Anti-fire systems protect NGCP switchyard equipment from damage CAGAYAN de Oro City––With its contingency measures in place, the National Grid Corporation of the Philippines (NGCP) was able to prevent damage and maintain the security and reliability of the Mindanao grid despite a fire incident at a National Power Corporation-owned and maintained cable tunnel adjacent to NGCP’s facilities. At 10:20 p.m. last September 1, fire broke out at the National Power Corporation’s Agus 6 complex in Iligan City. NGCP’s 69-kiloVolt lines delivering power to Iligan Light and Power Co. Inc. (ILPI), Lanao del Norte Electric Cooperative (LANECO) and several directly connected industries tripped as a result. Power delivery services to all affected customers have been fully restored as of 4:15a.m. of September 4, 2012. Upgraded facilities equipped with antifire systems prevented damage on NGCP’s facilities. In 2011, NGCP embarked on 106 operation and maintenance projects, which included 22 anti-fire projects as well as 69 slope protection projects, nine transmission line comprehensive maintenance and six rehabilitation projects. In its effort to continuously improve and speed up restoration procedures during emergencies, NGCP also regularly conducts preparedness drills for fires, earthquakes, typhoons, and other disasters which may affect power transmission. Civic group mulls disaster manual for designers, builders By CATHERINE TEVES

A CIVIC ORGANIZATION is interested in helping produce a disaster manual for the country’s design and construction industry. Thiswould help promote development of disaster-resilient built environments nationwide amid climate change’s threats. Green Architecture Advocacy Philippines (GreenAP) aims tocollaborate with private scientific research institution Manila Observatory regarding its latest climate findings so the information can be included in the target manual to help guide the industry. “The information will be useful in creating more resilient built environments,” GreenAP Chairperson Miguel Guerrero said Friday when the organization spearheaded the 9th Green Forum in Metro Manila. This year’s edition of the forum

focused on what’s been done so far to better bring forth built environments that are sustainable and resilient to climate change and disasters. Among climate change’s impacts is onslaught of increasingly violent weather disturbances, experts warned earlier. Onslaught of previous weather extremes, and disasters that resulted from these, reignited public interest in resilient environments. Among measures earlier proposed to help achieve such resiliency are altering building designs, updating the National Building Code and rezoning communities. MO Associate Director for Research Dr. Gemma Narisma welcomes GreenAP’s proposed collaboration for the manual. “I think it’s a venue for building sustainable development,” she said during the forum. She considers the proposal timely,

noting her office rarely receives climate-related queries from the design and construction industry. Latest scientific data show need to monitor climate developments, however. MO’s initial studies indicate northwestern Philippines - including the country’s largest urban hub Metro Manila - will likely experience a five percent to 20 percent increase in rainfall, Narisma said. “The country’s temperature already increased beginning in the 1980s we’re getting warmer,” she also said. Authorities noted increased rainfall can contribute to onslaught of flooding particularly in areas where water flow is impeded. Rising temperature will affect water supply and agriculture, they continued. Narisma further cited the need to make environments resilient, noting the Philippines lies along the path of tropical cyclones.

Search for missing passengers of capsized boat continues KABACAN, North Cotabato-– Search and retrieval operations continue along the Paidu Pulangi river here for the remains of two missing passengers of a boat that capsized Wednesday morning, officials said. “Our search operations continue and we are not losing hope,” Cedric Mantawil, chair of the Kabacan municipal disaster risk reduction management council, said. “While all indications showed that the two missing persons are already dead, we remain hopeful they are still alive,” Mantawil said. LPA moves closer, brings rains over Visayas, Mindanao THE new low pressure area (LPA) earlier spotted off the eastern coast of the country continues to move closer and has a chance of developing into a tropical cyclone, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said. Weather Forecaster Aldczar Aurelio said that as of 8 a.m. Friday, the potential cyclone was estimated at 485 kilometers east of Surigao City, Surigao del Norte (9.2°N, 130.3°E). Aurelio said the LPA has a chance to develop into a tropical cyclone since it is in the sea and they continue to monitor it. Once the weather disturbance becomes a tropical cyclone, it will be named “Karen,” the 11th cyclone to enter the country this year. Aurelio said the LPA is expected to bring moderate to heavy rains (2.5-15.0 millimeters per hour) and thunderstorms in Eastern Visayas and Mindanao which may trigger flash floods and landslides. Bike driver killed in Agusan road mishap BUTUAN City––A motorcycle driver was killed when hit by a vehicle along the national highway in Purok 1, Barangay Likas, Jabonga, Agusan del Norte Thursday. Authorities identified the fatality as Rainer Funchica, 55, of Barangay Magsaysay, Jabonga town. Police investigation showed that the XRM 125 motorcycle driven by Funchica came from Surigao City en route to Butuan City when a Mazda Bongo driven by Jejun Mante hit it from behind. Witnesses told police

that the driver of the car failed to control the speeding vehicle hitting the motorcycle when it made a sudden U-turn. Aside from hitting the motorcycle, the car swerved to the right then it smashed at a parked double cab. Princess was operated on, after she was diagnosed to be suffering from “takasayus arteritis”, or, in layman’s language, “pulseless disease”. Pastor Jojo Julian, the senior pastor of the New Testament Church and Mission based in Cagayan Province, brought the plight of Princess to my attention the other night, introducing her as a youth leader of their church which is ministering to the people of Balzain, Tuguegarao City (once known as the Tondo of Tuguegarao City, but which has been transformed by the work of the New Testament Church in the area, with Princess actively participating). “Takasayus arteritis” is a very rare disease, afflicting only one in every 500,000 females whose ages range from 10 to 30 years old, Pastor Jojo told me. The doctor who operated on Princess claimed she was just the second patient with this kind of a disease that consulted him, and who was subjected to medical intervention. So why not start actually using and living the new life Jesus died to give you. Everyday read and obey His Message to you, so you can know that you have His eternal life. Peace, be still MATTHEW 8:23-27 tells us the story of Jesus and his disciples who went across the lake and experienced a storm. For the last week or so, some parts of the country including this city had experienced a couple earthquakes. Let us consult the Scripture how does the Son of God rebukes a certain calamity. As the Son of God and with only the power of His word, Christ speaks, and the wind ceases. After the violent storm stops, a great calm descends. This miracle over the environment contrasts the disorder, and confusion of nature against the power, order, and peace of the Creator.

The waves of the world still rage against Christ’s disciples, yet they will never be overwhelmed because Christ is in them. What’s the use of Comelec IF it is unable to regulate and worse, conduct the elections? As of late, we have the recent announcement that it is unable to restrict and regulate the early campaigners that have sprouted all over the country with TV ads (a special attention to appointed managers in government agencies), billboards and posters that have begun to proliferate. How is it they have likewise Harry Tambuatco outsourced the elections to a foreign based company and worst of all, to a country known for its authoritarianism? With multiple complaints lodged by the many NGO groups and IT specialists, they have replied with a deafening silence leaving to the courts to arbitrate what is legal and what is not. Have they relegated themselves to the back burner become the authority to audit and control. Is this not the job of the government agencies and the legislative on oversight? Our courts known for disrepair continue to wallow in its misery with no less its supreme commanders adversarial towards each other leaving resolutions in a suspended mode exacerbated with delay to resolve itself. The system has broken down and only the media keeps them relevant if not on guard to rationalize all its faults. It is always the media that saves the day generating an interest towards angles created to skip the beat so to speak. But what to do with our leaders we require to save our country? Imagine the dynasty issues which are so simple and glaring alluding to the chief executive, the senate, etc. Challenging the new DILG Secretary to go after oligarchs, private armies, dynasties, etc. is but a hoax with all its violators holding government and mandated positions all around him. How can he even begin or finish a job that is embedded with its violators amongst his superiors. The question begs then; is it even possible to implement “matuwid na daan?” You tell me!

THE dilemma that is peace and order in Mindanao is causing a threat to the island’s progress. The conflict that has been going on for decades that has something to do with claims of who are the rightful heirs of the lush lands of Mindanao has been a cause of concern for government agencies implementing various programs and project in the region. With the vast indifferences more important to many than the unity that would answer problems of poverty, the on-going rant echoes from one generation to another dividing the island more rather than bringing everyone together for calls of development. The Kalahi-CIDSS implementation in Lanao del Norte is facing this problem. Lanao del Norte is bordered by Lanao del Sur to the south, and further down, by Maguindanao. It is only divided by a series of mountain ranges and thick forests, making movement from one place to another pretty much possible and undetectable. The conflict between the Moro groups in the area (who are asking for autonomy in the region) and the government troops is a common sight in the province, specifically in municipalities along areas occupied by the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF). Some people even say that during times of war, the view of people

MARAWI City––Maranaws have launched what they describe as revolution against crime and corruption, with the signing of a peace and development covenant here in the city, Thursday. Representative Samira Gutok Tomawis of the Autonomous Region of Muslim Mindanao (ARMM) Tomawis said, “this is another kind of Moro revolution that focuses on crime and corruption,” citing women being the most common victims. In a three-page peace and development covenant, the signatories have agreed to lead in freeing Marawi City from criminal elements, who impede progress in the locality. They vowed to support the peace and development programs of the city government toward eradicating kidnappings, drug trafficking, drug use and other forms of criminalities, in cooperation with the Armed Forces of the Philippines, the Philippine National Police and other line agencies of government and the private sector.

During the occasion, Col. Daniel Lucero, commanding officer of the 103rd Brigade of the Philippine Army based in the city, has warned the lawless groups operating in the area that intense efforts of government will be lodged against them if they ever continue disturbing the city and the province of Lanao del Sur. Also during the covenant signing, Col. Lucero returned to Marawi City Mayor Fahad Salic the collector’s item Kampilan, a 45 caliber pistol and a 22 caliber rifle, which were taken by soldiers during the raid at his residence one hour after the MSU ambush. Believing that the covenant could be the best indicator of sustainable peace in the city, Mayor Salic urged the businessmen, investors and former residents, who have transferred to other places, to come back and do business anew in the city.” He assured them that the word ‘Islamic’ will always stand and live by its meaning. Kia Motors investment in R&D underpins commitment to environmental responsibility • Increases in R&D spend accelerate improvements in production efficiency and the rollout of vehicles with reduced emissions • Kia manufacturing is now 44% more eco-efficient • EcoDynamics technology has improved Kia vehicle efficiency by up to 41% • Kia invested US$20.2 million in charity programs for 27,500 individuals in 2011 KIA MOTORS CORPORATION is investing heavily in research and development to further reduce its environmental impact, notably by improving manufacturing processes and increasing innovation in vehicle technologies. According to the corporation’s new sustainability report, Kia invested U S $ 2 . 2 5 bi l l i on * – – s i x percent of its total sales revenue––in research and development and in its production facilities in 2011. The investment meant that Kia is 44 percent more eco-efficient than in 2004, when it began measuring its environmental impact. Building on this momentum, in 2012 Kia will invest a further US$2.52 billion*, a substantial yearon-year increase of 12 percent, to ensure its production processes become even more eco-efficient and to accelerate the development of highly-efficient vehicles with low emissions. At a Group level, over 9,800 employees––including 30 percent of all staff recruited since 2010––are now engaged in research and development. Kia’s environmentally friendly manufacturing initiatives––including the Green Design System to increase the use of recycled materials, and the Chemical Management System, which minimises the use of hazardous chemicals and subst ances––were responsible for reducing CO2 emissions per vehicle produced in 2011 by 16 kg, compared to 2010. Atmospheric pollutants were also reduced by nine percent per vehicle manufactured during 2011. The volume of steel recycled by Kia globally in 2011 rose by 33 percent compared to 2010, thanks to more effective waste management solutions. This improvement also allowed Kia’s Sohari and

Hwaseong plants in Korea to produce no landfill waste whatsoever last year, helping to reduce Kia’s global production of waste materials by 28 percent compared to the 2003 level. Embracing EcoDynamics Kia has employed its EcoDynamics engineering philosophy to create a range of vehicles that are not just visually and dynamically exciting but are also more environmentally conscious. For example, the fourth-generation Kia Rio 1.1 diesel introduced in 2011 is 41 percent more efficient than the equivalently powered 1.5-diesel variant of its 2005 predecessor. Similarly, the new Kia Picanto emits 5.4 percent less CO2 than the previous model, and the 2013 Kia Optima will deliver 7.7 percent greater fuel economy and emit 7.2 percent less CO2 than the current model. This is the result of newly developed powertrain technologies, including Continually Variable Valve Lift (CVVL), which regulates the amount of air injected into the combustion chamber to increase efficiency, and ISG that automatically shuts off the engine when the vehicle is stationary. Kia has also developed (currently for its domestic market only) its first eight-speed multi-step transmission, which improves fuel economy by up to 18 percent. Wider social responsibility During 2011, Kia once again invested heavily in charity work around the world and invested US$20.2 million* through 158 different programmes, benefitting 27,459 individuals. Meanwhile, Kia’s European sales subsidiaries

have been supporting the ‘Planting for a Better Life’ Mali project, which has already planted 3.5 million trees since 2007. Kia promises to plant up to six million additional jatropha shrubs over the next three years, helping to secure a brighter future for communities in the

Caraga ‘s growth fastest of 17 PH regions in 2011 BY PAT SAMONTE

BUTUAN CITY – Caraga’s economy recorded the fastest growth among the country’s 17 regions with an accelerated rate of 9.6 percent in 2011 from 7.4 percent in 2010. In a press release dated July 26, 2012, the National Statistical Coordination Board said Caraga’s impressive growth was fueled by the 9.7 percent expansion of its service sector and the rebound of its Agriculture, Hunting, Forestry and Fishing Sectors to a growth of 3.4 percent in 2011 from a decline of 9.6 percent in 2010. NSCB incharge of Office of the Secretary General Lina V. Castro said five regional economies, out of the country’s 17 regions, posted accelerated growths for the period 2010-2011. Cagayan Valley posted the biggest jump in growth with 6.5 percentage points as its economy bounced back from a decline of 1.1 percent in 2010 to a growth of 5.4 percent in 2011. Other regions which experienced accelerated growths were: Caraga, 7.4 percent to 9.6 percent; SOCKSARGEN, 2.0 percent to 4.0 percent; Western Visayas, 3.7 percent to 5.5 percent; and MIMAROPA, 1.1 percent to 2.5 percent. Zamboanga folks air concerns over asphalt factory pollution ZAMBOANGA CITY Villagers have complained about the air pollution caused by thick smoke billowing from a huge chimney of a factory in the southern Philippine port city of Zamboanga. One resident said the factory produces asphalt and usually operates at night in the village of Boalan. Local health inspectors have surveyed the area during day time, but it was not immediately known why the factory operates during the night. It was not immediately known whether Department of Environment and Natural Resources o its local counterpart inspected the factory. Residents fear the pollution would cause respiratory and other health problems, particularly to children and those who have weak immune system. (Mindanao Examiner)

2013 African Nations Cup Qualifying AFRICAN FOOTBALL fans are looking forward to a big weekend of qualifying matches for the 2013 Africa Cup of Nations tournament in South Africa.

The final qualifying round features 15 homeand-away series. The 15 winners, to be determined by total goals in the two games, will join host South Africa at African football’s premier event. One of the marquee match-ups this coming weekend will be in Abidjan, where The Elephants of Ivory Coast will host The Lions of Teranga from Senegal. African football analyst David Legge describes this qualifying series as worthy of a Nations Cup final. The Elephants, Africa’s highest-ranked team, are led by veteran striker Didier Drogba, who recently moved from Chelsea in England’s Premier League to Shanghai Shenhua in the Chinese Super League. Ivory Coast, the 1992 Nations Cup champion, reached the final of this year’s competition, losing (8-7) to underdog Zambia in a dramatic penalty kick shootout in Libreville, Gabon. Senegal, meanwhile, is hoping to bounce back after a very disappointing 2012 Nations Cup campaign. The Senegalese lost all

three of their group matches and left the tournament as perhaps the most embarrassed team. Zambians are very proud of their team, The Chipolopolo, for lift ing the Nations Cup trophy for the fi rst time in Libreville. To get to South Africa and defend their title, the Zambians will have to beat The Cranes of Uganda, who last competed in the Nations Cup tournament in 1978. Football Association of Zambia president Kalusha Bwalya is not looking past the Ugandans, though, and he says they’ll provide a tough test. Th is series will kick off Saturday in Zambia’s Copperbelt city of Ndola, near the border with the Democratic Republic of Congo. The return match is scheduled for midOctober in Uganda. The 2013 Nations Cup tournament will begin January 19th and goes through February 10th. Soccer City stadium in Johannesburg will stage the opening match and the final. Soccer City was also the venue for the 2010 FIFA World Cup fi nal, in which Spain defeated the Netherlands, 1-0, in extra time.
