Ozamiz disaster council alerts residents of possible sea surges

OZAMIZ City––The Ozamiz City Disaster Risk Reduction and Management Council (CDRRMC) has called on the leaders of the city’s 51 barangays, especially those in the coastal areas, to take pre-cautionary measures against possible rise in coastal waters.

The call was sounded off after Gale Warning No. 6 was issued at 5 p.m., September 23, 2012, by the Operations Center of the National Disaster Risk Reduction and Management Council (NDRRMC), Mayor Nova Princess E. ParojinogEchavez, CDDRMC chair said.

The NDRRMC advisory said strong gale force winds enhanced by Typhoon “Lawin,” which has an international name “Jelawat,” is expected to affect the Eastern Seaboards of Mindanao, Visayas and Southern Luzon, particulary, in the provinces of Quezon and Camarines, Catanduanes and Albay in the Bicol Region.

This condition brings

cloudy with scattered to widespread rain showers and thunderstorms in the mentioned areas, the NDRRMC said.

The wind condition is also expected to go from 52 to 63 kilometers per hour and 28 to 34 knots while the sea condition is expected to go from rough to very rough, with waves going as high as 3.4 meters to five meters, the NDRRMC said.

Thus, fishing boats and other small sea crafts in the concerned areas are advised not to venture out into the sea while larger sea

vessels are alerted against big waves.

Mayor Echavez has reminded the Barangay DRRMC’s of Ozamiz to take appropriate proactive actions and aim for zero casualty focused on evacuation, rather than rescue.

She has also ordered the Crisis Intervention Unit (CIU) to go on emergency mode, as she called on all the Barangay DRRMC’s to warn the people living in the coastal areas to remain alert for possible sea surges.

DENR mulls creation of FIEC as alternative livelihood to displaced Caraga wood industry workers BUTUAN City––The Department of Environment and Natural Resources (DENR) planned to create Forest Industry Economic Cluster (FIEC) that will facilitate in providing alternative livelihood to thousands of displaced wood industry workers in the region.

DENR Regional Executive Director for Caraga Marlo D. Mendoza said the measure will help boost livelihood opportunities for the people in the upland barangays who were displaced when several large-scale wood processing plants temporarily shut down operations.

Members and officials of Butuan Integrated Group of Bandsaw Operators and Lumber Dealers (BIGBOLD) expressed dismay over some local government units and DENR’s failure to offer alternative livelihood to thousands of displaced workers as they deplored the death of wood industry in Caraga region once tagged as “Timber Corridor” of the country.

He said that most of the people affected by the imposition of the Executive Order 21 are the poor and those who depend on timber industry for a living.

He added the other remedy is implementation of the “Forest Certification System “ as permanent solution to illegal harvesting of trees.

He said the DENR has intro duced a “timb ertracking system” to discourage cutting of trees in residual and natural forest areas and ensure chain of custody and legality of sources entering and delivered to wood processing plants.”

He said that for purposes of monitoring all raw materials that are being delivered to wood processing plants, henceforth, shall be

geo-tagged to discourage illegal logging. This mean that all wood products that are being transported to the wood processing plants shall contain a “bar code” to identify them as extracted from legal source.

The DENR, however, encourages the development of plantation areas which the farmers can plant fast-growing species such as falcata, bagrass, acacia mangium and dipterocarp species such as lauan to supply the requirement of the wood processing plants. He said that there is a bigger demand for veneer and plywood products in the country as the housing and construction industry are improving.

He said efforts are being done by the DENR to encourage upland farmers and indigenous people (IP) to participate in the National Greening Program to augment the supply of raw wood material requirement of the wood industry.

CAMP EVANGELISTA, Cagayan de Oro City– The 4th Civil-Military Operation Battalion of the 4th Infantry “DIAMOND” Division has supported the youth-initiated mangrove tree planting activity in Barangay Taytay, El Salvador City, last Sunday.

Jointly undertaken by the National Youth Commission and the Association of Youth Leaders in Northern Mindanao, the activity was participated in by 150 young individuals from different municipalities of Misamis Oriental.

Mangrove not only provides protection from natural disaster such as erosion, storm surge and tsunamis it

also offers a marine region for young organisms. It serves as a host to algae, barnacles, oysters, sponges and bryozoans which are all important in maintaining the ecological balance of the sea.

Planting trees in our forests to give back what we have taken in our environment had been the usual activity done in the spirit of social responsibility and with this we are able to improve the condition of our forests.

Planting mangrove is a good help to numerous creatures in our coast, it is home to some, while food to others. In doing this activity, we are able

to improve the condition of our bodies of water and help increase the number of fish and other sea creatures.

Cops suspect victim of riding-in-tandem linked to killing of police officer in Sultan Kudarat KIDAPAWAN City––Police in Sultan Kudarat province are eyeing the possibility that the victim in the latest riding-in-tandem attack in Isulan town could be linked with the killing three months ago of a police officer.

Sr. Supt. Rolen Balquin, provincial police director of Sultan Kudarat PNP, said initial investigations revealed that Allan Sampulna, the motorist who was seriously hurt when attacked by riding-in-tandem last Wednesday night, was arrested on July 12 for carrying unlicensed firearms during a highway check in Isulan town.

The traffic inspection during that time was led by a certain Police Officer 2 Akmad, a traffic enforcer in Isulan town. Akmad, according to Balquin, was

responsible for the arrest of Sampulna and two others on July 12.

Two days later after the highway check, Akmad was killed by a riding-intandem.

Also, days later, Sampulna and two of his companions were released on bail.

Police hinted that the killing of PO2 Akmad could be linked with the arrest of Sampulna and company.

“But we’re still investigating. There are indications that the two incidents in July this year are linked with each other,” said Balquin.

The possibility was also high, police said, that the attack on Sampulna last Wednesday in Isulan town had something to do with the killing of PO2 Akmad.

Around 11 p.m., on Wednesday, Sampulna was

driving his motorcycle on his way to Barangay Kalawag-Dos in Isulan town when two motorcycle-riding men shot him in different parts of his body.

Bystanders witnessed the shooting so they rushed to the site to help the victim.

The suspects fled after the incident.

Reports said it was the bystanders that rushed Sampulna to the nearest hospital in Isulan town.

Records from the Sultan Kudarat PNP showed that aside from illegal possession of firearms, Sampulna also figured in several car thefts in Southwest Mindanao.

“In fact, there were carnapping cases filed against him in court. But because these cases are bailable, Sampulna was freed on bail,” said Balquin. A report from the pna

Just Think a Minute.

Again, Jesus spoke of Himself, saying, “As long as I am in the world, I am the light of the world.” (John 9:5). So long as the Lord was upon the face of the earth, men could look to Him to light the path which pleased God. In the preceding verse, He had said, “I must work the works of Him who sent Me while it is day; the night is coming when no one can

work.” (v 4). While the Son of Man was upon the earth, it was “day” wherever He was. His continual work before the And so finally, we consider the third occurrence of the phrase, “the light of the world”.

In Matthew 5:14-16, Jesus spoke, “You are the light of the world. A city that is set on a hill cannot be hidden. No do they light a lamp and put it under a basket, but on a lampstand, and it gives light to all who are in the house. Let your

light so shine before men, that they may see your good works and glorify your Father in heaven.”

As indicated in the previous text considered, Jesus intended that His followers become “sons of light”, or as the Lord calls them in this text, “the light of the world.” What a high and significant calling. Those who are disciples of Christ are called to be, as He was, “the light of the world”. So that we might know how to fill such a monumental role, In the consideration of our calling, as the light of the world, we are to shine brightly. People should see the brightness of the Christ, who is the true light of the world. We are to be a city set on a hill. We have to maximize our efforts and service before God and men, to bring glory to the Father and souls to salvation.

Poor transportation facilities and the anchovy type conditions on a daily commute is unnerving. How government has allowed oil prices to escalate generating billions in profits for these oil companies is murder. The conditions of the transport carriages are utterly deplor-

able with operators squeezing a ride for ten people to sixteen most of the time. Should one live outside the city, transportation costs and the time travel wasted is ridiculous but living within the city can be tormenting.

What is the average cost for rent for a decent flat?

While there are many available leases, the conditions to most are miserable with landlords over-charging for flats. Many have no style and worse with poor sanitation and almost no security. Our toilets are indescribable with many having no running water and poor sewerage. Landlords continue to ask for higher rent fees with most not even paying tax on these incomes. Every year landlords believe an increase is imminent yet they invest nothing to improve their properties.

Meralco; gee, with a heavy sigh this company has to be put to sleep. Electricity rates are simply crippling the country and the people while the owners smile with their profits unmindful of the people who suffer it daily. It must be the devils work to sit in these boards to approve these unjust rates putting the people in utter misery.

An insightful look at civil registration and RA 10172 WHEN I was reading James C. Dobson’s statement about marriage which says” Don’t marry the person you think you can live with; marry only the individual you think you can’t live without “ , I was inspired to look at the latest statistics on marriage taking place in Northern Mindanao. What I saw was the total number of marriages occurring in 2010 which registered a total of 24,484 which is 1,571 higher than that of 2009.

Then I shifted to statistics on live births - the latest of which is 2009 which posted a total of 80,747 live births consisting of 41,990 females and 38,756 males with a sex ratio of 108.

BIR padlocks 7 establishments in CdeO for violations of VAT law

CAGAYAN de Oro City–– Authorities from the Revenue Region (RR) 16 of the Bureau of Internal Revenue (BIR) here in the city padlocked seven business establishments yesterday for violations of the Value Added Tax Law. These establishments were the Willshire Inn, King William Inn, Kyross Inn, Will’s Place, Westin Inn, Will’s Bar, and Gab’s KTV. The seven establishments under the Willshire Group of Companies, Inc. (WGC, Inc.) were temporarily closed for failure to register as VAT taxpayer, failure to issue receipts as

VAT-registrable taxpayer, and under-declaration of receipts by 2,153 percent of the correct amount, said BIR-RR16 Director Alberto S. Olasiman.

Olasiman, who led a team of BIR staff, served the notice of closure at Willshire Inn while closure orders were also simultaneously served by other BIR teams in the six other establishments.

Prior to the closure, a surveillance was conducted by the BIR’s Special Investigation Division to monitor and determine the actual receipts of WGC, Inc.

DENR mulls creation of FIEC as alternative livelihood to displaced Caraga wood industry workers BUTUAN City––The Department of Environment and Natural Resources (DENR) planned to create Forest Industry Economic Cluster (FIEC) that will facilitate in providing alternative livelihood to thousands of displaced wood industry workers in the region.

DENR Regional Executive Director for Caraga Marlo D. Mendoza said the measure will help boost livelihood opportunities for the people in the upland barangays who were displaced when several large-scale wood processing plants temporarily shut down operations.

Members and officials of Butuan Integrated Group of Bandsaw Operators and Lumber Dealers (BIGBOLD) expressed dismay over some local government units and DENR’s failure to offer alternative livelihood to thousands of displaced workers as they deplored the death of wood industry in Caraga region once tagged as “Timber Corridor” of the country.

He said that most of the people affected by the imposition of the Executive Order 21 are the poor and those who depend on timber industry for a living.

He added the other remedy is implementation of the “Forest Certification

System “ as permanent solution to illegal harvesting of trees. He said the DENR has introduced a “timber-tracking system” to discourage cutting of trees in residual and natural forest areas and ensure chain of custody and legality of sources entering and delivered to wood processing plants.”

He said that for purposes of monitoring all raw materials that are being delivered to wood processing plants, henceforth, shall be geo-tagged to discourage illegal logging. This mean that all wood products that are being transported WORKERS | page 9

But aren’t the public utility companies owned by the same sources. They need to be charged with economic sabotage.

“It is important that we aim higher for the industry to improve the lives of the farmers. A lot of things still needs to be done to achieve sufficiency in corn and the quality and necessary supply that go with it,” Pangilinan said.

Pangilinan said as chair of the Senate committee on agriculture and food and chair of the congressional oversight committee on agriculture and fisheries modernization fund which takes care of the Agriculture and Competitiveness Enhancement Funds (ACE Funds), monetary support is available to ensure viable solutions to improving the corn industry and its players, particularly the farmers.

“In our last en banc session of the COCAFM Fund, we lifted the moratorium in the releases of the ACE Funds for grants for soft loans and scholarships. The corn industry must be one of the first to avail the support fund,” he said.

Pangilinan said clustered farming and fishing communities is the first priority in the releases of the ACE Funds. He added that being a clustered community is one of the criteria in releasing grants.

He said it must be realized through the assistance of cooperatives and local government units. “It must be a synergy of cooperation among local government units, cooperatives and the farmers or fisherfolks,” Pangilinan said.

Pangilinan encouraged farmers who tend one to two hectares to organize with other farmers with the same farm size in order to get the necessary support from government through the ACE Funds.

“There must be synergy in the grassroots communities focused on mobilizing the farming or fishing communities,” he said.

Pangilinan said that with

the budget hearing of the Department of Agriculture (DA) set on October 16, he will raise the benchmarking of the income of farmers this year up to 2016.

He said that in other countries, one of the mandates of the agriculture ministry is to increase the income of farmers in a period of seven years.

He said increasing farmers’ income can be done by clustering them, making them bankable in terms of credit and connecting them to the market.

Pangilinan said government through the DA must provide farmers with market support, seedlings, and post-harvest facilities in order to improve their lot.

He said the corn congress must also look into improving the corn products to meet global standards and improve demand for Philippine corn.

Pangilinan said mechanisms and infrastructure must be clearly set in order to make Philippine corn supply consistent and available.
