DAR distributes titles for 126 hectares of land to 68 farmers in Zambo Norte

HE DEPARTMENT of Agrarian Reform (DAR) has distributed Certificates of Land Ownership Award (CLOA) covering 125.6651 hectares of land to 68 Agrarian Reform Beneficiaries (ARBs) in the province of Zamboanga del Norte. He said the awarding of lands to the ARB-beneficiaries was only the first step toward true agrarian reform, citing they need to cultivate and make the lands productive, in a way that will improve their way of life. Coma expressed gratitude to DAR for helping his constituents own the land they had been tilling. He said the distribution of land titles was a manifestation of DAR’s commitment to help alleviate the lives of the ARBs.He advised the ARB-beneficiaries to never sell and consider the lands as their greatest possession. The distribution of land titles, which was held at the town hall of Gutalac, was witnessed by Chief for Operations Marcelino Soropia, Municipal Agrarian Reform Officer Ranroy Credo, Development Facilitator Rogelio Undap and Vice Mayor Herminio Jamandron.

ConVERGE DAR Launches Project THE DEPARTMENT of Agrarian Reform (DAR) recently launched a rural development project that seeks to increase the income and productivity of farmers in Western and Northern Mindanao and CARAGA. According to DAR Undersecretary for Foreign Assisted Projects Herman Ongkiko said the project called Convergence on Value Chain Enhancement for Rural Growth and Development (ConVERGE) aims to reduce poverty incidence and the vulnerability of farmers through crop diversification and processing of raw materials, either as semi-finished or finished products to increase farm income, productivity and competitiveness of farmers.” The P2.3-billion project ConVERGE is a

flagship project of International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations dedicated to eradicating rural poverty in developing countries. “Specifically, ConVERGE project aims to promote sustainable livelihood activities based on key commodities of Mindanao regions, such as rice, rubber, coffee and cassava among others,” Ongkiko said. Ongkiko added that more than 300,000 smallholder farmers would be elevated to a higher level of development by assisting and guiding them in terms of product development and market linkage. Projects under ConVERGE will be implemented in 11 agrarian reform community clusters in the provinces of Regions 9 (Zamboanga Penin-

sula), 10 (Northern Mindanao) and 13 (CARAGA). For the success of the six-year implementation of the project, IFAD South-East Asia Manager Mr. Benoit Thierry urged the implementers to have the commitment for the program and to learn and improve from every experience they would gain. Assisting the DAR in project ConVERGE are the Department of Trade and Industry, Department of Science and Technology, Mindanao Development Authority, National Commission on Indigenous Peoples and the local government units. The launch of Project ConVERGE was held at Pryce Plaza Hotel in Cagayan de Oro City last January 21.

Last February 8, 2016, a graduation rite was held for the ten agrarian reform beneficiaries (ARBs) of Naga, this province, who bravely took the challenge to participate in the 2nd Batch of Farmers’ Field School (FFS) on High Value Vegetable Production using the Natural Farming System Technology initiated by the Department of Agrarian Reform (DAR) in partnership with the East West Seeds, Inc. and the Local Government Unit of Naga. Uncertain whether their undertaking be a success or a failure due to the scorching summer heat, the proud graduates finally survived and marched to receive their desired certificates of completion after they have finished the trainings and acquired the necessary skills and learnings. Implemented under the Agri-enterprise Development component of Agrarian Reform Community Project (ARCP), The Farmers’ Field School is a six month training program where organic farming and proven agricultural practices are taught to farmers. Officer II of Zamboanga Sibugay said that the intervention is part of the support services extended by DAR to its ARBs. “The intervention will help the farmer-beneficiaries earn additional income for their families”, Mantos said. “The project is also a complementation to the DSWD’s feeding program for day care pupils under the Partnership Against Hunger and Poverty (PAHP) program implemented by DAR”, she added. Last year, 30 ARBs from said town are also recipients of the same intervention given by DAR. Prior to the graduation ceremony, a harvest festival was held where the involved farmers, together with some DAR officials, harvested the vegetable products and sold it before the interested buyers. Graciano Antiquina, the Top one of the class, shared in his testimony the hardships he has gone through during the implementation of the program. He recalled that he started planting since last week of November but as early as January, some of his vegetables were already harvestable. “Since January, I already sold more than 100 kilos of my organic vegetable products, hence, I am already earning income out of it since then”, Antiquina proudly said. farmers, also marched to receive their certificates for their participation in the FFS. Also in attendance during the simultaneous harvest festival and graduation activities were PBDD Chief Anthony Teves, MARPO Flordie Bagundol, PMAO Carol Marohumadil, PAHP Point Person Marilou Acedo and some barangay, municipal, DepEd and coop officials. Meanwhile sixteen agrarian reform beneficiaries (ARB) in Zamboanga del Norte are now proud graduates of the Farmers’ Field School (FFS). The 16 ARBS completed the 1st batch of 28 graduates. The new graduates are now certified skilled organic vegetable producers, using organic fertilizers and pesticides. They received their certificate of participation on Farmers’ Field School (FFS) on High Value Vegetable Production using Natural Farming Systems Technology held in Barangay Sangkol, Dipolog City, Zamboanga del Norte. This is a project of the Department of Agrarian Reform –Agrarian Reform Communities Project (DAR-ARCP2) in partnership with the Local Government Unit of Dipolog City (LGU) and East West Seed Company Inc. that the rising cost of vegetables encouraged farmers to engage in vegetable production. It made the farmers find ways and means to improve production technology through the FFS six-module training program of DAR to attain higher vegetable yield. DAR-ARCP2 has allocated a total of P378, 000.00 worth of farming tools and inputs to the ARBs through the Dipolog Vegetable Growers Association. The association also received P10, 000 cash from the local government as their start-up capital and P20, 000 worth of high value seeds and farm tools for vegetable production. City Agriculturist Kerr Porlas expressed his appreciation to DAR for helping the farmers preserve and develop agricultural productivity and improve the marketing system in the city. PARPO I Rizzel B. Villanueva also stressed that aside from protecting the environment from harm through organic farming, FFS also enables the farmers to learn how to manufacture pesticides and fertilizers using the natural materials. Harvest Festival: A Success

PBD TASS Planning Workshop THE DEPARTMENT of Agrarian Reform in Zamboanga del Norte recently conducted a planning workshop on Program Beneficiaries Development – Technical Assistance and Support Services (PBD-TASS) at Alexandra by the Sea, Dapitan City. All Municipal Agrarian Reform Program Officers (MARPOS) in the province participated in the said undertaking. “The MARPOS have a crucial role for the development in the areas they handle because they are the experts in the agrarian reform program,” DAR-ZN Provincial Agrarian Reform Program Officer-I (PARPO) Rizzel B. Villanueva stressed in his opening remarks. Among the programs and projects presented by DAR-ZN during the said activity were the Agrarian Production Credit program (APCP) which aims to provide credit assistance to agrarian reform beneficiaries (ARBs) to support their individual or communal crop production; DARCRS (Catholic Relief Services) Partnership which aims to increase production and income of ARBs through agricultural extension marketing assistance and capacity-building with the assistance of agro-enterprise facilitators; Community-Managed Potable Water Supply and Hygiene (CPWASH) project to install low-cost water supply technology and sanita-

tion systems for safe, clean and potable water for ARBs; and Convergence of Value-Chain Enhancement for Rural Growth and Empowerment (CONVERGE) project to reduce the incidence of poverty particularly in Mindanao. DAR envisions to empower agrarian reform beneficiaries who are effectively managing their economic and social development for a better quality of life. Thus, PARPO Villanueva emphasized that DAR focuses on strengthening towards sustainable Agrarian Reform Beneficiaries Organizations (ARBOS) enterprises in the country. DAR through the provision of Technical Advisory Support Services, supports the major strategies identified under the Philippine Development Plan (PDP) in accordance with the agriculture sector’s goal of improving food security and increasing income, increasing resilience to climate change risks and enhancing policy environment and governance. “We are giving our main concern and full support to the activities of the MARPOs because we are all aiming to accomplish one goal – to improve the lives of ARBs, “DAR-ZN Provincial Agrarian Officer II (PARPOII) Mohammad Dassan J. Adju concluded during the second day of the workshop.

THE DEPARTMENT of Agrarian Reform (DAR) Zamboanga del Sur in coordination with the local government unit of Aurora and the East – West Seed Company, Inc. celebrated a Harvest Festival in barangay Gubaan attended by the graduates of the Farmers Field School (FFS). Arturo N. Soria, Provincial Agrarian Reform Officer II said that these 21 agrarian reform beneficiaries learned the natural farming method of growing organic vegetables after attending a six-month training on Natural Farming System Technology (NFST). He said that this technology is a project under the Agricultural - Enterprise Development (AED) component of the Agrarian Reform Communities Project (ARCP) Phase II. Engr. Josephine G.. Sisican, Chief of the Program Beneficiaries Development Division explained that NFST aims to promote the good health of the consumers and help restore the ecological balance of mother earth. The farmers were trained on Natural Farming System Technology by Elizabeth Santiago the AED Coordinator of the province. She revealed that the organically grown harvested vegetables were eggplants, tomatoes, bitter gourd, string beans and okra as well as pepper and cucumber. “Compared to using inorganic fertilizers wherein infestations are controlled and harvesting is easier, NFST

is a difficult planting method. However, these inorganic fertilizers not only destroy the natural fertility of the soil, but are also hazardous to humans when swallowed as these contains chemicals. NFST requires patience, hard work and industry. It is however worth the effort as organic vegetables are safe and give good health to those who eat them”, one farmer graduate said. Mayor Boen Dorotheo Cabahug of Aurora, Zamboanga del Sur stressed that he aspires for his constituents to have easier and uplifted lives. He is pleased that NFST contributes to this as the adopters can harvest from their backyards. Further, he said that healthy residents contribute to a wholesome and progressive place to live in. Finally, Soriaen encouraged the graduates to continue and sustain their natural farming practices. He emphasized that these are good and wholesome as these uphold the wellness and lengthen the life of the consumers as well as help mitigate the harmful effects of climate change. Also in attendance during the event was Links Farm DAR National Coordinator Gerriza Montero of the Bureau of Agrarian Reform and Beneficiaries Development. The barangay is also a recipient of the Links Farm or Linking Small holder Farmers to Markets under the DAR - Catholic Relief Services (CRS).

Rural folks in Diplahan learn basic meat processing THE DEPARTMENT of Agrarian Reform (DAR) in partnership with the Department of Science and Technology (DOST) sponsored a two-day livelihood training on meat processing for the rural women in Tinongtongan, Diplahan, Zamboanga Sibugay. The participants were trained on tocino, tapa and longganisa processing and production. The training is in line with the government’s promotion of Gender and Development. Through the said training, the residents saw an opportunity wherein they can earn additional income aside from farming which is the primary source of livelihood in the area.

GAD Point Person Mira Lyn Dugso viewed the activity as an opportunity to equip rural people, particularly women, with skills and hands-on training on livelihood programs initiated by DAR especially on meat processing. According to her, the conduct of the activity marked the culmination of the women’s month celebration which is being celebrated for the whole month of March. DAR partnered and with DOST who provided the resource person for the said training through Project Assistant II Jeyzel Aparri of DOST-Zamboanga Sibugay. The resource person discussed three training modules including product costing, procedure and schematic diagram and ways to

keep food safe and clean. Tinontongan Chairman Winnie Bacay thanked DAR for prioritizing his barangay to be the

venue and choosing his constituents to be beneficiaries of the said training which was held last March 30-31, 2016.

J. Adju said that the four - unit -eightclassroom buildings will benefit the school children residing in barangays of Map, Buenavista, Upper Gutalac and Bagong Silang. Each classroom can accommodate 40 school children.

“This is our way of promoting progress by giving helpful projects to the agrarian reform communities. DAR’s concern is to address the development needs of the community that includes better education,” Adju said. He added that along with the turned-over projects are two-daycare centers with a project cost of P2.3 million situated in barangays Bagong Silang and Upper Gutalac. School District Supervisor Eddie E. Refugio in his speech said that they will consider these as their greatest gift as these elevates the educational status of the students and provided a more quality education. Skills Training for DAR IX Employees THE DEPARTMENT of Agrarian Reform Regional Office IX conducted a two-day Livelihood Skills Training for 30 officials and employees last March 30-31 in Cagayan de Oro City in northern Mindanao. The training was in accordance with the mandate of the Civil Service Commission (CSC) to conduct employee activities that could enhance the well-being of the government employees to be able to deliver efficient and effective public service. Among the activities recommended by the CSC is the conduct of food production and livelihood activities for the benefit of the personnel. Such activities are in line with the present administration’s program that promote small/medium enterprises and provide assistance to enterprising individual or group who want to augment their income.
