British parliament calls for arctic drilling ban BRITISH MPS HAVE CALLED FOR UNLIMITED LIABILITY FOR FIRMS that cause oil spills in the Arctic, and establishment of an Arctic environmental sanctuary, the BBC reported on Thursday.

The UK parliament’s statement comes after the Environmental Audit Committee concluded spills could cause unprecedented environmental damage.

“The MPs want to see a standard pan-Arctic spill response standard, unlimited liability for firms and an Arctic environmental sanctuary,” the British parliament said in a statement.

But the UK has no power over the Arctic and the British government has only observer status on the Arctic Council – a group of Arctic states that discusses Arctic issues. The grouping is under pressure to cash in on oil and gas.

“The committee wants the UK to try to use its influence to improve environmental safeguards but in evidence the MPs heard, that governance of the region was fragmented and weak,” the Environmental Audit Committee said.

Sweden, which currently holds the chair in the Arctic Council, declined to comment on the British MP’s moratorium proposal.

The proposal comes a day after new findings showed that drilling will get easier as the Arctic is already warming much faster than anywhere else on the planet.

Arctic drilling has been ongoing since the 1920s but it has become much more controversial after BP’s Deepwater Horizon spill in the Gulf of Mexico caused a large-scale environmental disaster when more than 5 million barrels of crude oil were leaked in the water, polluting over 1,100 miles of coastline. CAGAYAN de Oro City––Northern Mindanao’s aquaculture industry continued to grow in the second quarter of 2012, according to the National Economic and Development Authority (NEDA) in the region.

Aquaculture production, which accounts for 40 percent of the total fishery production of the region grew by 7.4 percent, from 15,886.80 metric tons in last year’s second quarter to 17,059.01 metric tons in the same period this year.

Engr. Cecilio Y. Clarete, Chief Economic Development Specialist of NEDA-10 said that seaweeds production which grew by eight percent to 11,883.64 metric tons has been the major contributor to the aquaculture industry.

Brackish water, whose production went up by seven percent, followed next with 4,515.04 metric tons.

Clarete said both increases were due to the rising number of growers of alvarezii, expansion of harvest area of tiger prawn

in Lanao del Norte and area planted in Camiguin, as well as good quality of milkfish stockings and resumption of some tiger prawn ponds in Misamis Occidental.

Conversely, commercial and municipal fishing in the region registered decreases offsetting the increase in aquaculture production and resulting to 42,480.31 metric tons total regional fishery production, a slight 0.04 percent increase compared to the production volume last year.

Clarete said the 1.4 percent decline in municipal fish production was due to lesser appearance of migratory and in-season species in Misamis Occidental and lesser unloading of flying fish, galunggong, brown squid, and yellow-fin tuna in Misamis Oriental.

The draining of part of the National Power Corporation (NAPOCOR) reservoir which is a fishing ground in Bukidnon also adversely affected inland fishery, he added.

C ommercial fishing trips, on the other hand, were hampered by unfavourable weather.

Clarete said one boat in Misamis Occidental was on dry dock for repair and maintenance and two boats in Misamis Oriental trans-

ferred fishing activities to Bohol while another boat was impounded at Talisayan due to encroachment in municipal waters.

Hot weather affects corn production, says govt agency

CAGAYAN de Oro City -- Corn production during the second quarter this year decreased by 10 percent, compared to the same period last year due to the hot weather that affected Northern Mindanao, the National Economic and Development Authority (NEDA) Regional Office X said.

Records from the Bureau of Agricultural Statistics (BAS) in the region show that corn production went down by ten percent from 78,894 metric tons in the second quarter of 2011 to only 71,229 metric tons in the same quarter this year.

House approves P1tn nat’l budget for 2013 THE House of Representatives on Thursday approved on second reading the proposed P2.006-trillion national budget for 2013.

“This is the first time that a proposed national budget was approved on second reading before midnight and the House leadership thank everyone,” House Speaker Feliciano Belmonte Jr. said when the budget was approved at 10:30 p.m.

The proposed 2013 budget, dubbed as an “empowerment budget”, is 10.5 percent or P190 billion higher than the current year’s budget of P1.816 trillion and represents 16.8 percent of the country’s Gross Domestic Product (GDP).

To support the achievement of the said target, 60.3 percent of the P2.006trillion budget is allocated to social and economic services to the tune of P1.210 trillion.

In next year’s appropriation, social services allocation alone is 13.9 percent or

Cojuangco’s announcement was met with glee and jubilation and wild applause by the presidents and other officials of the different national sports associations (NSAs) of the country, who greeted and serenaded him with songs and pledges of commitment that training of Filipino athletes under their associations henceforth will conform to a POC-Cojuangco-prescribed training, focusing on stamina and endurance.

If this comes true, it will be a historic first considering that a gold medal has eluded Filipino athletes since they started participating in Olympic games in 1924.

The Philippines actually holds the record of obtaining the most number of medals from the Olympics without a gold. The national Olympic committee of the Philippines is the POC, founded in 1911, and recognized by the International Olympic Committee in 1929.

IN the past few years, I have received numerous complaints from Filipino consumers regarding a myriad of issues — most of them concerning credit cards.

THE record has already been broken––but it is about to be shattered.

This isn’t the kind of record you wish to remember and tell your grandchildren about. This is no tale of great sporting achievement like Usain Bolt smashing his way into the Olympic record books. No, this is something entirely more sombre.

I’m in the Arctic as part of a Greenpeace crew to bear witness to this year’s sea ice minimum – the moment of the year when the extent of Arctic sea ice is at its lowest. And very soon we expect to hear news of a new record, breaking the one set in 2007––the lowest ever recorded sea ice minimum.

If current trends continue, the Arctic Ocean––which some research suggests has not been ice free for many thousands of years––is likely to see ice free summers within the next decade.

The melting is happening much faster than previously predicted by the UN’s Intergovernmental Panel on Climate Change, whose models estimate ice free summers by the end

of the century.

Why does this matter? Well, just as some people say that distant rainforests are the lungs of the world, regulating the air that we breathe; the Arctic is a vital organ which keeps our atmosphere cool by reflecting the rays of the sun back into space, regulating our weather systems.

Also, in the same way that our hearts pump the blood through our arteries, the Arctic is one of the pumps that makes the ocean currents circulate around the planet. No sea ice means a loss of these essential, life affirming Arctic currents, making the heart pump a lot weaker.

Hearts are precious things––they sustain us day in day out––and we should never take them for granted.

The heart is also an international symbol of love and hope.

That is why on this Arctic expedition we have taken the flag of every country in the United Nations and suspended them together in the shape of a heart above a melting ice floe.

Very simply we are calling all countries to come together to take action to protect the Arctic. The Arctic needs our love now perhaps more than at any time before.

In this solemn moment the international community needs to find the heart––the courage and concern––to stand together and take action to protect this special place.

It took days of searching to find a floe that was solid enough to install our temporary art piece. Standing on the deck of the Greenpeace ship the Arctic Sunrise, watching the daybreak over the floes of ice, some thin and weak, others so deep that the ocean below was the clearest cold blue; we saw paw prints in the snow and then a lone polar bear appear in the distance – a cream blur against the sea of white.

It felt unimaginable that the breathtaking beauty we saw before us could be threatened by a handful of rich companies who care more about their quarterly figures than the future of this stunning region.

So here is the moment we must act, to stop the reckless and greedy oil companies, and the political leaders who allow them to continue.

A new global movement has formed, 1.8 million people and counting, to save the Arctic and declare the uninhabited area around the ARCTIC | page 9

KORONADAL City––The incumbent representatives of the first and second districts of the province of Cotabato shall continue to represent their respective legislative districts.

This, until the representative of the newly-created third district shall have been elected and qualified, states Republic Act 10177, An Act Reapportioning the Province of Cotabato into three Legislative Districts.

Aquino, Friday, RA 10177 assigns to the new district the municipalities of Banisilan, Carmen, Kabacan, Matalam, M’lang and Tulunan.

The first district retains Pikit, Pigkawayan, Alamada, Midsayap, Libungan and Aleosan, while the second district shall be composed of the city of Kidapawan and towns of Makilala, Magpet, President Roxas, Antipas and Arakan.

The edifice was blessed by Rev. Fr. Stephen Broncano, early this week.

Cutting the inaugural ribbon were DILG Provincial Director Romeo Solis, DILG-Caraga Director Lilibeth Famacion, Vice Gov. Enrico Corvera and Provincial Administrator Percianita Racho.

“I’d like to express my thanks and appreciation to Gov. Erlpe John Amante for approving the budget for the construction of this building and to the series of follow-ups made by our provincial administrator to finish the project this early, instead of October,” said Director Solis. CAGAYAN de Oro City––The Cagayan de Oro City council, presided over by Vice Mayor Caesar Ian Acenas, Tuesday, passed Resolution No. 1138-2012, adopting the Citizen’s Charter defining the nature and scope of the city government’s services.

The charter also shows the operation and structure of different departments, persons to approach to avail of such services and the time table for each transaction.

This is in compliance with Republic Act 9845 (AntiRed Tape Act) and Executive Order No. 057-2012 issued

by Mayor Vicente Y. Emano mandating the establishment of the Citizen’s Charter.

To facilitate this, the mayor created a Steering Committee, which he himself chairs with Vice Mayor Acenas, as the vice chair; and members Councilor Alvin Calingin and City Legal Officer Maryann Enteria.

A task force headed by City Administrator Leon Du M. Gan Jr. worked with different departments in coming up with the Charter.

Survivors account horrors of Martial Law KIDAPAWAN City––Survivors of Martial Law still see “remnants of the past,” 40 years later.

Ros a lio L lanto, 80, church worker of the Diocese of Kidapawan who survived two para-military group attacks during Martial Law, said that even years after the dictator was deposed, “there is still no peace and people (continue to) live in abject poverty.”

Llanto, former organizer of the Basic Ecclesial Community (BEC) in a parish in President Roxas, North Cotabato, said he was wrongfully accused of supporting the communist guerillas when he shouted “justice for all victims of human rights violations” during the Martial Law years.

“I heard government officials promised they would uplift peoples’ lives when they sit in power… I saw groups worked for peace… yet, there is still too much violence in this part of the society,” Llanto said.

Father Peter Geremiah of the Pontifical Institute for Foreign Mission (PIME) had witnessed how the activist church workers were arrested, tortured and killed during Martial Law. Geremiah arrived in the Philippines a month before Martial Law was declared.

His first assignment was in a parish in Santa Cruz, Laguna.

By January 2013, training of athletes will start at the ULTRA in Pasig City, and much attention will be given to building their stamina and endurance. The perception is that, Filipino athletes have great potential to get gold medals but that, because of weak stamina and lower endurance, they usually lose out in the end to their opponents.

This is the reason why the POC and the NSAs will now look into what the athletes are eating and what vitamins and food supplements they are taking, not only during the training, but also during actual competitions. This is to make sure that they get the proper food and vitamins and minerals.

-oooHOME STUDY PROGRAMS FOR PINOY ATHLETES: Cojuangco also disclosed that the POC and the NSAs are also scrambling furiously to provide home study programs and other alternative systems of education for our athletes, to make sure that while they are engaged in serious training, they are likewise able to complete their studies and obtain their degrees.

And training will be more strict, in the sense that those who will not conform to the training policies of the POC and the NSAs will just have to be asked to leave or to be kicked out. “Those that are willing to be trained, we will train them, but those who refuse to follow, we will not train them. It is as simple as that,” Cojuangco pointed out.

“It is time to bring out the best in our athletes,” Cojuangco said, adding that since God has put him and those cooperating with him to realize the country’s dream of a gold medal from the Olympics, all must work towards the realization of

that dream.

Fe Carreon, former organizer of Kabataang Makabayan, an underground group of student activists, recalled the horrors of Martial Law. Carreon was arrested thrice from 1972 until 1975. She saw how male prisoners, all arrested for violating PD 1081, were tortured by police and soldiers.

Four decades after the tumultuous years, Carreon said that while the succeeding administrations did not declare Martial Law, “its effects are still very similar.”

“The effects of the Oplan Bantay Laya during the time of former President Arroyo and today’s Oplan Bayanihan of P’Noy are the same, not much different from the effects of Marcos’ Martial Law,” Carreon said.

Protesters from Ma gpet, Makilala, Antipas, President Roxas, and Arakan in North Cotabato gathered around the Poblacion of Arakan to commemorate the death of a number of martyrs in North Cotabato, 34 of them were church workers.

Geremiah said that from Martial Law years until 1991, at least 80 persons in the province were killed; some of them just disappeared and were never found.

Geremiah joined thousands of the protesters, led by the Kilusang Magbubukid ng Pilipinas, Apo Sandawa Lumadnong Panaghiusa sa Cotabato, and other progressive groups and individuals, that marched around the streets to shout justice for victims of Martial Law and other human rights violations. PNA
