CHR condemns Davao bombing By Ben D. Arche

AVAO City – The Commission of Human Rights (CHR) in Region 11 has denounced the bombing incident which wounded at least 41 people from a crowd watching a circus in Barangay Fatima, Paquibato District this city Saturday night.
CHR 11 director Atty. Alberto Sipaco described it “a disturbing incident.” “That barbaric and dastardly act is negative to the peace and gravely violated
the human rights of people and therefore it must be condemned in the strongest terms possible. The CHR seriously and strongly condemns this uncivilized act,” he said. Sipaco urged the people in the barangay to help in identifying the perpetrators and report to the authorities. About five injured persons were critical when brought to the hospital. Sipaco vowed to investigate the incident. Col. Lysander Suerte, commander of the Army’s 1003rd Infantry Brigade, assured that the soldiers will provide full support to the police and other law enforcing agencies in the CHR/PAGE 9

DIGOS City – The Davao del Sur Provincial Health Office has been alarmed by the reported 25 persons infected by the dreaded human immunodeficiency
syndrome (HIV)-acquired immunodeficiency virus (HIV) from the province. At least seven of the total victims are women and the rest are men, a reliable source said adding that one victim died last August this

Molde AGUSAN del Norte - The provincial government has formulated its Provincial Disaster Risk Reduction Management Council (PDRRMC) - Operation Center (OpCen) Protocol. The OpCen Protocol will serve as a guide in the conduct of effective and efficient response operation during
emergencies and other catastrophes. To be observed are verification and alert protocol; protocol and issuance of code alert; and activation of memorandum and response protocol. Aside from the protocol, the PDRRMC has also formulated a color coding scheme to help the council in the identifying various types of

Tribal Allumad urges gov’t to support counter prooductive policy on logging By Mike Imbo Butuan City-The Allumad group of Mindanao urged the government to support counter Productive Policy with regards to the changes in government’s logging policy which has greatly affected Caraga Region’s biggest wood processing plant who recently announced it will temporarily shut down its operations. In a recent report, there are displaced workers in both short and long term plan they need alternative livelihood. A memorandum of understanding (MOU) was signed between the local government unit of Butuan and different line agencies that provide livelihood and other forms of assistance to the families of displaced workers in the
wood industry. The Alyansa Lumad Mindanao (ALLUMAD) chaired by Julius Mabandos also known as Datu Mamakow Makapandong, represents 31 tribal group from Mindanao area. According to Mabandos the line agencies include the Department of Environment and Natural Resources, Department of Labor and Employment, Department of Social Welfare and Development, Department of Trade and Industry, Department of the Interior and Local Government, Technical Education and Skills Development Authority (Tesda), and National Anti-Poverty Commission should take coordination to the said counter productive policy program that benefits the affected workers.
Butuan City Mayor Ferdinand M. Amante Jr also initiated alternative livelihood program dubbed as “Oplan Logging: Likas, Lunas, Lakas” following the intensified implementation of Executive Order 23. In his message, Amante said that the MOU was a product of a series of consultation meetings with regional directors of the concerned agencies. He also revealed that Budget Secretary Butch Abad has committed to fund the scholarship of 2,000 students from the affected families. Allumad also made their strong supports to the government alternative program. The consultation made by the tribal leaders and of affected families seek their sentiments and concerned.

Flyover to rise soon in Iligan Iligan City - The city is in the process of accomplishing the five requisites being asked by Mega Bridges for Urban and Rural Development Project (MBURDP) for the construction of the first flyover in the city. DSWD grants Emano request for addit’l funds to purchase lot for the poor CAGAYAN DE ORO - The city government will be acquiring more lots for the landless and homeless poor of Cagayan de Oro. The Power learned that DSWD-10 Regional Director Araceli F. Solamillo informed Mayor Emano that Social Welfare Secretary Dinky Soliman has approved the mayor’s request for funds for the purchase of lots, where permanent houses will be constructed for them. The DSWD has agreed to provide P10-million for the project. The move comes as the mayor and members of the 16th City Council headed by Vice Mayor Caesar Ian E. Acenas continue to look into the housing needs of Typhoon Sendong survivors and the city’s homeless poor. Attempt to topple down power lines blamed on extort bandits CAMP SIONGCO, Maguindanao -- The military has blamed an organized extortion group for the attempt to topple down a major power transmission line in Maguindanao, Thursday, an Army spokesperson here said. Colonel Prudencio Asto, of the amry’s 6th Infantry Division, said para military troops were also deployed to secure power transmission tower of the National Grid Corporation of the Philippines following last Thursday’s attempt. “It was a form of sabo-
tage, the group was extorting money from the power firm,” he said in a statement. Asto said the blast happened at the NGCP tower No. 20, about 30 meters from the national highway in Barangay Layog, Pagalungan, Maguindanao. Army investigators said two improvised explosive devices fashioned from 60 mm mortars exploded at the foot of the steel tower at about 9 p.m. But the blast did not topple the tower. Another IED was found and defused
by Army bomb experts. While the military is looking at extortion gangs to be behind the attempt, it is also considering the Bangsamoro Islamic Freedom Movement as among the suspects. The BIFF, led by Ustadz Ameril Umra Kato, a breakaway of the Moro Islamic Liberation Front, launched simultaneous attacks against military forces in Maguindanao last month that left at least 30 people dead and 45,000 civilians displaced.
Zambo hires 54 new public school mentors ZAMBOANGA CITY –Fifty-four new teachers have been hired by the Local School Board effective Sept. 1 in line with the city government’s massive and constant assistance and support to the education sector. Mayor Celso Lobregat personally administered on Saturday morning the oath of office of the newly-hired teachers, as he urged them

to treasure the trust and confidence bestowed on them by the city government through dedicated and committed service to Zamboangueño children. Lobregat said the 54 newly-hired teachers, having been chosen among the more than a hundred applicants, should be model government employees by putting into practice the oath they swore to comply.
Of those newly-hired, 24 are elementary school teachers while the rest are secondary school teachers. Department of Education Secretary Armin Luistro, through Lobregat’s request, has granted additional 50 teacher slots for Zamboanga City to reciprocate the city’s all-out support to DepEd through school buildings and other education-related programs.

NOTHING BUT THE TRUTH The people of Cagayan de Oro were ecstatic of the success of the annual commemoration of the Feast of the city’s Patron Saint Augustine last week. The festive and successful holding of various events in cooperation with the city’s 80 urban and rural barangays were memorable. It was a manifestation that the Cagayanons are one in supporting the incumbent administration. It was a united expression of gratitude toward the city government’s resolve to lift the devastated spirit of the people from the misery spawned by Typhoon Sendong. Without the city government’s commitment to heal the wounds in the hearts and minds of those who grieved after Sendong, this year’s fiesta celebration would have been different. We, Cagayanons, are blissful that our incumbent City Mayor Vicente Emano rolled his sleeve up so that the victims of the disastrous Sendong, eight months ago, could regain lost hopes. Indeed, the city government’s battle cry: ‘Move Forward’ represents the Cagayanons’ determination to reclaim Cagayan de Oro’s niche as the fastest growing city in this part of the country. It was obvious then that the successful and peaceful celebration of the Feast of Patron St. Augustine indicated that Cagayanons were, once again, back on their feet. Cagayanons know that unity and working together are factors that would make Cagayan de Oro succeed in all endeavors. No ordeals are insurmountable in a city where people cooperate and trust the probity of elective public officials. Moreno’s biggest surprise lies ahead THE Local Commission on Elections (Comelec) has granted Gov. Oscar Moreno’s petition to reside in Cagayan de Oro City while serving as provincial governor of Misamis Oriental. That is not an issue. The people in Cagayan de Oro know that Moreno has the right to do so. Living and residing anywhere are constitutional rights guaranteed in a democratic country. For the moment, there is also no Cris Diaz question if Moreno continues to serve as provincial governor of Misamis Oriental while residing in Cagayan de Oro City. However, once Moreno seeks the mayoralty post in Cagayan de Oro by officially filing his certificate of candidacy without giving up his gubernatorial post, the situation might change. Such action could become a question of law. The argument would definitely focus on the legality of Moreno’s non-resignation as governor. This question is entertained in advance since most quarter believed that Moreno would not resign as provincial governor even if he files COC for mayor in Cagayan de Oro. If that happens, many consider that Moreno would face legitimate protests with the Comelec. Some are even anticipating that not one but hundreds of city residents will troop to Comelec to lodge the protest action against Moreno. If it takes place, Moreno would be in for the biggest surprise of his life. This scenario follows insinuations that Moreno would not give up the gubernatorial post until elections day next year. Moreno might employ the same argument that he could not be compelled to vacate his post in the province because the provincial Capitol is located in Cagayan de Oro City. Novice lawyers might accept such flimsy argument. Truth is, the provincial Capitol building and its immediate vicinity do not belong to Cagayan de Oro City. All buildings surrounding the provincial capitol building within eight-hectare lot bounded by the streets of Corrales, C.M. Recto, Velez, and Gen. Luna belong to the province of Misamis Oriental. If one could get records of government offices with buildings in this area - not owned by the provincial government - one would find out that these government offices, mostly national offices, are renting with
Corporate Social Irresponsibility on the Plastic ban The social disconnect of several business groups has again been highlighted with their narrow minded opposition to the ban on the use of plastic bags. In a full page ad published recently in a national daily these groups claim the ban is inconvenient for customers and increases costs for businesses. For the record, the groups that sponsored the advertisement are the Philippine Chamber of Commerce and Industry, the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc., the Federation of Philippine Industries, Inc., the Philippine Exporters Confederation, Inc. (PhilExport), the Employers’ Confederation of the Philippines, the Pollution Control Association of the Philippines, Samahan ng Pilipinas sa Industriyang Kimika, the Association of Petrochemical Manufacturers of the Philippines, the Packaging Institute of the Philippines, the Polystyrene Packaging Council of the Philippines, the Philippine Plastics Industry Association, Metro Plastics Recycling Industries, Inc., the Philippine Association

Rather, the ad focused on expounding how the plastic ban leads to more paper use with more trees cut, higher water and power use. That’s assuming paper bags are to be used in place of plastic. Even before the advent of mega malls, there was the bayong so what’s the whining all about? In an interview with BusinessWorld, PhilExport President Sergio R. Ortiz-Luis said the LGU ban is not the proper solution because it’s more expensive and inconvenient (for whom?) to create paper. He alleged government should not “pass the burden to the people.” Hello? Just because we bring our bayongs to the mall doesn’t mean it’s a burden to us. It is in fact our small contribution to curb global warming and the floods aggravated by plastic trash clogging the drainage canals
and esteros. We certainly don’t mind bringing our bayongs whenever we shop. We hope this guy took a look at the mountains of trash collected from Manila Bay during the recent floods in the capital spawned by the habagat. Ortiz-Luis then betrays his real agenda when he said the bans “harm the plastics industry which we are trying to grow because it seems as if we are not going to be using the products they produce.” Since when were plastic bags the only source of revenue for plastics industries? We are intrigued about how the ad seems to focus on the paper bag being the only alternative to the plastic bag. In fact, it even cites studies which claim that paper bags, in fact, cost more to the environment to make and use than plastic bags in terms of raw materials, water, energy, carbon emissions, and trash volume. They also warn up to 200,000 workers stand to lose their jobs with the implementation of the plastics ban. So what about the bayong ha big shot corporate spin doctors? If the LGUs and DTI can get together, they
can mobilize the countryside to produce more bayongs for consumers, so the profits from their manufacture go the small, home-based family run cottage industries in the rural areas and not again line the pockets of the traders and big time plastic bag manufacturers. We believe those 200,000 workers who allegedly stand to lose their jobs would be better off going back to the provinces and producing bayongs in their own households which would give them higher income and spark development in the countryside. Military authorities clears Ma’guindanao highway, discourages night travel CAMP SIONGCO, Maguindanao-- Military authorities in Maguindanao had assured that some portions of the Cotabato-Gen. Santos highway are now safe after the renegade Moro rebels disintegrated and realized the wrong they have done. Colonel Prudencio Asto, speaking for the 6th Infantry Division, said the Bangsamoro Islamic Freedom Fighters have disintegrated and the military let the main rebel movement, the Moro Islamic Liberation Front, to settle the issue in the face of the existing GRPH-MILF ceasefire accord. However, Asto said the Philippine government is pursuing the case against ailing BIFF leader Ustadz Ameril Umra Kato for committing multiple murders, frustrated multiple murders following the August 5 offensive it launched against the military and civilians in five Maguindanao towns. “Our highways are well secured and the military and the police are in control of the situation,” Asto told reporters. He, however, was quick to add that commuters are still discouraged to commute or travel at night time. At least 50,000 individuals have been displaced by the BIFF atrocities which were carried out in the middle of the month-long celebration of fasting among Muslim faithful. Von Al Haq, speaking for the MILF’s military arm, the Bangsamoro Islamic Armed Forces, said the MILF leadership has clamped down the BIFF. The Bangsamoro Islamic Freedom Movement and its military arm, the BIFF, used to be members of the MILF operating in Central Maguindanao. Usdtadz Kato, its leader, was dropped from the MILF roster along with his men in the MILF’s 105th base command, for insubordination and disobedience following the atrocities it committed in 2008. Following the botched signing of the proposed Memorandum of Agreement on Ancestral Domain in August 2008, the BIFF, then members of the MILF, attacked border villages in Maguindanao and North Cotabato.

Flood sweeps 8 houses in Zambo ZAMBOANGA CITY-- The City Social Welfare and Development Office has reported the destruction of at least eight houses along the riverbanks of Curuan River, some 50 kilometers east of the city proper Saturday afternoon. Aside from the six houses that were swept away and two other destroyed by rapidly rising waters of Curuan River, City Social Welfare and Development
Officer Francisco Barredo City said 194 families with a total of 776 dependents were affected by the sudden rise in the water in various sitios in Curuan District and the neighboring barrio of Quiniput. Mayor Celso Lobregat and some councilors rushed to Curuan to personally look into the situation as well as to supervise the rescue and relief operations. There is no typhoon in

The water that rose waist deep in some parts, particularly at the Curuan center—said to be the hardest hit area— quickly receded that prevented mass evacuations. Hunt for missing ‘croc’ in NorCot resumes KIDAPAWAN CITY - Rescue volunteers and crocodile hunters from North Cotabato have intensified their search of the missing crocodile after residents from a remote village in M’lang, North Cotabato reported to them on Friday the presence of the reptile. Psalmer Bernalte, head of the Kidapawan City Emer-
gency Response Unit (Kidceru), started their search on Saturday night. “We’re waiting for the crocodile to come out from the river. The reptile would usually surface at night,” said Bernalte. The search started after residents of Barangay Magallon, near Saguing River in M’lang town, reported

The eight-foot crocodile escaped from its pen at the mini-zoo in Landmark, one of the public resorts in Kidapawan City, on July 14. The reptile destroyed the cyclone wire and fled to the Saguing River, one of the longest and biggest rivers in North Cotabato. Earlier, Dr. Cayetano Pomares, head of the Philippine Crocodile Rescue and Breeding Center, said experts should capture the crocodile in order to protect it. Pomares said that crocodiles do not attack men not unless they are harmed. As nocturnal, he explained, these animals need a temperature of 88-90 degrees Fahrenheit.

Recently, an assessment was conducted for the Gulayan sa Paaralan Project wherein it was attended by focal persons from the different school divisions and local government units in the region and representatives from the Department
of Health-National Nutrition Council, Department of Social Welfare and Development and DAAgricultural Training Institute. The gathering look into conducting monitoring activities and encourage the focal persons to initiate a
school garden contest to entice beneficiaries to properly implement the project thereby reaching a hundred percent implementation for both 2011 and 2012 beneficiaries. The activity also provided a venue for the participants in sharing their best practices in the implementation of the project. As of writing, 546 elementary and 134 secondar y scho ols among the 2011 ben-
eficiaries throughout the region has already implemented the project. The number of established school gardens is expected to rise as DA has recently started conducting trainings and providing garden tools and open pollinated vegetable seeds for its 2012 target beneficiaries. Felix urges CSOs to ‘influence’ incoming administration CAGAYAN DE ORO CITY— Outgoing 4th Infantry “Diamond” Division commander Major General Victor Felix urged civil society organizations (CSOs) in the city and Province of Misamis Oriental to exert its influence to the next administration to work for peace and development like he did. Felix said that the Philippine Army’s work and principles have already been etched in stone so “we expect some continuity there.” “May be there will be changes in some focus areas,” he said, adding: “Generally, the principle is written in our Internal Security Plan so there will be continuity. What we are worried is our counterpart in the LGU. So it is incumbent upon the CSOs to influence the incoming administration.” Felix is set to retire from the military after 33 years of service on September 8, his 58th birthday. He will turn over command of the 4th ID in Camp Edilberto Evangelista in Barangay Patag in a ceremony today (September 4) to be presided by Lt. Gen. Emmanuel Bautista, commanding general of the Philippine Army. “It is about time to hang my
uniform. Through the years, your Army and your Armed Forces have matured. We have understand the situation, the local security situation. We understand it needs political, social and economic intervention. And your Armed Forces cannot do that. It has to be done by your political leaders, civil society organizations and other organizations working in cooperation. Your Armed Forces is only a part of the solution. It can only go after the armed component. The rest is up to the LGUs and CSOs,” he said during the testimonial dinner tendered for him by the administration of outgoing Governor Oscar Moreno and the Balay Mindanaw Group of NGOs. Felix stressed that even if there are changes in the leadership, the military’s work and principles do not change. It only bend to the leadership style of the one in charge, unlike in the LGUs where programs and projects and priorities are change depending on whose party the elected governor or mayor belongs. It was Felix who formally turned over the internal security operation (ISO) of Misamis Oriental to the provincial government under Moreno on September 21, 2010, a move
that enabled the MisOr LGU “to be closer” to the people of Sitio Lantad in Barangay Kibanban, Balingasag, said Teddy Sabugaa, executive director of the Provincial Peace and Order Council (PPOC). He said the DILG looks up to Roxas because he has an untarnished image as a public official and his name has never been implicated in any anomaly or irregularity in the government. Roxas’s first foray in public service was when he was elected Congressman in the first District of Capiz during a special election to replace his younger brother who died of cancer. He later on became the Majority Leader of the House of Representatives. Later on, he was appointed as Trade and Industry Secretary where he was tagged as “Mr. Palengke” for pushing for the develop-
ment of “palengkes”, and for advancing consumer welfare and protection. In 2004, he was elected as Senator and authored 43 bills and 46 resolutions, including those dealing on smuggling, labor, education, economy and alternative energy. In 2010, he set aside his presidential ambitions and gave way to then Senator Aquino to be the latter's running mate under the Liberal Party. He took over the DOTC portfolio from Ping de Jesus who resigned in 2011. Just like his predecessor in the DILG, Roxas is one of the most trusted Cabinet members who is always being asked by the President to handle critical concerns.

House Bill 5052, the proposed LPG Regulation and Safety Act, which has been pending floor approval more than a year after it was strongly endorsed by the 55-member committee on trade and industry. “We have to establish complete and stringent standards for the safe storage, refilling, distribution, transportation and consumption of LPG,” Gullas stressed. Gullas made the statement shortly after 10 people, including four children, were injured in an LPG cylinder explosion in a Cebu City junkshop. The lawmaker blamed the Aug. 30 blast on the lack of
controls on the proper handling, disposal and recycling of dilapidated LPG tanks. A previous LPG blast in Taguig City also caused a tragic fire that claimed the lives of four people, two of them children. LPG ex plosions now constitute a leading cause of deadly blazes averaging around 10 every month, according to the Bureau of Fire Protection. In one of the worst LPG disasters in recent years, a six-wheeler truck hauling dozens of cylinders crashed into a roadside eatery in Carmona, Cavite, setting off blasts that killed nine people, including two children. A similar accident just last June, another truck carrying LPG cylinders flipped near the Sucat exit in Parañaque City, causing multiple explosions. “The setback in the approval of the bill is unwarranted, considering that all sectors concerned -- industry players, consumer groups and even regulators -- want it passed,” Gullas pointed out. Besides introducing rigorous fair trade, product quality and safety standards, the bill includes a cylinder swapping and rehabilitation program. “This will benefit consumers with rundown cylinders, and allow the orderly elimination and replacement of all potentially defective and substandard tanks in the open market,” Gullas said. The bill also sets new guidelines so that every tank coming out of a refilling shop has gone through satisfactory quality and safety tests. Cylinders damaged from normal wear and tear would be methodically ferreted out, restored and re-qualified or scrapped, as the case may be. The measure likewise protects consumers from abusive refillers and traders, and illegal importers of second-hand and possibly unsafe cylinders.
