Comelec Chairman Sixto Brillantes said that all systems go for the five-day filing period of Certificates of Candidacy for the national and local polls starting Monday until Friday. Group spearheads clean-up, tree-planting in Oro’s riverbank A F T E R T H E C ATASTROPHIC TYPHOON SENDONG struck the city, the Safer River, Life Saver Foundation, Inc., took the initiative to start the rehabilitation of the riverbanks in Cagayan de Oro City especially the 17 riverbank barangays. Dubbed as Clearing, Cleaning and Tree Growing (CCT) project, the group has been conducting the clearing, cleaning and tree growing activity since February. The group planted Lambago trees. Safer River, Life Saver Foundation Inc., in partnership with the College of Business Administration of Liceo de Cagayan University, conducted a Clearing, Cleaning and Tree Growing Activity, last July 21, 2012 at Isla de Oro, Cagayan de Oro City. “We are also joined by our partners; City Local Environment and Natural Resources (CLENRO) represented by Ms. Virgiania Dinguinion-OIC, DENR-10, Philipine Maritine Police headed by P/ Supt. Robert Baesa, Philipine Coast Guard (PCG), Philippine National Police (PNP),MARINA represented by Mr. Galileo Garcia, students, faculty and staff of College of Business Administration with Atty. Leo Perez, Dean of CBA,” the group said in a press statement. “We conducted another clearing, cleaning and tree growing in Tambo, Macasanding last August 1-4, 2012. Moreno was running for reelection as governor in the province of Misamis Oriental at that time. We feel, Mr. President, that Moreno’s running under the Liberal Party is an insult to Cagayanon electorates. We were out of our wits on how Moreno was able to join the Liberal Party with ease and without remorse. Any person of discernment could not do so without taking into consideration the propriety of his past actions. Personally attacking the presidential candidate who happened to be the Liberal Party’s standard-bearer then becoming its chairperson is unfair to Cagayanons. Mr. President, you were once the object of Moreno’s political molestation. We grieved, Mr. President, of the real Liberal Party members in Cagayan de Oro and Misamis Oriental who suffer derision with Moreno’s entrance. Genuine Liberal Party members, leaders, and supporters who fought, defended, and campaigned for the party’s ideals in Cagayan de Oro and Misamis Oriental lost the moral ascendancy to be part of the political party. We know that the Liberal Party is a political party of historic leaders of our nation. We believed in its liberal ideals of democracy and fairness. Yet, Cagayanons want that the spirit of fairness and justice be handed over to leaders with unblemished political loyalty in the past. Election is all about buying and selling THE SAD REALITY OF THE ELECTIONS is it is just like Wall Street, New York – it is about the buying and selling! Most political parties act with traditional determination to win the elections and it all boils down to how much are you willing to spend per voter? (by todays rates easily 2k per voter-wow!) Sadly and oddly enough every election is in definite violation of over-spending and worst of all; what is called “vote buying and selling” we should term prostitution. It seems the advocacies of educating the masses by political parties and NGO’s are all for naught if not in activation for the duration between elections is all talk, talk, talk. The rich with deep pockets have even exceeded known boundaries now fast becoming the new norm with the despicable practice of expanding congressional seats known to be the party list system nominations representing a bogus representation of various sectors. Wall Street known for its international destruction of the world’s financial system is known to trade like the casinos wiping out everything in its path. This path of destruction continues to date to wreck havoc around the world and yet they at Wall Street walk about in their sleek suits as if they are statesmen and financial wizards who have but pocketed funds from the ignoramus to enrich themselves (does this not typify our politicians)? They ideally should be incarcerated but just like in the Philippines they, the politicians walk about as if they are the ideal representation of the people for good fortune. Idiotic as this may sound this is the truth of our elections and no less the Comelec is inutile towards regulating

THE ATMOSPHERE at the Commission on Elections (Comelec) in Cagayan de Oro and Misamis Oriental was a bit subdued following yesterday’s official acceptance of certificates of candidacy. As we have discussed in yesterday’s issue of this paper, candidates are not likely to file their certificates of candidacy Monday. The Comelec set the deadline Cris Diaz for the filing of the certificates of candidacy on October 5, a Friday. By that time, the complete slate of candidates of political protagonists would submit to the Comelec. Doubts, however, persist that half of the names of candidates who would file for certificates of candidacy on Oct. 5 are tokens. We refer to the word ‘token’ here as ‘temporary’ ELECTION | page 9 candidates. In other words, these candidates are only for compliance. They could not be the real candidate of the post they are filling in. This means, the real candidates will file their certificates of candidacy only on the deadline set in December when the final ‘substitution’

There is a rule that a candidate who files a certificate of candidacy will only campaign on days set by the Comelec. Everybody knows that the campaign period is only limited for 45-day usually falling in the month of March, two months before elections on May. Any candidate, who officially file certificate of candidacy, found campaigning prior to the day or month set by the Comelec could be liable for violation of election rules. Violation of election rules could be a ground for disqualification. Candidates are aware of this much as they are not also about to forego their liberty to campaign because of Comelec restriction. This is the reason why most candidates who are filing their certificates of candidacy this week are ‘token candidates.’ They are there only for a show, they said. We do not think that candidates of hotly contested positions like the governor, congress, and mayors would forfeit their rights to campaign when there is still option left. KORONADAL City - The Department of Health (DOH-12) has solicited the help of media in reaching out to more vulnerable sectors, in the light of rising cases of people living with HIV/AIDS in the region. Regional Information Chief and Program Officer Jennilyn Ventura, expressed strong belief that something has to be done by local media practitioners to make the people well-informed starting with the basic information on HIV/AIDS. “Knowing the basics, can help reduce the stigma and discrimination of People Living with HIV/ AIDS (PLWHA),” she stated, adding that the risk of HIV transmission can be reduced, if individuals would change their risky behaviors and practices, she added. Employment contract protecting Pinay ‘DH’ in Saudi Arabia hailed By CRIS DIAZ Associate editor GOVERNMENT and stakeholders hailed the adoption of new Standard Employment Contract (SEC) containing strong guarantees for the welfare and protection of Filipino household service workers in Saudi Arabia. Labor Sec. Rosalinda Dimapilis-Baldoz said that the implementation of the new SEC signaled the resumption of the deployment of domestic house-
hold helpers to the Kingdom of Saudi Arabia. She said the embassy of the Kingdom of Saudi Arabia in Manila also announced the agreement for the resumption of the domestic household contract verification and authentication that stalled since March 2011 when the Saudi government disallowed it, compelling the Philippines to stop contract processing of the hiring of Saudi-bound household service workers. With the resumption of the
deployment of HSWs to the Kingdom, Baldoz ordered all attached agencies to work with licensed recruitment agencies based in Saudi Arabia and the Philippines. A massive public information and education campaign, both here in the Philippines and in Saudi Arabia, on the major provisions of the new HSW Standard Employment Contract to foster adequate knowledge and awareness on the dos and don’ts, pros and cons, and the risks and
rewards of living and working as an HSW in Saudi Arabia would also be implemented. ‘It important that the widest dissemination of a simple question and answer manual on the very important provisions of the agreement should be done,’ Baldoz said. She said the information campaign would give everybody an opportunity to deliver the message to Philippine recruitment agencies, Saudi foreign placement agencies and employ-
ers, prospective Filipino HSWs, and the concerned Filipino public that we are serious in deploying domestic household services with a very strong bias for welfare and protection. Baldoz has expressed the optimism that the goodwill generated by the initial agreements, the unfinished items, particularly the conclusion and signing of bilateral agreement on household services workers could be done before the year end.
Banana export ban to China a political move? AN EXPORT BAN ON PHILIPPINE CAVENDISH BANANAS IN CHINA was imposed by China only a few weeks after a local mining exploration boss announced his company discovered oil and natural gas reserves near the “Panatag Shoals”. The reserves are bigger than the Malampaya deposits in offshore Palawan. Were the two incidents related? The announcement, made last February, was at best premature, for it was made only on the basis of a three dimensional seismic surveys, not the result of exploratory drilling and laboratory tests estimating the volume of the reserves. But the repercussion to small banana planters
in 15 provinces and seven cities of the Davao region Mindanao is huge. E arly March, a Mr. Huang Guangseng, director general of the animal and plant quarantine and supervision department of the People’s Republic of China suspended the importation of Cavendish banana sourced from the Philippines by a Japanese company. The reason given was that quarantine inspectors found the presence of a scale insect normally found in citrus fruits and papaya. Subsequent field tests made by Philippine quarantine officials did not confirm such findings. They instead found a common armored scale insect mostly found in coconuts.
Subsequently, China imposed a more stringent requirement for Philippine banana exports including a list of orchards, packing facilities and strict inspections. As best they could, Philippine officials in tandem with stakeholders tried to comply with the Chinese requirements. But in early May, China again claimed it detected another pest called “gray pineapple mealybugs” in several fruit shipments from the Philippines that already included not only bananas but pineapple and papaya. Philippine officials ran to the Chinese capital to talk with their counterparts and Philippine fruit exports to that giant nation. It was a market worth

The other farm crop in the list is coconut. Last year alone, the Davao region exported one fourth or 25 percent of all the bananas they produced to China. Total exports to China hit 642,090 metric tons and valued at Ph P6 billion. That export has gone a long way since the newly awakened economic dragon opened its doors to Philip-
pine banana exports of over 52,000 tons in 2001. China was not, however, the biggest market for Philippine cavendish bananas. It was third behind Japan and the Middle East last year. Dozens of civilians, mostly rubber tree tappers in Sumisip town, had been killed and wounded in Abu Sayyaf attacks since early this year. How do we purge this practice and tradition of impunity? There is a need to wipe out the whole systemic corrupt practice starting with government agencies for regulators to succeed in their mandates. There needs to be firm resolve for regulators to succeed and should they not – to purge the whole department and replace them with what the President rightfully calls “ang matuwid na daan.” After purging the comelec, there is the requirement to institute judicial reform so the people can redress the system for abuse by the rich and powerful. The judicial system as we know it systemic in its ways to cause delay requires immediate and quick resolutions to complaints other than the practice of 10 decades before judges begin to even make up their minds. The reason for delay other than the procedural “bs” is to provide the opportunity for corruption sad to say. Then and only then can we begin to generate true representations the people deserve?
