It is forecast to move north northwest at 7 kph. ‘Typhoon Lawin’ to bring heavy rains in Mindanao TYPHOON “LAWIN” (JELAWAT) has intensified further while moving northward as it continues to enhance the southwest monsoon, bringing heavy rains in the Visayas and Mindanao. Weather Forecaster Rene Paciente said Lawin has a small chance to make a landfall and if it does, it will affect Northern Cagayan. Paciente said that as of 11 a.m. Monday, the eye of Typhoon Lawin was located based on satellite and surface data at 410 km East of Virac, Catanduanes (14.0°N, 128.3°E) packed with maximum sustained winds of 185 kph near the center and gustiness of up to 220 kph. CAGAYAN de Oro City––The National Economic Development Authority (NEDA) has recommended the full privatization of the Agus HydroElectric Power Plants (HEPPs) to address the power crisis in Mindanao, it was learned yesterday. The recommendation was just one of the nine issues and concerns on the Mindanao power situation that were submitted to President Benigno

Simeon C. Aquino III by NEDA, according to Ozamiz City Mayor Nova Princess E. Parojinog-Echavez, chair of the Infracom of the Regional Development Council-X (RDC-10). “The NEDA board has recommended for [the] full privatization [of the Agus HEPPs] to be done on a per power plant basis or split into three subcomplexes to address the concern on having dominant players,” said Engr. Jaime H. Pacampara, chief economic development specialist of NEDA-10 and Infracom coordinator

of RDC-10. The issue of privatization of the Agus-Pulangi power complexes, located in Lanao del Sur and Bukidnon provinces, is a very contentious and divisive issue that came to the fore during the power crisis in Mindanao in 2009-2010. The Agus Hydropower plant in Lanao del Sur has a total power generating capacity of 700 megaWatts while the Bukidnon-based Pulangi hydropower plant has a generating PLANTS | page 9

to 20 mm per hour, which is classified as “heavy to intense.” Meanwhile, the Philippine Coast Guard (PCG) in Bicol has allowed vessels bound to Visayas to sail from the Port of Matnog in Sorsogon where 2,000 passengers where stranded following the onset of typhoon Lawin during the weekend. The Coast Guard lifted the “no sailing” at around 5 a.m. Monday when Public Storm Warning Signal one in the Samar provinces was lifted to normal, Bernardo Alejandro Office of Civil Defense (OCD) regional director said on Monday.
