to the helpless consumers who have no choice but to pay and bear the brunt of that additional expense. In stark contrast, the Manila Electric Company (MERALCO) regularly publishes in print broadsheets and issues advisories through its affiliate ABSCBN and all its allied media outlets which make sure its consumers are getting the message. In addition to that, it also taps government and private media by coursing its advisories through the Philippine Information Agency. Even the Cagayan de Oro City Water District (COWD) does this because

When death comes, say ‘no’

A relative died last week. At 65, the mother of six kids was too young to leave her siblings. Yet, death is the only thing in the world no one could say ‘No.’ when it is time to leave, nobody could decide on the exact time, place, and condition. However, there is always an exception to the rule. Suicide is an exception to the rule of death. In this case, the suicide exactly knows the time, place, and Cris Diaz condition when death occurred. The person committing suicide controls everything. Perhaps, this is the reason why Catholics prawn and described suicide as a cardinal sin. The principle is that only God could take anyone or anybody’s life. The Christian doctrine is definite and affirmative that the former rule is non-negotiable. Under the rule, ‘God is the giver of life and, therefore, He alone could take it.’ Such dogma sparked a neverending debate on the propriety of death penalty. The thought has provoked fiery arguments in the interpretation of divine and man’s law of punishment and death. Certainly, the Christian doctrine teaches righteousness and that extreme punishment of death is exclusive only of the Creator. Similarly, the government of men teaches

righteousness. Yet, the laws of men inflict death as a penal law for those who commit crimes beyond the norms of reason and retrospection. Another exception is suicide for a cause. Is there such thing? Will God be so considerate to sanction suicide within the ambit of heroism? What about committing suicide in exchanged of faith? These are seemingly complex questions that the Christian church might not be ready to provide definite answers. No matter, death is death. At times when people observed the memories of their departed loved ones, friends, and relatives, one could only heaved a sigh of relief that those who went ahead now thrived in ethereal bliss. Whether heaven exists, the fondness of recollection makes the lives of those who have gone ahead worthy of the mortal’s eternal reverence. After all, death exempts no one. Rich or poor, a convict or a religious icon – all will heed the death’s calling. When the shadow of the equestrian with a sickle on his hand comes, be ready to take a ride to infinite darkness – just pray of the eternal light and the end of the bottomless pit. An unknown Arab philosopher said; ‘Three things man could prove his existence; get marry, have children, and write a book.’ Happy Halloween! React: crisguardian@yahoo.com

we receive notices of water interruption through our cellphones from PIA. Why is it so hard for CEPALCO to do that? Are we to presume there’s a breakdown in communications between its Customer Care and Customer and Community Relations Department charged with relaying the message to its customers? All it takes is a little more concern, sympathy and motivation to show it is sincere in its role of providing reliable and affordable electricity to the consumers within its franchise area. Perhaps, like Local Water Utilities Administration did to the water districts under its aegis and subsequently confirmed by the Supreme Court, the ERC should now seriously consider allowing other power distributors within the CEPALCO franchise area if only to improve the electricity service in Cagayan de Oro City and the towns of Jasaan, Villanueva and Jasaan in Misamis Oriental. We know the consumers in these areas deserve better.

B’laan conducts first ever Christian wedding By William Alfred T Rodriguez

DAVAO del Sur––For the first time in the history of the Blaan tribal community in this province, a Christian wedding was held Sunday morning. Specifically, the exchange of vows took place inside the newly-constructed ECOFI Church in Sitio Gumiket Ayem Bongmal, Barangay Kimlawis, Kiblawan town between Mr. Benjie Cawan and Miss Robelyn Gulae. The ceremony was officiated by Pastor and Tribal Chieftain Gideon Salutan, witnessed by more than

1,000 residents and visitors. Personnel of the 1002nd Brigade of the Philippine Army provided transportation to the attendees and free

photo and video coverage. Christain wedding has never been part of the Blaan culture in Bongmal, as traditionally, man and

woman unification is done through the “samsong”, an indigenous system wherein marriage is arranged by the parents, through the “saktad” or an agreement of the contracting parties. “Saktad” is finalized by the giving of “dowry”, a gift of money or property by the man to or for his bride. Benjie, son of Ruben and Mary Grace Cawan, is a native of Malungon, Sarangani Province, while Robelyn hails from Tampakan, South Cotabato and a member of the ECOFI Church. Her late parents, Ronie and Mercedita Gulae, were both ‘ambushed and killed’

by bandits, June 2011. They opted to the Christian wedding after their “saktad”, to formally seal their marriage in the Church and under Philippine Law. The number of witnesses and visitors only proved that despite recent incidents, the area is generally peaceful, said Chieftain Neraldo “Dot” Capion. “We want to show to everyone that we fully trust the government and the military here in Bongmal even as investigation of such incidents continues”, he added. The couple had 52 principal sponsors, among them

were local government officials, tribal chieftains and military officers and personnel. The Philippine Army, being the supplemental vehicle of government, will continue to deliver basic social services to the community, vowed Captain Joel Wayagwag, commander of Task Force KITACO. “The people of Bongmal do trust us and we will return that trust, through public service, in collaboration with the tribal councils and the local residents, as we pursue justice, lasting peace and development in the area”, he added.

OZAMIZ City, Misamis Occidental––Bring an umbrella, a face towel, a fan and water to avoid heat cramps or heat exhaustion. This is the advice of Secretary Sonny Coloma of the Presidential Communications Operations Office (PCOO) to people who will be going to the cemetery in the next few days, particularly, October 31-November 1, to visit the graves and light candles for their loved ones. Likewise, should people decide to bring their cars to the cemetery, they should first make sure that they check their cars, for battery, lights, oil, water in the radiator, breaks, air and gas (blow bags). Car owners should also bring toolkits, flashlights, food and first aid kits and park their cars near a guard or police station to avoid carnapping, the PCOO

Secretary said. Meanwhile, Secretary Coloma said it is best to remember some safety tips before going to the cemetery, like going early in the morning before or after November 1 to avoid huge crowds. While inside the cemetery people are also advised to avoid drinking liquor or alcoholic drinks and bringing unnecessary sharp objects, such as knives, scissors, grass cutters and the like. He said it is also better to avoid bringing children inside the cemetery as they might get lost. On the other hand, should a case of minor wounds occur, the wounded area should be cleaned with soap and water before applying antiseptics like povidone iodine but not alcohol and cover the wound with gauze. bring | page 10

The partnership was recently formalized through the signing of memorandum of understanding (MOU) on Kapatiran-WISE-TAV also called as the Big BrotherSmall Brother program. Lawyer Johnson G. Cañete, DOLE-10 regional director, signed the MOU with Engineer Eugene C. Olandria, assistant vice president and resident head for plant operations of Pilipinas Kao; Dindo P. Cabello, chairman of Luz Banson Multipurpose Cooperative (LUBAMCO); Requita E. Vega, president

of Samahang Kabuhayan ng Luz Banson, Inc. (SKLBI); Engineer Arnel G. Dumalaog, general manager of Metallite Builders Development Inc.; and Antonio V. The Pilipinas Kao, which is engaged in the manufacture and distribution of oleochemicals, will serve as the Big Brother while the SKLBI, LUBAMCO, TCS Manpower Services and Metallite Builders will be the Small Brothers. The Kapatiran-WISETAV is a DOLE program that encourages big companies (Big Brother) practice corporate social responsibility by assisting small companies (Small Brother), usually their contractors/

subcontractors, in becoming fully compliant with labor standards, occupational safety and health standards, and other labor laws. DOLE-Eastern Misamis Oriental Provincial Head Rogelio B. Doydora said the Big Brother-Small Brother Program is one of the strategies used by DOLE in cultivating the culture of voluntary compliance with labor laws and standards. He said through Corporate Social Responsibility, the Big Brother shall assist and guide its Small Brothers in improving their productivity and becoming fully compliant with labor standards through training and technical assistance. Lanao Norte Medical Society hosts PMA-UNILAB reg’l gab Tubod, Lanao del Norte – More than 100 doctors from north central Mindanao converged at the Mindanao Civic Center gymnasium on October 28, 2012 for the Philippine Medical Association (PMA) and United Laboratories, Inc. (UNILAB) regional assembly. This was the first-time that the Lanao del Norte Medical Society (LDNMS) hosted this annual assembly here in the province. The theme for this year’s gathering was, “PMA: Nagkakaisang Manggagamot

Tungo sa Kalusugang Pangkalahatan”. “We are very glad to host this important gathering. This event gives us the opportunity to showcase the beauty and peacefulness of Lanao del Norte”, expressed LDNMS President Dr. Medel Tomada. On October 27, Governor Khalid Dimaporo hosted a fellowship dinner for the association at the MCC pool area. The Govenor’s Night was made more colorful with song and dance presentations from the different medical societies. The

popular PGLDN band also performed for the visiting physicians. The regional assembly also exposed the doctors to new asthma treatments, family planning methods and hypertension management as part of their Continuing Medical Education (CME). Giving the event a touch of local flavor, the Sagayan Cultural Dance Troupe from the town of Baroy performed an ethnic dance number for the group. Among the dignitaries who attended the regional assembly were PMA Na-

An expert has warned that the environment and the people living near the 31 abandoned mining sites in the country are facing great dangers due to soil erosion and flooding in these areas. Appearing before the Hou s e C om m itte e on Natural Resources, Marcial Mateo of the Mines and Geosciences Bureau (MGB) said that of the 31 abandoned, inactive and closed mines throughout the country, only that in Bagacay, Western Samar is being rehabilitated through a loan from the World Bank. Mateo said mine rehabilitation is not an assurance that the problem of erosion or flooding will be addressed. Rep. Francisco T. Matugas, (1st District, Surigao Del Norte), chairman of the House body, asked Mateo to submit a report on the status of funds intended for mine rehabilitation. Earlier, Reps. Sharon Garin (Party-List, AAMBISOWA) and Raymond Palatino (Party-List, Kabataan)

have filed House Resolutions 1530 and 1905 urging the House body to conduct an inquiry into the matter. Palatino also asked the MGB to submit to the committee a list of abandoned, inactive and closed mines throughout the country. Palatino urged the MGB to assess status of the abandoned or non-operating mines in the country and their impact on the environment and on the health and safety of surrounding populations. Palatino cited the study made in 2001 by the USbased environmental consultancy firm Tetra Tech EM Inc., identifying the 21 abandoned mining sites which they said pose environmental and health risks. Tetra Tech EM Inc. identified the abandoned mining sites as Acoje Mining Company, Inc. (AMCI), Sta. Yasay said. He added that Abaday may not have any malicious intent but he “should be responsible for his statement.” Yasay said he supports responsible mining and that this industry can help in development. He said if the smallscale miners in Opol can be assisted under the Minahan Ng Bayan system of the government then the indigenous people in the hinterlands of the town would benefit. Meanwhile, the mayor of Opol is scheduled to go to Malacanang to receive a national award for its nutrition program. Opol is one of the local government units that vied for the Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Award given by the National Nutrition Council (NNC). The winners will be awarded by President Aquino and will receive trophies and cash prizes. Yasay said Opol’s nutrition program has been successful in checking the health of children to keep them in school. He cited the municipal nutrition council and their partners for the support to the program. Opol was the only municipality in Misamis Oriental to make it to this year’s search initiated by the NNC. “We are on the right track in governance,” Yasay said.

Arena could be the ticket of the Philippines for finally hosting the World Olympic Games or other sporting events in Asia not only because of its sheer size but, likewise, for the first class sports facilities and lodging accomodations that are being installed as part of the overall structure. The structure is so awesome that it immediately merited a page from Wikipedia, the world’s free and online encyclopedia: “The arena will be built on 75,000 square metres (810,000 sq ft) of land and will have a dome of 36,000 square metres (390,000 sq ft). The roof will span some 160 metres (520 ft) (about one and a half soccer pitches) and will contain 9,000 tons of steel work which will come from Korea… “The building will be safely founded on pile construction. For earthquake loads, about a third of the dead load of the building will be designed. The stage will be built at one end of the building, unlike other indoor arenas where the stage or floor is located at the middle of the building. That is because it functions primarily as an auditorium, but the floor area will be big enough to cater for tennis, basketball, and gymnastics. “It will be built simultaneously with the 330-bedcapacity Eraño G. Manalo Medical Center, New Era University Sports Complex and Stadium, and New Era University - Bocaue Campus. The Philippine Arena alone is estimated to cost US$214 million or P9.4 billion…” -oooWHAT MAKES THE INC SO SUCCESSFUL? infections, particularly the human immunodeficiency virus (HIV), a lentivirus (a member of the retrovirus family) that causes acquired immunodeficiency syndrome (AIDS). AIDS is a condition in humans in which progressive failure of the immune system allows life-threatening opportunistic infections and cancers to thrive. According to the UN, legal recognition of sex work as an occupation enables sex workers to claim benefits, to form or join unions and to access work-related banking, insurance, transport and pension schemes. It also said that when placed in decriminalized contexts,” the sex industry can be subject to the same general laws regarding workplace health and safety and anti-discrimination protections as other industries.” However, Partylist Rep. Luz Ilagan of Gabriela pointed out the legalization of prostitution cannot ensure the protection of Filipinos force to engage in the sex trade. But Verzosa argued that programs that provide restitution and renewal for an alternative lifestyle and livelihood for the prostituted person should be put in place instead of punishing and treating them as criminals, which lead to further discrimination and abuse. She added: “[Programs] should go hand in hand with the apprehension and prosecution of agents, recruiters, traffickers, pimps, procurers, establishment owners, customers and others who derive sexual gratification, financial gain and advancement, or any other benefit from the prostitution of others.” She said: “PCW supports the anti-prostitution bills in Congress which shift the criminal liability from the prostituted persons, to those who “buy” and make profit from such transactions (e.g. pimps and establishments involved in prostitution.” Since the 12th Congress, PCW has been lobbying for a law that would completely repeal Article 202 of the Revised Penal Code, which criminalizes women in prostitution, as well as strengthen and strictly enforce Article 341 (White Slave Trade), she pointed out. In the same statement, Verzosa urged colleagues in government and the general

public to examine the issue of prostitution and the human immunodeficiency virus (HIV) epidemic in a broader context by looking at the two issues from a health or bio-medical and overall human development perspectives. “We should go beyond looking at prostitution as the reason for the spread of HIV, thereby placing greater risk of discrimination for the prostituted person. Instead, we should prioritize the implementation of existing laws and policies aimed at addressing HIV and AIDS. Funding support should also be given to programs on prevention of HIV as well as treatment, care and support for people living with HIV and AIDS,” said Verzosa.

In case of severe bleeding, apply direct pressure over the wound using gauze, and bring the patient to the hospital or to a nearby first aid station inside the cemetery. Should a case of contusion also occur, apply ice compress over the area for more than 20 minutes, intermittently. In case of fainting, avoid giving ammonia to the patient and let him/her lie, instead, with feet raised 8-12 inches above. If the patient is conscious, ventilate him/her, loosen his/her tight clothing and give him beverage. In case of chest pain, transport the patient to the hospital and in case of cramps, apply cold compress in the affected area and elevate the patient, and if possible, have the victim stretch out the affected muscle to counteract the cramp. Massage the cramped muscle firmly but gently and seek medical help if the cramps persist. (RCA-PIA10 Misamis Occidental)

welterweight prospect Frank Gomez, is scheduled to fight this coming Friday and would not be available till next week. Before doing his things inside the gym, Pacquiao started the day with a 30-minute roadwork at the hilly Griffith Park. Besides Roach, only his assistants Buboy and Roger “Haplas” Fernandez, who supervised Pacquiao’s initial three-week training in General Santos City; Marvin Somodio, Nonoy Neri and conditioning coach Alex Ariza and the regular Wild Card staffers were the only ones inside the Hollywood sweat shop as a closed door session was strictly enforced. Ariza, according to Somodio, whom Roach hired as a regular staffer following the Pacquiao-Bradley fight, is back to take care of the conditioning needs of the eight-division world champion. The Colombian conditioning guru had a temporary falling out with the team when he abandoned the camp in Baguio City at the height of the Filipino ring icon’s preparations for the Bradley fight. “Kondisyong-kondisyon talaga si Manny. At hindi nawala ang lakas ay bilis,” Somodio, a former amateur standout recruited by Roach from the Shape Up Boxing Stable at Cooyeesan Hotel in Baguio noticed. “Ganadongganadong mag-ensayo first day pa lang.” (PNA)

TV dance show called “So You Think You Can Dance” and they chose the song and played it on the TV show. I was in the audience taking the day off work to watch that happen. What really happened is my whole life changed. By midnight that night the song was on top of the charts. I existed. I did not exist before. I woke up the next day flew to New York City. I quit my job at the café. I was wined and dined by every major record label in New York City for 21 days,” she said. Christina Perri is getting a jump on the holiday season with her new EP “A Very Merry Perri Christmas”. She admits the holidays are always special for her and is excited about her first holiday album. “Christmas is my favorite thing ever so everyone knew this was coming. They are my five favorite Christmas

songs that I have covered plus an original that I wrote, I think I have been writing a Christmas song since I was three, it was the easiest thing. I was so scared about it. I did not want to make the cheesiest Christmas song ever or do I want to make the cheesiest Christmas song ever. I could not figure it out. I sat down with my big brother (Nick Perri) and we wrote our Christmas song about what we would sing about from our childhood and it came out authentic. Apparently people like it so I am excited about that,” she said. Christina Perri is taking time off for the holidays and plans to release her sophomore CD in 2013.

DAR,CMU dialogue to address land concern By Wenceslao M. Magallanes

MALAYBALAY City––A dialogue between Central Mindanao University (CMU) and the Department of Agrarian Reform (DAR) has been held to address the land concern between the university and a number of farmers’ groups. In the meeting held at the CMU president’s office in Maramag, Bukidnon CMU was represented by its president, Dr. Maria Luisa Soliven, Prof. Reynaldo Juan, vice president for university income-generating project, and Engr. Roy Agbayani, director for general services. The DAR delegation was headed by lawyer Aison Garcia, Norberto Paquingan from DAR-South Bukidnon, and Agrarian Reform Officer Joel Villanueva of Maramag, Bukidnon. The said meeting was initiated by DAR Secretary Gil delos Reyes to help the CMU administration ease the tension caused by the group of farmers belonging to the Buffalo-Tamaraw-Limus and some Lumads who continue to occupy the land owned by the CMU, despite the ruling of the Supreme Court on October 22, 1992 in G.R. 100091 (215). The said ruling has decided with finality that the land in question is exempt from Comprehensive Agrarian Reform Program (CARP) coverage thereby nullifying the Department of Agrarian Reform Adjudication Board Central Board Decision dated September 4, 1989 and was affirmed by the Court of Appeals on August 20, 1990. The purpose of the meeting was to explore the possibility of a peaceful settlement of the dispute between the CMU and the farmers demanding for the award of 400 hectares to them. The previous school administrator and farmers have agreed on a five-year nonextendible leasehold contract without paying lease rental to the CMU.

Pacquiao impresses Roach on first day of LA training camp By Eddie G. Alinea

MANILA, Oct. 30 (PNA) -- A more powerful, faster Manny Pacquiao reported at the Wild Card Gym Monday (Tuesday in Manila), creating a good impression on those who witnessed him do the mitts and other gym activities in the very first day of his Los Angeles camp in preparation for his coming fight a month and

eight days from now. Trying to bounce back from a controversial majority decision loss to American Timothy Bradley last June, the Filipino boxing treasure will be up against Mexican Juan Manuel Marquez who is his dancing partner atop the square arena for the fourth time on December 8 in Las Vegas. And if what chief trainer Freddie Roach and his as-

Bon Jovi cuts ticket price for fans

Rockers Bon Jovi have decided to offer their cashstrapped fans a chance to attend their concert for just USD 20. The ‘Livin’ on a Prayer’ hitmakers have introduced cheap tickets to their fans for their 50th anniversary tour ‘Because We Can’ next year, the Daily Mirror reported. Rob Hallett, Bon Jovi’s UK tour promoter from AEG Live, said the band felt that rock fans were being priced out of the market.

“If Manny can maintain this same dedication and enthusiasm the rest of the way, then I can say we will have another successful camp here and accomplish what we’re aiming for,” the 52-year-old Hall of Famer told this writer. “We still have a long way to go, it’s only the start of a final six weeks of preparations, but I think, as reports from Manila said, Manny’s

Pacquiao, actually, was to do the mitts with Roach for eight rounds, but asked for two more additional rounds to complete the session. “Bitin pa eh, matagal ko nang hindi nasusuntok si Freddie,” Pacquiao said in jest. “I’m really thirsty to do my things inside the ring. Christina Perri marks birthday on stage

Singer songwriter Christina Perri has been on tour for the last two and a half years for her debut CD “Lovestrong” and has just released her first ever holiday album called “A Very Merry Perri Christmas”. Christina Perri has just ended her first tour, which lasted over two years as opening act for Jason Mraz. One of the highlights of the tour happened in August when she celebrated her 26th birthday on stage. “What really blew me away was on stage. They all surprised me and came out. When I sing “Jar of Hearts” I do it by myself and the band steps off stage for a minute. When they came back I am in such a different…I am on another planet when I am done playing that song. I am sitting like this (she puts her

hands together and holds them to her head) like I do every time, then I hear “da da dum dum dum Happy Birthday to you” and I did not see it coming. [And] Jason [Mraz] came out in a full dinosaur costume plus 28 of our people in our crew and they brought me a cake which was the coolest cake I have ever seen,” she said. Christina Perri has recorded music for the Twilight film “Breaking Dawn” and her debut CD “Lovestrong” achieved platinum status, which she admits has changed her life. “I was a waitress and a café manager and I was recording a demo of music. My best friend passed along a song called “Jar of Hearts” that was a demo like a million and a half other people have. She emailed it to the choreographer of a Fox
