State-run weather bureau warns residents of flashfloods, landslides THE low pressure area (LPA) east of Southern Philippines was upgraded into an active LPA as it continued to move closer to Mindanao about mid-morning Monday, the state weather bureau said. Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) forecaster Nikos Peñaranda said that as of 10 a.m. Monday, the ALPA was spotted at 870 kilometers east of Mindanao (9.0°N, 135.0°E) and has a chance to develop into a tropical cyclone within 36 hours. Peñaranda said once the LPA turns into a tropical depression, it will be named

“Karen,” the 11th cyclone to enter the country this year. He also said that the ALPA is expected to bring moderate to heavy rains (2.5-10.0 millimeters per hour) and thunderstorms in Mindanao, particularly over Lanao del Norte and the provinces of Agusan, Surigao, Davao and Misamis and may trigger flash floods and landslides. THE Philippine Institute of Volcanology and Seismology (Phivolcs) has recorded 717 aftershocks in Eastern Samar since the provinces were jolted by 7.7 magnitude quake last Aug. 31. Winchelle Sevilla, Phivolcs’ Science Research Specialist, said the aftershocks were tracked from the time the “big one” occurred up to 12 noon Sunday. Sevilla said that two significant aftershocks were again monitored by the agency in Eastern Samar before dawn Sunday. The first aftershock, which measured at magnitude 4.1, was recorded at 12:08 a.m., while the second significant aftershock at magnitude 4.7 was monitored at 2:40 a.m. Both quakes’ epicenter was traced in Guiuan town. Military vows to hunt down ambushers of Zambo tribe chief By AL JACINTO

PAGADIAN City––The Philippine Army has vowed to help police forces in hunting down other assailants tagged as behind the ambush of a tribal chieftain and his son in Zamboanga del Sur province in Mindanao. Maj. Gen. Ricardo Rainier Cruz III, commander of the 1st Infantry Division, said he ordered troops to help the provincial police in tracking down those behind the ambush that killed a 12-year old son, Jordan Manda, of Timuay Luciano Manda. Manda was also wounded in the attack this month that occurred in the town of Bayog. “We will continue to support the police in this investigation in order to apprehend other personalities involved in this heinous crime,” Cruz told the regional newspaper, Mindanao Examiner.

Soldiers from the 53rd Infantr y Battalion and policemen had captured two men implicated in the ambush that also left the tribal leader wounded. The suspects––Coloy Entag, 26, and Marlon Luao, 25––were captured in the village of Conacon, where Manda, a Subanon tribal leader, is also the village chieftain. Manda has positively identified the two men as their alleged attackers. Luao was arrested following a chase in Conacon village while his accomplice had been nabbed in a hideout also in Bayog town. Several weapons were seized by soldiers and policemen from Luao. C r u z s ai d c r i m i n a l charges have been filed against the suspects in the ambush and that authorities are investigating the motive of the attack or who was the mastermind behind it. Cruz commended the

soldiers for assisting the local police in their investigation that led to the arrest of Entag and Luao. Manda was bringing his son to school when six gunmen ambushed them near the village of Conacon. The motive of the attack is still unknown. He also denied published reports which branded him as an antimining advocate. He said he did not release any statement and that nobody inter viewed him either personally, by phone or text message. The Alyansa Tigil Mina, an anti-mining group, in a news statement sent to media, quoted Manda as saying: “In my effort to assert our rights and to protect our people and ancestral domain, my beloved son was sacrificed. It is very painful and I thirst for justice. I vow to continue my struggle in order not to make my son’s death in vain. I need

your support in this most trying time of my life as a father and a leader.” Man d a a l s o d e n i e d making such statement to the group. “While I appreciate the sympathy of some groups about what happened and their condemnation to the assailants, I cannot afford to make this matter as their avenue for expressing their anti-mining advocacy to which I do not subscribe.” “ To s e t t h e re c ord straight, I am not antimining. I am instead anti-illegal mining. I am a government official - a barangay captain of Barangay Conacon, Municipality of Bayog, Zamboanga del Sur - and I swore to uphold the law. We have our laws in mining and other environmental laws. On the other hand, I am calling the attention of those who mine of those who are planning to mine in our ancestral lands without valid or legal documents to stop now.

You only bring trouble in our peaceful community and destruction to our environment,” Manda said in a statement sent to the Mindanao Examiner. Manda called on those who are into illegal mining activities in Bayog, but are not from the town, to stop exploiting the indigenous people leave now.

DIGOS City––The military augmented the police force in Sarangani, an island town of Davao del Sur after the ambush try of Mayor Jerry Cawa late last week. The mayor escaped death. Lt. Col. Lyndon Paniza, Army’s 10th Infantry Division (ID) spokesperson said they sent more troops to the island to intensify the security of the municipality against armed group. Paniza believed the ambushers are just hiding within the vicinity of the town. Reports said unidentified armed men ambushed the service vehicle of the mayor and two security escorts in Sitio Kawacan of Barangay Batuganding while on the way home from Barangay Gomtago, all of said town. The ambush wounded one security escort of the mayor identified as Jeffrey Mandod while Brigido Paglingon, the brother of Cawa’s wife was untouched. ABC president and Camalig barangay captain Viriginia Cawa, also the wife of the ambushed mayor said the motive of

her husband’s slay try could be political and not personal grudge. Recently, the Provincial Police Office of Davao del Sur has strengthened its campaign against loose firearms and private armed groups in the province. In 2010 polls, the Commission on Elections placed the province under its control because of impending threats of violence involving armed groups supporting several politicians. Not long ago, a cache of firearms were recovered by law enforcers in a raid of the house of Mayor Jimmy Joyce of Jose Abad Santos town, which is a nearby of Sarangani. The mayor was arrested but availed temporary freedom after posting P200,000 bail. In another house raid conducted by police operatives also yielded several firearms allegedly owned by former barangay chief of Blocon, Magsaysay town, also in the province. Police nabbed the suspect , Leo Antonio, 56, and now facing charges in court for violation of Republic Act 8294 known as the Illegal Possession of Firearms and Explosives.

BUTUAN City––Three armed men robbed a jewelry store and killed its caretaker as he fought off the suspects on Kaimo Street, Surigao City on Saturday. Killed was Eleazar dela Torre, 43, who was manning the Pariñas Jewelry Store when the robbers entered the establishment at around 8 a.m. Police investigators said the armed men shot dela Torre when he resisted as they announced the robbery. The suspects then took various jewelry items, hopped on a waiting Honda motorcycle and fled. The victim succumbed to multiple gunshot wounds, police said.

PAGADIAN City––The Philippine Army on Sunday has tagged the Abu Sayyaf as behind the latest attack on civilians in the southern province of Basilan. Maj. Gen. Ricardo Rainier Cruz III, commander of the 1st Infantry Division, ordered troops to hunt down Abu Sayyaf rebels responsible in the recent ambush of farm workers in Sumisip town. One person was killed and many others were wounded in the attack. Cruz has identified at least 6 of the assailants as Wims Wakil, Umair Wakil, Abul Wakil, Madie Sahirin, Kursie Sahirin and Cabot Atatul. “The cooperation of the civilian populace with the military and police should continue so that we may prevent future terror attacks

in the province,” Cruz told the Mindanao Examiner. Cruz has been on top of the operation against the Abu Sayyaf and is largely credited for maintaining pace and order, along with the police authorities, in Basilan, one of five provinces under the Muslim autonomous region. Civilians have been providing information about the rebel group and other lawless elements to police and military in Basilan, but they had been also targeted by the Abu Sayyaf. (Mindanao Examiner)

The people of Cagayan de Oro know that politicians obsessed to take control of the affairs of the city government are all behind trump up charges against our City Mayor. We know that these people are capitalizing on all unimaginable accusations against City Mayor Vicente Emano. We are also aware that the accusers are themselves politicians who lost in one too many elections in Cagayan de Oro. Consequently, we consider accusations hurled against Mayor Emano as a plan devised to deceive the people to benefit unscrupulous politicians. We know these craps. After all, why would these ambitious politicians blame Mayor Emano of the tragedy that befell Cagayan de Oro City ten months ago? Typhoon Sendong and the flash flood that destroyed the lives and properties of our ill-fated brothers and sisters were natural calamities. The disastrous flash flood that swept people and houses along Cagayan de Oro River was a freak disaster no one expected in the last 50 years. We could not find any plausible argument that would merit a fair accusation against the City Mayor other than to conclude that the charges are born out of political greed. As Cagayanons and as among the victims of Typhoon Sendong, we witnessed the city government’s tireless efforts to rehabilitate all of us. As widows, orphans and homeless, we thanked City Mayor Vicente Emano and his administration for getting us back on our feet. After the tragedy, the city government did everything to provide us homes, and everything. Today, we say that despite the wounds of the tragedy, we have restored lost pride and sense of dignity. Toward this end, we made an unwritten covenant among ourselves to be with Mayor Vicente Emano at all costs. We will stay and fight beside Mayor Emano, not out of gratitude, but because the Mayor is being tried by calloused politicians and their minions who have not even lift a finger at times when Cagayanons mourn in one of the city’s darkest histories. Classic political indictment THE regional office of the Department of Interior and Local Government (DILG) heard the case fi led against Cagayan de Oro City Mayor Vicente Emano Monday morning. The case stemmed from the tragedy of Typhoon Sendong that struck the city almost ten months ago. A group of politicians masquerading as civil society group fi led the case against ‘Dongkoy’ for alleged negligence and other unimaginable Cris Diaz charges. That ‘Dongkoy’ was the principal culprit that resulted to the death of hundreds of people living along Cagayan de Oro River was the meat of the charges. A killer fl ash flood swept the victims to death in December last year. Had Dongkoy followed the Department of Environment and Natural Resources (DENR) geo-hazard map, the loss of lives and properties would not happen, Dongkoy’s accusers averred. That Dongkoy did not immediately respond when the disaster happened was among the bases for fi ling the case. Not few people frown on the charges. Most people who shared their opinions agreed that the case would not prosper. Will the accusers acquiesce to be charged with negligence because of tragic deaths spawned by natural disaster? Some even described the case as childish. They said that the case was classic politics. Well, those were their opinions. Obviously, the scenario during the hearing at the DILG regional office was a script. Some wore yellow t-shirts with armed band. However, one must not get wrong since those who wore yellow tshirts were actually the same group who fi led the case, an observer said. They said that the yellow t-shirt clearly indicated that the Liberal Party (LP) instigated the case. It is just unfortunate that most people who recently joined the local LP were leaders of Arroyo’s Lakas-Kampi in Misamis Oriental and Cagayan de Oro in the 2010 elections. The issue is this: whether

or not a policeman who will reach the mandatory retirement age of 56 can remain as PNP chief even after reaching that retirement age, considering that the law that created the PNP, Republic Act 6975, and the laws that amended it, all say the PNP chief “shall serve a term of office not to exceed four (4) years…” I remember having filed a petition with the Supreme Court about this matter in 1992, during the time of the late PNP Chief Cezar P. Nazareno, to resolve the issue, but the high court threw out the petition on a technicality. I hope somebody will raise it again this

time because of the peculiarity of 2013: an election is scheduled for that year, and there is a need for a PNP chief who has a full grasp of the peace and order situation in the country and of the police organization as well to be in command. -oooLET BARTOLOME REMAIN AS CHIEF PNP TILL 2013 POLLS: In fact, that is the reason being floated around to justify the early retirement of Bartolome--to give the next PNP chief ample time “be on top of the situation” when the 2013 election goes in full swing. Isn’t the Catholic Church a forgiving church? Otherwise what is the sacrament of confession and penance for? 2. The use of artificial contraception such as condoms is tantamount to abortion. Well, this is debatable. But people are entitled to their own beliefs and this should not be imposed on all, whether they believe in it or not. Neither should people be denied of choices

just because a segment of the population, no matter how powerful or large it is, believe that it to be wrong based on their own set of morals. 3. Sex education will encourage promiscuity and loose morals. The practice of promiscuity, premarital sex, sexual taboos and perversions are happening with or without the RH bill. In fact, even the Catholic Church is not exempt from this as it is, time and again, being rocked by scandals because of allegations of sexual perversions involving RIGHTS/PAGE 9

KORONADAL City - Tacurong City, which is dubbed as the City of Goodwill has achieved yet another milestone for being adjudged as Region 12’s Gawad Pamana ng Lahi 2012 - City Category awardee. Gawad Pamana ng Lahi is an award conferred by the Department of the Interior and Local Government (DILG) to a province, city or municipality for exemplary performance in administrative governance, social governance, economic governance and environmental governance.

The five performance indicators are being assessed, under the Local Governance Performance Management System or LGPMS. The system allows DILG to qualify LGUs’ performance in implementing programs that are appropriate to constituents’ needs. Seventy percent of the Gawad Pamana ng Lahi contenders’ total score is based on the results of LGPMS. Fifteen percent is attributed to the awards and recognitions received, and the other 15% is derived from innovations. During the regional validations on July 10, 2012, Tacurong City presented one of its best innova-

tions, dubbed as 2-Million City Aid to Barangays, where each of the 20 barangays are given P2 million each year on top of their IRA shares. As the regional winner, the City will be Region XII’s entry to the Gawad Pamana ng Lahi National Level, with South Cotabato and Kalamansig, Sultan Kudarat representing the region in the provincial and municipal categories, respectively. Zambo hosts Phl Councilors’ League convention ZAMBOANGA City - Zamboanga City is set to host the third national executive officers and national board meeting of 1,000 officers and members of the Philippine Councilors’ League (PCL). Mayor Celso Lobregat said, the city is also gearing up for two other huge conventions this year, the fourth Integrated Bar of the Philippines - Mindanao Convention and the national conference of the Career Executive Officers Association. “This is part of our effort to promote Zamboanga City by bringing out the good, the positive, the best and the beautiful of Zamboanga,” Mayor Lobregat said. Zamboanga City has been dubbed as the convention center in the region, as it hosts the

most number of conventions of local, national and international scales every year. Aside from the continuing local legislative education program, the PCL officers and members will also get the chance to tour around the city to see the various attraction sites. The PCL National Convention will have national officials as guests of honor from its opening day to the welcome night and closing program. The league is headed by President Alma Moreno-Salic of Parañaque City. MALAYBALAY City – Officials of the Department of Public Works and Highways (DPWH) Region 10 were the guests of the 33rd Regular Session of the 11th Sangguniang Panlalawigan held on August 29, 2012, this city. OIC-Assistant Regional Director (ARD) Efren A. Berba and the three (3) District Engineers of Bukidnon shed light on the updates/developments of road projects as requested by the Sangguniang Panlalawigan of Bukidnon headed by Provincial Vice-Governor Jose Ma. R. Zubiri, Jr. Zubiri who presides the Wednesday regular session was astounded to note of road concreting projects that were completed in the year 2010 which have now so many cracks. “How can you convince me that the roads you construct will stay for 20 years, when longitudinal cracks and splinters are evidently seen”, Zubiri queried. District Engineer Rey Peter Gille of Bukidnon 1st District Engineering Office (DEO) explained that the bulk of heavy loaded trucks plying the Sayre Highway attributed to the precipitated damaged of the newly completed project which the vice governor refused to accept due to its increased thickness on concrete pavements. Asked as to how the projects were bid out and awarded to contractors, OIC-DE Honorato Saldua of Bukidnon 3rd DEO

replied that the projects cost more than Php50.0 million and that is within the ceiling of the Regional Office. ARD Berba who chairs the Bid and Awards Committee (BAC) of the Regional Office clarified that proper procedures in bidding stipulated in Republic Act 9184 is strictly adhered to. Engr. Leonardo Paulican, OIC-District Engineer of Bukidnon 2nd DEO accepted that road projects implemented by the Regional Office have now cracks, however, repairs are now slowly done by the contractor, Ulticon Builders Inc. (UBI). The irate Zubiri challenged the DPWH officials to immediately take actions before he will sought the services of the Office of the Ombudsman to investigate the matter if his request will just be ignored. He expects the repair to be completed at the end of October this year. The 2-hour discussion ended with the commitment of DPWH officials and contractors who implemented the road concreting projects to jointly repair the road with cracks and assured the governor to complete it in its required target month. Normin fruit production up by 5.13% in Q1 of 2012 By RUTCHIE C. AGUHOB

OROQUIETA City, Misamis Occidental––A fruit crop production of 718,195.10 metric tons (MT) was noted in Northern Mindanao, during the first quarter of the year. This volume of production was 5.13 percent higher compared to 683,128.51 MT of the same period last year, Carlito A. Baclayon, Regional Agricultural Statistics Officer, Bureau of Agricultural Statistics (BAS), said. Of these fruit crops, lanzones posted the highest growth of 3,391.85 percent, followed by papaya with 114.19 percent, due to more fruit-bearing trees in Misamis Oriental, during the period. Next was rambutan, 85.83 percent; pineapple, 11.37 percent; watermelon, 7.45 percent; calamansi, 1.32 percent; and banana, 0.69 percent. However, the following fruits posted declines in production: mandarin, - 62.04 percent; mangosteen, -48 percent; durian, -14.81percent; mango, -4.19 percent. Meanwhile, Baclayon

Body to enforce stricter regulatory measures to save depleting tuna stocks GENERAL Santos City––An international fishery body overseeing the tuna fishing areas within the Pacific Ocean is planning to adopt stricter regulatory measures in a bid to resolve the continuing depletion of tuna stocks in the area. Glenn Hurry, executive director of the Western and Central Pacific Fisheries Commission (WCPFC), said they are presently considering implementing some “replacement measures” after the earlier closure of four pockets of the Western and Central Pacific Ocean failed to yield desired in terms of arresting the decline of big eye tuna stocks. He said the planned alternative measures will be high up in the agenda in the scheduled meeting of the WCPFC in Manila in December. The WCPFC was established by the Convention for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, of which the Philippines was a signatory, that came into force in 2004. Hurry said among the steps being considered is the expansion of the ban on tuna fishing using fish aggregating devices (FADs) or payaos. In July, the WCPFC implemented a three-month ban on FAD fishing. The annual ban runs until September. Also being considered is regulating and allocating catches of skipjacks and yellowfin tuna among member countries of WCPFC, he said. WCPFC closed four high seas pockets of the Pacific Ocean to tuna fishing for two years beginning late in 2009 in response to growing alarm over declining tuna catches. Kia Motors posts 7.4% global sales growth in August KIA MOTORS CORPORATION yesterday announced its global sales figures (export sales, domestic sales and sales from overseas plants) for passenger cars, recreational vehicles (RVs) and commercial vehicles for August 2012, recording a total of 212,405 units sold. This figure represents a year-on-year increase of 7.4%. In August, Kia posted strong year-on-year sales increases of 22.8% in North

CAGAYAN de Oro City––A total of P9.81 billion was invested in Northern Mindanao for the second quarter of this year as monitored by the Department of Trade and Industry (DTI). The amount is higher by 138 percent, compared to the P4.12 billion investments poured in the region in the same period last year. Pocket 1 will be opened exclusively only to Philippine catcher vessels with a capacity of no more than 250 tons. Overpopulation is not the problem, it is social inequities. Think about it: Why is it acceptable for the rich to have many children while

for the poor it is frowned upon? If we are to distribute all the food being produced in the world, not on the basis of capacity to pay but based on need, it would be more than enough. Poverty is being caused by oppression and exploitation of the poor majority – who have to make do with a meager income, hunger and scarce resources – by the elite few who have more than enough to last them more than a lifetime. This is the cause of social unrest. Beyond its protestations, what is the Catholic hierarchy offering as an alternative to the bill in terms of providing maternal and child health care especially for the poor women majority? The Catholic hierarchy recognizes that overpopulation is not the cause of poverty, what then is it doing to address poverty and marginalization of the poor majority? Why is it allowing the Aquino government to privatize or corporatize government hospitals and the provision of basic health services? Why is it silent on the worsening state of the government’s health delivery infrastructure and the abandonment of the state’s responsibility to provide basic social services? As for the government, if the bill is passed into law, what would it do beyond promoting artificial birth control methods? What is it doing for maternal and child health care? Will it be willing to fund the maternal and child care services provided for in the proposed bill? Will it be willing to reverse its direction of corporatizing government hospitals and privatizing the delivery of health care services? Gabriela is right in saying that the Reproductive Health Bill should not be simplistically reduced to a population control program. It should provide women, especially the poor majority, with access to maternal and child health care services. It should promote their right to take control over their lives. And it should provide them with the

awareness and the knowledge to make informed choices. Only then would the Reproductive Health Bill promote women’s rights and benefit those whose lives are the most affected by the lack in reproductive health care services, in the first place. It is ironic that those who have no stake in the absence of maternal and child health care services have the strong voices in the whole debate over the reproductive health bill. Serena Williams wins women’s singles at US Open AMERICAN Serena Williams won the last four games to beat top ranked Victoria Azarenka of Belarus 6-2, 2-6 and 7-5 to take her fourth U.S. Open title and 15th Grand Slam title overall here on Sunday. Serena had a 9-1 record against Azarenka prior to the final and she hadn’t dropped a set in the tournament, losing only 19 games through six matches before Sunday. “Serena deserves the win. She showed how true of a champion she is,” said Azarenka, “I definitely gave it all today. I will have no regrets.” However, Azarenka hadn’t dropped a three-set match all season until Sunday, going 12-0 in matches that went the distance, including victories over defending

And Azarenka was even two points away from the championship victory at 30-30 with Williams serving, but couldn’t convert. On October 13, two of today’s top Asian pugilists will square off at The Home Depot Center in Carson, California. The General Santos City-born Donaire and Nishioka, who hails from Tokyo, Japan are two of the best 122-pound boxers in the world. Both are accomplished boxers in their own right. Both are champions of the super bantamweight division and both know one another’s caliber. “There is really not much to say on what Nishioka has done in this division. He’s been number one in this division. But again,

may the best man win in this fight,” Donaire said in a recent press conference at the Millennium Biltmore Hotel in downtown L.A. Veteran Nishioka is one of the top two boxers in Japan. He has 39 wins (24 KOs) against 4 losses and 3 draws. He has not lost in eight years, his last defeat in 2004 to a Thai. “I have been winning in the super bantamweight (division) for a long time now. So has Donaire,” Nishioka said through a translator in the one and only press conference for their fight. The 29-year-old Donaire, who resides in Las Vegas, Nevada, won his first super bantamweight crown (WBO) in his first try in the 122-pound class last February in San Antonio, Texas.

He added the IBF belt by beating former South African champ Jeffrey Mathebula last July at the same arena where he will fight Nishioka. Meanwhile, 36-year-old Nishioka has campaigned at the 122-pound weight division for much of his career. He has won the WBC version of the belt in 2008 and has defended it successfully since then. He was elevated to an Emeritus Champion by the WBC this year for this accomplishment. Both Donaire and Nishioka foresee a great battle when they both face each other in the fall. Nishioka expressed the same sentiment. Speed versus speed, power versus power. Fall cannot come soon enough.
