EIGHT MONTHS AFTER TYPHOON SENDONG
5,000 evacuees in Oro still homeless AROUND 5,000 evacuees remain homeless, eight months after Typhoon Sendong swamped and ravaged Cagayan de Oro City. Cagayan de Oro Archbishop Antonio Ledesma said the survivors continue to stay in evacuation sites while the church, local government and other multisectoral organizations are striving to help them avail the Community Mortgage Program. Since December, Ledesma said around 2,000 families have already been relocated and were granted permanent housing units. He said that the acquisition of the lands is needed for the construction of the more housing units for the displaced families. “The community mortgage program of the government should continue because there are about 5,000 more families are hoping that they’ ll be provided with permanent housing units,” Ledesma
said over Radio Veritas Tuesday. The archbishop also said that the Cagayan de Oro River Basin Management Council, composed of church, government agencies, nongovernment organizations (NGOs) and other organizations, is doing all efforts to strengthen the government’s disaster risk reduction program. He added that initiatives are also being made to protect the area’s watershed to avoid flash floods or a repeat of the tragedy brought by typhoon Sendong. Headed by Ledesma, the Council was formed in 2010 to protect and rehabilitate CDO’s watershed in light of the rampant mining activities going within the watershed area. cbcpnews.com

Unabia announces unequivocal support for Babiera By BONG FABE Contributing editor

only son of Padayon’s founder, reelectionist Cagayan de Oro Mayor Vicente “Dongkoy” Emano, of his support for Babiera during their heart-to-heart talk at Gloria Maris Restaurant Saturday night. “Gipasabot ko si Congressman Emano nga si Vice Governor Babiera ang akong suportahan sa umaabot nga piliay. Ug dako ang akong
pasalamat sa iyang pagsabot (I explained to Congressman Emano that I will support Vice Governor Babiera in the coming elections. And I am grateful for his understanding),” he said. He denied rumors that his bolting Emano’s homegrown party was because of personal interest and political survival. “Wala akoy pagmahay ug
kasuko sa mga Emano o sa Padayon. Ug ako nanghinaot nga masabtan usab ako ni Mayor Emano (I don’t have any anger towards the Emanos or Padayon. And I hope that Mayor Emano also understand me,” he said. He explained that as representative of the people of the first congressional district of the SUPPORT/PAGE 9

Corruption begets turncoats LOCAL politicians (especially those who leaped-frog to the administration party) are moving high heavens and hell to suspend or removed incumbent City Mayor Vicente Emano of Cagayan de Oro City. They want ‘Dongkoy’ to be out since they think that without ‘Dongkoy’ they would handily won an election. Alternatively, without ‘Dongkoy’ as their opponent, they could freely do what they want. Their obsession to take Dongkoy out simply Cris Diaz demonstrated their frustrations and fear of losing in an electoral exercise. Graft cases and imagined charges are important tools for stools of administration party to run after formidable political opponents. We are not new to this kind of political machination. More so, we are aware the way politicians peddle their wares in the political market. If we were to liken these politicians to market vendors, it would be likely that these politicians sell condemned fish and ‘double dead’ (botcha) meat. Even then, there are buyers who fall into the trap of buying these condemned market products. Then, these buyers would later find out that the products they bought were unfit for consumption. In comparison, there are electorates who succumb to political trickery of unscrupulous politicians obsessed of gaining power. How pitiful? We think the electorates in Cagayan de Oro are not that naïve. They know those politicians whose ways of getting support are through plain and simple deception. There are institutional clues to identify politicians obsessed with power. For one, they are political opportunists who hastily change party affiliations. Obviously, party switching is the easiest way to get rid of possible charges especially when an elective public official has skeletons in the closet. Undoubtedly, these political turncoats want political protection and convenience. To paraphrase, corrupt public officials are the usual political turncoats. Dongkoy Emano is not scared of his political detractors. He knows that the people are behind him. The electorates also know that those who want his head are the very same people who do not have the support of city residents. React: crisguardian@yahoo.com

Criminal negligence WITHOUT AN IOTA OF DOUBT, the Cagayan Electric Power and Light Company (Cepalco) is guilty of criminal negligence in the death of a minor who was electrocuted by a grounded pole owned by the utility in Tagoloan, Misamis Oriental. The law defines criminal negligence as recklessly acting without reasonable caution and putting another person at risk of injury or death or failing to do something with the same consequences. No less than the Tagoloan Police Station Chief Inspector Maricris Mulat was cited in a news report as saying how numerous complaints had already
Editorial been filed with the Cepalco about the post which was submerged in the river so anyone stepping into the water would be electrocuted. Last September 2, Dennis Rodman Itom, 15, was electrocuted when he stepped into the waters to gather some seashells and pronounced dead on arrival at the hospital where he was brought. Unfortunately for the victim, he was not a resident of the area and was unaware of the danger hidden in the water. Police said initial investigation showed the residents of Purok 14 Kib-
ulda had been reporting the post to Cepalco since 2009 but was never acted upon by the utility. Although Cepalco agreed to shoulder all expenses related to the victim’s accident and funeral, that’s cold comfort to the family whose child will not be coming back. If Cepalco was unable to address this hazard which already existed three years ago, it gives us the shudders to think about all those electric posts affected by Sendong. How many more accidents are there like this one that are waiting to happen? We urge the local government of Tagoloan to
pursue a complaint against the utility for its criminal negligence which resulted in the death of this innocent boy. Justice must be served and those guilty of this crime from the lineman to the officer in charge of this department must be made to answer in court for allowing this to happen. We suggest when to Cepalco subscribers to immediately report accidents like this waiting to happen to media. We may not be able to fix the hazard but at least everyone will be apprised of the situation and hopefully spur those responsible to fix it posthaste before it results in another unfortunate and very avoidable fatality.
Cleaning other people’s house THINK a minute. A man walked into a crowded store in a small town. It was noisy and full of people. Everybody was talking and going about their own business when suddenly a woman yelled out loudly to a man: “Hey two-timer! Did your wife finally forgive you?” That store which was loud and noisy suddenly became amazingly quiet. Why? Because a nice, juicy bit of gossip was just thrown out and nobody wanted to miss it! S omeone said that when we gossip about others it’s like forcing our way into someone else’s house to clean it for them. We do it not because we’re being kind and helpful, but so we can make them look bad and show everybody else how dirty that person’s life is.
Think A Minute Jhan Tiafau Hurst The worse we make them look, the better we think we will look in comparison. But it’s usually the opposite. People usually know how good you are by what you say about others, not by what others say about you. Do you remember the rhyme: “Sticks and stones may break my bones, but words will never hurt me?” It’s not true! Many people have been hurt far more by criticism and gossip than by sticks and
stones. Even if it is true that a teenager got into trouble, or that man committed adulter y, or that person said something very wrong, they may have learned from their mistake and changed already. But our cruel, unkind gossip about them is wrong and evil, and something we ourselves need to start changing today! The only person’s life you have the right and responsibility to correct is your own. That other person’s life is their own
problem. It is not your job or right to talk about it to others. Remember, “What goes around comes around.” So the same bad things we told about others might also happen to us! Then, guess who people will be gossiping about? You. So if you’ve been hanging around with people who gossip and criticize others, you can decide right now to stop. If you will just ask Jesus Christ to forgive you, He will. Then Jesus will give you His powerful love for others, so instead of hurting them you will want to help them. You’ll even defend and stand up for them when others talk badly about them. Then, someone just might do the same for you when the gossipers are talking badly about you. Just Think a Minute.

Dipolog City steps up BSP brings economic, financial drive against Filariasis info closer to Misamis residents By FRANKLIN P. GUMAPON
DIPOLOG City––Starting this month, the City Health Office (CHO) is conducting a series of Nocturnal Blood Examination (NBE), especially to residents of far-flung barangays, to find patients infected with Lymphatic Filariasis, commonly known as Elephantiasis. Ma. Debbie C. Erasmo , CHO’s Filariasis Elimination Program coordinator, told the Philippine Information Agency (PIA) that they had recorded 116 Filariasis cases from 2003 to 2011, consisting of six females and 110 males. “All of them have been given medication and many are already cured,” she said. Ms. Erasmo also said that most Filariasis patients are from barangays Diwan, Cogon, Sangkol, San Jose, Sinaman and Gulayon. She also said that blood examination for Filariasis should be done during nighttime because the filarial worms are said to be active at night. Lymphatic filariasis is an infection with filarial worm parasites transmitted to humans through the bite of an infected mosquito. In an advanced stage, the disease causes hydrocele formation affecting legs, arms, vulva, breast and scrotum. Ms. Erasmo explained there are five kinds of mosquitoes that can transmit the disease from an infected person to another, namely, Aedes Poecilus (principal vector), Anopheles Flavirostris, Mansonia Bonnea, Mansonia Uniformis and Culex Quinquefasciatus. The nocturnal examination is also open to non-residents of the city. (JPA/FPG-PIA 9, Zambonga del Norte/asf )
CAGAYAN de Oro City––The Bangko Sentral ng Pilipinas (BSP) has unveiled its upgraded Cagayan de Oro Economic and Financial Learning Center (EFLC) to bring economic and financial information closer to the people of Misamis Oriental. The re-launching of the EFLC, led by BSP Governor Amando Tetangco Jr. and other high ranking officials of the BSP, was held early this week at the BSP branch office, here. Governor Tetangco said the city’s EFLC is part of the plan to set-up a national network of similar centers in 21 BSP regional offices and branches nationwide to better serve the economic and financial information needs of the general public. The EFLC is a one-stop center where researchers, students and visitors can access data and information produced and monitored by the BSP in the areas of central
banking, economics, and finance. The EFLC here has already been in operation since 2008, however, it has expanded its scope and services by upgrading its facilities and linking with the EFLC national network to ensure that all electronic resources in the EFLC in Manila are also available to the local public.
Now, the upgraded EFLC has four areas, namely, the Exhibits Area, the Library Area, the Multimedia Section, and the Information Desk. The event was also graced by BSP Deputy Governor Diwa Guinigundo and Misamis Oriental Governor Oscar S. Moreno. (APB/ PIA-10/asf )
Jasaan Central School: avenue of learning using multi-media resources By BEATRIZ E. ACDAL
“LEARNING MAKES perfect if applied suitable teaching strategy and using varied resources,” according to the well-known educator during a certain forum in the Department of Education (DepEd), as part of regional level activities. A thought that made me think of an article that will tell the readers how an institution facilitates learning with the use of the latest trend nowadays. The rapid development of Information and Communication Technology (ICT) has made information ubiquitous and computers cheaper and more powerful. Much evidence indicates that technology has great potential to increase
learners’ motivation, link learners to various information sources, support collaborative learning, and allow teachers more time for facilitation in classrooms (Moallem, 2003; Roblyer, Edwards, & Havriluk, 2004, Wilson & Lowry, 2000). Integrating ICT into teaching and learning has therefore become a great concern for many educators. This is the reason why the institution of Jasaan Central School made it possible for the teachers to use different resources and came up with the latest trend of technology by using multi-media resources. In as much as computers are widely used today, the school is very lucky to obtain technological gadgets from various sources. Last year,
for School Year 2011-2012, an E-Classroom was created for the purpose of the package received from DepEd Computerization Program (DCP) in cooperation with the Bureau of Elementary Education (BEE). There are 6 complete sets of computers with the Electronic White Board and printer with projector that made complete the entire package in which the whole school benefitted. The teachers after the orientation of the package and doing hands-on activities were excited and eventually used the classroom in their lesson. The Special Science Classes had the great opportunities to use the classroom as scheduled. Some of the classes can’t be ac-
commodated as the schedules sometimes conflicted. Because of the problem, the school conceptualized an Alternative Learning through Multi-media Electronic Device Approach (ALMEDA) that will cater the chance of other sections to experience ICT-based learning process. Complete set of laptop, projector and speakers loaded with softwares on Science, Math and English modules that placed in a cart to travel classes that will request for the use of the equipment. In a year, pupils and teachers enjoyed the utilization of technology in their classrooms. Recently, for this School Year 2012-2013, Jasaan Central School is one of the recipient schools nation-
wide to be provided with a program that will be using the interactive courseware for Grade I in Mathematics. This is in line with the training provided by the teachers of Grade i last August 15-19, 2011. Last July 22, 2012, the teams from DOST-SEI, UPNISMED and DOST-ASTI staff came to our school with the P700,000.00 worth of Technology package such as 50 pieces of Tablet PCs with courseware. They will be staying in the school for one-week orientation and briefing for the pupils and teachers to be familiar with the gadgets and to demonstrate the use of courseware. They hand-in the materials/ equipment to the Division Education Supervisors who were present during the ceremony and gave to the Dis-
trict Supervisor of Jasaan, Mrs. Efleda J. Geralde to be taken by me, Mrs. Beatriz E. Acdal as the school principal. The program was attended by LGU officials, GPTA officers, parents of the recipient sections and teachers. The school is really an institution that observes the utilization of modem technology that the children in cyber age are now belong, A great proof that Jasaan Central School is performing well not only in the Province of Misamis Oriental but nationwide, due to the great performances on the results of achievement level by subject areas in NAT and E-NAT. These gadgets/equipments were provided for the benefit of the JCS family. Advertorial

Motorists amazed by Zambo cop’s dedication to duty By AL JACINTO, Regional editor-Zamboanga
ZAMBOANGA City––Motorists in Zamboanga City were amazed when the saw a lone police officer manning a traffic intersection despite a driving rain on Wednesday afternoon. The unidentified officer, clad in vinyl raincoat and water-soaked black leather shoes, was spotted manning the traffic all alone at the intersection of Tumaga village during rush hour. Motorists blew their horn in admiration as they passed by the traffic policeman, who continued doing his job despite the bad weather. The rare scene was witnessed by many motorists. in Maguindanao province against Kato and 113 other militants in the BIFF. Kato’s men simultaneously attacked several Army detachments and outposts in Maguindanao on Aug. 5, killing six soldiers, a police officer and at least four villagers. The Army said about 50 rebels were killed in
military pursuit operations that followed. Kato, a foreign trained leader, was removed from the MILF roster after he led an offensive last 2008 against villages in North Cotabato following the botched signing of Memorandum of Agreement on Ancestral Domain. The MILF declared him and his men “bughaat” an Arabic term for a group of persons who disobeyed leaders.

province, it is his sworn duty and responsibility to find ways to improve the lives of his constituents through projects and programs for their benefit. “And I can better get financial support for our projects and programs for the first district from the national government if I am a member of the Liberal Party,” he explained in the vernacular. “I strongly believe that I can ask for additional support and funding for projects from the leadership of the Liberal Party as a member. I hope the people of Misamis Oriental, especially the people of the first district, understand me because this is all for their benefit,” he added. Unabia said he is now awaiting words from national leadership of the LP for his official oath-taking, which he said is “anytime soon.” “Our good congressman will not make any move that will not be for the good of our district,” said Talisayan town Vice Mayor Rommel Maslog in defense of Unabia. Maslog said in a recent interview that Unabia’s intention of joining LP is “pure and that is for the benefit of everybody.” “What is wrong with that?” he asked as he explained that the congressman’s move is “beyond mere politics.” “I will support him one hundred percent whether he will join Liberal Party of remain with Padayon,” he added. Mayor Jun Jun Lagbas of the Municipality of Kinoguitan also defended Unabia, saying that his joining LP “is for the good of the first district.” Meanwhile, Balingasag town Mayor Alexis Quina denied speculations that he has bolted from LP and joined Padayon to support the gubernatorial bid of the younger Emano. “Intriga ra kana,” he said. “Pero dili nato matag-an ang panahon,” he added. Quina advised the electorate and the media to wait for the filing of their certificates of candidacy
(COCs) next month to know the truth and avoid sowing intrigue and speculations. He said whatever his move will be it is always for the good of the people. “There’s nothing personal here.” In a recent radio interview, Padayon founder and acknowledged political kingpin Mayor Dongkoy Emano said he and his party is not moved by the transfer of Unabia or any other members to the LP because “it is all part of politics.” “By the end of the day, it will always be the decision of the people. And that is what’s important,” he said. (Bong D. Fabe)

the leadership of Gov. Sakur Tan because of his genuine and untainted political career and sincerity to serve the people and bring peace, progress and development not only to Sulu province, but to the whole of the ARMM,” said Dr. Amildasa Annil, the leader convener and president of the Movement for Sustainable Good Governance. The manifesto was passed following the 1st Zamboanga-Sulu-TawiTawi CSO Summit held in Zamboanga City. Some 300 CSO members from Basilan, Sulu, Tawi-Tawi, Maguindanao and Zamboanga City participated in the summit sponsored by two of the country’s largest sardine canning factories, the Mega Sardines and Amadeo Fishing Corporation. “We, the undersigned, convener and members of the Movement for Sustainable Good Governance in the Autonomous Region (in Muslim Mindanao), imbibing the true essence of political participatory governance, asserting the advocacy of social justice, promotion and protection of the basic constitutional rights of the Bangsamoro people, and the entire constituents of the Autonomous Region, do hereby declare and manifest to the Public and to his Excellency President Benigno S. Aquino III... after due discussions and deliberations in a summit assembled, We, therefore, adopt and resolved this manifesto to call and declare our full support for the candidacy of the Provincial Governor of Sulu, Governor Abdusakur M. Tan as the next Regional Governor of the Autonomous Region in Muslim Mindanao,” reads the signed manifesto, a copy of which was obtained by the Mindanao Examiner. Ustadz Noreen Pallong, Basilan provincial convener and internal vice president of the Movement for Sustainable Good Governance, said they will also hold a similar summit in the cities of Cotabato and Marawi, and Davao, to further spread the strong clamour of the Muslims for Tan’s candidacy. “ T he re is a st rong clamour f rom various

Muslim civil society organizations and Bangsamoro people for the Sulu governor to govern the ARMM and bring peace and development to the region and progress to all its provinces and constituents. Governor Tan is the only leader we see fit to be the next ARMM governor,” he said. Pallong, an influential Muslim religious leader in Basilan, said provincial constituents are strongly supporting Tan. Tan, a known philanthropist and one of the most respected politicians, in the southern Philippines, did not give any statement about the manifesto, but he previously said that he is willing to serve should Aquino chooses him to be the official ARMM candidate in the synchronized regional and national elections. Tan, a religious man, also sits as an observer to the government peace talks with Moro Islamic Liberation Front. (Mindanao Examiner)

WHOEVER he fights next -- whether undefeated American and tormentor Timothy Bradley or Mexican legend Juan Manuel Marquez -- eight-division world champion Manny Pacquiao “should prepare well and stay focus while in training and until the day he faces his dance partner.” This was the advice given by two of the Filipino ring idol’s closest allies -– chief trainer Freddie Roach and boxing promoter Wakee Salud -- in separate interviews with this reporter. “I still don’t know who Manny will face next, but
whoever between Bradley and Marquez, he really needs to focus,” the Hall of Fame trainer Roach said in a recent telephone conversation on the June 9 controversial ending that saw Pacquiao end his long 15-win streak and his reign as World Boxing Organization welterweight titlist. Salud agreed, saying he is particularly concerned about his long-time pal fighting Marquez. “May risk kapag si Marquez ang napili. Kasi baka matalo, at kapag natalo, the planned mega-fight against (Floyd Jr.) Mayweather, baka mabura na din,” Salud said. pna
