Ozamiz disaster council alerts residents of possible sea surges By RUTCHIE C. AGUHOB
OZAMIZ City––The Ozamiz City Disaster Risk Reduction and Management Council (CDRRMC) has called on the leaders of the city’s 51 barangays, especially those in the coastal areas, to take pre-cautionary measures against possible rise in coastal waters. The call was sounded off after Gale Warning No. 6 was issued at 5 p.m., September 23, 2012, by the Operations Center of the National Disaster Risk Reduction and Management Council (NDRRMC), Mayor Nova Princess E. ParojinogEchavez, CDDRMC chair said. The NDRRMC advisory said strong gale force winds enhanced by Typhoon “Lawin,” which has an international name “Jelawat,” is expected to affect the Eastern Seaboards of Mindanao, Visayas and Southern Luzon, particulary, in the provinces of Quezon and Camarines, Catanduanes and Albay in the Bicol Region. This condition brings
cloudy with scattered to widespread rain showers and thunderstorms in the mentioned areas, the NDRRMC said. The wind condition is also expected to go from 52 to 63 kilometers per hour and 28 to 34 knots while the sea condition is expected to go from rough to very rough, with waves going as high as 3.4 meters to five meters, the NDRRMC said. Thus, fishing boats and other small sea crafts in the concerned areas are advised not to venture out into the sea while larger sea
vessels are alerted against big waves. Mayor Echavez has reminded the Barangay DRRMC’s of Ozamiz to take appropriate proactive actions and aim for zero casualty focused on evacuation, rather than rescue. She has also ordered the Crisis Intervention Unit (CIU) to go on emergency mode, as she called on all the Barangay DRRMC’s to warn the people living in the coastal areas to remain alert for possible sea surges. DENR mulls creation of FIEC as alternative livelihood to displaced Caraga wood industry workers BUTUAN City––The Department of Environment and Natural Resources (DENR) planned to create Forest Industry Economic Cluster (FIEC) that will facilitate in providing alternative livelihood to thousands of displaced wood industry workers in the region. DENR Regional Executive Director for Caraga Marlo D. Mendoza said the measure will help boost livelihood opportunities for the people in the upland barangays who were displaced when several large-scale wood processing plants temporarily shut down operations. Members and officials of Butuan Integrated Group of Bandsaw Operators and Lumber Dealers (BIGBOLD) expressed dismay over some local government units and DENR’s failure to offer alternative livelihood to thousands of displaced workers as they deplored the death of wood industry in Caraga region once tagged as “Timber Corridor” of the country. Me n d o z a s a i d t h at through the FEIC strategy, all confiscated logs and lumber which are prone to deterioration are taken in the specified clustered

area where they are quickly processed for the manufacture of arm- chairs or materials for veneer and plywood products of the various wood processing plants. “ The government through the FEIC can generate jobs through manufacturing of DepEd- chairs, fixtures and wood processing and revenues from sale of chairs, novelty items made of woods ” he said. He said that most of the people affected by the imposition of the Executive Order 21 are the poor and those who depend on timber industry for a living. He added the other remedy is implementation of the “Forest Certification System “ as permanent solution to illegal harvesting of trees. He said the DENR has intro duced a “timb ertracking system” to discourage cutting of trees in residual and natural forest areas and ensure chain of custody and legality of sources entering and delivered to wood processing plants.” He said that for purposes of monitoring all raw materials that are being delivered to wood processing plants, henceforth, shall be
geo-tagged to discourage illegal logging. This mean that all wood products that are being transported to the wood processing plants shall contain a “bar code” to identify them as extracted from legal source. The DENR, however, encourages the development of plantation areas which the farmers can plant fast-growing species such as falcata, bagrass, acacia mangium and dipterocarp species such as lauan to supply the requirement of the wood processing plants. He said that there is a bigger demand for veneer and plywood products in the country as the housing and construction industry are improving. He said efforts are being done by the DENR to encourage upland farmers and indigenous people (IP) to participate in the National Greening Program to augment the supply of raw wood material requirement of the wood industry. The Department of Social Services and Development (DSWD), for the meantime that qualified upland farmers are waiting for harvest of trees shall provide the Conditional Cash Transfer (CCT) to sustain their living. pna
CAMP EVANGELISTA, Cagayan de Oro City– The 4th Civil-Military Operation Battalion of the 4th Infantry “DIAMOND” Division has supported the youth-initiated mangrove tree planting activity in Barangay Taytay, El Salvador City, last Sunday. Jointly undertaken by the National Youth Commission and the Association of Youth Leaders in Northern Mindanao, the activity was participated in by 150 young individuals from different municipalities of Misamis Oriental. Mangrove not only provides protection from natural disaster such as erosion, storm surge and tsunamis it
also offers a marine region for young organisms. It serves as a host to algae, barnacles, oysters, sponges and bryozoans which are all important in maintaining the ecological balance of the sea. Planting trees in our forests to give back what we have taken in our environment had been the usual activity done in the spirit of social responsibility and with this we are able to improve the condition of our forests. Planting mangrove is a good help to numerous creatures in our coast, it is home to some, while food to others. In doing this activity, we are able
to improve the condition of our bodies of water and help increase the number of fish and other sea creatures. Brigadier General Romeo L Gapuz, Acting Commander, 4ID said, “Our environment had done so much in providing us what we need, it is high time now that we give the environment the care that we should have done even before.” He added, “the disaster that had passed has taught us the lesson that caring for environment is synonymous to taking good care of our life and those of our families. Your Army will always support activities like these.” (EJCO/asf )
Cops suspect victim of riding-in-tandem linked to killing of police officer in Sultan Kudarat KIDAPAWAN City––Police in Sultan Kudarat province are eyeing the possibility that the victim in the latest riding-in-tandem attack in Isulan town could be linked with the killing three months ago of a police officer. Sr. Supt. Rolen Balquin, provincial police director of Sultan Kudarat PNP, said initial investigations revealed that Allan Sampulna, the motorist who was seriously hurt when attacked by riding-in-tandem last Wednesday night, was arrested on July 12 for carrying unlicensed firearms during a highway check in Isulan town. The traffic inspection during that time was led by a certain Police Officer 2 Akmad, a traffic enforcer in Isulan town. Akmad, according to Balquin, was
responsible for the arrest of Sampulna and two others on July 12. Two days later after the highway check, Akmad was killed by a riding-intandem. Also, days later, Sampulna and two of his companions were released on bail. Police hinted that the killing of PO2 Akmad could be linked with the arrest of Sampulna and company. “But we’re still investigating. There are indications that the two incidents in July this year are linked with each other,” said Balquin. The possibility was also high, police said, that the attack on Sampulna last Wednesday in Isulan town had something to do with the killing of PO2 Akmad. Around 11 p.m., on Wednesday, Sampulna was
driving his motorcycle on his way to Barangay Kalawag-Dos in Isulan town when two motorcycle-riding men shot him in different parts of his body. Bystanders witnessed the shooting so they rushed to the site to help the victim. The suspects fled after the incident. Reports said it was the bystanders that rushed Sampulna to the nearest hospital in Isulan town. Records from the Sultan Kudarat PNP showed that aside from illegal possession of firearms, Sampulna also figured in several car thefts in Southwest Mindanao. “In fact, there were carnapping cases filed against him in court. But because these cases are bailable, Sampulna was freed on bail,” said Balquin. A report from the pna

Put on the full armor of God, so that you can take your stand against the devil’s schemes…” (Ephesians 6:10-11, the Holy Bible). -oooWORLDWIDE FREE LEGAL COUNSELING: May I announce two radio programs I am involved in right now which are being heard live, not only locally, in Central Luzon and Western Visayas where the radio stations are located, but nationwide, in the whole Philippines, and worldwide, in the whole world, and this is due to the power of Internet broadcasting. The first program goes on the air at 6:00 a.m. to 6:30 a.m., Philippine time, at radio station GV AM, in Angeles City, Pampanga, while the second program is heard at 10:00 a.m. to 10:30 a.m., Philippine time, at radio station DYKA, in San Jose, Antique. Both programs are entitled “Kakampi Mo Ang Batas”, and the main attraction is the free legal counseling we are giving on air. The GV AM program is aired worldwide by USTREAM, or www.ustream.tv/channel/gv, while the DYKA program is aired at www.dyka801.webs.com. THINK a minute. Are you in the habit of putting salt on your food? Maybe you have a habit of thinking you’re not smart and that you’ll never succeed in life. Don’t forget, your habits control your life. What we keep doing every day becomes our life! As the saying goes: “Plant your thought and you’ll reap your action. Plant your action and you’ll reap your habit. Plant your habit and you’ll reap your life.” After awhile, our habits become such a part of us that we don’t even notice when we’re doing anything wrong. So we end up doing wrong things naturally, whether it’s lying, cheating and stealing, gossiping about others, getting drunk, being lazy, or whatever our bad habits are. But the great

The light of the world
THE phrase “light of the world” appears in Scripture three times. It defines that the world is in darkness, and needing someone to illuminate it. It identifies the one who shines as a light in the midst of darkness. Twice, Jesus used the phrase “light of the world” to speak of Himself. In John 8:12, our Lord said, “I am the light of the world. He who follows Me shall not walk in darkness, but have PRIORITIES | page 9 the light of life Jesus reveals Himself to be the source of enlightenment, the means whereby one may acquire knowledge www.mindanaodailybalita.com and life Many are offended at the The MINDANAO DAILY NEWS (MDN) light which is the Christ, for newspaper is published daily at Door 2, their deeds are contrary to Tanleh Building, Abellanosa St., Brgy. doing your best work on the job, reading the Bible and talking to Jesus every day, and getting involved in a church that teaches the truth from the Bible about Jesus, God the Son. These good habits and many others will enable you to live a happy, successful life. It’s up to you. Remember, if you don’t start to change the wrong habits in your life today, your life will likely never change. So when you die, you’ll still be living the way you are right now. Today, why not ask Jesus to forgive you for your old wrong habits and way of living? Then ask Him to give you His power to start living His right, successful way with your new good habits. You have nothing to lose and everything to gain. Just Think a Minute.
The New Generation Alex A. Podador continues, “he who does the truth comes to the light, that his deeds may be clearly seen, that they have been done in God.” (John 3:21). Again, Jesus spoke of Himself, saying, “As long as I am in the world, I am the light of the world.” (John 9:5). So long as the Lord was upon the face of the earth, men could look to Him to light the path which pleased God. In the preceding verse, He had said, “I must work the works of Him who sent Me while it is day; the night is coming when no one can
work.” (v 4). While the Son of Man was upon the earth, it was “day” wherever He was. His continual work before the And so finally, we consider the third occurrence of the phrase, “the light of the world”. In Matthew 5:14-16, Jesus spoke, “You are the light of the world. A city that is set on a hill cannot be hidden. No do they light a lamp and put it under a basket, but on a lampstand, and it gives light to all who are in the house. Let your
light so shine before men, that they may see your good works and glorify your Father in heaven.” As indicated in the previous text considered, Jesus intended that His followers become “sons of light”, or as the Lord calls them in this text, “the light of the world.” What a high and significant calling. Those who are disciples of Christ are called to be, as He was, “the light of the world”. So that we might know how to fill such a monumental role, In the consideration of our calling, as the light of the world, we are to shine brightly. People should see the brightness of the Christ, who is the true light of the world. We are to be a city set on a hill. We have to maximize our efforts and service before God and men, to bring glory to the Father and souls to salvation.
I need to pay better wages! FOOD – P60 X 3DAILY X 30 DAYS IS P5400 MONTHLY, Transport – P100 x 22days is P2200, Rent at P10000, Cell fees at P1000, utilities (w/ at least an air/con) P4000, clothes computed (24k annually) P2000 for a total of P24,600 plus tax, health insurance, SSS, “pag-ibig” etc., or I better make a proper wage! Food is too expensive and prices need to drop. Imagine rice per kilo regulated down to only 10 pesos per Harry Tambuatco kilo. Just maybe living in the Philippines can be more fun and bearable. Living on a budget can be demeaning and yet an extremely humbling experience subsisting in an economy that many times can be un-gratifying. Gratification may exist should employers temper their greed and increase wages within decades (this is being sarcastic nevertheless painfully true). Poor transportation facilities and the anchovy type conditions on a daily commute is unnerving. How government has allowed oil prices to escalate generating billions in profits for these oil companies is murder. The conditions of the transport carriages are utterly deplor-
able with operators squeezing a ride for ten people to sixteen most of the time. Should one live outside the city, transportation costs and the time travel wasted is ridiculous but living within the city can be tormenting. What is the average cost for rent for a decent flat? While there are many available leases, the conditions to most are miserable with landlords over-charging for flats. Many have no style and worse with poor sanitation and almost no security. Our toilets are indescribable with many having no running water and poor sewerage. Landlords continue to ask for higher rent fees with most not even paying tax on these incomes. Every year landlords believe an increase is imminent yet they invest nothing to improve their properties. Meralco; gee, with a heavy sigh this company has to be put to sleep. Electricity rates are simply crippling the country and the people while the owners smile with their profits unmindful of the people who suffer it daily. It must be the devils work to sit in these boards to approve these unjust rates putting the people in utter misery. Communications is essential regardless of the social media we seem to require ourselves to belong to but the cost of this maintenance is becoming unbearable WAGES | page 9

An insightful look at civil registration and RA 10172 WHEN I was reading James C. Dobson’s statement about marriage which says” Don’t marry the person you think you can live with; marry only the individual you think you can’t live without “ , I was inspired to look at the latest statistics on marriage taking place in Northern Mindanao. What I saw was the total number of marriages occurring in 2010 which registered a total of 24,484 which is 1,571 higher than that of 2009. Then I shifted to statistics on live births - the latest of which is 2009 which posted a total of 80,747 live births consisting of 41,990 females and 38,756 males with a sex ratio of 108. Birth, death and marriage statistics are the milestones of human lives, and the most common way of collecting information is through civil registrationan administrative system employed by governments to record the occurrence of such events in the lives of their population (Hufana,2010). Civil Registration is defined as the continuous permanent, compulsory and universal recording of the occurrence and characteristics of vital events and other civil status pertaining to the population as provided by decree, law or regulation in accordance with the legal requirement of each country. (United Nations 2001). The civil registration system addresses various needs. For individuals, vital records provide legal proof of identity, civil status, age and relationship. On the other hand, vital statistics derived from the aggregation of individual records provide the tools for the de-

NO. 9048. Clerical or typographical error refers to a mistake committed in the performance of clerical work in writing, copying, transcribing, or typing an entry in the civil register, such as misspelled name or misspelled place of birth, mistake in the entry in the date of birth or the sex of the person, which is visible to the eyes or obvious to the understanding, and can be corrected or changed only by reference to other existing record or records. It also provides insights into various health information such as leading causes of death as well as death sex ratio. For instance, since 2000, there have been more reported deaths of males than of females. In 2008, the proportion of male deaths was higher than female deaths in all age groups except in age group 80 and over. Disparity between sexes was prominent from infancy until after retirement ages. The infant death sex ratio in 2008 was 143.7 , which indicates higher risk of dying among male infants than female infants ( NSO Philippine Yearbook,2010). If we were to take a insightful look at how civil registration in the Philippines has gone through in addressing the growing needs of the people, we would see significant developments such as RA 9048, otherwise known as AN ACT AUTHORIZING THE CITY OR MUNICIPAL CIVIL REGISTRAR OR THE CONSUL GENERAL TO CORRECT A CLERICAL OR TYPOGRAPHICAL ERROR IN AN ENTRY AND/OR CHANGE OF FIRST NAME OR NICKNAME IN THE CIVIL REGISTER WITHOUT NEED OF A JUDICIAL ORDER, AMENDING FOR THIS

He said that most of the people affected by the imposition of the Executive Order 21 are the poor and those who depend on timber industry for a living. He added the other remedy is implementation of the “Forest Certification
System “ as permanent solution to illegal harvesting of trees. He said the DENR has introduced a “timber-tracking system” to discourage cutting of trees in residual and natural forest areas and ensure chain of custody and legality of sources entering and delivered to wood processing plants.” He said that for purposes of monitoring all raw materials that are being delivered to wood processing plants, henceforth, shall be geo-tagged to discourage illegal logging. This mean that all wood products that are being transported WORKERS | page 9

with the poor services they provide. Somehow it is difficult to fathom how these telcos continue to waste monies in advertising when all they need do is man their service counters so we can pay our bills with ease. Billing has to be magic with dropped calls and slow connections for the internet. The multipliers utilized to bill our calls need scrutiny. But aren’t the public utility companies owned by the same sources. They need to be charged with economic sabotage. Why we have allowed these conditions over the decades needs immediate attention if not regulation. If not government meddling – who else? Employers are equally at fault paying too low a wage while asking for responsibility, loyalty, commitment if not an ownership into their trade forgetting what the employees are left to live with. By the end of the day an irresponsible goodbye is greeted demanding to be-on-time tomorrow conveniently forgetting the conditions his employees have to survive to get to the next day. Ah yes, I forget, employment for the first six months to a year and to many, the first two years allows employers to engage staff at dirt cheap levels. Minimum wage is always the median when it is sheer legislation that employees require to eat somewhat. Forget living, this is another expense all together. The irresponsibility of many Filipino employers is to reduce operating costs by squeezing their staff wages which ironically is their biggest and most important investment for their businesses. What gives?

burdened as we are with our own problems brought about by the rigors of daily living. Angara’s proposal actually dovetails with the Biblical injunction that we should honor our fathers and mothers (see Exodus 20:12). If all of us would only uphold Angara’s concern for the elderly, I am sure we will be blessed with the promise accompanying Exodus 20:12, which promise says: “you will live long and be prosperous in the land God is giving you.” The Apostle Paul, in Ephesians 6:1-3, wrote about obeying and looking after the needs of our parents in this manner: “Children, obey your parents in the Lord, for this is right. `Honor your father and mother’—which is the first commandment with a promise---`so that it may go well with you and that you may enjoy long life on the earth’…” -oooTINGTING COJUANGCO’S PRIORITIES AS SENATOR: If Ms. Margarita “Tingting” Cojuangco gets elected as senator in 2013, I am sure she will immediately pursue two priorities which are close to her heart. The first is the full economic development of Mindanao and, second, the institution of an effective mechanism that will address security concerns vis-a-viz the increasingly volatile situation

given ample time to make the necessary rectifications, however it failed to do such. A five-day VAT Compliance Notice was also issued afterwards to again afford the corporation to explain its side, but it likewise failed to comply the terms of the five-day VCN. A final notice was served to WGC, Inc. giving it another 10 days to comply with the five-day VCN and/ or to refute the findings of the BIR, but still it ignored the final notice. Olasiman said the failure of the corporation to comply with the notices led to the issuance of a closure order signed by BIR Operations Deputy Commissioner Nelson Aspe last September 20. The closure of the seven establishments was part of BIR’s Oplan Kandado program aimed at intensifying the BIR’s enforcement operations through strict imposition of prescribed administrative sanctions for noncompliance with the basic tax requirements. For quite a number of years, Tingting has literally sunk her teeth into Mindanao, starting with her designation, albeit unofficially, as the Cory Aquino government’s “ambassador” in the region since 1986, giving her the needed first hand knowledge and information as to how to push genuine economic improvement in the Southern Philippines. Then, her master’s degree in National Security Administration, her two doctoral degrees in Philippine History and Criminology, her senior officer executive course from, and her having been a president of, the Philippine Public Safety College, and her being a full colonel in the Reserve Forces of the Philippines, eminently qualify her to push for legislation that will ensure our country’s security amidst the troubles over the Spratlys. -oooREACTIONS? industry remains healthy, with the projected production given the good harvest from a record high at seven point eight million metric tons in 2012 to eight point five metric tons by 2013, it is important that the corn industry know the direction it is taking. “It is important that we aim higher for the industry to improve the lives of the farmers. A lot of things still needs to be done to achieve sufficiency in corn and the quality and necessary supply that go with it,” Pangilinan said. Pangilinan said as chair of the Senate committee on agriculture and food and chair of the congressional oversight committee on agriculture and fisheries modernization fund which takes care of the Agriculture and Competitiveness Enhancement Funds (ACE Funds), monetary support is available to ensure viable solutions to improving the corn industry and its players, particularly the farmers. “In our last en banc session of the COCAFM Fund, we lifted the moratorium in the releases of the ACE Funds for grants for soft loans and scholarships. The corn industry must be one of the first to avail the support fund,” he said. Pangilinan said clustered farming and fishing communities is the first priority in the releases of the ACE Funds. He added that being a clustered community is one of the criteria in releasing grants. He said it must be realized through the assistance of cooperatives and local government units. “It must be a synergy of cooperation among local government units, cooperatives and the farmers or fisherfolks,” Pangilinan said. Pangilinan encouraged farmers who tend one to two hectares to organize with other farmers with the same farm size in order to get the necessary support from government through the ACE Funds. “There must be synergy in the grassroots communities focused on mobilizing the farming or fishing communities,” he said. Pangilinan said that with

the budget hearing of the Department of Agriculture (DA) set on October 16, he will raise the benchmarking of the income of farmers this year up to 2016. He said that in other countries, one of the mandates of the agriculture ministry is to increase the income of farmers in a period of seven years. “We have to set specific targets in order the grasp the realities besetting the farming sector,” Pangilinan said. He said increasing farmers’ income can be done by clustering them, making them bankable in terms of credit and connecting them to the market. Pangilinan said government through the DA must provide farmers with market support, seedlings, and post-harvest facilities in order to improve their lot. He said the corn congress must also look into improving the corn products to meet global standards and improve demand for Philippine corn. Pangilinan said mechanisms and infrastructure must be clearly set in order to make Philippine corn supply consistent and available.
