DAR-DPWH INFRA PROJECTS BENEFIT IPIL AND R.T. LIM FOLKS MORE THAN P37 million worth of infrastructure projects were recently turned-over by the Department of Agrarian Reform (DAR) and Department of Public Works and Highways (DPWH) to the recipient barangays of Ipil and Roseller T. Limin Zamboanga Sibugay province. The project consisted of two bridges, one is connecting the barangays of Tiayon and Caparan in Ipil town while the other interlinks Barangay Casacon and Tilasan in Roseller T. Lim municipality. Both projects are under the Tulay ng Pangulo Para sa Kaunlarang Pang-Agraryo (TPKP) program of DAR and were sourced out from the agency’s Foreign Assisted Projects funds. The projects aim to promote rural development in priority agrarian reform communities (ARCs) and areas covered by the Comprehensive Agrarian Reform Program (CARP). TPKP program involves the construction of “universal bridges” which will open and scale up development potentials and increase income and productivity of the farmers. According to DAR Undersecretary Sylvia Mallari of the Foreign Assisted and Special Projects Office, TPKP started in 2008 but ceased in 2014 for reasons beyond the control of the agency.

However, it was revived by the present administration under its build, build, build program wherein big infrastructure projects are widely built and constructed around the country. “Bridges serve as connection not only to those living in the area but also for those in the nearby places. Aside from the economic and social benefits, bridges help strengthen and unify the community,” Mallari said.
The Tiayon-Caparan bridge cost P20.18 million which can benefit around 318 agrarian reform beneficiaries living in the area while the Casacon-Tilasan Bridge amounted to P16.90 million and could serve 520 farmerbeneficiaries of DAR. Both bridges are found in the Salipyasin ARC Cluster. In an interview, Project Engineer Norman Poy of DPWH Central Office, said that the newly turned-over
bridges are the 3rd and the 4th of its kind in Mindanao. According to him, most of the materials used were brought from France and that it has a special feature like the anti-skid element on the surface of the bridge which gives a lesser chance of accidents to riders and other users. “We are pleased to be an instrument and have an important contribution in the progress and development of the area through the construction of bridges. The completion of the project is an avenue towards sustainable development in the area which could lead to social economic progress,” Poy said. DAR Assistant Regional Directors Engr. Agnes Maata and Atty. Ramon Madronal both encouraged the community to maintain and sustain the projects for future use. Zamboanga Sibugay Provincial Agrarian Reform Program Officer II Mohammad Dassan Adju also emphasized to the community its role towards the sustainability of government programs and projects which should always start by educating the young ones. The turn-over ceremonies were likewise attended by PARPO I Elizardo Villaseca, Councilors Ramses Troy Olegario and Felizardo Cainglet of Ipil and R.T.Lim, respectively, CARPO Perlidita Engalla, MARPOs Noemi Ampong and Charito Ramos and the barangay officials.

2018 Most Outstanding Agrarian Reform Beneficiary of Region 9 TWO DECADES AGO and a parcel of land: A success Story of Mr. Leopoldo Labrada, 2018 Most Outstanding Agrarian Reform Beneficiary of Region 9 “My family started cultivating the 2.7 hectares in 1984, a land awarded by Department of Agrarian Reform through Certificate of Land Ownership Award. Two decades later of nonstop hardwork, faith in God, commitment and refusal to give up, I am now entrusted by Him with every farmer’s dream – secured children, roof over our heads, food in our table, a thriving cooperative and a loving community to serve,” said Mr. Leopoldo S. Labrada, 2 nd Placer / awardee of the 2018 National Outstanding Agrarian Reform Beneficiary. His beginnings: Mr. Leopoldo S. Labrada and his wife Mrs. Sabrina M. Labrada are both Agrarian Reform Beneficiaries (ARBs) in Manguiles, Mahayag, Zamboanga del Sur. They started their family on 1994 with nothing much but a parcel of 1.8 rice farm inherited by Mrs. Labrada and 2.7 hectares CLOA awarded by the DAR to the couple. Tatay Poldo, as he is fondly called by the people in his community, is a graduate of Bachelor of Business Administration but always has the heart for farming. Instead of practicing his profession, he chose to engage in farming with

the help of his wife Nanay Sabina. The land awarded to them has some steep sloped palanas – a barren land that has a rocky surface which is susceptible to erosion. Only the swampy uncultivated 1.5 hectare is potential to rice farming. This did not deter Tatay Poldo’s determination even with limited resources. Armed with faith, persistence and unquenchable energy, he started hiring 20 unemployed farm workers at P30 per day and kilos of rice as payment to help him with the clear ing of shrubs and dead trees. It took them 3 months to drain the swamp, create stable dikes and prepare the land

suitable for farming. Sharing the Learnings: Later, Tatay Poldo’s farm became very productive as every corner, space and stones were not left unturned. What used to be barren palanas is planted with staple crops such as banana, cassava and corn. Day in and day out, he cultivated and prepared his land, plowed his field and engaged more unemployed workers to generate more income. His ricefarm has gained the attention of other farmers who have abandoned wetlands nearby. This prompted, Tatay Poldo to lend help in transforming barren swamps to productive rice paddies in Manguiles , Mahayag.. While cultivating his land,
Tatay Poldo took advantage of the availability of abundant water and also engaged in swine fattening/production. He raised 60 heads at a time which was the source of good profit for the family. In 1987, Tatay Poldo, already devoted full time in farming, was entrusted to administer the 5 hectare of coconut farm and another 9.7 hectares ricefarm for a family friend who resettled back to Luzon. He has not stopped employing more farm workers to assist him in his growing endeavors. During the weekends, he holds random tapok-tapok or pulong-pulong with farmer - friends and transformed usual conversation to productive discussions of life learnings farm innovations, new and good practices for increased production and increased income. Eventually, said pulongpulong led to connecting to appropriate national agencies who helped them in their respective endeavors and avail trainings, farm machineries and other capability building workshops. Thus the creation of UMAFAMCO or United Farmers Multipurpose Cooperative in 1995 (now ARBUMAFCO), a DAR assisted organization, where he was the Chairman from its conception up to its present thriving condition. Tatay Poldo is also the Treasurer of the Manguiles Farmers’ Association, a DA- assisted organization where more farm implements and equipment were provided to them which are now being rented for a fee such as hand tractor cultivator, four wheel tractor, Lupar with trailer, water pump used during dry season, mud boat and power sprays. He also practiced farm technologies acquired from trainings over the years such as Integrated Pest Management and Season-long Rice Hybridization Program. During the season-long practice of vermiculture and use of organic vermicast to his .8 hectare rice farm, Tatay Poldo got the highest yield among the farmer – technologist who practiced the same in the entire Salug Valley. While others are planning and mapping for their next steps, he was out there in the field squeezing as much as possible to every minute of daylight plowing his land. While others are still asleep he is already harvesting his due. While others are hoarding for rainy days, he was out there meeting, training, passing on his learnings and helping other farmers earn and save for all the seasons. “Two decades and I am blessed with every farmer’s dream - children who are now secured, roof over our heads, food in our table, thriving cooperative and a loving community to serve.” he humbly concluded. CACAO, CORN ARE SECONDARY CROPS FOR CONVERGE IN ZAMBOANGA MORE THAN 50 participants, composed of farmer-leaders, Department of Agrarian Reform (DAR) officials, and Project ConVERGE coordinators attended the three-day Value-Chain Training which focused on secondary crops, namely: cacao and corn for Zamboanga del Norte, cacao for Zamboanga Sibugay and corn for Zamboanga del Sur. The training was led by internationallyrecognized speaker Rita Pilarca last May 7-10 in Zamboanga City. “At this point for the project, it is crucial that we do not only identify the crops but also construct the foundation of its implementation so that we are more effective as the project [ConVERGE] moves along,” Pilarca said. Participants underwent various modules for functional areas in developing a value chain scheme. They were able to identify the

DAR PARTNERS WITH PAGLAUM MULTI-PURPOSE COOPERATIVE THE DEPARTMENT of Agrarian Reform (DAR) recently signed an agreement with the Paglaum Multi-Purpose Cooperative (PMPC) to train two Agrarian Reform Beneficiaries Organizations (ARBOs) on MicroFinance Capacity Development Program. The activity took place at the PMPC in Plaridel, Misamis Occidental. Provincial Agrarian Reform Program Officer II Arturo N. Soria said that the undertaking was part of the partnership development program under the support services of DAR. The service agreement with PMPC represented by the General Manager Gadwin E. Handumon will provide trainings to capacitate
the ARBOs in managing the cooperative’s financial status and give appropriate microfinance services to the agrarian reform beneficiaries to the identified ARBOs; Depani, Aguirre, Gupot, Linay, Lingatongan, Saluyong Agrarian Reform Cooperative (DAGLLISARCO) in Manukan and Calilic Multi-Purpose Cooperative (CMPC) in Sibutad, all from Zamboanga del Norte. MARO ASSESSMENT on Land Tenure Services Program
DAR IX Regional Director stresses a point during the conduct of MARO Assessment on Land Tenure Services and Agrarian Legal Services.
IN KEEPING with the commitment of genuine service delivery, the Department of Agrarian Reform (DAR) regional office led by Director Julita A. Ragandang sat with DAR Zamboanga del Norte officials headed by PARPO II Arturo N. Soria for the MARO Assessment on Land Tenure Services Program and Agrarian Legal Services (LTSP-ALS) cum Problem Solving on Problematic Landholdings of the province last June 5-6 at Mibang Hotel, Dipolog City. The activity aims to assess the performance of the Municipal Agrarian Reform Program Officers (MARPOs) on LTSP -ALS to ensure the attainment of the targets. Each of the MARPOs present in
the assessment had the opportunity to report on the profiles and the achievements on their respective areas. It was also an opportunity for them to raise issues and concerns with solutions from the proper authorities Following the reports of the field implementors, the sitting panel headed by Director Ragandang with Assistant Regional Directors Atty Ramon E. Madronal, Jr and Engr Agnes Y Maata , Regional Legal Chief Atty Tettywangsa Husin, CARPO Kathleen B. Alim, PARPO II Art Soria, PARPO I Rizzel B. DAR launches PAHP to address ‘Hunger and Poverty’

Upper Irasan, Roxas, Zamboanga del Norte THE DEPARTMENT of Agrarian Reform (DAR) has successfully launched the Partnership Against Hunger and Poverty (PAHP) program on high value vegetable production using natural farming system on June 13, 2018 at Barangay Upper Irasan, Roxas, Zamboanga del Norte. PAHP is a convergence of efforts among the goverment’s anti-poverty
sectors with DAR as the lead agency. Partner agencies include the Department of Social Work and Development (DSWD), Department of Agriculture (DA),Department of Interior and Local Government (DILG), Eastwest Seed Company, Inc ,Food and Agriculture Organizations (FAO) and the World Food Program (WFP). Provincial Agrarian
Reform Program Officer II (PARPO) Arturo N. Soria said that DAR’s mandate is to empower the agrarian reform beneficiaries (ARBs) as producers and suppliers of organic high value vegetables to make the farmers economically stable and ultimately improve their way of life. Technical Advisory on Support Services Chief Engr. Alfonso A. Tan also stressed that the primary objective of the program is to provide essential social and economic services toward eliminating hunger and reduce poverty especially in the rural areas wherein DAR has focused its resources and support services interventions. The PAHP natural vegetable production program will benefit 40 farmer beneficiaries. The activity was facilitated by the Municipal Agrarian Reform Program Officer Engr. Amando G. Alama with PAHP Point Person Leonesa Alpha. Also present in the activity were DA representative Teodora Lumat and DSWD representative Virgilia Enriquez.
