Group exposes industry that kills water bodies By JANICE CAVE of the Philippine News Agency

ENVIRONMENT ACTIVISTS have exposed industry polluters that “kill” water bodies such as Laguna Lake near the national capital. Greenpeace activists Thursday labelled the fence of TNC Chemicals Philippines with the words “water polluter” after they identified hazardous chemicals from a sampling they got in Laguna Lake. Beau Baconguis, Toxics Campaigner for Greenpeace Southeast Asia, said laboratory results confirm the presence of chromium, nickel, and copper above levels for normal, uncontaminated surface waters. She said: “What the results show is that there are far too many chemicals that find their way into our water without our knowledge. “Worse, these chemicals such as the ones we found in the samples from TNC discharge pipes, are not

routinely tested by government.” Baconguis said their group calls on TNC Chemicals Philippines and other industries to stop dumping toxic chemicals into water bodies and disclose chemicals they use in their production facilities. In an interview, Baconguis said they have been calling for the Dept. of Environment and Natural Resources to expand the chemicals list to include substances that have been proven to be toxic. They also wanted the department to phase out these hazardous chemicals and establish a pollution disclosure system. For the Sendong-hot areas in the city, they held a clean-up drive, mineral water distribution and giving of relief goods. The celebration started with an elegant opening night at the Golden Stallion Hotel. A fun run of 3 kilometers on the first day was participated by more than 100 councilors. ZAMBOANGA City––At least 3 people were killed and six others wounded in an attack by Abu Sayyaf gunmen in the troubled province of Basilan, officials said Saturday. Officials said among those killed and wounded were government militias and workers of a rubber farm cooperative in Sumisip town. Initial army reports identified some of the attackers as Ahmad Aliman, Umair Wakil, Akbar Tampuri and Madi Umangkat. Capt. Albert Caber, a spokesman for the 1st Infantry Division, said the gunmen opened fire on the victims who were heading home on their motorcycle in

the village of Sapah Bulak. Caber, who quoted a report from Col. Carlito Glavez, Jr., commander of the 104th Infantry Brigade in Basilan, said the victims just attended a forum with nongovernmental organizations, religious leaders and representatives of the Cooperative Development Authority. BUTUAN City––The city council here approved Mayor Ferdinand Amante, Jr.’s P23 million Intelligence Fund in its regular session last week. With a 7-3 vote, the local legislative body passed the measure refiled by Councilor Angelo Calo after its original author, Councilor Ryan Culima, withdrew saying that the amount was “too big” and will be used for political purposes. Culima’s withdrawal caused a “stir” in the local Liberal Party and interpreted as a challenge to Amante’s influence in the city council. The ensuing controversy became more pronounced as Councilor Erwin Dano, an Amante ally, opposed the measure. Dano said he had been against the Intelligence Fund and “am surprisingly pleased that I am not alone in opposing it.” Aside from Calo, those who voted for the measure were Councilors Ramon Carampatana, Virgilio Nery, Jr., Jaime Cembrano, Jr., Josephine Marticion-Salise, Rauzil Carampatana and Nestor Amora. Councilors Randolph Plaza and Raul

Councilor Ramon Carampatana said “aside from the campaign against illegal logging and illegal mining, the city administration has shown that several projects can be initiated and accomplished with available funds. Boat capsizes off Tawi-Tawi ZAMBOANGA City––A wooden boat capsized off the Tawi-Tawi and Filipino authorities on Thursday said as many as 7 people had drowned and that 5 passengers are unaccounted for. It said huge waves and string winds battered the boat before the vessel overturned in the middle of the sea. At least 15 people had been rescued by fishermen nearby, but efforts were continuing to find those that are missing or probably dead. The boat was heading to the capital town of Bongao when the tragedy struck on Tuesday. It was not immediately known whether women or children are among the dead and missing. Cops nab 2 for illegal fishing

Dingy alert still up in ZamboPen ZAMBOANGA City––The city health office (CHO) has called on the people to remain alert against the spread of dengue which continue to rise following its outbreak in Zamboanga since May. Mayor Celso Lobregat and City Health Officer Dr. Rodelyn Agbulos declared a dengue outbreak or epidemic status last May when the number of cases reached 468 for that month. The threshold level for an epidemic for that month was supposed to be only 276 cases. Dr. Dulce Dagalea of the CHO’s City Epidemiolog y and Sur veillance Unit said the number of dengue cases has reached 2,630 cases with 26 deaths since January this year. The latest death was a child in Recodo barangay last August 29. Dr. Dagalea said stagnant waters brought by con-

tinued intermittent rains in Zamboanga since early this month provided breeding grounds for dengue carrying mosquitoes. Dagalea said the number of dengue cases peaked last May, after a rising number of cases; 194 cases in January; 160 cases in February; 234 cases in March and 247 cases in April. These four months were rated at an “alert” status. Dr. Dagalea said the massive cleanup campaign resulted to a drop in the number of cases from 468 cases in May to 487 cases in June, 399 cases in July, 327 cases in August and 134 cases for the first two weeks of September. The city health officer, Dr. Agbulos said that he could not lift the dengue epidemic status in Zamboanga since there is still a stream of patients going to hospitals and the city health office for treatment

of the disease. The Philippine Red Cross (PRC) chapter in Zamboanga continues with its campaign for blood donations to keep up its stock of blood plasma needed by dengue patients. Among those barangays where dengue fever is prevalent and deaths occurred were Manicahan Aplaya, Putik, Maasin, Recodo, San Roque, Sta. Maria, Tugbungan, Tumaga, Mampang and Latap. About dengue D e ng u e fe ve r, a l s o known as breakbone fever, is an infectious tropical disease caused by the dengue virus. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. In a small proportion of cases the disease develops into the life-threatening dengue hemorrhagic fever, resulting in bleeding, low

In turn, Enrile disclosed Trillanes’ trips to China, allegedly as a special envoy to China on the issue of the Scarborough Shoal. Conflict of interest NOW THAT CONG. PETER UNABIA is certain of running for Congress in Misamis Oriental’s first district, who could be running at the second district? Incumbent Cong. Bambi Emano, 2nd District, Misamis Oriental, is running for governor in the province. Emano is dead set of leaving his last unfinished term in the second district. With a vacant post and without a strong contender, the congressional post in the province 2nd district is open to Cris Diaz anyone interested. Earlier, the name of Juliet Uy, now serving her last term as town mayor of Villanueva, popped up. Uy’s husband, former provincial vice Governor Julio Uy, is running for Villanueva’s top post. Twice Julio tried his luck in Congress. In both instances, Julio was a loser. Perhaps, with the wife Juliet running for Congress, things would be different. However, will Juliet survive? Juliet is facing an enigma. The problem is not money but the choice of political party. Initially, there were rumors that Juliet would be comfortable as Padayon Pilipino bet in Misamis Oriental’s second district. However, Juliet failed to get Padayon’s endorsement for obvious reasons. First, the Padayon Pilipino has already readied a line-up for the mayoral post in the municipal town of Villanueva. It would be awkward for Padayon to field Juliet as official congressional candidate while her husband Julio would slug it out with a Padayon bet in Villanueva. People close to Padayon said that had the couple Juliet and Julio negotiated earlier, things would have been different. Given the scenario, Juliet would have no choice but to join either with the Liberal Party or with the United Nationalist Alliance (UNA). Joining the Liberal Party is also another headache for Juliet in the province’s second district. Former Cong. Jun Baculio is the head of the Liberal Party in the second district. Lately, reports had it that Baculio also asked Padayon’s possible support. Certainly, Baculio is currently facing some questions on conflict of interest. Baculio knows that running under Liberal Party with Padayon as his endorser is out of context. How could Baculio run under the Liberal Party ticket while getting an endorsement from a group coming from the other side of the fence? Whether Baculio and Juliet Uy will clash with each other in the fight for the congressional seat is a question everybody is keenly watching. Is K to 12 a solution to poor employment rates and basic competencies of our graduates or an add up complication to the student’s interest and parents’ pockets? Philippines is the only remaining country in Asia with a ten-year basic education cycle, one of the grass roots for the birth of the K to 12 program. And because of the congested curriculum offered in elementary and high school, this may lead to insufficient competencies acquired by the students per see the teacher-student ratio. As experts say, when

one will finish senior high school at the age of 18, then he or she will be more emotionally and socially aware to enter college. On the other hand, others say that the interest of the students to pursue and finish college will be lessened as they will spend 12 years basic education and that it will be a burden to the parents in sending their children to school. However, the government is in its head start to “globally competitive objective” for the Filipino students. Let’s just see where K to 12 program will take our graduates to; anyway, years from now, statistics will speak.

Coal Asia to buy stake in VenturOil COAL ASIA HOLDINGS INC., holder of the country’s second largest coal reserves, recently struck a deal to purchase a stake in VenturOil, a company that expects to start producing up to 11,440 bbl of oil per day by 2013 which translates to a gross cash flows of over US$315 million. Coal Asia’s entry into the very lucrative oil and gas business will be done through its affiliate Colossal Petroleum Corp. Coal Asia is eyeing to acquire a stake in VenturOil’s Service Contract 6 for both Cadlao and Bonita oil fields where VenturOil holds a 20% undivided interest and 12.88% interest respectively. An independent valuation of Venturoil’s Service Contract 6 has placed the value at between US$96m – US$190m. The deal will be subject to the approval of the DOE and the parties will have 90 days from the signing of an MOA to work out the salient terms of the buy-in. (Dolefil) have been assured of jobs following the company’s sale to Japanese trading giant Itochu Corp., a labor leader said on Thursday. Francis Gales, president of the Labor Employees Association of Dolefil-Polomolok Hourlies (LEADPH), said the employees were formally informed of the deal in a special meeting called by the management Wednesday afternoon. Simon Denye, Dolefil managing director, addressed two batches of company employees at the firm’s gymnasium. “It’s business as usual for the company despite the [looming] change in ownership. For now, we have been assured that

Dolefil also produces banana and papaya in another 13,000 ha of leased lands in South Cotabato and other parts of Mindanao through its Stanfilco

division. In 2006, Dolefil acquired the bankrupt T’boli Agro Industrial Development, Inc., which has a pineapple cannery in Surallah, South Cotabato and a contracted pineapple plantation area estimated to be at least at 2,000 ha in Surallah and nearby T’boli town. Gales said that Dolefil would create a team, including those from the finance and marketing divisions, to work out the transition scheme with Itochu, Japan’s third largest trading company. In a Sept. 17 statement, Dole, chaired by David Murdock, announced that it has signed a definitive agreement with Itochu for the sale of Dole’s worldwide packaged foods and Asia fresh produce businesses for US$ 1.685 billion in cash.

Officials said Jampong LinYuankai, 38, was rescued in the village called Calabasa this week. Kidnappers last month freed his compatriot Jian Luo, 48, in Zamboanga City in exchange for P5 million ransom. The kidnappers originally demanded $5 million for their safe release. The two men are natives of Guangdong province and are engaged in buying and selling of manganese and other minerals. They were kidnapped from their apartment in Kabasalan town in Zamboanga Sibugay province where the foreigners had been operating since last year. The details of the daring rescue operations carried by elite members of the police and military were not immediately known, but security forces clashed with the group of a notorious militant leader Khair Mundos, who has links with al-Qaeda terror network. It was unknown whether Mundos was among those killed in the clash or not, but one report identified some of the kidnappers as Ajijul Temeng, Tago Pingli and Termije. The fighting last about 15 minutes and there were no reports of casualties on either the police or military side. Mundos is wanted both by the Philippine and US authorities for his role in the transfer of alQaeda funds to the Abu Sayyaf which had been used to carry out terror attacks in Mindanao and other parts of the country. According to the US Rewards for Justice Program, Mundos is a key leader and financier of the Abu Sayyaf. He was arrested in May 2004 and confessed to having arranged the transfer of funds from al-Qaeda to Abu Sayyaf chieftain Khadafy Janjalani. But in February 2007, Mundos escaped from the Kidapawan Provincial

Jail in North Cotabato province. “Because of his leadership position in the Abu Sayyaf Group, whose terrorist attacks have resulted in the deaths of US and Filipino citizens, US authorities consider Mundos to be a threat to US and Filipino citizens and interests,” the Rewards for Justice said on its website about Mundos and Washington offered up to $500,000 reward for his capture. The Rewards for Justice Program continues to be one of the most valuable US Government assets in the fight against international terrorism. Since the inception of the program in 1984, the US government paid more than $100 million to over 70 people who provided “actionable” information that put terrorists behind bars or prevented acts of international terrorism worldwide. It said the program played a significant role in the arrest of international terrorist Ramzi Yousef, who was convicted in the 1993 bombing of the World Trade Center. Philippine authorities also linked Yousef to the Abu Sayyaf. Phoenix Petroleum plants trees to save Davao’s Watershed PHOENIX PETROLEUM PHILIPPINES, INC. planted 1,000 hard wood seedlings during the Phoenix Kadayawan Run Tree Planting activity held on September 15, 2012 at the Malagos Watershed, Calinan, Davao City. The tree-planting activity is part of the Kadayawan Phoenix ‘I Recycle’ Run held last August 12, 2012, where the company promised to plant one tree for every registered runner. With 3,000 runners who participated, 3,000 trees were pledged to be planted at the Talomo-Lipadas watershed. A total of 210 volunteers from Phoenix Petroleum, Davao Doctors Hospital, Southpoint School, Davao City Water District, Philippine Coast Guard Auxiliary, Holy

Cross of Davao College, Scoop, and TV5 helped plant Narra and Acacia seedlings. Additional 2,000 seedlings were donated by Maynilad, making the total number of trees to be planted reach 5,000. The rest of the seedlings will be planted through Phoenix Petroleum’s project partner Davao City Water District at the company’s 5-hectare adopted site in Talomo-Lipadas Watershed.
