Senate to probe massacre in Socot involving military VOL. 2, No. 138

Cagayan de Oro City

Thursday

THE Senate Committee on Justice and Human Rights is set to conduct an investigation on the reported massacre of a mother and her two minor children belonging to B’laan tribe of Tampakan, South Cotabato, where a multi-billion dollar mine project is located.

Francis “Chiz” Escudero said he just received the report and he already tasked his staff to get the full details. “Once we have the full details, we assure the public that an investigation will be conducted,” Escudero said. Earlier, Army’s 10th Infantry Division spokesperson Lt. Col. Lyndon Paniza, claimed that all operatives involved in the operation were already recalled to the Eastern Mindanao Command (Eastmincom) for investigation. Lt. Col. Alexis Bravo, comDuring his recent visit here, mander of the 27th Infantry Senate justice committee chair Battalion, earlier was quoted

as saying that his troops went to the village of Bong Mal in Tampakan, South Cotabato after receiving reports about the presence of “bandits” led by a certain Daguil Capion in the area on October 18. Bravo, however, asserted that there was an encounter as his troops approached the house of Capion. Capion, a B’laan tribal leader and warrior, was known for his opposition to mining activities in the area being undertaken by UK-based Xtrata PLc with its local mining firm counterpart Saguittarius Mines Incorporated

(SMI). But the military branded Capion as a bandit and extortionist. Killed during the incident were Capion’s wife Juvy, 27, who was two months pregnant and their sons Pop, 13, and John, 8. Capion’s family was among the 2,600 B’laan families to be affected by the mining activities in Tampakan where untapped large gold and copper reserves are located. Daguil’s sister, Erita Capion, had denied the assertions of the military that there was an encounter that happened. According to Erita, it was

around 6:30 in the morning when gunshots rang in their village. She said they rushed to Daguil’s home and there they saw her sister-in-law and nephews lying in a pool of blood. She said the soldiers even dragged the bodies of the victims outside the house in violation of the tribe’s tradition. The B’laan community had been opposing the entr y of mining companies in the area but Erita said the SMI forced itself into the area using the soldiers even if they have not given them free, prior and informed consent.
