Senate to probe massacre in Socot involving military VOL. 2, No. 138

THE Senate Committee on Justice and Human Rights is set to conduct an investigation on the reported massacre of a mother and her two minor children belonging to B’laan tribe of Tampakan, South Cotabato, where a multi-billion dollar mine project is located.
Francis “Chiz” Escudero said he just received the report and he already tasked his staff to get the full details. “Once we have the full details, we assure the public that an investigation will be conducted,” Escudero said. Capion’s family was among the 2,600 B’laan families to be affected by the mining activities in Tampakan where untapped large gold and copper reserves are located. Daguil’s sister, Erita Capion, had denied the assertions of the military that there was an encounter that happened. According to Erita, it was
around 6:30 in the morning when gunshots rang in their village. She said they rushed to Daguil’s home and there they saw her sister-in-law and nephews lying in a pool of blood. She said the soldiers even dragged the bodies of the victims outside the house in violation of the tribe’s tradition. The B’laan community had been opposing the entr y of mining companies in the area but Erita said the SMI forced itself into the area using the soldiers even if they have not given them free, prior and informed consent.
Delima listens to performance reports of Regional Prosecutors By JHO PANTOJA of Mindanao Star Balita CAGAYAN de Oro City— Department of Justice Secretary Laila Delima yesterday took time out to personally listen to the performance reports of six Regional Prosecutors held in one of the hotels in the city. The Offices of the Regional Prosecutors in Mindanao are composed of five provinces and nine cities while National Prosecution Services (NPS) in Region 10 is composed of 14 field offices and 110 prosecutor positions. Sixty-seven are filled up while 43 positions remain vacant. Despite of many vacant positions of prosecutors in
Region 10, Regional Prosecutor Jaime L. Umpa said: “I know that we still have rooms for improvement in our performance in terms of our disposition rates, case management and conviction rates. We will strive to do more so that we can achieve more.” “For complaints under preliminary investigation or summary investigation, regionwide, we received a total of 12,518 cases which include the 904 pending complaints at the beginning of 2011 which is a carryover from 2010,” said Umpa. He added: “These pending complaints were filed
in last quarter of 2010. A total of 11,614 complaints were received during the year with 9,927 cases resolved. PNP urged owners to claim stolen vehicles BUTUAN CITY-- Owners of recovered stolen luxury vehicles could claim their vehicles upon presentation of proper documents, Caraga police regional director Chief Supt. Carmelo Valmoria said.
Valmoria said they failed to identify the real owners of eight of the nine recovered stolen vehicles since available documents came from spurious sources. The driver of the stolen vehicle, identified as Hermie S. Next year, the Mindanao Rural Development Program (MRDP) will bow out and agriculture officials said it will definitely open wider and better opportunities for Filipinos as Philippine Rural Development Program (PRDP) takes off next year. Looking at its indispensable and notable contributions to the development of rural folks in Mindanao, the Department of Agriculture (DA) sees the need to also introduce the program to other parts of the country covering not only Mindanao but Luzon and Visayas as well. With this noble project, officials of the DA though MRDP-Program Support Office based in Davao City have been touring around the nation to present the newest system arrangements of the program. The DA, through MRDP-PSO is currently holding series of orientations for local chief executives in Mindanao, as they will be the forerunners of implementation of PRDP.In SocCSKSarGen Region, the regional and technical briefing was done on Friday and attended by almost 300 participants from all over the region. SocCSSargeGen region is composed of the provinces of Sultan Kudarat, North Cotabato, South Cotabato, Saranggani and the city of Gen. Santos. Local chief executives with their respective municipal and provincial planning management and implementing units (MPMIUs, PPMIUs) joined the technical briefing aimed at introducing the new provisions in the program. Engr. Arnel de Mesa, MRDP deputy director, tackled the overview of the program highlighting its newest system arrangements. PRDP is a six-year national government platform for an inclusive growth, value-chain oriented, and climate resilient agriculture and fisheries sector expected to pool a total funds of US 671.59 million dollars or close to P28 billion from a loan portfolio of the World Bank (WB) and equity share of national and local government units (LGUs).Because of the better performance of the Mindanao LGUs, the WB has allowed retroactive funding for projects in Mindanao. “This means we can implement PRDP projects as early as January of 2013, ahead of everyone else in the country and that’s to our advantage,” de Mesa explained.“PRDP is a much bigger project as DA looks at a bigger rural development covering 16 regions and 80 provinces,” de Mesa said. PRDP will be implemented with four major components: I-Plan (Investment in AFMP Planning at the Local and National Levels); I-BUILD (Intensified Building Up of Infrastructure and Development); I-REAP (Investment in Rural Enterprises and Agriculture and Fisheries Productivity); I-Support (Implementation Support to PRDP). During the orientation, De Mesa pronounced that Region 12 is the top consistent performer both in Rural Infrastructure (RI) and Community Fund for Agricultural Development (CFAD) implementing MRDP projects. DA 12 Regional Executive Director Amalia JayagDatukan congratulated the regional program coordinating office (RPCO 12) headed by Regional Technical Director for Operations Dr. Jimmy Olivo saying “Region 12 has attained this recognition because of the all-out support of all LGUs in the region.” “We are very grateful in the DA for the strong complementation with the LGUs and we hope that with PRDP, our partnership will become stronger,” she said. A report from the Philippine News Agency she said. Philippine Atmospheric Geophysical and Astronomical Services Administration said those areas within its 450-km diameter are expected to experience rainfall of 5 to 20 millimeters per hour, classified as “moderate to intense.” The weather agency said Ofel is expected to be at 70 km Northwest of San
Jose, Mindoro by Thursday afternoon and by Friday morning at 450 km West of Iba, Zambales. PAGASA also warned fishing boats and other small seacraft not to venture out into the eastern seaboards of Southern Luzon, seaboards of Visayas and Mindanao due to combined effect of Ofel and the northeast monsoon.

The Department of Environment and Natural Resources, Region 10 (DENR 10) is thankful to all volunteers who joined the celebration of the 27th International Coastal Clean-up (ICC) on October 6. Police Supt. Martin M. Gamba, chief information officer of PRO-13, said the vehicles included a black Mitsubishi Lancer (KFE 882); a grayish brown Toyota Hilux (XHY-871); a black Isuzu DMAX (YBD 588); a grayish black Mitsubishi Montero Sports (LGL 133); a black Toyota Hilux (FW 618); a black Toyota Fortuner (KEC 234); a black Honda Jazz (KDS 302); and a black Ford Ranger (TIA 674). Said units were received, October 20, by Police Supt. Michael Reyes, chief of RHPU 13. A macro-itching has yet to be conducted to verify the factual engine and chassis numbers of the vehicles, while thorough investigation is on-going to identify the perpetrators, P/Supt. Dads honor police ILIGAN City––The city council Committee on Anti-drugs has recognized the Iligan City Police Office, under Police Senior Supt. Raul Diones, for the recent arrest of a carnapping suspect. Councilor and Committee Chair Bayani Areola said the recognition was given during the flag raising program at city hall last Monday, October 22. The suspect, Abdulmanan Mamalondog Mapandi, 25 years old of Purok 10, Barangay Tambacan, this city, was arrested during a hot pursuit operation in the area. He was allegedly then using a stolen car. Recovered from Mapandi’s possession were 46 packets of ‘shabu’ estimated to value more than P1 million and some P30 million cash. “By recognizing the police for any job well done, we will be able to encourage them to continue performing their duties diligently,” Councilor Areola said. Davao del Norte sets disaster protocol for media

Carillo TAGUM City––The Provincial Disaster Risk Reduction Management Council (PDRRMC) has established a protocol or system that should be observed by members of the media for their safety and proper dissemination of information in times of disasters. “It is important for media practitioners to check in or register with the Operation Center not only for them to be able to get the information they want but also for their own safety,” PDRRMC Special Operations Officer Sonio J. Sanchez said. Sanchez, who presented the Disaster Protocol to members of the media prior to the downstream river familiarization tour Wednesday, said the protocol does not allow media and information officers to go to the areas affected by the disaster without proper clearance from the safety officer. “All operations are released only at
the Operation Center or Incident Command Post which makes registration and checking in very important,” he said. The Operation Center will be located at the barangay level when only one barangay is affect, town level when two barangays are affected and provincial level when two towns are affected, he added. Sanchez said there are different point persons or persons in-charge depending on the type of disaster. He said in case of natural disasters like flooding or earthquakes, media should go to the disaster action officers. However, in cases of man-made disasters, media should go to the fire marshall in case of fire, the Philippine National Police for hostage or bombing incidents and the Armed Forces of the Philippines for insurgency. He however cautioned members of the media that they will not give information when they only play a supporting role in deference and with respect to the person-in-charge in times of disaster.
Peace, devt efforts in Comval brgy to continue despite attack CAMP MANUEL YAN, Mawab, Compostela Valley––The military has tightened the security in Brgy. Calabcab, Maco, Compostela Valley after the attack of some 60 members of the New People’s Army (NPA). The clash happened Sunday at 11:45 a.m., which left two rebels dead and nine persons, comprising seven soldiers and two residents, wounded. Lt. Col. Jerry Borja, commander of the 71st Infantry Battalion, said the peace
and development effort of government will continue as additional troops are reinforced to conduct pursuit operation and prevent further attacks by the rebels. He attributed the attack to the front committee two of the NPA. Borja said the rebels killed were identified only by their aliases as Manny, who is allegedly the vicecommander of the group, and Max. “We will pursue our peace and development
efforts here. We will not be cowed by the harassments perpetrated by the rebels,” he said. Soldiers recovered two Armalite rifles and three improvised explosive devices in the clearing operation. Borja said the peace and development team was preparing to hold a public forum with the residents on the vegetable growing program when the rebels launched the attack. Playing the China card By BENJIE OLIVEROS of Bulatlat.com A few days ago, a photo of China’s first aircraft carrier was published on the front page of a major daily. There appears to be no other reason for China’s aircraft carrier to merit the front page but the muchreported tension between the Philippines and China over the Scarborough shoal and Spratly islands, as well as reports that tend to portray China as the bully of the region. The question is: Does China have the intention and capacity of projecting itself as a power in the region? Is it a real challenge not only to small countries like the Philippines and Vietnam but to powerful countries as well, such as Japan and most especially, the US? Is the US justified in increasing its presence in the region and is the Aquino government right in requesting the US to do so and opening up the country to more frequent stationing and rotation (euphemistically called as “visits”) of battleships, submarines and a larger contingent of US troops? Well, Dr. PaoYu Ching, PhD in Economics, a progressive political economist, does not think so. This was the main topic of the talk Dr. Pao Yu Chinggave in a recent forum with the title US Rebalancing in Asia and the Pacific and its effect on China and the Philippines,
which was sponsored by Bayan recently. First of all, she said, China could not match the military weaponry of the US. It does not even have the aircraft that could land on this aircraft carrier, which, by the way, is a refurbished one bought from the Ukraine. Thus, for China, she said, it is basically just a big boat. And besides, she said, China has only 3,000 aircraft, 2,900 of which are outdated. On the other hand, the US, she said, has 12 aircraft carriers and 3,000 modern fighter jets. The US, she said, will, in the near future, have the nuclear capability to destroy all the other countries’ nuclear arsenal just with its first strike. Also, China’s annual military expenditure of $40 billion is a mere one-tenth of what the US is spending, which is at $400 billion annually. Second, she said, China’s government is unstable because the country is being battered by a crisis economically and politically. The Chinese government, she said, is under tremendous pressure domestically because the world economic crisis has gravely affected China’s capability to sell its exports. Politically, she said, there is social unrest because its workers have very low wages, poor working

High turnout of voters noted in Sultan Naga Dimaporo town T U B OD, L an a o d e l Norte––Thousands of voters flock to the registration centers in the coastal town of Sultan Naga Dimaporo after Comelec started its general registration of voters in preparation for the May 2013 election. Long lines of voters were observed outside the local registration centers in Brgy. Poblacion, Bauyan, Dabliston, Dangulaan, Sigayan, Ramain, Tapocon, Dangulaan, Koreo and even in the town’s hall. The on-going registration of voters is in compli-
ance with the Commission’s SPP No. 12-196 ordering for the conduct of General Registration. The poll body, in a separate resolution, scheduled the voters’ registration on October 22 to 26. “We welcome this reregistration of voters to clear once and for all the allegations made by some politicians”, said former congressman Abdullah Dimaporo. The coastal town has 37 barangays and a population of 52,430 residents based on the 2010 Census.

House Bill 6597 aims to improve the standard of living of barangay tanods and enhance their skills and capabilities to make them better equipped in the maintenance of peace and order in their community. The bill, to be known as the “Magna Carta of Barangay Tanods,” will grant each tanod P600 monthly allowance, P1,000 Christmas bonus, P500 annual clothing allowance, insurance coverage, free

by the Punong Barangay upon selection and approval by a majority of the members of the Sangguniang Barangay, in accordance with the merit and fitness principle. Under Section 393 of Republic Act 7160, otherwise known as the Local Government Code of 1991, barangay tanods shall receive the same benefits and privileges enjoyed by barangay secretaries and treasurers.

Business group wants strong peso to weaken THE country’s largest business organization has thrown its support to the clamor of dollar earning segments of the economy to arrest the continued strengthening of the Philippine peso against the US dollar. The support came in the form of a resolution the Philippine Chamber of Commerce and Industry (PCCI) submitted to President Aquino on the last day of the recently concluded Philippine Business Conference held at the Manila Hotel. The strong peso has been tagged by the dollar-earning segments of the economy including OFWs, exporters, the BPO industry and tourism as the single biggest cause of the erosion of their earnings. Local industries have also been hurt in the difficulty in competing with imports made cheaper by a strong peso. In East and Southeast Asia, the Philippines is distinct in that the BSP has made it a policy to let market forces dictate the exchange rate. Neighboring economies led by Japan, China and South Korea have deliberately made their local currencies weak against the US dollar. In its resolution on the issue on a strong local currency, PCCI suggested a seven-point action agenda that monetary authorities and the executive branch of government to adopt. On top of the policy shifts suggested is for the national government to assume its financial burden, instead of making the Bangko Sentral ng Pilipinas (BSP) shoulder part of it. Second is to allow the BSP to buy debt papers of the national government to prepay the country’s dollar debts. In the process, BSP could wind down the special deposit accounts (SDAs) of private banks that deposit with the BSP the peso equivalent of remittances coursed to them to prevent too much money in circulation. SP wants PAL to continue to fly Cagayan de Oro’s skies

He said the plan will be a big blow to the city and will cause inconvenience. It may be recalled that legislators earlier adopted a resolution requesting the PAL management to consider this plan. Councilor Elipe said PAL president and COO Ramon Ang responded to this and informed the legislative body that PAL is not discontinuing service from any of its existing local routes but is simply positioning existing aircraft fleet to match existing needs in certain destinations. The management is currently evaluating the flag carrier’s competetive strategy in the endeavor to achieve economies of scale in the marketplace and

Yamaha Safety Touring Campaign goes to Boracay!

nce again, Yamaha Motor Philippines Inc. devotes itself in promoting safety awareness as we continue the sixth leg of Yamaha Safety Touring Campaign in Boracay last September 29-30, 2012. The six-hour touring experience began from Iloilo all the way to Caticlan. Headed by the Motorsports Promotion Instructors, Mr. Niel Hindang and Mr. Adrian Duran, Fifty Three (53) Iloilo riders, Twenty Two (22) Bacolod riders, Five
(5) Dumaguete Riders, Four (4) Roxas Riders and Twenty (20) Antique Riders geared up to experience a two Hundred Twenty One Kilometer ride. One Hundred Four Riders enjoyed their lunch at Nadal Castle, parked their motorcycle units together at Caticlan and travelled via boat on the way to Boracay. The riders arrived at La Carmella de Boracay and took their snack right before the program started. A poy dancer
and a girl band entertained our guests during the program while Mr. Ronan Gamutan, MSP Senior Instructor, conducted the Yamaha Safe Riding Science Seminar. The entire touring event was covered by different media such as ABSCBN Regional, Racing Line and Panay News. With a report of 99% no accident rate and 100% no injured riders, Yamaha Safety Touring Campaign’s sixth leg was a success.

conditions and no security of tenure because of contractualization, the privatization of the government’s social services has made education, health and other basic services unaffordable, and the worsening conditions of the peasantry because land suited for agriculture is fast diminishing at an estimated rate of two percent annually due to land use conversion and pollution. The Chinese government, she said, would have wanted to privatize the remaining state industries, as well as land, if not for the growing resistance of the masses. With the state China is in, it could not be a major economic power, much less a military power in the region. Third is the economic relationship between China and the US. The US is still China’s main export destination. Twenty-one of China’s 28 industries are controlled by foreign monopoly capitalists. The five largest multinational corporations, including that of the US, control these 21 industries. And China is dependent on US capital and technology. For the US, China is still the main go-to country for work that its companies subcontract to exploit China’s cheap labor. China is the biggest debtor country of the US because the latter is unable to pay for its exports from China. And it is also a major destination of US investments. So if the probability of a US-China conflict is very remote, why is the US blowing up the possibility of China being a threat to its hegemony? Dr. Pao Yu Ching believes that the US is creating the hype of a Chinese threat to justify its intent to realign its forces toward and project its military might in the Asia-Pacific region; China, on the other hand, is making a show of asserting its claim over Scarborough shoal and Spratly islands to show to the Chinese people that it is doing something to assert China’s interest, especially after it has prac-
tically handed over 21 of its 28 major industries to multinational corporations. Dr. Pao Yu Ching has made a very incisive analysis of China and its relations with the US. With the data and information Dr. Pao Yu Ching provided, it is indeed implausible for China to challenge the US. It has neither the capability nor the reason to challenge the US when it is dependent on US technology, capital and market. The US also has no reason to provoke an armed conflict with China. Aside from the fact that China is its biggest source of cheap labor, and its biggest debtor, and that a lot of US multinational companies have factories in China, it has no reason to do so. The Chinese government has essentially turned its back on its socialist path, has fully opened up its economy and turned over control to foreign monopoly capital of three-fourths of its major industries, 21 out of 28. The only reason for the US to provoke a conflict with China is if it becomes so desperate that it would want to take over the rest of China’s major industries and kick out its competitors from this big market. If it comes to that, the US could not risk an open conflict with China. It could not send enough troops to occupy such a large country, aside from the fact that a substantial number of its forces are still tied up in Afghanistan, Iraq, and the volatile Middle East. What it would probably do is to use both its allies such as Australia and Great Britain and its surrogate forces such as the Philippine Armed Forces as auxiliary forces and support a rightist coup from within China. With this, the only remaining question is that: if the specter of a Chinese threat is all hot air, why is the Aquino government readily lending a hand in bloating this lie? What is in it for the Aquino government? The Aquino government is hoping that by towing the US line and agenda in the region, and by allowing more frequent visits of more US troops, warships,

and submarines, it would receive more military aid and financing from the US for themodernization program of the Armed Forces of the Philippines. So far, it has received two old re-commissioned coast guard cutters, with its guns removed. If there are no immediate external threats and the Aquino government is confident of US support in the unlikely event that it would be involved in a conflict with another country, what is the AFP modernization program for? The Aquino government’s desire to infuse more funds and weapons to the AFP, through US military assistance, is intended to strengthen its counterinsurgency program, while at the same time, to court the continuous support of the AFP to the administration. Simply put, it is meant to defend the status quo against threats to its rule and to the whole ruling system. Why? Because it is pursuing the same oppressive economic policies and program that have been pushing the country deeper into crisis and have been worsening the immiseration of the majority of the Filipino people. Foreign direct investments that are plowed in to long-term projects will be exempted from the tax on hot money. Out of the 15,226 cases, Region 10 has resolved 12,608 cases thus the diposition rate for 2011 is 82.81%. The top performing office for 2011 is OCP-Malaybalay City with a disposition rate of 98.06%, followed by OCPGingoog City with 95.49% and OCP-Ozamis City with 95.38% disposition rating. For the first three quarters of this year 2012, the figures on consolidated caseload and disposition covers the period from January up to September 30, 2012. In Northern Mindanao, the disposition rate is 88.22% with caseload of 12,747 and it has resolved 11,246 and 1,501 pending cases. The top performer is OPP-Misamis Occidental with a 97.79% disposition rate followed by OCP-Ozamis City with 97.73% and OCPMalaybalay with 96.62%. On the conviction rates for the period January-September 30, 2012, Region 10 had 1,404,3,115 dismissals and 214 acquittals. The regional conviction rate is 27%. For drugs cases, the regional rate is at 29.54% with 473 total number of conviction for the period 20062011, 413 dismissals, 470 acquittals and 245 archived drugs cases. For the period of January-September 30 2012, we had 92 convictions in drugs cases, 53 dismissals and 98 acquittals. For the Human trafficking cases, Region 10 maintained a 100% conviction rate for the year 2008,2009, and 2011 with a total of 8 convictions cases of trafficking in Persons that filed and prosecuted in court. This already includes the 1st cybersex case conviction involving two Swedish nationals last April 2011.
